All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, i/ they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. , r>. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5 S to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed I'll the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no ivarrant is in force against him, the requisition must be signed by the chief officer of police. or his immediate deputy, of the county, city, or borough, as the an may be. 7. Announcements concerning stolen property must be guaranteed by an officer of nut less rank than Inspector, or analogous thereto. L- TIOKTS. 3. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars eoneerniw/ delinr/ uents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 1' 2. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom,. CITY OF LONDON. 4.— For embezzling £ 241 8s. 7d.— JOHN FRED- ERICK PIPER, age 45, height 5 ft. 9 in., com- plexion fresh, hair light brown ( turning grey), eyes grey, throws his feet out when walking; dress, grey jacket suit, grey tweed overcoat, dark tie, hard felt hat. A clerk; native of Redgate, Surrey. Absconded 26th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Stark, 26, Old Jewry, E. C. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the j interest of the Provincial Police Forces, that four , clear days, at least, should be allowed in cases of i the kind, to complete the inquiries asked for. BERKSHIRE. 5.— Windsor ( Borough).— For cruelty to his children— GEORGE TOMS, age 46, height 5 ft. 4 in., complexion fresh, hair ( bald on top) grey, eyeu blue, " T " tattooed inside and 2 dots outside left forearm, prominent nose, has been broken; dress, dark jacket and vest, cord trousers, may be wearing a heavy overcoat. He tramps the country with his wife and 3 children, one of whom has a double hare- lip and cleft palate, and is exhibited for the purpose of begging; is now accompanied by 1 Boy, age about 7 years, wearing dark clothes and red cap. Well known at Reading, Oxford, Bicester, and Kingston. His wife is in custody here, and remanded on above charge. Warrant issued. Information to the Chief Constable, Windsor. BUCKINGHAMSHIRE. Q.— Chesham ( County).— For stealing, 23rd ult., 2 ducks ( recovered)— HENRY BROOKER, alias JOYCE WILSON, BROCKER, SEY- MOUR, SIMMS, GRAY, and COX, an Irish- man, Office No. 1047- 02, age 60, height 5 ft. 8 in., complexion fresh, hair and moustache grey, eyes brown, scar right eyebrow, centre of forehead, and bridge of nose, lst right finger crooked, dot lst left finger; dress, fawn colour covert coat, dark blue trousers, white neckerchief, cap. Fond of reciting in public houses, and produces verses relating to a man named Green. Has been con- victed at Salisbury, Reading, Andover, Win- chester, Wokingham, Lewes, and London. Warrant issued. Information to Supt. Trevener, Chesham. CHESHIRE. 7.— Runcorn ( County).— For obtaining 7s. 6d. by false pretences, 23rd and 26th ult.— ALFRED HOLLA WAY, alias PALMER, age about 40, height about 5 ft. 5 in., good build, complexion dark, round features, high forehead, very bald, slight moustache dark; dress, dark jacket suit, blue muffler with white spots, dark cap, lace boots, shabby genteel appearance. He stated he was a motor engineer, and a member of the Independent Labour Party, called on another member, who is the licensee of a hotel, to whom he represented he was in search of em- ployment^ subsequently called on two occasions, stating he had commenced work, and required money for material, thereby obtaining the above airount, he also called on other members, from whom he obtained small sums of money. Supposed a native of Crawshaw- Booth, Rawtenstall. Warrant issued. Information to Supt. Ennion, Runcorn. DERBYSHIRE. 8.— Chesterfield ( Borough).— For stealing ( bailee), lst inst., a cart ( recovered); a thick set brown Welsh mare, 14Jr hands, hind legs white, lot of hair on legs; and set of black leather har- ness, white metal buckles— WILLIAM CROSS- LEY" SMITH, age 24, height 5 ft. 6£ in., com- plexion fresh, hair dark brown, clean shaved, eyes blue, " Lucy" and flowers, anchor, " Arthur and Emily" tattooed right forearm, female, " Sam," " Joe," " Patty," " Eva," horseshoe and horse's head left forearm. A labourer. Has served in the 16th Lancers and 11th Hussars. Was sentenced at Derby Assizes, 25th February, 1908, to 6 months hard labour for stealing £ 6 10s. He exchanged the cart for a new flat hawking cart painted dark blue, and wheels lined yellow and white. Warrant issued. 4 - T H E P O L I C E GAZETTE. TUESDAY, FEBRUARY 23, 1909. APPREHENSIONS SOUGHT ( continued).— 9.— Chesterfield ( Borough).— For stealing £ 2 5s. from his lodgings, 6th inst.— — REC- KETTS, age 24, height 5 ft. 6 or 7 in., completion dark, hair very dark brown, clean shaved; dre6S, blue jacket and trousers, fancy grey vest with spots, dark grey overcoat, bow tie, hard hat, coloured linen cuffs, low shoes. Stated he was an electrical engineer, and that he had ob- tained work at a local power station. He will no doubt have a recent wound on one finger, as one was bleeding when he came downstairs shortly before the box which contained the money was found broken open. Warrant issued. DORSETSHIRE. 10.— Portland ( County).— For forging deeds with intent to defraud— WILLIAM ANGEL ATTWOOLL, age 55 to 60, height 5 ft. 8 or 9 in., complexion dark, hair and moustache iron- grey, pleasant manner, and was a local Wesleyan preacher. A native of Portland, Dorset, wher « he carried on a grocery business. Absconded 15th ult., and on same data he endeavoured to obtaim mcney on other forged deeds in London. In possession of a cheque book on the Portland Branch Capital and Counties Bank. May endeavour to leave the country. Warrant issued. Information to Supt. Saint, Portland. GLAMORGA N SHIRE. 11.— Treharris ( County).— For failing to report— Licences- holder DAVID JENKINS, Office No. 383- 08, age 30, height 5 ft. 2f in., complexion fresh, hair light brown, eyes light hazel, crossed flags right forearm, burn scar back of right hand, 2 scars each side of forehead. A collier; native of Rhymney. Sentenced at Swansea Sessions, 15th November, 1902, to 7 years penal servitude for carnal knowledge. Licensed 17th March, 1908. c 562. A chambermaid; native of Kenilworth. Warrant issued. Information to Supt. Hopkins, Cheltenham. 13.— Cole ford ( Count!,).— Vm- rape— EDWIN COOPEY, alias FRANK GREY, age 25, height 5 ft. 8 or 9 in., slight build, complexion pale, thin face, hair and slight moustache light brown, eyes grey, scar right cheek, very talkative; dress, dark jacket, light tweed vest and trousers, dark cap, heavy nailed boots. A native of Westbury- on- Severn, Is used to horses and cattle, and may be found on public works, collieries, or farms. Ab- sconded 8th ult. Warrant issued. Information to Supt. Griffin, Coleford. HAMPSHIRE. 14.— Bournemouth ( County).— For bur- glary and attempted murder, 21st inst.— JOHN GEORGE MORRISON, alias JOHN FRED- ERICK MORRISON and PERCY GRYLLS, Office No. S/ 34405, age 47, height 5 ft, 7 in., com- plexion fresh, hair brown ( bald on top), clean shaved, eyes hazel, bust of man, " BENGAL, INDIA," right-, tree left forearm, bracelet right wrist, walks quickly, addicted to drink; dress, dark grey suit, dark can, which he wears pulled down over eyes, blue turned down collar and front, dark tie, wearing several medal ribbons on waist- coat. Fond of the company of women, and talks of military service. A native of Sheerness. Information to Supt. Hack, Bournemouth. 15. Gosport ( County).— For stealing 2 rings ( 1, gold keeper, " Mizpah" engraved outside, and " E. J. G." inside; 1, 22 ct. gold wedding), 4th inst., at Gosport— A MAN, age 20 to 22, rather short, clean shaved, Irish acent; dress, greyish suit, white muffler. Stated he was a tailor. He was found in a bedroom, and gave the excuse that he had called to see a solicitor who had rooms underneath and who had promised to give him a character. Information to Supt. Cottle, Gosport. 16.— Portsmouth ( Borough).— For embezzle- ment, between 23rd October, 1908, and 20th ult, - JAMES FREDERICK GOADBY, age 45, height 6 ft., stout build, hair dark brown, heavv mous- tache dark; wearing dark grey overcoat, hard felt hat or soft do. He was employed as a traveller by a firm of printers and stationers. Absconded 22nd ult. Warrant issued. Information to the Chief Constable Portsmouth. 17.- Southampton ( Borough).— For steal- ing from his lodgings, a lady's silver open face watch, old- fashioned; 1 do., chain has been broken; 1 coral brooch; 1 pair do. earrings; 1 very thin wedding ring— FRED COMPTON, age 28, height 4 ft. 11 in. to 5 ft., complexion fresh, clean shaved, eyes grey; dress, brown lounge suit, grey cap, white sweater. A music hall artist's assistant. Warrant issued. 18.—. Southampton ( Borough).— For em- bejzlement— FREDERICK YOUNG, age 24, height 5 ft. 5f in., complexion fresh, hair dark brown, eyes brown, scars back of right hand, cut mark back of left thumb; dress, dark suit, grey cap. A ship's steward; native of Oxford. Warrant issued. 19 .— Southampton ( Borough). — For non- payment of £ 5 Is. maintenance arrears and costs — BERTRAM HARRY HATCHER, age 24, height 5 ft. 4 in., slight build, complexion, hair, slight moustache, and eyes dark; dress, blue serge suit, cap, or hard hat. A French polisher. Warrant issued. Information to the Chief Constable, Southamp- ton HEREFORDSHIRE. 20. — Ledbury ( County^. - For stealing £ 2, 31st ult.— GEORGE DICKINSON, age 60, height 5 ft. 6 or 7 in., complexion and hair ( fringe in frcnt) dark, eyes ( left blind and sore) blue; dress, great coat with velvet collar, dark suit, grey cap, new nailed boots. A native of Uxbridge. Has served in the Army, and stated he was about to receive £ 40 for good service in India, Warrant issued. Information to Supt. Phillips, Ledbury. HER TFORDSHiRE. 21.— Hertford ( County).- For obtaining 2 pairs brown lace boots, size 9, by false pretences, 14tli ult.— A. MAN, age about 35, height about 6 ft., complexion fair, hair and moustache light; drees, grey jacket, trousers believed dark grey, grey sweater, lace boots. He was riding a bicycle with rusty handle bars. Warrant issued. Information to Supt. Foster, Hertford. 22.— St. Albans ( County).— For leaving his wife and children chargeable to the St. Alban's Uraon— GAVIN BROWNING PATON, age 33 ( looks older), height 5 ft. 10 or 11 in., complexion fresh, hair ( thick and curly) black, eyes ( full) dark blue, nods head when walking, addicted to drink, an inveterate cigarette smoker; wearing grey over- coat, dark trousers, grey soft felt hat ( all shabby). A native of Gavin or Dumbarton. Warrant issued. Information to Supt. Reed, Constabulary Office, St. Albans. KENT. 23. - Canterbury ( County).—- For stealing 23 pigs ( recovered)— JOHN TAPPENDEN, age 50 to 55, height 5 ft, 9 or 10 in., hair light brown ( turning grey) ; dress, long black overcoat, velvet collar and cuffs, dirty grey suit, grey cap. A native of Canterbury. He left Canterbury 6th inst. with a grey pony and old black gig containing 2 boxes of oranges, accompanied by 2 girls, ages 14 and 13, and a boy, age 12. Warrant issued. Information to Supt, Heard, Canterbury. 24.— Ramsgate ( Borough).— For stealing, 8th inst., a pair of naval marching boots, " P. A. Prickett" and " 15787" stamped inside— WILLIAM S. MARSH, age about 30, height 5 ft. 5 in., good build, complexion and hair dark, slight moustache, eyies ( cataract in left) grey; dress, blue serge suit, navy black silk wrapper, dark striped cap, . nd the stolen boots. He was discharged from Canterbury Prison, 30th ult. May be found at Unions or com mon lodging houses. Warrant issued. R., 944- 96 and 959- 08, age 29, height 5 ft. 3£ in., complexion fresh, hair and eyes brown, female and crown tattooed below right elbow, " S. C." above right wrist, dot base of left thumb, vertical scar left side of forehead. Sentenced, 27th April, 1906, at Edinburgh, to 3 years penal servitude for coining. Liberated 24th August, 1908. Licence expires 27th April, 1909. — GEORGE McLACHLAN, alias CARNEGIE, BRIGHT, DUNCAN, and EDWARDS, S. C. R., 287- 96 and 491- 08, age 48', height 5 ft. 1 in., complexion sallow, hair dark, eyes light hazel, mole right side of mouth and back right forearm, scar front of right upper arm, above left and right knee cap. A plumber; native of Dublin. Sen- tenced, 18th October, 1897, at Edinburgh, to 14 years penal servitude for housebreaking. Liberated lst May, 1908. Licence expires 18th October, 1911.— JACK HARDY, alias McFARLANE, ALEXANDER McCALL, McPHERSON, S. C. R., 1969- 04 and 1451- 08, C. S. O., S 37599, age 29, height 5 ft. 6 in., complexion fresh, hair light brown, eyes blue, Union Jack above left elbow, " R. K." front left forearm, mermaid right upper arm, " A. B." Back of right forearm, injury to base of left toes. Sen- tenced, 30th March, 1905, at Edinburgh, to 5 years penal servitude for housebreaking. Licensed 29th December, 1908. Licence expires 30th March, 1910.— LAURENCE DONNACHIE or DONAGHIE, S. C. R., 895- 02, age 24, height 5 ft. 7; V in., complexion fresh, hair and eyes dark brown, " J M. C. over L. D." back left hand, bracelet left wrist, man's head left forearm, slight squint in left eye, which is somewhat swollen and partly blind. Sentenced, 14th September, 1906, at Glasgow, to 3 years penal servitude for housebreaking. Liberated 4th January, 1909. Licence expiree 14th September, 1909.— JAMES McCAFFREY, alms CHARLES MAY, S. C. R., 657- 00, age 53, height 5 ft. 2J in., complexion fair, hair ( turning grey) brown, eyes blue, right knee deformed, leg contracted, lame, burn mark right thigh, hip, and chest. Sentenced, 20th March, 1905, at London- derry County Assizes, to 5 years penal servitude for housebreaking. Liberated 18th December, 1908. Licence expires 19th March, 1910. LANCASHIRE. 26 — Manchester ( City).— For stealing, 29tL ult., a lady's 18 ct. 3- stone cross- over diamond ring, 4 stones in shank, No. 0275 T— MARKS CASTENBURG, alias MARK NEO, a Jew, age 29, height 5 ft. 10 in., slight build, urect, fignm, complexion fair, hair and eyebrows ( thick) black, moustache dark, flat nose, eyes " dark; probably wearing a dark suit, braid around cuffs. A come- dian; native of Cardiff May be found at music halls. Warrant issued. Information to the Chief Constable, Manchester. 27.— Bootle ( Borough).— For obtaining £ 10 by fraud— G. H. GLASS, age about 60, height about 5 ft. 6 or 7 in., hair ( bald on top) and moustache grey, stoops slightly, subdued voice, lisps; dress, greenish check frieze overcoat, very large collar, brown Irish frieze suit, dark tie, black bowler hat. carried a small brown brief bag ( much worn). Rep- resents he is a property owner, and advertises for rent collectors, obtains deposits as security. WaiTant issued. Information to the Chief Constable, Bootle. 28 — Clitheroe ( Borough).— For obtaining food and lodgings by false pretences— ERNEST HALL, age about 22, height about 5 ft. 8 in., slight build, complexion pale, thin face, hair dark browni, eyes ( rather sunken) bluei, walks erect, deli- cate appearance, American accent; dress, black suit, tie, gloves and hat. He takes lodgings, states he is working up a connection for Cadbury's cocoa, stays a few days, and leaves without paying for his board, & c. Has in his possession a loaded revolver. Warrant issued. LANCASHIRE. 29.— Liverpool ( City).— For obtaining money, food and lodgings by false pretences, 21st and 22nd ult.— Licence- holder HENRY FITZCLARENCE, alias H. A. LESLIE, LEE, DOUGLAS, ALEX- ANDER, HALL, BURTON, BERESFORD, SIMS, DE LACEY, DE BRACY, and ELLIS, Office No. 2377- 01, Case No. 33, 29th ult., age 63, height 5 ft. 6 in., complexion sallow, hair grey, partly bald, eyes brown, scar right cheek and under left ear, each little finger deformed. A seaman; native of Dublin. Obtains lodgings by posing as a chief warrant officer of the Navy, sent from head quarters to carry out some new arrangements. Warrant issued. Information to the Head Constable, Liverpool.
