X, All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZBTTE, NEW SCOTLAND YARD, LONDON, S. W. S. Particulars concerning persons whose apprehension is sought will be inserted m one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if rafficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must Ve clearly stated. b. Portraits of persons whose apprehension is sought for serious offences, and eicgravings of stolen property, will be inserted at p cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from ft. to 10s. A remittance of 5s. should be made in the first instance for cost bf engraving sketches. • . Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hiti immediate deputy, of the county, city, or borough, as the oase may be. 9. 10. 11. 12 13. Announcements concerning stolen property must be guaranteed by an officer ot not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear u number, and as far us practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, ana accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. . . The Space being limited, announcements concerning " Missing persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. UNDEB the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted u follows : — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( i) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendary Magistrate's Court, sentenced to more than one month's imprisonment, with out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Alien* Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. ' Attempts to break into churcbei, house*, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premise*. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. Warrant issued. 3.— F Division.— For stealing, 27th nit., a star diamond brooch, large diamond in centre, claw setting; 1 lady's single stone diamond ring— HARRY REDFERN, alias LAWTON, ELTON, and MATTHEWS, age 38, height 5 ft. 7 in., com- plexion fresh, hair ( thick) dark brown, eyes ( deep, sunken) blue, Maltese Cross, " C," and 2 dots left forearm, 1 dot right forearm, scar right side of mouth and right shin, speaks French and German fluently; dress, white striped jacket suit, red tie, low shoes. He takes apartments at high- class boarding houses, states he has just returned from abroad, and that he is an authority on diamonds, and induces his fellow guests to part with their jewellery under the pretext of having it altered or re- set. 4.—£ Division.— For obtaining a situation by false pretences— ALBERT DAVEY, age 23 to 25, height 5 ft. 6 in., complexion fresh, long face, hair ( inclined to ginger) light, slight moustache ginger, rather wide mouth, rather swagger gait; dress, dark grey coat and vest, dark trousers, black bow tie, lace boots, probably wearing a grey over- coat, sac back, vertical pockets, " Allehurch, maker, Union Street, Torquay," on tab. Supposed a native of Reading. A hay tier; native of Hurst, Berks. Usually employed by forage contractors. Warrant issued. Information to Supt. Goddard, Wokingham. 11. — Reading ( Borough). — For stealing, 22nd ult., from his lodgings, a silver English lever watch, double case, plain back, maker, " Deacon, Swindon," inside case, also 2 private marks; 1 lady's 9 ct. gold chain— GEORGE BROUGHTON, age about 32, height 5 ft. 5 or 6 in., slight build, complexion fr° sh, oval face, hair and moustache dark brown, large eyes, high cheek bones, rather large nose, low forehead; dress, tweed lounge suit, light check cap, rubber collar and front, lace boots, wearing a gold watch and chain, has in his posses- sion a " Rudge- Whitworth " bicycle. He took lodgings, 21st ult., stated he was a fitter employed at the Pulsometer Engineering Works; also stated he had worked at Portsmouth Dockyard and Coventry. Warrant issued. Information to Capt. BUCKINGHAMSHIRE. 12.— Aylesbury ( Cowuu .— For obtaining £ 3 10s., by false pretences— HERBERT ROBSON, age 30. height 5 ft. 8 in., complexion fresh, hair brown, eyes supposed brown, fingers of right hand severed from lst joint of forefinger to bottom of little finger, of smart appearance, walks erect, late of the Poultry Farm, Washingborough, Lincoln. For several years he has carried on a system of fraud by advertising in Poultry and similar papers. Photograph can be seen on application. Warrant issued. Information to the Deputy Chief Constable, Aylesbury. 13 - High Wycombe ( Borough).- For assaulting a female, 29th ult. — CORNELIUS WELMAN, age 46, height 5 ft. 6 in., complexion and hair ( turning grey) dark, moustache black, eyes hazel; dress, grey jacket suit and cap, brown boots. A travelling draper. Had in his possession a pedlar's certificate, granted 19th November, 1907. Warrant issued. Information to the Chief Constable, High Wy- combe. OA MBRIDGESHIRE. 14 — Cambridge ( Borough).— For larceny. 27th ult. — FRED DANDY alias PETER EVANS, age 24, height 5 ft. 7 or 8 in., slight build, complexion very pale, hair light brown, moustache rather ginger, stoops slightly, turns his right foot inwards; dress, dark jacket and vest, grey trousers, grey mixture cap, turned up at back, button on each side, dark red neckerchief, old brown button boots. A native of Birmingham. He travels the country collecting rags and bones. Stays at common lodging houses. Warrant issued. Information to the Chief Constable, Cambridge. DURHAM. 15.— Durham ( County).— For stealing £ 5, between 20th and 23rd ult. — MICHAEL CASS 11 > Y, an Irishman, age 38 to 40, height 5 ft. 3 or 4 in., very red face, hair light brown, slight moustache light; dress, dark suit and cap, new brown overcoat, boots with pointed toes. A labourer on electric cable works. Warrant issued. Information to the Deputy Chief Constable, Durham. 16.— Stock! on- on- Tees ( County).— For stealing, 11th ult., from his lodgings, a watch, < fec. ( recovered)— JAMES HOGG, alias YOUNG, age 36, height 5 ft. 5 in., stout build, complexion fresh, hair grey, eyes black, scars on right jaw and right thumb; dress, dark grey overcoat, dark jacket and vest, dark striped trousers, light cap, red and black tie, wearing a long gold colour guard, doubled several times from pocket to button- hole, and a gold colour ring left little finger. A native of Edinburgh. He took lodgings, stating that he had obtained employment at a local engineering works, and that he had come from Greenock. Has been convicted as James Hogg: 31— 10— 04, Edinburgh, fraud and larceny, 60 days; 30— 12— 04, Peebles, fraud, 21 days; 21— 1— 05, Galashiels, larceny, 42 days; 25— 8— 05, Edinburgh, fraud and larceny, 60 days; 27— 10— 05, Edinburgh, fraud, 60 days; 5— 2— 06, Edinburgh, larceny, 4 months; 19— 2— 07, Stirling, fraud and larceny, 8 months. ESSEX. 17 — Saffron Walden ( County'i. — For embezzling £ 7 9s. 8d.— HARRY COBDEN, age about 36, height 5 ft. 5 or 6 in., slight build, com- plexion sallow, small features and head, hair black ( closely cropped), eyes ( rather close together) grey, low forehead, sullen appearance, well spoken; wear- ing dark clothes. Hailstone, Saffron Walden 18. — Southend ( County). — For stealing ( bailee), 24th September last at Westcliff- on- Sea, a cheque value £ 2 and a Post Office Order for £ 1 — NELLIE BALFOUR, age 35, height 5 ft. 7 in., complexion fresh, hair black, eyes blue; wearing nurse's uniform or light coat, light straw hat trimmed blue ribbons. Pryke, Southend- on- Sea. l'.\— SoW hminster ( County' 1.— For fail ing to surrender at Essex Assizes, 30th October last, for attempted carnal knowledge of a girl under 13 years, 14th August, 1907 — GEORGE WAY, age 34, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, well educated, of good address; dress dark clothes. GL OUGES TERSHIRE. 20.— Bristol [ City).— For stealing. 3rd June, 1907, a watch ( recovered)— EDWARD LEE, alias F. G. FRY, HENRY LEE, LEWIS, and FORD, Office No. 2588- 00 ( page 261, Weekly Con- vict List, for 1906), age about 73, height 5 ft. 1 in., complexion fresh, hair, whiskers, and eyes grey. A travelling watch repairer, calls at Public and refreshment houses, canvassing for watches and clocks to repair, and when successful in obtaining any, he invariably pledges them with a local pawn- broker and absconds. Sentenced at Bristol Quarter Sessions on the 24th October, 1906, to 6 months hard labour for stealing 3 watches. Is likely to be found in casual wards or lodging houses. Warrant issued. HECKMAN, alias ARTHUR TURNER, age 23 to 25, height about 5 ft. 9 in., slight build, hair ( inclined to ginger) light, clean shaved, rather long nose, large teeth; wearing large light colour overcoat and motor cap, carried a brown leather hand bag and gloves. He called on several tradesmen, 14th inst., and obtained sums of money varying from 10s. 6d. to 2s., by representing himself an agent for Kelly's Directory. Visits hotels and public houses, where he sings ( bass) songs. Warrant issued. Information to the Chief Constable, Ryde, I. W. KENT. 24.— Folkestone ( Borough— For obtain- ing money by false pretences— MAJOR FRYER ( supposed false), age about 40, height 5 ft. 7 or 8 in., hair and moustache brown, of rather mili- tary appearance; dress, grey tweed suit and cap. — CHRISTINE M. FRYER ( wife of above), age 35 to 40, height about 5 ft. 8 in., good build, auburn hair, of smart appearance; dress, blue coat and skirt, trimmed scarlet and white, bright green silk petticoat, shoes with high heels. They rented a furnished house for one month, re- plied to advertisements in London papers for cooks, & c., and obtained money from persons to jiay railway fares. Absconded 25tli ult. Warrant issued. Information to the Chief Constable, Folkestone. LAN& AXMIHZ. 25. — Leigh ( County).— For embezzling 10s., at Earlstown, 5th ult., and other dates — JOHN ROBERTS, alias R. I. LUBLINSKI, age 28, height 6 ft., complexion sallow, long, thin features, hair black, clean shaved, prominent teeth, well educated, London accent; dress, dark suit with slight green stripe, hard felt hat. Supposed a. native of London. Fond of billiards. Warraut issued. Information to Supt. Cocker, Leigh. 26.— Liverpool ( City).— For attempting to obtain money by false pretences, 12th ult.— A MAN, age about 30, height about 5 ft. 5 in., slight build, complexion dark, clean shaved, Scotch ac- cent. He called upon a pawnbroker and asked for an advance on a chain or medal which he repre- sented to be gold. The article bears the usual mark, 9.375, but when tested was found to be made of silver, plated with gold. Warrant issued. Information to the Head Constable, Liverpool. LEICES TERSHIRE. 27.- Market Harborough ( County).— For obtaining goods by fraud — W. EGERTON, aere about 40, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache dark brown; dress, dark jacket suit, long dark overcoat, black bowler hat. He engaged apartments at Nottingham, but did not occupy same, asked the landlady to take in any letters that came for him, which he would send for. Using the address of these apartments, he wrote to a firm of upholsterers at Market Har- borough, stating he had taken a house and wished to have the same fitted with carpets; also asked that patterns be sent to Nottingham. He inter- cepted parcels at Nottingham Railway Station and disposed of the goods to dealers. Warrant issued. Information to the Deputy Chief Constable, Market Harborough. SHROPSHIRE. 28.— Pontesbury ( County).— For stealing, 14th ult., a watch ( recovered)— JOHN HENRY GRIFFITHS, age 20, height about 5 ft. 2 in., slight build, complexion fresh, hair dark brown, eyes grey ; dress, dark blue jacket with light stripes, dark trousers, narrow green tie, dark blue cap, brown lace boots. MERIONETHSHIRE. 29.— Dolgellsy ' County).— lor obtaining £ 10 by false pretences ( bogus cheque), 6th August last— ARTHUR MAYNARD, alias HENRY BROWN, HENRY WILLIAM BROWNING, and CHARLES WATSON, age about 41, height 5 ft. in., rather stout build, complexion fresh, hair dark brown, clean shaved, eyes grey, " H B." and mark about 3 in. tattooed left forearm, top of right fore finger de- formed. He usually takes a furnished house or apartments in a good class lodging house or hotel, visits smoke rooms, gains the confidence of persons, and succeeds in getting them to cash post- dated cheques. Previously convicted oif similar offences at Middlesex Sessions, Central Criminal Court, Brighton Quarter Sessions, North London Sessions, and Great Yarmouth. Warrant issued.
