All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICB -' GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of os. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 11. 12. 13 11. xs. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by COUTltlCS. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. _ They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. BEDFORDSHIRE. 15.— Bedford ( Borough). — For stealing ( by tricky 29th ult., 2 light grey striped flannel suits, size 4; 1 grey tweed Norfolk jacket, 4 pockets; 1 pair dark grey flannel trousers— — MEECH ( supposed false), age about 23, height 5 ft. 7 in., slight build, complexion pale, bowler hat, carried a small brown bag. He called at an outfitters, presented a card, " John Meech & Co., Shop Fitters, 39, Great Pulteney Street, London, W.," thereon, stated he was a member of the firm, inquired if any repairs were needed,, gave the name of a hotel where he was staying. A short time after he left the shop a boy called and asked for the above articles to be 6ent to Meech on approval. He obtained possession of the goods and absconded. 16.— Bedford ( Borough).— For failing to re- port— Licence- holder JOHN O'SULLIVAN, alias SHEA, SHANNON or SHANAHAN, Office No. 1510- 01, age 64, height 5 ft. 8J in., complexion fresh, hair and eyes grey, impediment in speech. A native of Carrick- on- Suir, Tipperary. Sen- tenced at Clonmel Quarter Sessions, 27th October, 1904, to 5 years penal servitude and remanet of former sentence for larceny. BERKSHIRE. 17.— Abingdon ( County).— For obtaining food and lodgings by false pretences, and stealing a gold brooch, about the size of a florin, pearl in centre; 1 pair gold earrings, ball drop pattern; and a Jubilee 2s. piece mounted as a brooch— — JEF- FRIES, alias ARTHUR AUSTIN, age 28 to 30, height 5 ft. 4 or 5 in., complexion fresh, sunburnt, hair dark brown; dress, brown suit and boots, dark cap, gold colour watch chain. BUG KING HA MS HIRE. 18. — Chesham ( County). — For obtaining food and lodgings by false pretences, at Amersham, 7th inst., and stealing £ 1 5s. — WILLIAM ARTHUR AUSTIN, age 29, height 5 ft. 5 or 6 in., oomplexion fresh, freckled and sunburnt, hair brown; dress, brown suit and boots, green cap, gold colour watch chain with pendant. CHESHIRE. 19 — Birkenhead { County).— For acts of gross indecency with male persons— GEORGE QUINN, age 32, height 5 ft. 6 in., hair ( curly in front) and moustache light brown, red blotches on face and neck, eyes brown; wearing dark short jacket, white linen jacket, black cap. A hairdresser; native of Glasgow. Is said to have served 7 years in the Highland Light Infantry. May be found in common lodging houses. Warrant issued. 20.— Birkenhead ( County).— For stealing ( bailee) a bicycle ( recovered) — ARTHUR HAYES, age 26, height 5 ft. 9 or 10 in., slight build, complexion fair, thin face, very thick lips, twitches his face slightly when speaking, hair ( in- clined to sandy) light, moustache ( scanty) sandy, teeth discoloured, splay feet, Lancashire accent, scar back and dent front of left hand; dress, brown or dark grey jacket suit, new brown mackintosh, chain tab, green cap, box calf boots, square toes,, silver watch chain, compass and coin attached. Sutherland, County Hall, Birkenhead. 21 .— Liscard ( County).— For embezzling £ 7— JOHN JAMES COTTINGHAM, alias JAMES WILBRAHAM, age 57, height 5 ft. 10 in., com- plexion fresh,, hair ( dark brown) turning grey, eyes blue- grey; dress, black evening suit, white tie, dark grey overcoat, grey suede gloves, black bowler hat, lace boots, carried a black stick and a Japanese basket containing a blue serge suit. A native of Bournemouth. Warrant issued. Information to Supt. McHale, Liscard. 22.— Macclesfield ( County).— For obtain- ing 2s. lOd. by false pretences, 10th ult.— ALBERT PRINCE, alias TAYLOR,, age 38, height 5 ft. 9 in., complexion fresh, round face, hair sandy, eyes grey, scar left middle finger, walks quickly, of smart appearance; dress, blue jacket, dark trousers, black felt hat. A traveller; native of Walthamstow. He obtained the above amount for a pound of cocoa, and stated that if he sold 50 pounds it would enable him to obtain a situation with a Tea Company at Liverpool, he gave cards bearing the address of the company to the persons on whom he called. Previously con- victed at Dewsbury, Rochdale, Stratford, and St. Helens. Warrant issued. Information to Supt. Downes, Macclesfield. 23.— Northwich ( County\— For embezzling £ 7 9s. 3d., between 1st and 4th inst.— HYMAN PHILLIPS, a Russian Jew, age about 32, height about 5 ft. 4 in., complexion sallow, hair ( bald) long one side and brushed over top dark brown, moustache brown; dressi, grey cycling suit and stockings1, black hard felt hat, lace boots. Warrant issued. Information to Supt. Cooper, Northwich. ESSEX. 24. — Romford ( County). — For obtaining 15s. by false pretences, 20th ult.— H. WELLS, age 25 to 30, height 5 ft. 7 in., complexion and eyes dark, hair dark brown, clean shaved; dress, grey tweed mixture suit, black hard hat. He calls at auc- tioneers and other offices, informs the clerk left in charge that his employer ordered seme boxes of pens, which he was instructed to leave, and the clerk was to pay for same. FLINTSHIRE. 25.— Holywell ( County).— For housebreaking and stealing 2 jackets ( 1 black; 1 dark serge); and £ 3— WILLIAM FOSTER, age about 20, height 5 ft. 3 or 4 in., complexion fresh, full round face, hair ( cut short) and eyes brown, flowers tattooed right forearm, slight impediment in speech, carries head forward when walking; dress, brown jersey, dark plaid trousers. A native of Cannonbury. Ac- cording to some letters left behind he appears to have served a term under the Borstal system, and has been advised to report himself to the Probation Officer, Liverpool. LANCASHIRE. 27. — Manchester ( City). — For obtaining money by false pretence ® — HENRY LEWIS, age 32, height 5 ft. 10 or 11 in., slight build, com- plexion ruddy, thin face, Roman nose, hair sandy, moustache waxed at ends, eyes blue; dress dark suit and cap.— JAMES HARRISON, age about 22, height 5 ft. 3 or 4 in., slight build, complexion dark, round face, hair dark brown, thick black eyebrows, clean shaved, eyes brown; dress, dark grey suit and cap. They represented themselves as agents for the Equitable House Property Com- pany, Deansgate, Manchester. Lewis called at the offices of the company and obtained a quantity of literature in view of becoming an agent, which was used for carrying out the fraud. Convicted at Liverpool Assizes1 in May, 1906, of obtaining money by false pretences at Bootle in name of William Henry Thompson and Thomas David Griffiths re- spectively. They were accompanied by a woman, age 30, height 5 ft. 3 or 4 in., stout build, com plexion sallow, round face, full forehead, hair dark brown, eyes blue; dress, black jacket, red blouse, frilled skirt, blue felt hat, heavy blue veil, black aud white check silk neckerchief. Y."; and a spanner— EDWARD FRIDAY, age 30 to 35, height 5 ft. 1 in., complexion fresh, hair and moustache dark brown, eyes brown; dress, dark suit and cap, may be wearing khaki trousers. Warrant issued. 32 — Stroud ( County). For stealing a silver watch ( recovered) and an imitation gold curb chain — HARRY PEARCE, age about 27, height 5 ft. 9 or 10 in., complexion ( sunburnt) dark, hair ( curly in front) and eyes brown; dress,, brown coat and vest, blue overalls, light cap, old lace boobs. An electrician, travels with roundabouts. Warrant issued. Information to Supt. Biggs, Stroud. HAMPSHIRE. 83.— Alton \ County). — For stealing ( bailee), 10th ult., a bicycle ( recovered)— THOMAS NAYLOR, age 19, height 5 ft. 5J in., complexion fresh, hair light brown, eyes grey. A native of Kirkdale, Liver- pool. Is a deserter from the 1st Worcestershire Regiment, Bordon Camp; wearing khaki uniform and putties. Information to Supt. Reuben, Alton. 34.— Winchester ( City).— HARRY JAMES, Case No. 14, 26th March last. Warrant withdrawn. 35.— Southampton ( Borough).— Concerned with a man ( in custody) in stealing a gold ring, set 3 large opals, surrounded with diamonds— FRANK FREEMAN, age 40, height 5 ft. 2 in., complexion fair, hair light, a woman tattooed front right forearm; dress, grey coat and vest, brown trousers, light cap.
