Announcements concerning stolen property must be guaranteed by an ofitt* of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear • number, and as far as practicable they are alphabetically arranged 6* counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension ot recovery, at once transmit to the Editor notice of the fact, referring to th § number of the announcement, for insertion in the next issue. 10. in all cases the officer signing the request for the insertion of any announct- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form! and accompanied by a covering letter. 12. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows : — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( e) All persons, at Petty Sessional, Police, or Stipendary Magistrate's Court, sentenced to more than one month's imprisonment, with out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Shopbra aking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. MRS. SOPHIA EAGLES, 31 Paulet Road, Camberwell, employs women to collect subscrip- tions from the charitably disposed on the behalf of a " Children's Help Fund." This woman does not stay long at any address, and very few children are in any wav benefitted by the subscriptions obtained. At the present time only one child is being supported by her. No books are kept by which any evidence might be obtained as to the true state of affairs, and it is strongly suspected that the money collected is not used for the purpose it is given, and that only small sums are occasionally supplied to needy children, by which Eagles shields herself against criminal proceedings. ( Corres. 159071.) But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Denartment, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICES. THE attention of Police is called to an Austrian, named MAX ROMER, of Buda Pest, describing himself as a Doctor of Philosophy, age 35, height 5 ft. 9 in., slight build, stoops, complexion sallow, hair ( bald on top) and heavy moustache brown, eyes ( large) grey, long face, fingers and lower teeth, large nose, mouth and ears, pointed chin, has a habit of clasping his hands, a good linquist; usually well dressed; who has obtained money from clergymen and charitably disposed persons, chiefly in the Eastern Counties, by repre- senting that he was in monetary difficulties, owing to delay in the transfer of his money to a Local Bank, and as a guarantee of good faith produces a letter from one of the Secretaries of the Austro- Hungarian Embassy, certifying his identity. The' Embassy state that they in no way vouch for this man's respectability, nor do they assume anv responsibility with regard to him or his state- ments, and have inserted a warning in the Press cautioning the public against him. Many complaints have been received from the Provinces concerning this man, but up to the present no warrant has been issued for his appre- hension. Corr. 198664. Warrant issued. 2.— HJ division.— For conspiracy to de- fraud by means of worthless cheques— ALFRED ERNEST OATLEY, alias ALF O'BRIEN, an Australian, age 28, height 5 ft. 11 in., broad shoulders, well built, complexion sallow, hair light brown, clean shaved, eyes grey, of smart appearance, has a habit of protruding lower lip with tongue and making a suction noise; wearing dark frock overcoat, hard felt hat. Is a profes- sional boxer. May be found in boxing saloons or in the company of prostitutes. Warrant issued. 3— G Division.— For stealing ( servant), 7th inst., £ 1,014, in gold and silver (£ 700 in silver since recovered, remainder taken away in a black leather bag, about 18 in. long)— GEORGE HAMMOND, age 27 or 28, height 5 ft. 11 in., complexion fair, hair light, eyes blue, slight build, of smart military appearance • dress, blue serge jacket and vest, dark trousers, grey cap. A native of London. Warrant issued. 4.- P Division.— For stealing ( by trick) a mare, cart, and harness ( recovered)— ARTHUR WHITMAN, alias BELCHER and BECKETT, Office No. 1002- 05 ( see Cases Nos. 6 and 30, current issue), age 27, height 5 ft. 8| in., complexion fresh, hair dark brown, eyes blue; dress, light grey Norfolk suit and cap, white woollen sweater, lace boots. D^ Y, JANUARY 11, 19( 7 APPREHENSIONS SOUGHT ( continued)- BERKSHIRE. 41 5.— Wokingham County .— For bastardy arrears— THOMAS CHARLES BIGDEN, age 68, height 6 ft., stout build, complexion fresh, hair red ( turning grey), moustache and full beard, eyes grey, cut mark centre of left hand. A farmer. Is well known at Tongham and Redhill, Surrey, Fulford, Sussex, Portsmouth, and other parts of Hampshire. Sentenced at Berks Assizes in 1905, to 12 months imprisonment for bigamy. Warrant issued. For non- payment of maintenance arrears— FREDERICK HUSSEY, age 38, height 5 ft. in., complexion fresh, hair and eyes brown, sailor, flag, & c., right forearm. A native of Wokingham. Has served in the Army, now belongs to the 3rd Berkshire Regiment, from which he is a deserter. Supposed tramping the country. Warrant issued. 6.— Wokingham ( County}.-- For obtain- ing 5 bags of potatoes by false pretences— ARTHUR WHITMAN, alias BELCHER, BECKETT, and COMPTON, Office No. 1002- 05, age 27, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, scar outer corner right eye, on centre of forehead, right wrist, and 2 back head, bites finger nails; dress, black jacket and vest, grey trousers, white sweater, black cap, long dark overcoat. Travels the country with a borrowed horse and cart, gives false name and address, buys potatoes by the ton, obtains a portion of some without payment, and sells them on the first opportunty. ( See Cases No. 4 and 30.) Warrant issued. Information to Supt. Goddard, Wokingham. CA RDIGA NSHIRE. 7— Llandyssul ( County).— For shop- breaking, 19th ult., and stealing a number of pipes, pouches, & c.— A MAN, age about 27, height 5 ft. 7 in., slight build, complexion fresh, hair dark, moustache brown; dress, dark jacket and vest, brown cord trousers ( large and small ribs), dark cap, strong boots. A tramp. Had in his posses- sion a new pigskin purse, and a bundle tied in a red handkerchief. He disposed of some of the pouches and purses at Llanfyndd. Information to the Deputy Chief Constable, Llandyssul. DEVONSHIRE. 8.— Exeter ( City).— For failing to report— Supervisee GEORGE HARPER, alias HAWKER and ALLEN, Office No. 2078- 06, age 26, height 5 ft. 8 in., complexion fresh, hair black, eyes grey, angel with flowers, bunch of flowers, anchor, heart, and cross right, woman's bust, crossed hands, hetirt, " True love," left forearm; dress, dark lounge suit, cardigan jacket, heavy blue overcoat, skull cap. A labourer; native of Taunton. Has served as a drummer in the Somerset and Gloucester Regiments. May be found in the company of loose women. Sentenced at Exeter City Assizes 30th January, 1906, to 12 months hard labour, and 2 years supervision for larceny. Liberated on re- mission, 15th December, 1906. 4593. To be dealt with where found. 9.— Exeter ( City). — On ommitment warrant, for non- payment of £ 32 16s., fines im- posed for selling margarine as butter— RICHARD HENRY ROGERS, age about 50, height 6 ft., stoops slightly, strong build, complexion fresh, long features, prominent nose, hair dark, whiskers and moustache tinged with grey, may be clean shaved, slovenly gait; dress, dark clothes, " bowler hat, lace boots, usually wears leggings. A native of North Devon. May be found at markets selling butter and eggs, or hawking same. Absconded November last. Information to the Chief Constable, Exeter. ESSEX. 10.— Chelmsford ( County\ — For obtain- ing 3s. by false pretences, 19th November last— H. ROBINS, alias RUBENS and BLOOM- FIELD, age about 50, height about 5 ft. 5 in., complexion pale, rather long face, hair and mous- tache grey. A photographer; travels the country with a light colour pony and a cart, takes photo- graphs of houses, then invites the owners to give an order, with payment, gives receipts on a printed form, but fails to deliver the photographs. He was accompanied by his Wife and 2 Daughters, ages 17 and 19 respectively. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. GLAMORGANSHIRE. 11 — Cardiff ( City). —¥ or stealing £ 2— ALBERT WILLIAMS, ago 29, height 5 ft. 4 or 5 in., complexion pale, long thin face, hair and moustache ( curled at ends) auburn, eyes blue; dress, black jacket and vest, dark trousers with stripes, blue tie, black bowler hat. A draper's assistant; native of Chester. Photograph can be seen on annlication. Warrant issued. For obtaining money by false pretences— CORNELIUS DONAGHUE, age 38, height 5 ft. 7 or 8 in., slight build, long face, hair and mous- tache dark, stoops slightly, of consumptive appear- ance ; dress, old dark suit and muffler. A labourer. Warrant issued. For stealing £ 1— FRANK SIMMONDS, age 20, height 5 ft. 6 in., complexion fair, hair brown; dress, black coat and vest, grey trousers ( tight fitting), usually wears nince- nez.— WILLIAM SIMMONDS, age 17, height 5 ft. 2 in., stiff build, complexion and hair dark; wearing dark clothes and cap. Supposed comedians, they obtain a liveli- hood by singing and clog dancing at public houses. Well known at Pontypridd, Newport, and Bristol. Warrant issued. For stealing ( servant) £ 5— ERNEST DERRY, alias JOE, age 17, height 5 ft. 4 in., complexion fair, hair light brown; dress, old dark suit, blue muffler with white spots, cap, lace boots. A native of Cardiff. May seek employment as a window cleaner or hotel porter. Warrant issued. For stealing a cross cut saw— D A N I E L COLLINS, age about 35, height 5 ft. 7 in., com- plexion ruddy, thin face, hair dark brown, mous- tache brown, of military appearance; dress, dark coat, dark red moleskin trousers, muffler, cap, boots stained with iron or copper ore. A labourer, may seek employment as a stoker. Warrant issued. 12.— Cardiff O'v$- For failing to report, — Licence- holder OWEN OWENS, ~ Office No. 2132- 00, age 24, height 5 ft. 7 J- in., complexion pale, hair dark brown, eyes hazel, " NO" right, tombstone, and " WO" left forearm, tattoo marks web of right thumb, and 2 dots web of left thumb, half ring back of 2nd and 3rd left fingers. A shoe- maker; native of Carnarvon. Sentenced at Car- narvon Assizes, 4th June, 1904, to 3 years penal servitude for larceny. Licensed 9th October, 1906. e 191. A labourer; native of Sheffield. Sentenced at Glou- cester County Quarter Sessions, 3rd January, 1906, to 12 months hard labour, and 2 years supervision for housebreaking and larceny. Liberated on re- mission, 20th November, 1906. 819. Warrant issued. Information to Head Constable McKenzie, Cardiff. GL O USES TEftSHWE. 14. — Cheltenham ( County).— For stealing at Winchcombe, a " Premier " bicycle, " A " grade, 26 in. frame, enamelled black, red lines, plated SDokes, inverted lever brakes, flat mudguards, rat trap pedals, plated lamp, " Lewis, Biriraingliam " thereon, celluloid pump, carrier on back, mackin- tosh suit and leggings thereon— DAVID JAMES, age 25 to 28, height 5 ft. 4 or 5 in., complexion dark, clean shaved; dress, dark grey overcoat ( chocolate and green stripe), pockets stitched round, imita- tion leather buttons, smooth blue suit, light cap, light boots, size 6i, ornamental holes on toe caps and seams round sides. A groom or labourer; has served in Royal Field Artillery, from which he was discharged, supposed after serving a term of imprisonment. Warrant issued. 15. — Cheltenham ( County). — For steal- ing money from gas meters— GEORGE MAT- THEWS, age about 34, height 5 ft. 6 or 7 in., rather slight build, complexion pale, hair light, moustache sandy, ring tattooed one finger,' sup- posed left hand, extensive tattooing both arms; wearing dark or blue suit, black bowler hat. Pro- fesses to be religious, and endeavours to become a member of church choirs. A cycle fitter. Has been convicted at Tenbury, Birmingham Sessions, Worcester Assizes and Quarter Sessions, of larceny. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. lb— Portsmouth ( Borough).— For ob- taining clothing by false pretences— REGINALD CYRIL KENNETH GATHORNE HARDY, age 18, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey, well educated; dress, seaman's uniform, " H. M. S. Cressy" on cap ribbon, may now be wearing a blue serge suit, white muffler, cap. A native of Northampton. He boasts of having an income of £ 600 a year. Escaped from custody 29th ult. Warrant issued. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. 17. — Bromyard ( County). — F0r leaving his children chargeable to the Bromyard Union— FREDERICK JENKINS, age 40, height 5 ft. 7 in., hair, whiskers, and moustache black; dress, old black jacket and vest, cord trousers, dark cap. A labourer, generally employed with threshing machines. Warrant issued. Information to Supt. Lewis, Bromyard. KENT. l&.— Ramsgato ( Borough).— For stealing £ 2 from his lodgings, 27th ' ult.— REGINALD THORPE, age 15 ( looks older), height 5 ft. 1 or 2 in., complexion fresh, blinks, horse shoe and ship tattooed back of left hand; wearing old clothing and brown shoes. About a month ago he was charged at Canterbury with stealing a pair of opera glasses, when he was handed over to the Police Court Missionary, and sent to Ramsgate for the purpose of going to sea. Absconded 27th ult. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 19.— Bury ( Oounty).— For obtaining money by false pretences— J. HUGHES, alias SAMUEL CAMPBELL, age 36, height 5 ft. 7; j in., com- plexion fresh, hair light brown, eyes grey, abscess murk left cheek, scar left side of head and left forearm, of good address and smart appearance. A native of Banbridge. Sentenced, 3rd January, 1906, at Wigan, to 3 months imprisonment for a similar offence. He represented that he was agent for a Directory. Photograph can be seen on application. Warrant issued. Information to Supt. Noblett, Bury. 20.— Liverpool ( Giti/).— For burglary, 19th ult., and stealing £ 30— WILLIAM HOWARTH, alias PATTINSON, age 25, height about 5 ft. 4 in., complexion dark, thin face, hair browu, slight moustache. A bookmaker; native of Northumberland. May endeavour to leave tho country. 21. — Liverpool ( City). — For pealing a quantity of clothing from lodgings, 27th ult.—• — CARTER, age about 53, height o ft. 4 in., thin features, high forehead, pock- marked, hair ( bald on top) light, moustache sandy; wearing aark grey overcoat and suit, hard hat. He took lodgings, 24th ult., stating he came from Macclesfield, and that his luggage would arrive later. Absconded 27th ult. with clothing, which he pledged. 22.— Liverpool ( City).— For obtaining money by false pretences, 27th ult.— LOUIS BERKOWITZ, age about 28, height about 5 ft. 6 in., complexion, hair, and moustache dark, speaks several languages; dress, light tweed check suit, dark blue overcoat, velvet collar, felt hat. He obtained the money from a man under the pretence of obtaining him employment on a ship. May seek employment as upholsterer, a runner at boarding houses for foreign emigrants, or as Jewish cook on emigrant ships. Warrant issued. Information to the Head Constable, Liverpool. 23 — Manchester ( Crtv).— For failing to report— Licence- holder WILLIAM WILKINSON, alias STANLEY and TAYLOR, Office No. 3235- 02, age 47, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, scar right eyebrow, lost part of 4th right finger, bracelet back each wrist, half ring back 3rd left finger; dress, dark suit, pot hat. OXFORDSHIRE. 2\ — Oxford ( City).— For falsification of accounts, between 30th June and 15th October, 1906— PERCY CLAPHAM, age 30, height 5 ft. 6 in., complexion fresh, straight nose, hair light brown, slight moustache light, eyes blue; dress, dark grey Chesterfield overcoat, dark grey suit, dark tie, black bowler hat, wearing gold colour chain and a lady's silver watch. YORKSHIRE ( 26 — Ponteff act ( Coutty).— For stealing £ 1 12s., at Flyston, 20th October, 1906— JOHN PERRY, alius TIMMINS and CAGG, Office No. 683- 01, Case No. 53, 26th October, 1906, age 28, height 5 ft. 9A in., complexion fresh, hair and moustache ( cut short in centre) brown, eyes hazel, cross right forearm, scar 1st and 2nd right fingers extending to palm, 4th right finger crooked; dress, black jacket and vest, brown cord trousers, dark can, blue and white neckerchief, clogs. A miner; West Riding). native of Hednesford. Has been convicted of larceny at Brierley Hill, 24th December, 1894; Sedgley, 28th January, 1895, and 21st October, 1905; Birmingham, 1st May, 1905; Stafford Ses- sions, 27th November, 1896, and 4th January, 1898; and Wolverhampton ( Stafford Sessions), 3rd July, 1900.
