Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they art sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from as to 10s. A remittance of 5s. should be made in the first instance for cost •/ engraving sketches. 6. Every announcement, if for the apprehension of a person, mult be guaranteed by the signature of an officer of not less rank than Superintendent; and if th<• name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the « u « e may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an offutr of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension » r recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on \ V ednesday, and for the Tuesday edition not later than Suturduy morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13 Tht Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. THE EDITOR, New Sootland Yard, London, 8. W. DOUBTFUL TRADERS and SWINDLERS. THE FOLLOWING List of Doubtful Traders and Swindlers is inserted for the information of Police. Complaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded: — COOPER, W., 753 Old Kent Road.— A dealer in bicycles, greenhouses, and accessories. He seems to do a genuine business; but his methods are unsatisfactory — POLICE GAZETTE, 8th De- cember, 1899. ( No. 111967.) DAVIS & CO., alias ALLEN & CO., 9 Peckham Park Road, and ALFRED & CO., 26 Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers.— They advertise unredeemed pledges at very low prices; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. ( No. 156466.) EMANUEL & CO., 31 Clapham Road, and other addresses.— Other names ( WEST, TEMPEST, Ac.) and other addresses also used.— Advertise plate, " sealskin" jackets, bankrupt stock, < kc. Frequently insert advertisements under a Christian name, that, owing to adverse circum- stances, wedding and other presents will be sold " at a sacrifice." Fulfil obligations, but cause many complaints to reach Police. ( No. 165651.) FALKLAND MANUFACTURING CO., Har- ringay; LANGHAM RUBBER CO., Totten- ham; ALLENDALE, MOTOR TYRE MER- CHANT, Tottenham. Under these and other titles and at other addresses, three men named Pallash obtain goods of various descriptions and neglect to pay. When pressed a cheque ( fre- quently not met on presentation) is occasionally sent. Many complaints reach Police, but no clear case of fraud has yet been established. ( No. 198213.) GLOBE ENLARGING CO., 27 Worship Street; MIDLAND ENLARGING CO., 76 Mildmay Park.— Conducted by a man who used respec- tively the names Watson and Greenwood. He now trades as a picture frame maker at Stoke Newington in the name of Sidney Men- doza k Co. Patrons find much difficulty in obtaining their enlargements or the return of their negatives. ( No. 206211.) GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold pros- pecting1) that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is re- quested upon the securitv of a bar of gold. The " bar of gold " is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 133001.) THE GORDON MEMORIAL Day Nursery and THE SHAFTESBURY MEMORIAL Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- En.? t.— Conducted by Andrew McLaglen, who poses as a Bishop. He now resides at Mona House, Grove Park Terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution.— POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. HAMBURG LOTTERIES. — These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them — POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND < fc CO., 94 St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) J. A. HARDY & CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrust- ing debts for collection are told, when they press for settlement that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HIPPOLYTE, alios LE BLUFF. — POLICE GAZETTE, 20th December, 1901. — Now uses name of MORDAUNT, and advertises from 25a Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL ART SUPPLY CO., Chichester House, ' Chancery Lane, and 17 Ranelagh Avenue, Fulham.— Same people also conduct the ALBION SHOW CARD CO., 203 Strand.— Advertise home employment. Applicants re- ceive a circular so carefully and guardedly worded as to make a charge of fraud most difficult. ( No. 172493.) IMPERIAL SUPPLY STORES, 24 Crampton Street, Walworth. — Many complaints are re- ceived, but the firm generally discharges its obli- gations. It appears to be unbusinpss- like and dilatory in its methods. ( No. 207128.) KEW TRADING ASSOCIATION, 16 Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise- ments. Nothing has been ascertained to justify Police action. ( No. 171830.) THE KINGSWAY WATCH CO., 300 Clapham Road.' Known also at other addresses -\ s " GRANTWELLS," " B ARRTNGTON'S I STORES," " DORADO WATCH CO.," & c.— Trade by means of advertisements so artfully worded as to make it appear that goods are sent on payment of the first instalment of cost. The complaining customer is told to read the ad- vertisement carefully; the goods are not sent till last instalment has been paid. ( No. 187821.) LONDON PREMIUM AND TEA COMPANY, New Street, E. C., and formerly at Ludgate Hill. ( POLICE GAZETTE, 13th December, 1907).— The firm purchases quantities of correspondence from other similar concerns. The signatures are cut from the letters and sent, with a speciously worded circular, to the writers. After payment the goods are generally sent, but of course they do not justify the highly coloured description given in the circular. ( No. 206755.) THE SCOTTISH PHOTOGRAPHIC TOURING AND PICTORIAL POST CARD CO., 88 Ken- nington Road, late 105 Euston Road, and Glas- gow. ( POLICE GAZETTE, 8th February, 1907.) — Representatives seek permission to plhotograph premises, & c., a proof is shown and an order solicited. Payment in full or a deposit is re- quested at time of giving the order. Very con- siderable difficulty is experienced in obtaining the pictures. ( No. 186807.) SMITH & CO., alias NORTH & CO., and THOMAS SMITH PAYNTER.— Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. — POLICE GAZETTE, 24th February, 1893. ( No. 77433.) SPANISH SWINDLE.— This fraud has many phases, the most common being a sum of money either buried in the ground or impounded somewhere on account of debt, which, on being released, is to be divided between the swindler or his " orphan daughter" and the dupe.— POLICE GAZETTE, 21st October, 1898. ( No. 183560.) D. STEVENS or DAVIES, & c., The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) STRAMONIUM CIGARETTES: CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agents for the sale of Stramonium, Bronchial, and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902. ( No. 85057.) TANQUEREY, A., Paris.— Free portrait swindle, Writes prominent persons— and others— asking them to send their photograph, and promising to make an enlargement free. Before sending the picture he demands money for, either ( a) cost of a suitable frame, or ( h) cost of pack- ing case and transit.. In either case the sum 2 T H E POLICE GAZETTE. A native of Dundee. 2.— ti iJlvision.— For fraud— A WOMAN, who gave the name of BOILEAU, age about 30, height 5 ft. 5 or 6 in., complexion sallow, hair dark, sometimes wears an eyeglass; dress, black dress, black picture hat, long grey coat. While staying at Clavering, Essex, in June, 1907, she wrote to West End drapers, & c., represented that she was the wife of a Colonel of the Royal Artillery, and ordered goods to be forwarded to her on ap- proval, which she failed to return. Warrant issued. 3K Division.— Escaped from custodv at West Ham Police Court, whilst awaiting trial for larceny— JOHN EDWARD YOUNG, alias JOSEPH HALLADAY, Office No. 1212- 00, age 25, height 5 ft. in., complexion fresh, hair dark brown, eyes blue, heart, " L. F.," tombstone, " Eliza Wilson" right, clasped hands and bust of sailor left forearm, clasped hands right wrist; dress, dark jacket and cap, brown dungaree trousers, lace boots. A seaman; native of Gateshead. THOMAS ( supposed false), age 35 to 40, height 5 ft. 6 or 7 in., complexion pale, hair ( bald on top) light brown, moustache ( slight) light, en- larged glands right side of neck; dress, black frock coat, light fancy vest, dark trousers, light tie, hard felt hat, lace boots. A compositor; native of Oxford. Ho was treasurer of a sick club. Warrant issued. Information bo be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ( King's Cross) same day, was an inmate of Dr. Barnardo's Home, Stepney, from November, 1906, to 11th September, 1907. Warrant issued. CARNARVONSHIRE. 9.— Carnarvon ( " nruv .— For deserting his wife and children, leaving them chargeable to the Carnarvon Union— EMANUEL JONES, age 42, height 5 ft. 6 in., slight build, complexion light, hair sandy, eyes blue, coal mark bridge of nose, ship tattooed on both forearms, of delioate ap- pearance. A collier; native of Penygroes. Has been employed as a barman, also as a ship's fireman. Warrant issued. Information to Supt. Griffith, Carnarvon. A Dative of Whittington, Derbyshire. Is well- known at Kotheiham, Mans- field and Worksop. Has been many times convicted of larceny ( lodgings) Warrant issued. Information to Supt. A bricklayer; native of Nayland, Suffolk. He has recently obtained a living by hawking vegetables, well known at Romford, Essex, where he has been previously convicted. May be found in company of women. Warrant issued. A general dealer; native of London. Sentenced at Derby County Quarter Sessions, 18th October, 1899, to 5 years penal servitude for horse stealing. Has been a canvasser for a sewing machine company at Yeovil, an insurance agent at Sherborne, Dorset LANARKSHIRE, 20.— Glasgow ( City).— For stealing, be- tween 13th and 20th ult,., a large quantity of house furnishings, including a marble time piece; bronze ornaments; napery; oil paintings; and a sewing machine— JOHN HENRY ( correct name supposed HENRY KLAFFEL), a Frenchman, age 35, height about 6 ft., complexion swarthy, hair and heavy moustache ( pointed at ends) black, eyes ( piercing) dark, wore gold- rimmed glasses, of smart appearance, an inveterate cigarette smoker, 6peak » good English; dress, dark overcoat, blue suit, dark felt hat. He advertises for furnished lodgings, and generally agrees to rent a house, stating that his wife is in delicate health, and requires a change of surroundings, pays the first week's rent in ad- vance, and commences to deplete the house of it « plenishing. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 21.— Liverpool ( City).— For obtaining £ 20 by false pretences, 13th ult.— JOHN HOLMES, age 35, height 5 ft. 8 in., stout build, blotchy face, clean shaved. He advertised that a partner was wanted in an old- established business and obtained the above amount from an applicant. Warrant issued. 22.— Liverpool ( City'— For obtaining £ 2 6s. by false pretences on the 21st ult.— Licence- holder JAMES WHITWORTH, alias AINSLEY, DAVIDSON, ROGERS, & ANDERSON, Office No. 719- 02, age 42, height 5 ft. 2^ in., complexion sallow, hair black, eyes blue. ( See Weekly Con- vict List for 1907, page 300.) He obtained the money by falsely representing he had repaired property. Warrant issued. Information to the Head Constable. Liverpool.
