XXIV., No. 2480 1 All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them., should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen, property, wilt be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, ichen the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost i. f engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, Neio Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. THK EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, Ac., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. Warrant issued. 2.— J Divisionm— For stealing ( servant), £ 3 18s.— HERBERT CECIL GRANT, age 23, height 5 ft. 6 or 7 in., complexion fair, hair ( very thick) and slight moustache light, eyes blue, head inclined to right, walks erect; dress, blue serge suit, white straw hat, brown boots. Warrant issued. 3.— M Division .— For obtaining £ 6 10s. by fraud— PERCY SADLER, alias TEBBS, age 38 ( looks older), height 5 ft. 10 in., complexion fresh, appearance of a heavy drinker, hair and heavy moustache dark brown ( turning grey), eyes blue, dress, dark tweed jacket suit, black hard felt hat. Supposed a native of Brighton. Warrant issued. 4.— p Division.— For exposing obscene prints, 17 th ult.— JAMES ARTHUR WIL- LIAMS, age 25, height 6 ft., complexion fresh, hair dark brown, eyes grey, tattooed back of left hand; dress, dark jacket suit, white muffler, dark grey cap, heavy dark overcoat, lace boots. A native of Peckliam. Has served in the London Metropolitan Police. Warrant issued. 5.— S Division. — For ohtaining £ 25 hv fraud, 11th ult.— FRANK WILSON, age 35, height 5 ft. 3 or 4 in., slight build, complexion sallow, rather thin face, hair and moustache dark, tattooed' both arms and hands; dress, green, pink plaid, or navy blue serge suit, black hard felt hat, patent leather boots with fawn colour tops, usually carries an umbrella with white hook handle. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 6.— Kilwinning ( Oounty).— For mobbing and rioting, 23rd August last— WILLIAM JOHN JOHNSTONE, age 25, height 5 ft. 7 in., slight build, complexion fresh, hair and slight mous- tache light, eyes grey, left injured and cut by a stone on 23rd August, Irish dialect; dress, dark grey tweed jacket suit, dark tweed peak cap, light lace boots. A railway surfaceman; believed a native of Bangor or Newtownards. May seek em- ployment harvesting. Warrant issued. Information to the Chief Constable, Ayr. BUOKINGHA MS HIRE. 7.— Aylesbury ( County).— For stealing a half plate camera, folding tripod stand; and £ 1 7s. 6d.— GEORGE WERNER, a Frenchman, age about 30, height 5 ft. 6 or 7 in., complejxion brown, hair and1 heavy moustache ( long) very light, eyes blue, appearance of a German; dress, light coloured flannel jacket, mourning band left sleeve, fancy striped vest, dark check trousers, black tie, dark spotted cap, brown boots. A travelling photographer. Stated he had been in England about 3 years, and started business near Edinburgh. Warrant issued. 8. — Aylesbury ( County). — For stealing ( lodger) £ 4— ALFRED STIMPSON, age 32, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, bullet wound left side of jaw and inside left arm; dress, faded fawn colour over- coat, blue serge jacket suit, grey golf cap, cycling shoes with straps and buckles, rode a bicycle. A butcher; native of Steventon, Berks. Has been convicted of similar offences at Abingdon and Stow- on- the- Wold, Gloucestershire. Warrant issued. 9.— Aylesbury ( County).— For embezzle- ment— WALTER FREEMAN, age 29 ( looks younger), height 5 ft. 4 in., complexion ( brownish) sallow, hair ( rather thin on top) dark brown, slight moustache, eyes brown, prominent nose, teeth discoloured; dress, dark suit, light stripe, bowler hat, brown boots. Absconded 23rd ult. Warrant issued. Information to the Deputy Chief Constable,, Aylesbury. 10. — Fenny Stratford ( Countv\ — lor stealing ( by trick), 9th ult., a silver Waltham lever watch, No. supposed 247422, " H. K." scratched on inside back case— WILLIAM H. TURNER, age 50 to 55, height about 5 ft. 2 in., long features, hair and moustache brown; dress, old brown jacket and1 vest, dark trousers with light stripe, black bowler hat, lace boots. A tramping watch and clock repairer. Had with him a small hand- bag containing tools, & c. He represented that he was employed by a local watchmaker. Warrant issued. Information to Supt. CHESHIRE. 11.— Macclesfield ( Borough).— For neg- lecting their child— JOHN POWNALL, age 31, height 5 ft. 6| in., slight build, complexion fresh, hair and thin moustache sandy, eyes brown. A rag gatherer or wood chopper. — EMMA POWNALL or HILTON, age about 30, height about 5 ft. 2 in., slight build1, complexion and large eyes dark, long thin features, takes short steps. Natives of Macclesfield. Had with them a femaie child, age 1 year and 11 months. Ab- sconded 23rd ult. Wariiant issued Information to the Chief Constable, Macclesfield. DEVONSHIRE. 12.— Exeter ( City).—¥ or stealing ( bailee), 28th ult., £ 30, including 19s. in postal orders, made payable to and signed " W. E. Southard "— FREDERICK THOMAS CLARKE, age about 17, height 5 ft. 5 or 6 in., slightly round shoulders, rather slight build, complexion pale, thin face, pimples on chin and sides, hair gold colour; dress, blue coat and vest, grey tweed knickers and stock- ings, green plaid cap, brown boots. A draper's assistant; native of Exeter. He was entrusted with the above amount in a dark brown bag, to take to a bank, and absconded. Stated his intention of proceeding to Canada. Warrant issued. ESSEX. 13.— Thorpe ( County).— Or\ three commit- ment warrants for non- payment of £ 14 16s. 4d., fines and cost for excise offences— LADY MORCIA SOMERSET, alias ROGERS and CALLUM, age 35 to 40, height 5 ft. 3 or 4 in., stout build, complexion fair, round face, hair supposed light brown, worn lose on forehead and back, walks erect. APPREHENSION SOUGHT ( continued)- 1 i — Colchester ( Borough).— For stealing, 27th ult., a navy blue serge dress, velvet buttons; 1 black leather purse, clasp fastening, containing £ 6 14s.— FLORENCE BALDRY, age 22, height 5 ft. 2 in., complexion and hair dark, eyes brown, large wart centre of forehead ; dress, supposed the stolen dress, black blouse, black hat with a coloured scarf tied around, black strap shoes. Had with her a bicycle, supposed stolen at Clacton- on- Sea. A waitress, may seek employment at restaurants or confectioners' shops. She attends Salvation Army meetings, and wears a brooch with " Saved by Grace" thereon. Absconded 27th ult. ( Is believed identical with F. Falmer, Case No. 9, 27th ult.) Information to the Chief Constable, Colchester. GLAMORGANSHIRE. 1.1.— Cardiff ( City).— For obtaining drapery by false pretences — FREDERICK GRAHAM, alias BROAD, age 45, height 6 ft., complexion florid, full face, hair ( turning grey) light, mous- tache iron grey, eyes blue, large splay feet, walks badly, addicted to drink; dress, blue serge suit, black bowler hat, tan colour boots. A draper's traveller; native of Doncaster. He came from Nottingham in May last. Warrant issued. Information to the Head Constable, Cardiff. HAMPSHIRE. 16.— Southampton ( Borough).— For em- bezzling £ 7 8s. 10d.— ALFRED THOMAS, age 50, height 5 ft. 7 or 8 in., hair ( turning grey) and eyes brown, very flat feet, walks badly; dress, dark clothes ( shabby), cap or bowler hat. A van- man; native of Shrewsbury. Warrant issued. Information to the Acting Chief Constable, Southampton. HEREFORDSHIRE. 17.— Ledbury ( County).— For stealing, 24th ult., at Bosbury, a silver watch, No. 824580, and a silver curb chain— A MAN, age about 34, height 5 ft. 9 in., complexion, hair, moustache, and eyes dark, of smart appearance; dress, dark cardigan jacket, white cord vest and trousers, dark cap, strong boots. Has served in the Royal Garri- son Artillery. Information to Supt. Phillips, Ledbury. 18.— Weobley ( County)— For stealing on old black portmanteau, light straps, containing a blue serge coat and vest, grey trousers, check cap, leather lining, 1 pair boots, size 9, nearly new, 2 cotton shirt, and other articles— I. BETT, alias I. BARNETT, age about 42, height 5 ft. 9 in., complexion pale, hair dark brown, supposed " M. B." tattooed on arm; dress, dark suit ( shabby), may be wearing some of the stolen pro- perty. Stated he was an Army pensioner. Warrant issued. Information to Supt. Williams, Weobley. ISLE OF ELY. 19.— Ely ( County).— For obtaining £ 1 by false pretences— E. J. DAYNES ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion fresh, hair brown, moustache dark, eyes dark brown; dress, dark grey suit, grey cap, red tie, new brown boots, pointed toes. He obtained the above amount by representing that he was an agent for a firm of brewers at Norwich. Warrant issued. Information to Supt. Roythorne, Ely. KENT. 20.— Ramsgate ( Borough).— For stealing £ 5 12s. 6d„ 13th ult.— HORACE BOURNER, age 19, height 5 ft. 4 in., broad face, hair dark, clean shaved, large eyes; dress, striped flannel suit, cap, canvas shoes, may be wearing a brown suit. A potman, previously employed as a tram conductor. Absconded 13th ult. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 21. — Liverpool ( City). — For obtaining money by false pretences', 24th August last— MARGARET TRACEY, alias BARKER, age 33, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes hazel, mole on bottom lip. Previously convicted at Salford. She calls upon midwives, states she is an old patient, that she has lost her purse, and asks for a loan, for the purpose of paving her railway fare. Warrant issued. Information to the Head Constable, Liverpool. MERIONETHSHIRE. 22,- Olaenau Festiniog ( County).— For stealing £ 2 10s., 26th ult.— ARTHUR FRIER, age 18, height 5 ft. 4 or 5 in., complexion pale, hair dark brown, eyes dark, recent cut first left finger, wart second right finger; dress, grey1 suit and cap, white silk muffler, new lace boots. A baker; native of Ipswich. Warrant issued. Information to Inspector Roberts, Blaenau Festiniog. NORFOLK. 22— Norwich ( County).— For stealing, 25th ult., at Trowse, a bicycle, " James " make, 26 in. frame, " James" front wheel, hollow rim, free wheel, Eadie hub, back pedalling brake front, " Plunger" brake, ram's horn handles, white grips, rat trap pedals, Palmer tyres ( back new), black rims, black celluloid pump, " King of the Road " oil lamp, recently enamelled and plated— A MAN, age 21, height 5 ft. 9 or 10 in., com- plexion fresh, hair brown; dress, green lounge suit, single- breasted' high cut vest, deep collar, braid fronts, tan colour lace boots, bowler hat ( much too large). Information to Inspector Lord, Norwich. 24.— Norwich ( City). — For stealing 13s. from a slot gas meter— A MAN, age about 45, height 5 ft. 7 in., stout build, hair ( turning grey), whiskers, and moustache light brown; dress, drab coloured jacket, brown velvet vest, light cord trousers, grey soft felt hat, wrapper, heavy lace boots, carried a frail basket on a piece of rope. Stated he was an official of the Gas Company, andl had called to collect the money, but had forgotten his keys. He then broke open the meter with a pair of pliers. Information to the Chief Constable, Norwich. OXFORDSHIRE. 25.— Caversham ( County).— For stealing, 27th ult., a silver keyless English lever watch, plain face, black figures, makers, Rose and Dixon, silver curb chain with small South African coin attached— ARCHIBALD THOMPSON, age 25 to 30, height 5 ft. 6 or 7 in., complexion and hair dark, clean shaved, one front tooth discoloured and projects, ring on one little finger; dress, dark clothes. A fitter and turner, stated he had worked at Cardiff and Swindon. Warrant issued. Information to Inspector Timms, Caversham. PEMBROKESHIRE. 26.— Fishguard ( County)— For leaving his wife and children chargeable to the Haverford- west Union— GRIFFITH THOMAS, age 28, height 5 ft. 6 in., complexion dark, hair and eyes dark brown. A native of St. David's, Pembroke- shire. May be found working at a colliery. Warrant issued. A reward of 10s. will be paid by the Guardians, Haverfordwest Union, for the arrest of Thomas. Information to Supt. Brlnn, Fishguard. RUTLANDSHIRE. 27.— Oakham ( County).— For forgery and fraud, 28th ult.— EPHRAIM CUTLER, alias PARKER, age about 24, height about 5 ft. 10 in., slight build, complexion pale, hair and eyes light brown, clean shaved; dress, greenish shade jacket, raised seams light fawn coloured trousers ( tight fitting), blue print collar, narrow stripes, green tie and cap, brown lace boots, carried a thick hooked' ask stick, appearance of a horse dealer. Accompanied by a Man, age 27 to 30, height about 5 ft. 9 in., slight build, complexion ruddy, hair dark, eyes blue, blotches or marks on one or both cheeks, clean shaved; dress, brown tweed jacket suit, raised seams and yoke, brown cap and lace boots, appearance of a horse dealer. They travel the country buying old horses, and will most likely take lodgings at some quiet place. Warrant issued. Information to the Chief Constable, Oakham. SHROPSHIRE. 28.— Oswostry ( County). — For man slaughter— ESTHER JONES, age about 20 height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, eyes brown, rather large mouth, slovenly appearance, pigeon- toed; dress, black jacket, dark or brown skirt, black hat, boots much too largs. A prostitute; native of Oswestry. Ab- sconded 26th ult. Accompanied by a Man, age 35 to 40, height 5 ft. 6 or 7 in., hair ( turning grey) light brown, curl on forehead, moustache brown ; dress*, brown shabby, suit, brown cap, muffler, carried a bundle. A collier; native of Chirk Bank, Salop. Recently employed as a cat/ tie drover. May be found at common lodging houses, casual wards, or low public houses. Warrant issued. Information to Supt. Hamlet, Oswestry. STAFFORDSHIRE. 29. — Longton ( County). — For absconding from Werrington Industrial School, 25th ult.— JOSEPH FLAHERTY, age 16J, height 5 ft., comolexion fresh, freckled face, hair brown, eyas blue; dress, dark mixture suit, plaid scarf, blue serge cap, lace boots. A native of Longton. A reward of £ 1 will be paid bv Mr. Benjamin Horth, Industrial School, Werrington, for the arrest of Flaherty. Information to Supt. Oakden, Longton. WES TMORLA ND. 30. — Kendal ( County).— For stealing, at Ambleside, 23rd ult., a bicycle ( recovered)— H. MARTIN, age about 35, height 5 ft. 11 in., hair dark, clean shaved; dress, brown suit, grey cap, flannel collar and tie, lace boots, wearing brown kid gloves. The bicycle was recovered at New- castle- on- Tyne on 30th ult. A man, giving the name of Gerald Ellery, and representing himself to be a traveller for cattle foods, took lodgings in the City, 26th ult.; he answers the above descri>-> tion, and absconded, 28th ult., and left the bicycle behind. WILTSHIRE. 31.— Trowbridge ( County).— For stealing a road racer bicycle, 22 in. frame, lined green and white, 26 in. wheels, rat trap pedals, dropped handle bars, hole in stem slightly rusty, " W. A. Lloyd," traaisfer on head, plated rims, " W. A. Lloyd" stamped on crank— ARTHUR WILCOX ( supposed false), age about 25, height about 5 ft. 8 in., complexion, hair, and slight moustache dark, soft voice, lisps; dress, blue serge suit, and cap, brown button boots. Warrant issued. Information, to Supt. Tyler, Trowbridge. 32.— Warminster ( County).— For stealing 10s.— JAMES BENNETT, age about 23, height. 5 ft. 6 in., complexion fresli, hair dark brown, moustache light, one upper tooth missing: dress, dark suit, bowler hat, brown boots. Stated he was a clerk. Is also wanted at Bath. Warrant issued. Information to Supt. Lane, Warminster. WO ROES TERSHIRE. 33.— Evesham ( County).— For stealing 25th ult., at Pershore, a pair lady's black kid, lace boots, patent leather toe caps, size 5 ; 2 blouses ( 1 white cotton with pink flowers; 1 cream silk) ; 1 lady's fawn colour three- quarter length coat, bone buttons, plain collar; 2 petticoats ( 1 pink cotton; 1 white lace); 1 brown feather boa; 1 black comb; 1 plain gold rheumatic ring; 1 small Gladstone bag— MAUD STARMER, alias MINNIE or WINNIE STARMER, age 23 or 24, height 5 ft. 2 in., complexion pale, large nose, hair dark brown; wearing the stolen coat and boa, black skirt, 3 frills around bottom, black blouse, low neck, slate colour felt hat, turned up at back, trimmed white and slate colour ribbon. Had with her the stolen bag. Warrant issued. Information to Supt. Cope, Evesham. YORKSHIRE ( West Riding). 34.— Pontefraot ( County).— For stealing, 19th ult., at Hemsworth, a pair of light lace boots, plain fronts, size 10, small patch left upper — A MAN, age 37, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache brown; dress, black coat and vest, brown trousers, light cap, andl the stolen boots. A miner. Information to Supt. Hollis, Pontefract. 35.— Bradford ( City).— For failing to re- port— Licence- holder THOMAS BROWN, alias ROBERT ARMSTRONG, Office No. 1636- 00, age 36, height 5 ft. 7\ in., complexion fresh, hair brown, eyes hazel, " R A and A B " left forearm, dot back left thumb. A hawker; native of Man- chester. Sentenced at Derby Assizes, 28th November, 1902, to 5 years penal servitude for housebreaking. Licensed llth October, 1906. X C 346. Warrant issued. MONTCOMER YSHIRE. 40. — Newtown ( County). — Charged with stealing a heifer— THOMAS JONES, age 35, height 5 ft. 4 in., complexion fresh, hair and eyes brown, 2 cut marks on forehead, " Buffalo Bill" right forearm, girl back of right hand, woman and snake around both arms, " True love," heart, clasped hands, " T. J.," and star back of left hand. A butcher; native of Welshpool. Supposed pre- viously convicted. Ah — Newtown < County). — Charged with demanding money by threats ( letters)— JOSEPH MARTINDALE PEART, age 36, height 5 ft. 10 in, complexion sallow, hair sandy, eyes blue, well educated. A native of Darlington. An ex- Wesleyan Minister. Information to the Deputy Chief Constable, Newtown. NORFOLK. 42.— Norwich ( City\— Committed for trial at the Quarter Sessions, 14th inst, for malicious damage— JOHN CARPENTER, age 64, height 5 ft. 0J- in, complexion fresh, hair light brown, eyes grey, cut scar right side of forehead, nose broken, turned to the right, small mole side of neck. A native of Oldham. Identified by finger prints as Thomas Smith, sentenced at Bury St. Edmund's Quarter Sessions, 9th April, 1906, to 3 months hard labour for a similar offence. Information to the Chief Constable, Norwich. SOMERSETSHIRE. 4 ' 5.— Br idg wa tor ( Borough).— Commit ted for trial at Quarter Sessions, 11th inst, for ob- taining money by false pretences— HYMAN KtJRASCH, age 21, height 5 ft. 5 in, complexion and hair ( curly) dark, eyes brown, mole left of face, 2 boil marks right forearm, cut scars on thumbs and fingers. Attends markets and fairs, selling imitation jewellery. Information to the Chief Constable. Bridgwater. NAKAGAWA, a Japanese, age about 47, fwell educated, can speak English and French fluently. He afterwards came to London to seek employment and was heard of as being in a destitute con- dition.
