All communications for insertion in the POLICH GAZBTTB, and all communi- cations relating to them, should be addressed to THH EDITOR OF TBI POLICI GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. particular* concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, » / sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension u sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s,. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5*. should be made in the first instance for cost of engraving sketches. t. Bvery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person 13 required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. 8. e. 10. 11. 19. 19. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTB, must, on their apprehension * r recovery, at once transmit to the Editor notice of the fact, referring to tki number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any annauce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later thorn Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose ; but if a photograph is applied for, or if, in any rare case, it should be re- quired to complete the identification, the cost will be charged to the Police Force interested. Has golf clubs in his possession, and is said to be a good player. A native of Baltimore.— MARY ODEL MASON, age 35, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes brown; well dressed. A native of Chicago. Provisional extradition warrants issued. 3.— D Division.— For obtaining £ 2 by a worthless ohequo on the Belfast Banking Com- pany, 26th ult.— WILLIAM F. JAMES, age 50, height 5 ft. 11 in., slightly round shoulders, complexion fresh, hair ( bald on top) and moustache ( turning grey) inclined to ginger; dress, rough grey check suit, black hard felt hat, heavy laoe boots. A native of Belfast. Warrant issued. 4.— T Division.— For stealing ( confidence trick), 6 ladies' gold rings ( 1 double wire with 2 leaves holding a white oval stone, angel painted thereon; 1 half hoop set brown stone; 1 plain, cross on top, set 3 pearls ( 1 missing); 1 double wire, set opal, surrounded by small pearls; 1 plain, shell on top, set small pearl in centre; 1 set 3 white 3 green stones); 1 gold neck chain, link pattern; and £ 50 — ANDREA FOHETTI ( supposed false), an Italian, age 27, height 5 ft. 6 or 7 in., complexion pale, thin long face, hair dark brown, eyes brown, can speak French and German; dress, navy blue suit, blue tie, white silk muffler, hard felt hat, brown boots.— A MAN, age 45, height 6 ft., stout build, complexion dark, hair black, thick eye- brows, eyes brown, can speak French and German; wearing dark brown overcoat, green t'e, fawn colour Alpine hat. Both Italians. Warrants issued. 5. — X Division. — For stealing an umbrella and absconding from bail — JAMES SPARKS, alias WILLIAM SPARKS, Office No. 770- 04, age 42, height 5 ft. 4 in., complexion fresh, hair ( turning grey, bald on top) brown, eyes grey, scar left of forehead, over right eyebrow, and back right wrist; dress, grey mixture jacket and vest, dark striped trousers, hard felt hat. Warrant issued. 6.— y Division.— For indecent assault on a girl, age 14— JOHN FRUSIIER, age 32, height 5 ft. 1 or 2 in., complexion, hair, moustache, and eyes dark, speaks quietly; dress, dark blue jacket and vest, dark brown trousers, dark cap, laoe boots. A house painter; native of Kentish Town. Warrant issued. Information to the Metropolitan Police Office, New Scotland Yard, S. W. CHESHIRE. 7 .— Macclesfield { Borough.).— For steal- ing, 30th ult., a gold ring, set opal; 1 American do., set green stone; 1 tobacco pouch, " A present from Cleethorpes" stamped thereon; and £ 1— A MAN, age about 30, height 5 ft. 5 or 6 in., complexion fair, hair and moustache light; dress, brown jacket suit, brown tie with safety pin, and cap, lace boots. Had with him a bicycle. He represented himself as a collector for the Fresh Air Fund connected with a weekly periodical. 8.— Macclesfield { Borough).— For being concerned with Thomas Dinning ( in custody) ill stealing £ 31 by trick, 6th inst.— TWO MEN ( 1st, age about 36, height about 5 ft. 6 in., slight build, complexion fresh, rather thin features, slight mous- tache sandy; dress, brown suit, cap, and boots with tan colour uppers. 2nd, age about 36, height about 5 ft. 6 in., slight build, complexion and moustache dark; dress, grey suit. DURHAM. 9.— Castle Eden { County).— For fraudu- lently converting to his own use, £ 50 18s. 6d., monies of the Durham Miners' Association, be- tween 5th February and 5th April last— JOSEPH MEEKINS, age 37 or 38, height 5 ft. 8 or 9 in., complexion fresh, hair ( turning grey) dark, mous- tache sandy; dress, dark jacket suit and cap. A miner; native of Wingate. Absconded 30th ult. Warrant issued. Information to Supt. Heslop, Castle Eden. 10.— Gateshead { Borough).— For failing to report— Licence- holder JAMES O'NEILL, alias WILSON, BROWN, and HILL, Office No. 1939- 01, age 31, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, scar right temple and bridge of nose, mole under right ear, and five shamrock leaves right forearm; dress, light striped suit, light cap. A tailor; native of Glasgow. Sentenced at Glasgow High Court, 29th October, 1901, to 5 years penal servitude for attempted larceny ( person) and assaulting Police. His licence was subsequently forfeited ait Gateshead Police Court on 1st August, 1906, for failing to report. Liberated on second licence 31st March, 1907, which expires 18th prox. b 703. Was accom- panied by a Man, whom she called " Father," age 40 to 50, height 5 ft. 5 in., hair light, pointed beard; wearing light brown jacket and cap. He was riding a black bicycle with mudguards, carrier on back with small brown handbag and square parcel thereon. Warrant issued. 12. — Romford ( County').— For stealing, 18th inst., at Hornchurch, a free- wheel bicycle, enamelled black frame, drop handle bars, 28 in. wheels, plated rims, Bowden brake back wheel, Short brake front wheel, very rusty, back wheel wobbles slightly, small piece out of outer cover, nut missing from right pedal, mud guard on back wheel broken and repaired with string, Empire saddle, Lucas lamp, the front of which has been recently soldered, tool bag and pump attached— A MAN, age 23 or 24, height 5 ft. 6 or 7 in., rather stout build, complexion fresh, hair sandy, clean shaved; dress, navy blue suit, light check cap, celluloid collar, red tie, lace boots. He ob- tained lodgings, and stated he was employed laying down electric light plant at a local nursery garden, and that the owner of the bicycle ( a fellow lodger) had lent it to him to ride to work. GLA MORGA N SHIRE. 15 — Cardiff ((, ity).— For embezzling £ 20 — BENJAMIN WEBB, age about 38, height 5 ft. 11 in., slight build, complexion sallow, long face and nose, hair dark, slight moustache light, full eyes, paralysed left arm, addicted to drink; dress light tweed suit, cap, lace boots. Had with him, 8th inst., a new Gladstone bag containing new underclothing and two pairs of new boots. A water clerk. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. 1 (> — Cardiff ( C'ty).— For stealing clothing — ANNA DAY1ES, alias ELLEN DAYIES, age 35, height 5 ft., slight build, complexion and hair dark, thin face, upper teeth missing, suffers with a weak heart; dress, grey skirt, black blouse, red and black check shawl, black cape, fawn colour soft felt hat with ribbon on one side May be found at Union Hospitals or Salvation Army Homes. Warrant issued. Not to be arrested out of the United Kingdom. 17.— Cardiff ( City).— For stealing a lady's old gold watch, open face, chased back, thin case, gold gilt dial; 1 do. long gold neck chain, 9 ct., stone locket containing views of Shrewsbury, at- tached; 1 15 ct. gold brooch, scroll work around, heart in centre, set ruby; 1 ladys 9 ct. gold dress ring, set 3 brilliants and 2 emeralds; 1 do., set 5 turquoise; 1 9 ct. gold curb pattern bangle with ' safety chain and padlock; 1 do. bangle, plain, small foreign gold coin, with cross thereon, attached; 1 rolled gold double albert, curb pa'. tern, centre bar missing, gold locket, with hair inside, attached— ALFRED THOMAS STONE, age 22, height 5 ft. 5 in., complexion fair, sunburnt, long face, hair ( frizzy) and slight moustache ( waxed at ends) light, eyes blue, red lids, high forehead, aquiline nose; dress, dark coat with thin stripes, grey or navy blue vest, navy blue trousers, celluloid collar, white tie with blue spots, dark green tweed cap, shoes. HAMPSHIRE- i&.— Aldershot ( County).— For stealing, 16th inst., a dark tweed suit, " Rimell Allsop " on buttons; 1 coat and vest; 1 pair dark blue trousers ; 1 blue and red tie; 1 grey cap; and £ 1— HER- BERT HORTON, age 19, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes hazel, snake right forearm.— GEORGE GARLAND, age 19, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey, scar left side of upper lip. Both are deserters from the Royal Welsh Fusiliers, and wearing the stolen clothing. Absconded 16th inst. 19.— A id 8 r shot (' ounty).— For stealing, 20th inst., at Ewshott Camp, a dark blue suit with light stripes, square- cut jacket; 1 dark blue cap; 1 red tie; 1 old Rudge- Whitworth bicycle, 26 in. frame, black enamelled, 28 in. wheels, supposed Dunlop tyres, rubber pedals, B. S. A. fittings, thumb rim front brake, Crabbe back brake, back mudguard, Brooks' saddle, tool bag, contain- ing 2 Rudge Whitwortli spanners— FRANCIS CHARLES ARMSTRONG, age 19, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, scar over right eye, cut mark back of head and right shin; wearing the stolen clothing and jack or Wellington boots. Is an absentee from the Royal Field Artillery. Information to Supt. Hawkins, Aldershot. HER TFORDSHIRE. 20.— Ware ( County).— For obtaining 5s. by false pretences— — KING, age 45 to 50, height about 5 ft. 10 in., slight build, complexion fresh, moustache light; dress, black cutaway coat, pepper and salt colour trousers and vest, light tweed cap, black and white striped tie. Riding a nearly new bicycle. Supposed identical with man, Case No. 28, 22nd March last. Warrant issued. Information to Supt. Duke, Ware. KENT. 21.— Rochester ( City V— For failing to re- port— Licence- holder GEORGE SCOTT, alias JAMES LULAND and GEORGE MILLS, Office No. 877- 01, age 50, height 5 ft. 6| in., complexion sallow, face pockmarked, hair light brown, eyes dark grey, ring back second and third left fingers. A painter; native of Dover. Sentenced at Hast- ings Sessions, 22nd October, 1902, to 5 years penal servitude for housebreaking. Licensed 23rd July, 1906; was subsequently sentenced at Folkestone Petty Sessions, 15th October, 1906, to 6 months hard labour for failing to report. Z c 9. To be dealt with where found. Information to the Chief Constable, Rochester. 22.— Dover ( Borough).— For stealing ( bailee) a bicycle, flat handle bars, enamelled black, right crank has been brazed, rather large front cog, Coventry Forse Brand back tyre, Goodwear front tyre— HARRY DALE, age 21, height 5 ft. 4 or 5 in., complexion fresh, hair ( curly) black, slight moustache, piercing eyes, sharp nose, woman wear- ing hat tattooed left forearm, North Country ac- cent; dress, dark grey suit, square pattern, velvet collar, light cap, lace boots. Has served in the Army. Supposed a native of Leicester. Warrant issued. Information to the Chief Constable, Dover. 23.— Gravesend ( Borough)— For obtain- ing a quantity of lead to the value of £ 1 4s., 29tk ult., by false pretences— J. RENSHAW, age 45, height 5 ft. 10 in., slight build, complexion pale, moustache light. A bricklayer. May seek employ- ment on small buildings. May be accompanied by a woman, age 47, height 5 ft. 6 in., complexion pale, hair and eyes dark; dress, black bodice and dress, white sailor hat. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Gravesend. LANCASHIRE. 21.— Liver/ too! ( City).— For neglecting to notify their change of residence— Licence- holder DAVID DAVIES, alias WILLIAM HALL and WALTER EVANS, Office No. 1625- 02, age 65, height 5 ft. 5f in., complexion fair, hair grey ( bald), eyes blue, scar bridge of nose, left top of head, front of 2nd finger and front of right hand, left ankle has been broken. Sentenced to 5 years penal servitude and remanet of a former sentence at Knutsford Sessions, 13th October, 1902, for stealing £ 1 6s. 6d. Liberated on licence, 26th April last, which expires 17th February, 1909. A groom; native of Leicester. Sentenced at Leicester Sessions, 7th January, 1903, to 5 years penal servi- tude for warehousebreaking and larceny. Licensed 24th November, 1906. d 7. Warrant issued. SPAULD- ING ( supposed an American), age about 40, height 5 ft. 8 or 9 in., complexion sallow, thin features, sharp nose, liair light, clcan shaved, eyes blue; dress, dark grey tweed suit, grey overcoat, herring- bone pattern, light tie, black hard felt hat. Until recently he represented the Hurley Machine Com- pany, Paris and Chicago. Warrant issued. Information to the Chief Constable, Bootle. 2*.— Southport ( Borough).— For stealing, 23rd ult. a boy's suit ( recovered)— SUSANNAH DALE, age 57, height 4 ft. 9i in., stout build, complexion fresh, hair dark, eyes ( one disfigured) grey; dress, black three- quarter length jacket, dark skirt, black hat, brown button boots. Had in her possession a pedlar's certificate, No. 985, issued at Southport, 22nd February, 1907. Information to the Chief Constable, Southport. OXFORDSHIRE. 2'.'. — Bicester ( County). — For carnally knowing a girl under 16, 4th ult.— JAMES SPOONER, age about 29, height 5 ft. 2 or 3 in., stout build, complexion fresh, hair dark brown, long on top, supposed scar on left muscle. Generally employed in racing stables. Warrant issued. Information to Supt. Bowen, Bicester. 30— Oxford ( City).— For office- breaking, between 9th and 10th inst., and stealing a brown tweed mixture jacket; 1 light dust coat; 1 bowler hat, " K. C." in pencil inside; and about £ 6 — MATTHEW BROWN, a Scotchman, age 40 to 45, height 5 ft. 7 or 8 in., stiff build, complexion fresh, high forehead, hair ( turning grey) dark, stubby moustache, eyes very dark; wearing the stolen clothing. Sings at public houses. He was employed at Banbury as a gardener's labourer from 24th April to 6th inst. Warrant issued. Information to the Chief Constable, Oxford. PEMBROKESHIRE. 3L— Pembroke Dock ( County).— For obtaining £ 6 10s. by worthless cheque, 1st inst.— FRANKLYN C. MEAGER, age 25, height 6 ft. 1 in., complexion fresh, hair ( inclined to curly in front) light brown, eyes grey, irregular teeth, slightly prominent, stoops, well educated; dress, dark grey jacket and trousers, dark red fancy ribbed vest, pockets bound with dark material, black bowler hat, flat brim, red bow tie, light lace boots.
