In all cases where a reward is offered, the name and address of some person ruiponsible for the payment must be given, and the exact conditions must ba clearly stated. THE SCOTTISH PHOTOGRAPHIC TOUR- ING AND PICTORIAL POST CARD COM- PANY ( see POLICE GAZETTE, 16th December, 1904), now carry on business at 105 Euston Road, London, N. W. NUMEIIOUS complaints have been received by the Glasgow Police, regarding CRAIG, CRAIG & CO., and MITCHELL & CO., jewellers and dealers in musical instruments, boots, caracul jackets, & c., at 81 Dunlop Street ( formerly 55 Bath Street), Glasgow. Both businesses are conducted by the same persons, they advertise extensively, the adver- tisements being so framed as to lead credulous people to believe that the articles will be forwarded on receipt of a deposit of sixpence, but this is not so, a/ S the article is only said to be secured on payment of the deposit, and set aside till the balance of the price is paid. Persons who have paid the deposit on writing for an explanation are invariably informed that unless the regulations as regards quoting the register number are obsei- ved no notice can be taken of any communication. As these complaints are outside Police inter- ference persons aggrieved should take proceedings in a Civil Court. COMPLAINTS have also been received res- pecting BELL BROTHERS, wholesale gun- makers, Glasgow and Birmingham. Gavin Bell, the sole partner of this firm, rents a single room as an office at 93 Waterloo Street, Glasgow, which he seldom occupies. Adver- tises extensively in magazines and weekly news- papers. He has no place of business in Birming- ham, and is merely a middleman passing on orders received by him to wholesale firearm firms in Birmingham and London for execution. He generally fulfils his contracts, but is dilatory and unbusiness- like in his methods. His excuse for not answering the many letters of complaint sent him is that his profits are too small to permit him doing so. This is not a case in which Police can take action.
