ALL communications for insertion in the POLICE GAZETTE, and all communi- cations relating to tlieni, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. 1' articulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to b<; taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. f;. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if tue name of such person is required to be inserted and no warrant is in force against him, the requisition must be sig. ned by the chief officer of police, or his immediate deputy, of the county, city, or borough as the case may be. SiTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer uf not less rank than Inspector, or analogous thereto. 3. Announcements of all persons to be apprehended or of stolen property bear a number, and aS'far as practicable they they are alphabetically arranged by counties. 9. The force which causes particulars concerning deliqucnts or stolen property t(. be inserted in tTie POLICE GAZETTE, must, on their apprehension or recovery, at oncc transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annou. ee- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper ovly; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, hut insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertions ( if acceptcd) will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of propertv or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— • 1.— Printed hand- bills or other advertisements, offering a reward for the discovery < JI property or the detection of crime, whether printed and issued by the . netropolitan Police, or distributed and exhibited, with tne sanction of the Commis- sioners, on the application of private nersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— The amount of the reward. (£) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. (< f) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can he posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting see. 2 of 2 and 3 Vic., cap. 12). SPECIAL NOTICE. ISSUE OF CROWN OFFICE SUBPFFINAS. THE aid of the Metropolitan Police is fre- quently sought by other Police Forces to apply on their behalf to the Crown Office to issue sub- poenas for service upon persons whom they require as witnesses in criminal cases. The Regulations of the Crown Office do not permit of this being done, and the Editor now desires to quote, for the information of the Pro- vincial Police Forces, the CROWN OFFICE RULE upon the subject, which is as follows: — The party requiring a Crown Office Sub- " poena must attend either in person at the " Crown Office or by Solicitor. " He must procure the proper form of Sub- " poena, which can be obtained at the Royal " Courts of Justice, together with Praecip, for '• which a fee of 5s. is charged." CORNWALL. 10.— Falmouth ( County).— For obtaining, £ 11 14s., by false pretences ( fictitious cheque), 4th inst.— ERNEST S. ALLIN, age 24, height 5 ft. 8 in. complexion sallow, hair dark brown, clean shaved, eyes brown, rather high narrow forehead; dress, overcoat, green shade, brown check suit, white woollen scarf, black hard felt hat. Is said to be a dealer in dental instruments and other requisites, and employed by a firm at Bristol. He visits towns where his father ( who was a Minister, now deceased) was formerly stationed, gains the confidence of people, and induces them to advance cash or cheques purporting to be drawn in his favour, but which are fictitious. Photograph can be seen on application. Warrant issued. Information to Supt. Endean, Falmouth. DORSETSHIRE. 11.— Poole { County).— For burglary at Long- fleet, 17th inst., and stealing a pair of light lace boots, glace kid, size 9, plain fronts, hand welted, " Perfecta" on tabs, white lining, " No. 7734 " thereon— A MAN, age 25 to 30, height about 5 ft. 6 in., slight build, complexion fair, rather small face, hair brown, moustache light brown; wearing khaki uniform of the 1st Duke of Corn- wall's Light Infantry, dark grey military overcoat, supposed wearing the stolen boots. Wan- ant issued. Information to Supt. Brown, Poole. DURHAM. 12.— Stockton - on - Tees ( County).— For obtaining food and lodgings by false pretences, between 7th and 16th inst., also for stealing a purse; 1 small looking glass; 1 red handkerchi;-- and 12s. 6d.— CHARLES HODGSON, age 29, height about 5 ft. 5 in., complexion fair, hair ( bald) dark brown; dress, navy " blue suit, light cap, lace boots. Stated he was a joiner; native of Shields, and < that he obtained employment in the neighbourhood. Warrant issued. Information to Supt. Hildreth, Stockton- on- Tees. 13.— Sunderland ( Borough).— For obtain- ing money by false pretences— ABRAHAM CALLANDER, age 46, height 5 ft, 6 in., com- plexion ruddy, oval face, hair ( slightly bald) and moustache dark ( turning grey), rather prominent nose, " A. C." and anchor tattooed on right fore- arm, cross outside left forearm, scar on outside risht forearm; dress, blue jacket suit, " I- PV coat, blue cap scarlet tie, wore a ring set with brown stone, engraved with Freemason's mark, Free- mason's pendant attached to watch chain. A Dutch Jew, speaks with slight foreign accent, some- times represents himself to be a Scotchman. Ap- pears to have been a Dutch pilot; and native of Amsterrhm or Rotterdam. Speaks several lan- guages fluently. Describes himself as a shipping tourist agent, or estate owner in South America. He advertises for a manager for his fruit growing estate in South America, and on obtaining money as security from applicants absconds. Convicted at West Hartlepool on 30th June, 1905, and at Chelmsford Assizes, on 11th November, 1905, of fraud and forgery, respectively. Is well known at most sea, ports in this country and on the Con- tinent, where he is believed to conduct similar frauds, and to bring intended victims to this country on the pretence of making them partners in some business of which he represents himself the owner. Warrant issued. Information to the Chief Constable, Sunderland. ESSEX. 14 — Grays ( County).— For soliciting and enticing a maidservant to steal jewellery— HARRY OSBORN, age 27, height 5 ft. 7 or 8 in., rather slight build, hair light brown, moustache light, e, yes blue, fir tree tattooed right forearm; dress, light brown jacket, brown striped tweed trousers, dark cap, white neckerchief, heavy lace boots. Is a Reservist of the 2nd Royal Irish Fusiliers. Car- ried a waterproof parcel, and had a revolver in his possession. Warrant issued. Information to Supt. Jordan, Grays. FLINTSHIRE. 15.— Mold ( County).— For stealing a clario- net and case ( black leather with " Band, 2nd V/ B R. W. Fus." in white paint thereon)— GEORGE CHARLES HALL, age 27, height 5 ft. 7 in., complexion fair, appears flat- footed, slight mous- tache; dress, dark coat and trousers, tweed cap. A good musician; served 12 years in the 11th Hussars, in possession of King and Queen's South African War medals. Warrant issued. Information to the Deputy Chief Constable, Mold. GLAMORGANSHIRE. lfi.— Neath ( Vounty).— For failing to report - Licence- holder FRANK BERTRAM MOGG, alias WHEATON and JONES, Office No. 636- 02, age 30, height 5 ft. 4i in., complexion sallow, hair dark brown, eyes blue, several small scars on face, bust of female, eagle, and flasr right, 3 hearts, dart, " LOVE," and laurel left forearm. A ship's cook; native of Cardiff. Sentenced at Swansea Assizes, 21st November, 1904, to 3 years penal servitude for counting- house breaking. Licensed 23rd February, 1907. Z e 365. Menhinick, Neath. 17.— Swansea ( Borough).— For failing to surrender to his bail, charged with embezzling £ 1 4s. 4d.— ALFRED CHARLES RICHARDS, age 33, height 6 ft., complexion, hair, and mous- tache dark, eyes grey. A native of Swansea. Well educated and of good appearance. May seek em- ployment in solicitor's office. Warrant issued. Information to the Chief Constable, Swansea. GL OUCES TERSHIRE . D-— Chipping Sod bury ( County).— For st: aling 10 sacks of oats— JOHN JUDGE, age about 30, height 5 ft. 3 or 4 in., complexion fresh, hair and eyes dark, clean shaved, crucifix tattooed on chest; wearing brown tweed riding suit. A coachman; has served in Royal Field Artillery. Believed native of Glasgow or Edinburgh. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. 19.— Stroud (. Oounty).— For obtaining food and lodgings by false pretences— WALTER CRADDOCK, age about 30, height 5 ft. 9 or 10 in., hair and slight moustache dark; dress, striped flannel suit, cap, brown boots. — WAL- LACE WEST, age about 28, height 5 ft. 8 or 9 in., hair brown, large head; dress, dark jacket and vest, check trousers, patohes on boots. They answer advertisements in theatrical newspapers, offering articles advertised for, obtain payment for same, but fail to supply the goods. Had with them two bicycles ( 1st, " The King " transfer on head, Rudge- Whitworth handle bars, New Depar- ture back pedalling brake, plated rims, British tyres ( front one cut), flaw in gear wheel, Brooks' saddle. 2nd, raised handle bars, no tips, New Departure back pedalling brake, Clincher tyres, jointless front rim, Clincher back rim, Lycett saddle, rat- trap pedals), which they hired and may have now disposed of. Supposed wanted elsewhere. Warrant issued. Information to Supt. Biggs, Stroud. 20.— Bristol ( City).— For obtaining money by false pretences — GEORGE THOMAS T1LTON, alias THOMAS WILSON, DERRENT, and CLUTTERBUCK, Office No. 3513- 99, age about 50, height 5 ft. 10 in., slight build, hair brown, eyes hazel, haggard appearance, scar on bridge of nose and fleshy mole on back of neck, right leg 4A in. shorter than left, and when he absconded, on the 13th inst., was wearing a brown coat, dark trousers, and bowler hat. Was accom- panied by his Wife, age about 34, height 5 ft. 2 or 3 in.; wearing a light jacket and black sailor hat; a Girl, age about 4 years; and a Baby, age 6 months. He was discharged from Bristol Prison, 11th January last, after serving 6 months for false pretences, secured employment as a canvasser for a firm of publishers in London, and obtained the money from their agent here by means of bogus orders He has a quantity of the firm's stationery in his possession, and will probably fraudulently mis- use it; usually calls upon tradesmen and repre- sents that he is employed as a gardener, coachman, & c., for someone living in the suburbs, who has sent him with an order for goods. After making arrangements for the goods to be delivered, he leaves the shop, but returns directly afterwards and borrows money under the pretence that he has not brought enough with him to make a purchase at another shop. He has been convicted at Gloucester, Usk, Bath, New- port, Mon., Hereford, Portsmouth, Cambridge, Clerkenwell, and St. Albans. Warrant issued. Not to be arrested out of the United Kingdom. HAMPSHIRE. 21.— Bournemouth ( County).— For steal- ing £ 10 — GEORGE PARSONS, age about 30, height 5 ft. 6 or 7 in., complexion sallow, hair ( curly) very dark, eyes grey; dress, pepper and salt colour suit, light cao, white tie, button boots, sometimes wears light grey overcoat. A hairdresser.— ALICE FITT, age 32, height about 5 ft., complexion fair, hair dark brown, eyes blue; dress, dark brown tweed tight fitting jacket and skirt, light brown straw hat, trimmed dark ribbon, lace shoes. Warrant issued. Information to Supt. Hack, Bournemouth. 22.— Faroham ( County).— For obtaining, by false pretences, 8th inst., a horse; landau; wagonette; and 2 sets of harness— W. GAS- COIGNE, age about 30, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache light brown; dress, blue serge suit, blue overcoat, black hard felt hat, sometimes wears a cap. A horse coper; supposed a native of London. He rents stabling and attends markets, sales, purchases horses, & c., in payment of which he tenders cheques drawn on a local bank, where he has opened a small account, the cheques are invariably returned marked insufficient. Warrant issued. Information to Supt. Carman, Fareham. 23.— Lyndhurst ( County).— For stealing, 21st February last, at Milton, a bicycle ( re- covered); 1 pair brown boots, size 8; and £ 10— FRED LTJPTON, age about 30, height 5 ft. 6 or 7 in., hair very light, complexion pale, thin face, clean shaved; dress, overcoat, dark suit of clothes, black bowler hat, button or the stolen boots. Has- been employed at hotels and may seek similar employment. Warrant issued. Information to Supt. Wakeford, Lyndhurst. 24.— Ringwood ( County).— For burglary. 23rd ult., and stealing propertv described in Case No. 58, 8th inst. JAMES, age 30 to 35, height 5 ft. 7 or 8 in., complexion sallow, hair light brown, moustache ginger; wearing dark overcoat and tweed cap. Warrant issued. Information to Supt. Mayes, Ringwood. 25. — Portsmouth ( Borougn).— For em- bezzlement— WILLIAM P. VINN, age 23 ( looks- older), height 5 ft. 11 in., complexion florid, hair light brown, slight moustache brown, eyes hazel ; believed wearing a light grey tweed overcoat with squares, cap. A photographer's canvasser. Ab- sconded 22nd January last. May be accompanied b-- his wife, short, wears gold framed glasses. Warrant issued. Information to the Chief Constable, Portsmouth. 26.— Southampton ( Borougn).— For steal- ing, 13th inst., a gold Peerless lever watch, No. 278354, monogram on back, " F. H. G." inscription engraved inside, " Presented to F. Harold Gay- lard, bv the members of the Brockley Hockev Club, Mav, 1903, ? April, 1903" ; 1 gold albert, curb pattern, with appendages, viz., 2 coins ( 1 gilded threepenny piece; 1 Guernsey Is. 8d. double, o- ilded) ; 1 tiny case, containing a pair of spectacles; 1 filled gold sovereign purse; 1 silver stop watch, maker, " Samuel "; 1 9 ct. gold chain, with Kruger sovereign attached; 2 brown leather kit bacrs ( 1 marked " E. J., passenger to St. Malo"; 1 Lyons, St. Malo")— TWO MEN ( 1st, age 30 to 35, height 5 ft. 7 or 8 in., complexion and hair dark, moustache stubby; dress, dark blue suit and cap, well spoken. 2nd, tall; wearing long grey overcoat, light trilby hat). YORKSHIRE ( West Riding). 81 — Barnsley ( Borough).— On 16th inst., a man entered a jewellers and fancy goods shop, asked the assistant for change of a shilling ( pre- sumably to ascertain the situation of the till), and on being informed that she was unable to comply, he left the shop. About an hour afterwards another man, age about 35, medium height and build, wearing a brown overcoat and black bowler hait, entered and stated he wished to purchase an album, which was in the window, and induced the assistant to go outside for the purpose of pointing out the article, and while so doing he hesitated and ap- peared undecided which to select. She invited him to return to the shop and examine some albums, and on entering she found a third man with a case containing 42 diamond and other gem rings, which he had taken from the window while she was en- gaged with the supposed album purchaser; she succeeded in recovering £ Ke case and rings, where- upon the man dealt her a violent blow and de- camped, with the other man. ( Supposed identical with the three men wanted at Nottingham. See Case No. 40, 15th inst.) Information to the Chief Constable, Barnsley.
