RBaUL Ail communications for insertion in OLICE GAZETTE, and all communi- cations relating to them, should be uilUressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon than by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in farce against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough as the cost may be. Announcements concerning stolen property must be guaranteed by an officer of not less rani: than Inspector, or analogous thereto. ations. S. Announcements of all persons to be apprehended or of stolen property bear a practicable, they are alphabetically arrant/ ed by as far as 10. 11. 12. 13 14. number, and counties. • The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, arid for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the. office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) h- ill be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forr- es should be prepaid at the ordinary rate for printed matter sent, by post within the United Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( à) All persona coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate » Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens' Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. KENT. 21.— Canterbury ( County)!*— For stealing, about 14th December., 1908, at Whitstable, a large gold Indian pendant, dull gold, enamelled in vivid colours on front, back plain gold with space for photograph; 1 sapphire and diamond bangle, set 3 sapphires and 2 diamonds, flat gold with safety chain; 1 gold mesh bag, about 4 ins. wide, set 4 large rubies and 3 large diamonds along top; also obtain- ing by false pretences, 18th December, 1908, a mink shaped stole and muff— — HILLYARD, alias GRAY and MILTON, age 31, height 5 ft. 7 in., complexion fair, full face, large dimple on chin, hair light, eyes blue, of smart appearance; wearing long fawn colour tight- fitting coat, green silk braid, hat trimmed green and blue plaid ribbon, green wings, or a three- quarter length fur coat, round cap " to match, sable squirrel toque, large brown plume, black velvet and silk picture hat, feather ruche, large wings at side. She advertised in the Lady's Journal for the goods, and received same on approval. Warrant issued. Information to Supt. Head, Canterbury. 22.- Gravesend ( Borough).— Vox- obtaining, by false pretences, 23rd inst., a bicycle ( re- covered); 2 antique ivory fans; 1 ivory ball, ivory pillar attached; 1 antique patch work box; 1 2nd edition of Milton's " Paradise Lost " ; several small stones ( brilliants); 2 gold coins ( bank guineas)— S. CARROLL, age about 40, height 5 ft. 9 or 10 in., complexion fresh, hair brown, eyes grey, heavy moustache light, wearing glasses; dress, grey tweed Norfolk suit, round soft mixture cap, light brown mackintosh ( new), black lace boots. ( Appears identical with Man, Case No. 39, 15th January, 1909.) He took lodgings at a Tem- perance Hotel, seating he had come from the North of England, and in consequence of the train being snowed up, he came here by boat. He left, 23rd inist., without settling his account. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Gravesend. 23.— Ramsgate ( Borough).— For obtaining a banker's cheque and order for the payment of £ 2 10s. by false pretences, 3rd ult.— HOWARD KEMP, alias J. C. BRUCE, J. BRADSHAW, " R. LANGTON. and HOWARD, age 30 to 35, height about 6 ft., complexion pale, prominent cheek bones, broad face, lips protrude, hair ( very bushy) light brown, moustache ginger; usually wears dark clothes, long fawn colour overcoat, hard felt hat, black leggings. A canvasser; believed a native of Birmingham or Walsall. Frequent* billiard saloons1, usually has letters addressed to a Post Office. He calls at schools, < fcc., produces an order note purporting to have been signed by the Principal on a previous occasion, for the insertion of an advertisement in the British and Colonial Merrantile Directon/ and Guide or the Ignited Counties Trade Directory and Guide, then obtains payment and gives receipts on a printed form. He has been working with Percv Richard Fred- erick Hughes, Case No. 28, 15th inst. ( now in custody), and visited Nottingham, Reading, and the West and South Coasts. Warrant issued. LANARKSHIRE. 24— Glasgow ' City).- For fraud- THOMAS MOOR SMALL, age 28, height 5 ft. 9 in., slight build, hair ( brushed up on front) and eyes black, clean shaved, good carriage; dress, frock coat, fancy spotted vest, overcoat ( velvet collar), black tie, bowler hat, wearing gold ring 4th right finger. Last seen here 11th inst. He practised as a Dental Surgeon in Glasgow, advertised for agents and collectors, induced applicants to deposit with him sums ranging from £ 10 to £ 30 as security before appointing them, paid their wages irregularly, and failed to return the security ( which he had pro- mised to do) when terminating the engagement. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, City Police, Glasgow. LANCASHIRE. 25.— Manchester ( City). For obtaining furs by false pretences, lst ult.— WILLIAM HANSARD, alias GEORGE DAWSON, age about 40, height 6 ft,., s< tout build, full round face, hair dark, clean shaved, appearance of a pugilist ; dress, navy blue suit and pot hat, some- times wears a long heavy grey overcoat and large soft hat. Supposed a native of Liverpool. For about three weeks he occupied a room and pro- fessed to trade as a produce merchant, under the style of " Hansard & Co.," and obtained, on ap- proval, from a Liverpool firm, a very fine dark fox fur necklet with white hairs, Kildare pattern, and a muff to match, with a number of heads and tails thereon. On receipt of the goods he ab- sconded, and it is expected lie will practise similar frauds elsewhere. Ts believed to be accompanied by a Youth. Warrant issued. He stated he was about to develop a dairy farm. ( See Case No. 24, 24th ult.) Warrant issued. Information to Supt. Rhodes, Chatham. GLOUCES TERSHIRE. 29.— Bristol ( City).— For neglecting to main- tain his wife and family— HENRY JAMES PRICE, age 32, height 5 ft. 7 in., rather slight brown, clean shaved; well dressed. An engraver's manager; late of Cranworth Gardens, Brixton, S. W. Warrant issued. Not to be arrested out of the United Kingdom. Information to Snpt. Stark, 26 Old Jewry, E. C. CITY OF LONDON. 27— For conspiracy to defraud ( bo. ni. s racing and football competitions)— HENRY JOHN JONES, age 34, height 5 ft. 11 in., complexion pale, hair bridge of nose, of smart appearance, addicted to drink, very talkative; dress, blue pilot coat, velvet collar, red fancy vest, blue serge trousers, bowler hat, patent leather boote. Carried a small brown handbag and a new cheap canvas portmanteau. A theatrical manager. He left Leamington Spa, on 11th inst., where he had stayed at a hotel and gave the name of Arthur Burnett, and stated his intention of going to America. Warrant issued. Information to Supt.
