All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the eng. acer's charge will range from 5.1 to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less runk than Superintendent; and i) tin name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer ot police, or his immediate deputy, of the county, city, or borough, as the case may be. 8. 10. 11 1- 2. 13 nrs. Announcements concerning stolen property must be guaranteed by an offlitr of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. THE EDITOR, New Sootland Yard, London, S. W. SPECIAL NOTICE. METROPOLITAN POLICE. For many years past the Metropolitan Police have received complaints from all parts of the United Kingdom concerning what is known as the " Cigarette, Cement, and Marking Ink Fraud." The swindlers travel the United Kingdom, call upon small shopkeepers, of almost every trade, and, introducing themselves as travellers, partners, or heads of the firm, induce the victim to become an agent for the sale of " The Stramonium Cigarette," " The Bronchial Cigarette," " The Herbal Cigarette," " The Eucalyptus Cigarette," " The Jubilee Marking Ink," " The Whitby Jet Marking Ink," " The Cosmo- politan or Crown Cement,'" & c. Among the inducements held out are the following:— ( I) The tradesman to be appointed sole District Agent. ( II) To be supplied with an Automatic Supply Machine or Glass show case. ( III) To have his name, & c., as Local Agent, printed on paper bags and advertised in the Local Press ( IV) To receive a salary as District Agent in addition to his profits on sales. ( V) To have his money refunded for goods not sold within a given period ( 6 weeks often mentioned). Upon effecting a sale the swindler produces some printed bills, and in giving a receipt, generally allows the first quarter's salary as a discount. He then sometimes arranges that the goods are not to be put on sale till the arrival of the show card, show case, or automatic machine, whichever has been promised. The following names have been given by the " travellers" when interviewing their victims:— H. Perry C. J. Rose, S. Wilson, A. Smith, W. R. Snell, B. W. Myers. D. Myers, J. De Costa, Jonas Ellis, W. Collings, M. Morris, J. Hunter, D. Stephens, J. Henry, alias Hunnett, J. W. Graham, E. P. (" order, W. Bull, John Barnett, M. Adam, H. Barker, J. H. Guthrie, M. Roberts, J. Benjamin, Dunlop, J. Butt, T. W. Collins, < fcc. The addresses given are mostly in the East End of London, and it has been ascertained that, in some in- stances, an unfurnished room has been engaged in order that letters may be addressed to the house, and arrangements have been made for the letters to be forwarded upon receipt of an address to which they can be re- directed ; but no furniture or other property of the swindlers is ever left at these accommodation addresses, Sometimes the name and address of a supposed firm is given in London, e. g., E. Ware & Co., 38 Beaumont Street; Rose Isaacs, 6 Beaumont Street; Collins & Sons, East Dulwich; Stramonium Company, 3a Shandy Street; M Adams, 3a Shandy Street; but inquiry has proved that no such firms exist. Two addresses in St. Peter's Road or Cephas Street, Mile End, have been used, but the occupiers, although engaged in the manufacture of stramonium or Eucalyptus cigarettes, disclaim any connection with the swindlers, and state that they have no travellers. Notices concerning these frauds have appeared at intervals in the POLICE GAZETTE, viz.:— Case No. 15, 15th August, 1884 ; No. 94, 17th October, 1884; No. 108, 14th November, 1884; No. 51, 4th June, 1886 ; No. 5, 7th July, 1899; Special Notice, 8th December. 1893; Case No. 54.28th May, 1897; No. 4, 4th February, 1898; and Special Notice, 25th January, 1901, & c. Several successful prosecutions have taken place in different parts of the United Kingdom. In view of the widespread extent of the operations of this fraud Police may wish to give publicity to this warning through the columns of the various local newspapers. Case No. 53, POLICE GAZETTE, 21st August, 1908, gives description of Man wanted for this class of offence. It may be added that several notices have also appeared in Truth. The Metropolitan Police can take no action unless process is first obtained. The above Special Notice is reprinted in consequence of the continued activity of the swindlers and the frequent com- plaints received from all parts of the United Kingdom. Police are urged to take such steps as are possible to make the nature and methods of the fraud known, and to warn the Public against it, as suggested in the notice. Complaints do not generally reach Police till after the disappearance of the swindlers, thus making it more necessary that the Public should be put well on their guard. APPREHENSIONS SOUGHT. Warrant issued. 3.— o Division. — For stealing ( servant) £ 35 5s. 10d., 16th inst.— HAROLD ROLLINGS, age 18, height 6 ft. 1 in., slight build, complexion fresh, hair dark brown, eyes grey; dress, blue serge jacket ( double- breasted) suit, white straw hat, brown band. A native of London. 4• — F Division.— For stealing, 10th inst., a gold brooch, butterfly set pearls, diamonds, sap- phires, and rubies; 1 pair gold links, peacock and crown in diamonds, both surrounded with dia- monds ; 1 platinum neck chain, set 2 diamonds; 1 imitation pearl necklace, buckle set pearls and diamonds; 1 gold chain purse, set rubies and dia- monds; 1 do. bracelet, donkey and oyster chains; 1 double gold chain, Kruger sovereign, gold seal (" E. G." thereon), and jet locket, attached; 5 ladies' gold rings ( 1 set large diamond, surrounded with smaller diamonds; I set ruby and diamond; 1 set sapphire, surrounded with diamonds; 1 mar- quise, set sapphire, surrounded with diamonds; 1 do., set ruby, surrounded with diamonds); 1 9 ct. gold match box, " E. G." thereon; 1 French gold watch, " E. G." thereon; 1 Russian Tula silver cigarette case, " E. BUCKINGHAMSHIRE. 9.— Great Marlow ( County).— For obtain- ing credit by false pretences, 10th June last— MARY MANLEY, alias GERTRUDE MANLEY or MAN- BY, age 40 to 45, height about 5 ft. 2 in., stout build, complexion fresh, hair ( frizzy in front), brown; dress, cream colour skirt with pink stripes, trimmed cream lace, < fcc., white blouse, trimmed chiffon, burnt straw hat with pink roses, wears several rings. Accompanied by her daughter, age 17 to 20, and a domestic servant. She takes furnished apartments and obtains extensive credit of local tradesmen. Warrant issued. Information to Supt. CA RNA R VONSHIRE. 10. — Carnarvon ( County).— For stealing linan and wearing apparel ( recovered)— JOHN PIERCE, age 45, height 5 ft. 7 or 8 in., com- plexion pale, full face, pointed chin, hair ( turning grey) and heavy moustache dark brown, stoops, carries his head downwards; dress, usually dark brown knicker suit, sometimes wears brown leg- gings and cap. A dispenser; native of Garn Dolbenmaen. Warrant issued. Information to Supt. Griffith, Carnarvon. CHESHIRE. 11.— Birkenhead ( County).— For stealing a solid silver oval trinket case, plain, 3 ins. long, ins. deep, initials " R. M. from S. R. B. and E. A. B." on top— A WOMAN, age 30 to 40, height 5 ft. 3 or 4 in., stout build, complexion fresh, broad features, hair light brown, no upper teeth; wear- ing grey three- quarter length jacket ( tight fitting), motor hat, carried an umbrella. She called at a school and stated she wanted to send her two girls to the school, and while left in the sitting room stole the above article. Information to Supt. Sutherland, Birkenhead. / 12.— Broxton ( County).— For attempting to obtain money by false pretences— WILLIAM JAMES WILSON, alias WILLIAM ROBERT ARDEN, age about 34, hejght 5 ft. 7 in., com- plexion fre6h, hair light brown, moustache brown, eyes blue- grey, anchor left arm, cut scar under left eye, of military appearance; dress, dark brown or biscuit colour suit, cap, tie, rather old lace boots. He called upon a Wesleyan Minister, produced a letter signed by another Minister, also his Army discharge, stated he required a certificate that he was identical with the person described on the Army Form before he could get his pension. Afterwards endeavoured to obtain money by stat- ing he had obtained a situation as a railway guard. Warrant issued. Information to Supt. Hicks, Broxton. 13.— Liscard ( County). For obtaining 2s. 6d, by false pretences— JACK GOODMAN, alias NEWMAN and R. A. FRASER, age 23, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, eyes blue; dress, long light overcoat, brown jacket with white stripes, trousers to match, light cap. McDonald, Liscard. 14.— Macclesfield ( County).— For assault on Police— WILLIAM HALL, alias BURGESS, age 31, height 5 ft. 8 in., complexion fresh, hair light brown, eyes blue, cut mark centre, and large cut scar 3 ins. long right side of forehead, fleshy mole near left ear, blue dot back, and half bracelet left wrist, dots between left thumb and forefinger. A native of Macclesfield.— GEORGE MOORES, age 28, height 5 ft. 10£ in., complexion fresh, hair and moustache light brown, eyes grey. A hair dresser; native of Macclesfield. Is a notorious poacher. Previously convicted of assault on Police. Sup- posed accompanied by a Woman and 2 children. Warrant issued. Information to Supt. Downes, County Police, Macclesfield. 15.- Macclesfield ( Borough).— For shop- breaking, 11th inst., and stealing a pair strong lace boots, size 7 or 8, recently repaired ; 1 pair boy's lace boots, recently repaired, new toe cap on one; 1 boot- maker's finishing iron, size 12; 1 seat wheel; 1 large scraper ; 6 pairs rubber heels ( women's) " Beat all "— JOSEPH WOOD, age about 40, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair and mous- tache brown, square chin, thin features, long thin nose, slightly lame one leg ; dress, black jacket with white stripes, grey vest, black trousers, dark cap ( greasy), supposed wearing a blue muffler. A tramp- ing shoemaker, sometimes sells boot laces in the streets. Warrant issued. Information to the Chief Constable, Macclesfield. DERBYSHIRE. 16.— Ashbourne ( County).— For obtaining, by false pretences, at Bradley, 3rd inst., a bay gelding, aged, 16 hands 2 ins., white mark down face, hair on forelegs mingled with grey, long tail, very poor feet, suffers with side bones— C. BROWN, age about 36, height 5 ft. 8 in., com- plexion very pale, round face, hair red or ginger, small side whiskers ginger; dress, blue serge suit, hard hat. A hawker and low horse dealer; sup- posed a native of Sheffield. Warrant issiued. Information to Supt. Burford, Ashbourne. n.— Bakewell ( County).— For stealing. 5th inst., at Boslow, a heifer ( recovered)— GEORGE JONES, age 28, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark, sharp South Country accent; dress, blue jacket suit, grey cap, brown boots. Appearance of an indoor servant. He came to Bakewell a few months ago with a cinematograph show, and 3 men, since then he has been cattle driving. May seek employment at theatres. Warrant issued. Information to Supt. Lakin, Bakewell. DEVONSHIRE. 18.— Exeter ( City).— For obtaining money by worthless cheques, on the London, City and Midland Bank, Ltd., 129, New Bond Street. London— WILFRED C. L. PULLING, age 28 to 30, height 5 ft. 9 or 10 i » ., slight build, com- plexion pale, moustache ( rather slight, turned up at ends), dark, rather small eyes ; dress, dark clothes, soft green hat, of smart appearance and good address. A native of London. Accom- panied by a Woman, age 35 to 40, rather stoui build, complexion fresh, hair light, very talkative, impulsive manner, dresses well. They stayed in this City for about 10 days, leaving 7th inst. and stop at Hotels or good class boarding houses. Warrant issued. Information to the Chief Constable, Exeter. ESSEX. 19.— Brentwood lCounty).— For embezzling 9s. 4d.— SIDNEY SEALE, age 24, height 5 ft. 10 in., square build, complexion fresh, hair dark brown, small moustache, scar under one eyelid, addicted to drink; dress, blue serge jacket suit, grey cap, brown button boots. A collier, cab driver and haulier. Has served in the Shrop- shire Light Infantry. Absconded 6th inst. Warrant issued. Information to Supt. Keys, Old Trafford. MISCELLANEOUS. 82.— INFORMATION has been received from India that A MAN, named H. BUCKNELL, arrived in that country about 9 months ago in possession of diamond earrings, diamond rings, diamond brace- lets, gold watches with diamond settings, & c., to the value of about £ 10,000, supposed stolen in England. Is said to be identical with Harry Buckner, convicted in Cape Colony, and sentenced to 12 months hard labour in January, 1903, for receiv- ing stolen property. He is said to have arrived in India the first time about 3i years ago, and was classed as an undesirable. Supposed to be a bookmaker and hanger- on at race courses, and his associates are:— Moko, alias De Fries, said to be a well- known London Jew, F. Huntley, Walter Banvard, Frank Reynolds, and Harry Mainham. No descriptions of the men are furnished, but if anything is known please communicate at once with the Assistant Commissioner, C. I.
