All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICI GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s,. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TIOARS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements ol all persons to be apprehended or of stolen property bear a number, and as far as practicable they they are alphabetically arranged by counties. B. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annouce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper orly; they must be in the usual form, and accompanied by a covering letter. IS All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. IS. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Inf ormationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. He called on the principal of a ladies' school, represented that he desired to place his two daughters under her tuition, and presented a cheque on the London and South Western Bank, Earl's Court Branch, for a large amount and obtained the balance. Makes fancy pin cushions. 9.— Bedford [ Borough,).— For stealing from his lodgings, 6th inst., a small dark brown tweed suit with green stripes forming squares— A MAN, age 50 to 55, height 5 ft. 5 or 6 in., slight build, complexion swarthy, hair and moustache dark turning grey, hollow cheeks, eyes sunken, when conversing he puts his face close to those ad- dressed ; dress, pepper and salt colour jacket, dark trousers and vest, bow tie, grey cap with large peak. VS.- Cambridge ( Borough).— For stealing, 20th ult., a " Calcott" bicycle, 24 in. frame, up- turned handle bars, 2 inverted lever brakes, War- wick tyres, 28 by plated rims and spokes, two mud guards, rubber pedals, transfer on head, ' Agent, Reeve, 2 Mill Road, Cambridge," on back mud guard— FRANK WARNES, age about 22, height about 5 ft. 9 in., slight build, hair ( curly in front) dark, bunch of violets with " Violet" underneath on one forearm; dress, light suit and cap. He was employed by a baker, and is said to belong to the 4th Northampton Regiment; native of Norwich. Warrant issued. 14.— Cambridge ( Borough).— For obtain- ing £ 5 by false pretences, 16th ult.— WILLIAM F. THOMPSON, age 40 to 50, height 5 ft. 10 in. to 6 ft., rather square build, hair ( turning grey) light brown, heavy moustache ginger, weak eyes, rather talkative, appears well educated, of military appearance; dress, grey rough jacket suit, black bowler hat, had with him a Gladstone bag. From 12th to 17th ult. he stayed at a hotel, represented himself as a commercial traveller, wrote out a cheque for £ 5 on plain paper on the Belfast Bank- ing Co., Ltd., which has since been returned marked " no account." He calls upon shop- keepers, requests them to have their business in- serted in a Directory, receives orders and payment, and gives receipts on printed forms of a firm by whom he was formerly employed. May be accom- panied by a man, age 28, height 5 ft. 4 in., com- plexion pale, hair and eyes brown, fleshy mole on face, scar upper lip, arrow back of left forearm. Warrant issued. TT, alias JOE WOOD, age 23, height 5 ft. 2 in., complexion dark, hair black, eyes brown, tattooed both forearms, crucifix on breast; dress, dark mixture suit, dark tweed cap, clogs. A labourer ; native of Dukinfield, Cheshire. Appearance of an Italian, may be found with street organs. Frequents common lodging houses. Has been previously convicted. Warrant issued. DURHAM. 17. — Darlington ( County). — For larceny ( bailee) of a silver watch ( recovered) and a silver English lever watch, white dial, black chapters, glass scratched, hinge pin of front case missing — JOHN CLEMENTS, age about 40, height about 5 ft. 7 in., complexion and eyes dark, hair and moustache black, stoops slightly, walks quickly, impediment in speech, addicted to drink, speaks with South Country accent; dress, dark check jacket and vest, dark trousers, light stripe, dark grey threequarter- length overcoat, velvet col- lar, rubber collar, lavender and white coloured tie, black hard felt hat, lace boots. A watch repairer. Absconded 12th ult. He usually engages a room in country villages and stays a few weeks repairing watches, clocks, & c. Warrant issued. 18. — Darlington ( County). — For stealing from his lodgings, 8th inst., an English silver lever watch, black chapters, gold pointers, " Har- greaves" on dial; and a brown leather case con- taining two oval white hair brushes, with dark backs; Licence holder JAMES WALLACE, alias HOLT, WILLIAMS, THOMPSON, HALL, & c, Office No. 1525- 01, Cases No. 12,10th May last, and 33 ( photograph), 13th November, 1903, and ILLUSTRATED CIRCULAR No. 64, figure 13; age 29, height 5 ft. 3J in., complexion fresh, hair and eyes brown, scar on each eyebrow and on right temple, prominent nose, bad front teeth ; dress, dark suit and cap. tie took lodgings, represented that he was employed at the Co- operative Stores, asked permission to go to his roam to wash his hands, stole the property and decamped. FIFESHIRE. 20.— Cupar ( County).— For stealing £ 109 9s. 3d., 29th ult., at Leven— WILLIAM CAIRN- CROSS YATES, age 27, height 5 ft. 8 in., com- plexion sallow, hair ( bald on forehead) dark, mous- tache about 10 days' growth, eyes greyish brown; dress, navy blue serge suit, dark overcoat and cap. A clerk; native of Edinburgh. He was entrusted with a cheque for £ 129 9s. 3d. to cash and pay several accounts. He received £ 100 in £ 5 British Linen Bank notes, and the remainder in silver; paid one account amounting to £ 20 and absconded. Is accompanied by a woman, age 25 to 30; dress, black dress, jacket and hat. May endeavour to leave the country. Warrant issued. Information to Chief Constable, Cupar. GLA MORGA NSHIRE. 21— Cardiff ( City).— For stealing 47 rail- way carriage commode handles, between 28th and 29th ult. — ALBERT JEFFREYS, alias JEF- FERIES, age 28, height 5 ft. 7 in., complexion sallow, hair brown, moustache light brown; dress, blue serge coat and vest, light cord trousers, plaid cap, nailed boots. A labourer; native of Cardiff. He served in South Africa with Kitchener's Light Horse, and previously in the Rifle Brigade. Warrant issued. 22.— Cardiff ( City).— For obtaining a silver watch by a seaman's forged advance note— FREDERICK JAMES, age 35 to 40, height 5 ft. 5 in., broad shoulders, complexion ruddy, hair and moustache dark, eyes grey; wearing dark clothes. Not to be arrested out of the United Kingdom. 23.— Cardiff ( City).— For stealing £ 5 2s., 29th ult., and £ G 5s., 30th nit. — ERNEST DAVID, age 22, height 5 ft. 5 in., slight build, complexion fair, long face, hair light, clean shaved, prominent forehead. A clerk ; supposed a native of Cardiff. WARREN, age 32, height 6 ft., com- plexion fresh, hair light brown, eyes blue, of smart appearance, speaks quickly; dress, dark suit, fancy vest with green braid edges, straw hat, gold watch chain, carried a blue overcoat with velvet collar. Believed a native of Ilford, Essex. For- merly employed as manager of a shirt department at a clothing factory. Warrant issued. Information to Supt. Biggs, Stroud. 2d — Bristol ( City)— For obtaining £ 3 by false pretences, 31st ult.— HARRY BUSH, age 38 to 40, height 5 ft. 7 in., complexion, hair and moustache dark, round features; dress, grey suit, black bowler hat. Is a member of the Royal Ante- diluvian Order of Buffaloes, and is in possession of a travelling card of the society. A billiard marker. He arranged to play a billiard match with another marker on 5th inst. On 31st ult. the marker was engaged playing a game at another hotel when he met Bush, who shortly afterwards went to the hotel where the marker was employed and informed the licensee that he had been sent by him for £ 3. KENT. 20.— West Mailing ( County). —¥ or feloniously receiving a quantity of brass engine fittings, knowing the same to have been stolen, at Newhythe, East Mailing, between 4th and 11th April last— JOHN EASTWOOD, age abcut 23, height about 5 ft. 8 in., complexion fresh, hair and moustache light ; dress, brown jacket, brown cord trousers, cap, Derby pattern boots. Id., 3rd inst— CHARLES HERBERT CRUTTENDEN, age 33, height about 5 ft. 5 in., hair, moustache, and eyes dark. He was employed as manager of a dairy company. Absconded 3rd inst. Warrant issued. He represented himself as an agent for an Acci- dent Insurance Company.
