All communications for insertion in the Police Gazette, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the. POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. fi. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article i's large or unusually intricate, when tlie engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed In the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and tio warrant is in force against him, the requisition must be signed by the chief officer oi police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. X& X1 QULATIONS 7. 8. Announcements of all persons to be apprehended or of stolen property bear u number, and as far as practicable they are alphabetically arranged by counties. 9. I he force which causes particulars concerniny delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the 1' oi. ice <> azettb re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. A hairdresser, but has recently been employed as agent for Insurance and Sewing Machine Companies. Is prominent amongst Socialist and Labour Unions. Absconded 24th ult. Warrant issued. CHESHIRE. 8.— Birkenhead ( County). — For embezzling £ 2 13s.— JOHN CONWAY, age 45 to 50, height 5 ft. 9 in., slight build, complexion fresh, hair and moustache grey, walks badly, stoops; di'ess, black suit, grey dust coat, grey cap. Recently employed as clerk and traveller for a corn miller at Higher Bebington. Warrant issued. 9— Birkenhead ( County).— For stealing ( servant) £ 5, at Heswall— CHARLES SIZER, age 25, height 5 ft. 4} in.., complexion fresh, hair light brown, eyes blue; wearing dark clothes and light cap. A native of Hull. Recently employed as a window cleaner, has been a ship's steward and cab driver. Is a Reservist of the Royal Field Artillery, identity No. S. 829/ a. Warrant issued. DERBYSHIRE. 10.— Woodville ( County).— For attempted carnal knowledge of a girl under the age of 16 years, at Ingleby, 26th January— GEORGE ERNEST CL1FFE, age 30, height 5 ft. 8£ in., complexion fresh, round red face, hair light brown, moustache light, eyes grey, scar on forehead and back of head; wearing a light overcoat. A native of Castle Don- ington, Leicestershire. Previously convicted at Loughborough, Leicestershire, and Staffordshire Quarter Sessions, of indecent assault and robbery. Warrant issued. A native of Manchester. He stops children on errands outside shops and steals their money, sends them on bogus messages, and decamps. 12.— Chester field ( Borough).— For obtain- ing food and lodgings by false pretences, between 13th and 20th ult., also for stealing a dress suit, black ribbed cord, double- breasted vest, lined at opening with blue silk, a masonic ritual in one pocket— A MAN, who gave the name of BENGE, age about 40, height 5 ft. 10 or 11 in., com- plexion fair, hair ( turning grey) brown, moustache light brown, red spot left side of nose; dress, navy blue serge jacket suit, long grey overcoat, grey cap, one boot patched. In possession of a new leather portlmanteau, leather label holder attached to handle, " F. W. B." thereon, containing a round leather collar box, " F. W. B." in gilt thereon. He stated he was a stage manager at a local theatre, and had been in partnership with a man named Webb, and had produced plays in the names of Benge and Webb, also that he was connected with a touring company " La Poupee." GL DUCES TERSHIRE. 14.— Stroud ( County).— For obtaining goods and money, value £ 3 7s. 6d., by a worthless cheque — C. LETHBRIDGE, age about 60, height 5 ft. 9 in., complexion fresh, hair, beard ( pointed) and moustache turning white, slight stooping gait, plausible; wearing a long overcoat or mackintosh, soft felt hat. He presented a crossed cheque to a tradesman, drawn by C. S. Wilson, and payable to C. Lethbridge, on the London and South- western Bank, Cricklewood Branch. ( See Case No. 35, 12th ult.) JOHN, age 25 to 30, height 5 ft. 6 or 7 in., complexion sallow, hair ( rather thick and busby over ears; and moustache dark, appearance of a foreigner, speaks good English; dress, dark suit, row rf button holes each side of coat, fastened with gold colour chain through 2 top holes, light covert coat, black bowler hat. Warrant issued. Not to be arrested out of the United Kingdom. 16. — Bristol ( City). — For embezzlement — CHARLES DOE, alias EDWARD ARR, FORD, and ALAN WEST, age about 35, height 5 ft. 9 or 10 in., slight build, complexion sallow, high cheek bones, sunken cheeks, sharp pointed chin, hair light brown ( inclined to sandy), slight drooping mous- tache sandy, carries his head forward, large feet which he turns outwards when walking, tobacco stains on tips of fingers, London accent; dress, dark tweed suit, coat of lighter material under, black bowler hat, lace boots. He travels the country hawking incandescent gas mantles and burners, which he carries in a small black brief bag ( nearly new). Absconded 23rd January. Warrant issued. HAMPSHIRE. 17.- Aldershot ( County).— For stealing 6s. 6d. at Farnborough, 22nd ult.— A MAN, ag « about 48, height about 5 ft. 6 in., complexion fresh, round full face, hair dark, bald patch right 6ide on top, slight moustache light; dress, 2 jackets ( 1 grey patch near breast pocket, worn at sleeves, 1 brown), dark trousers, coloured muffler, lace boots ( worn down at heels). A carman; late of Aldershot. 18.— Aldershot ( County).— For stealing, 18th ult., a bicycle ( recovered) — WILLIAM McILRAITH, age 21, height 5 ft, 4 in., com- plexion fresh, hair brown, eyes blue, butterfly out- side right forearm, ship outside left forearm; dress, blue suit and cap. A fitter; native of Glasgow. May seek employment at motor garages. Is a deserter from the Army Service Corps. Information to Supt. Hawkins, Aldershot. 19.— Bournemouth ( County) — For stealing a £ 100 Bank of England note, No. 76781, dated 18th August, 1906; 1 £ 50 do., No. 29159, dated 17th May, 1906; 9 £ 5 do., Nos. 11711 to 11719, dated 21st December, 1907, all stamped " London & County Bank, Bournemouth "•— A MAN, age 20 ( looks older), height 5 ft. 5 or 6 in., thick set, complexion fresh, full red face, hair dark, clean shaved, eyes grey ; dress, blue jacket, blue jumper ( torn at side), old dark trousers, grey cap, white muffler. He called at the Southsea Automobile Co., Ltd., and stated he wanted to purchase a motor cycle, ob- tained permission to try one, and rode away. He held the licence of the Claremont Hotel, Weston- super- Mare, and left about 16 months ago. Warrant issued. METROPOLITAN POLICE DISTRICT. 25.- TDivision.— For stealing, 2nd January, a Post Office Savings Bank book— JOHN STOWELL, alias JACK ESSEX, WALTERS, FITZGERALD, ARMSTRONG, and WEEKS, Office No. 966- 02 ( Case No. 101, 28th February last, and ILLUSTRATED CIRCULAR 87, Figure 19), age 46, height 5 ft. 11J in., complexion pale, hair brown ( thin, turning grey), eyes hazel, delicate appearance, usually dyes moustache black; dress, grey overcoat with black velvet collar, dark trousers, grey cap, very shabby, may be wearing gold rimmed glasses, and found hawking cheap fountain pens and pencils. Has been a dispenser; is well educated and of good address. Has been convicted at Oxford, Devizes, Jersey, Aldershot, Essex, Colchester, and Portsmouth. Warrant issued. CHESHIRE. 26.— Birkenhead ( County).- For stealing ( by trick, fortune tefling) £ 5 la., at Lower Bebing- ton— BESSIE COOPER, a gipsy, age 56, height 5 ft. 1 in., stout build, complexion fresh, hair ( turning grey) brown, eyes grey, small mole inside right bottom eyelid; dress, long black cloak, black shawl ( sometimes worn over head), black skirt, blue apron, white spots, grey motor cap, lace boots. Travels with a van, painted green, yellow lining, light yellow wheels, " Henry Cooper, licensed hawker, Gloucester" painted in yellow thereon, hawking basket- chairs, & o., also laces and small goods, and tells fortunes. May be accom- panied by her Husband, age about 50, height 5 ft. 10 in., complexion and heavy moustache dark; wearing dark clothing, overcoat, large black felt hat. May assume the names of Buckland and Jeffries ( See Case No. 10, 19th ult.) Warrant issued. Information to Supt. Sutherland, Birkenhead. FIFESHIRE. MURDER. 27.— Cupar ( County).— For murder, 19th ult., at East Wemyss, and stealing a bag containing 25 £ 1 Royal Bank of Scotland notes; 40 half- sovereigns ; £ 40 in silver in canvas bags, with brass rings around neck, each containing £ 5— ALEX- ANDER EDMONSTONE, age 23, height 5 ft. 9 or 10 in., slight build, complexion ruddy, full face, hair auburn or reddish brown, clean shaved, eyes dark, 3 front upper teeth missing, " A. E." tattooed right forearm, is said to have suffered from mental aberration during last summer. A miner or carter; native of Edinburgh On the day of the murder he purchased at Strathmiglo a mottled yellow- brown tweed jacket suit; a dark grey showerproof coat, single- breasted, turned over cuffs, black bone button ® , sleeve lining, black, blue, and white stripes, usual pockets, slanting side pockets; 1 dark grey cap, single peak, size 7 or 7£, " The Dunkeld" stamped inside, black on yellow lining; 1 dark green silk muffler, of white broken pattern, and was given a mauve, grey, and brown striped long tie. He may be wearing this clothing or part of it, or may have purchased a fresh outfit. A white metal keyless watch, white dial, black hands and numerals, and white metal chain, worn by deceased, is also missing. Both photographs are said by his companions to be like him. No. 1, taken some 3 years ago, shows the head well up and the nose consequently looks shorter than in No. 2, taken in November, 1908, which shows him in working attire. He will, no doubt, endeavour to go abroad. Information to the Chief Constable of Fifeshire, Cupar. No. 2. LANCASHIRE. 28.— Sal ford ( Borough). For forgery—- ARTHUR RESTALL, age 30, height 5 ft. 9 in., complexion fresh, hair brown, believed to have a slight cast in one eye, addicted to drink; dress, navy blue jacket suit, lace boots. LANCASHIRE. 29.— Bury ( County .— For embezzlement and falsification of accounts— WILLIAM ACTON TURNER, age 28, height 5 ft. 5 m., complexion fresh, hair brown, moustache dark brown, of smart appearance, upper teeth artificial; dress, tweed suit, may be wearing sleeve links made of Kruger sovereigns. A native of Heywood. Late rate collector for the Corporation of Heywood. Warrant issued. Information to Supt. Noblett, Bury. APPREHENSIONS SOUGHT ( continued)— HER TFORDSHIRE. 80.— St. Albans ( City).— For obtaining goods and money by a worthless cheque, 19th ult.—• A. C. CAMPBELL, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, full round face, hair and moustache ( twisted at ends) brown, of good address; wearing a light grey overcoat, single- breasted, dark grey cap. He presented for pay- ment of goods a cheque for more than the amount of purchase and received the balance. ( See Cases Nos. 35, 12th ult., and 16, 26th ult.) Warrant issued. Information to the Head Constable, St. Albans. KENT. 31.— Sitting bourne ( County).— For ob- taining £ 5 12s. 6d. by false pretences, at Sheer- ness— JAMES S. SEYMOUR, age about 35, height 5 ft. 8 or 9 in., complexion fresh, of smart appearance. He advertised in The Newsagent, Bookseller Review, and Stationery Market, 16th January last:—" For sale, Modern Library, 400 volumes, cloth, good condition, £ 5, or offers; also 10 gross Stephen's Ink for 5s. 6d.," giving an ad- dress at Leeds, which was where he had letters left until called for. CARTER, age about 25, height 5 ft. 9 or 10 in., complexion fair, square ehin, hair dark, clean shaved; dress, dark jacket suit. A theatrical advance agent. He left behind a card, " F. R. Carter, Acting and Advance Management, late Mark Blow and Edward Compton Comedy Com- panies." Warrant issued. Information to the Chief Constable, Folkestone. LANARKSHIRE. 33.— Glasgow ( City).— For escaping from H. M. Prison, Duke Street, Glasgow, 27th ult., while undergoing 3 years penal servitude— EDWARD TO YE, alias FRASER, S. C. R., 897- 98, age 28, height 4 ft. 11^ in., oomplexion dark, round face, nose inclined to left, hair dark brown, clean shaved, eyes light grey, walks smartly, a voluble talker, " E. T." left forearm, female covering letters " A. D. J. T. D. D." right forearm, near elbow. He was deported from America recently, and has ex- pressed his intention of returning to the United States, which he may do by way of Canada. Information to the Chief Constable, City Police, Glasgow. LANCASHIRE. 31.- Old Trafford ( County).— For stealing, 23rd ult., at Stretford, a mackintosh ( recovered); 1 silver English lever watch, No. 875015, maker, Russell, Liverpool; 1 gold guard, long link pattern, 2 seals attached ( 1 with " Prenez Garde "; 1 " N " thereon); 2 hair brushes, black backs; 1 " Mab " razor, black handle; 1 shaving brush— A MAN, age about 30, height 5 ft. 3 or 4 in., stout build, complexion fresh, clean shaved; dress, brown suit, blue tie, green striped cap, brown gloves, lace boots.
