Ait communications for insertion in the POLICE GAZETTE, and all communi- cation < relating to them, should be addressed to THE EDITOR OF THE POLICE GAIITTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to bt taken upon them by another force. ft. Particulars as to stolen property will be likewise inserted in one issue, if ivjlcient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must bt clearly stated. I. Portraits of persons whose apprehension is sought for serious offences, and tngravings of stolen property, will be inserted at a cost of 7s. per portrait and of 6s. per photograph or sketch of a stolen article, unless < the article is large or unusually intricate, when the engraver's charge will range from 61. to 10s. A remittance of 5s. should be made in the first instance for cost •/ engraving sketches. I. Mftry announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if iht name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of felxee, or his immediate deputy, of the county, city, or borough, as the eai « may be. Il T XOZff S. 7. Announcements concerning stolen property must be guaranteed by an offictr of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to th* number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual formt and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Seu> Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the nex t or any subsequent issue cannot be guaranteed. Warrant issued. 2.— R Division.— Kor Stealing. 30th n't.. £ 69 lis. 2d.— CHARLES THEOBALD, age 30 ( looks younger), height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, long nose, riffht ear deformed ; dress, supposed blue serge or grey mixture suit, black hard felt or soft hat. Was employed as a manager at a boot shop; native of Deptford, Kent. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8.— For obtaining £ 25 by fraud- PlERRK NICOLL or PETER NICHOLLS, a Russian, age 32, height 5 ft. 10 in., stout build, hair and moustache black, eyes dark brown, slight swelling centre of right cheek, sometimes wears glasses, cannot speak English; dress, blue striped jacket suit, hard felt hat, wore red button in left lapel of jacket. He represented himself as a partner of a well known firm of silk merchants in St. Peters burg, that he was in this country making large purchases of silks, cloths, & c. Warrant issued. BEDFORDSHIRE. 4— Leighton Buzzard [ County).— For stealing ( bailee) a bicycle ( recovered)— ARTHUR CLARKE, age 33, height 5 ft. 3 in., slight build, complexion fresh, oval face, hair light brown, eyes grev, 3 blue dots left forearm, cut scar base left forefinger; dress, dark grey mixture suit, white straw hat, black band, lace boots. A stableman: native of Chesterfield. Has been convicted of a similar offence at Battle. Warrant issued. Information to Supt. Anniwell, Leighton Buzzard. 5.— Luton ( County\— For obtaining money by false pretences— J. CRAMER, age 26 to 30, height 5 ft. 8 in., complexion fresh, long features, hair light brown, slight moustache, eyes blue. Stated he was district manager to the Cambridge and Bedford Photographic Companv, and had printed receipts with Head office: Ivor Dale, River Side, Cambridge," and " Branch office: 22, Castle Lane, Bedford." He canvassed orders for photographs, obtained payment for same, but failed to forward the portraits. Warrant issued. Information to Supt. Panter, Luton. ''•— Crewe ( C. un'y).— For obtaining food and lodgings by false pretences. 8th inst.— WIL- LIAM GRIFFITHS, age about 37, height about 5 ft. 6 in., slight build, complexion pale, rather long neck and features, high forehead, hair ( short at back) dark brown, bare patch size of a 5s. piece left side of crown, moustache dark and scraggy, rather long and thin at ends, one front upper tooth only, walks rather on his toes; dress, grey plaid square cut jacket, double breasted vest, brown mixture trousers, low shoes, navy blue peak cap. He left behind a heliotrope^ black and white neckerchief. Stated he had served 13 years in the Army, was invalided home from South Africa, and had been employed as a miner in South Wales. He also represented that he was employed in the invoice office of the goods depot, L. & N. Western Raihvav. Warrant issued. s• — Crewe ( County). — For stealing £ 7, 13th inst.— ISAAC GINSBERG, alias MORRIS GINSBERG and MORRIS, age 25, height 5 ft. 6 or 7 in., complexion fresh, hair ( wavvin front) black, sometimes wears a small dark mous- tache, eyes ( large) dark brown, evebrows black, rather prominent nose with dark" blue scar on bridge, left side, and long neck, of Jewish and smart appearance: dress, dark brown suit, green sailor knot tie, rather heavy lace boots. Carman, Fareham. 15 — Kingsclere ( County).— For dnserrine his wife and children, leaving them chargeable to the Common Fund of the Kingsclere Union LIBERTY BUCKLAND, age 26, height 5 ft. 6 in., slight build, complexion, hair, and mous- tache black, eyes dark, female right, sailor, female, and flag left forearm, scar left ear ancl over left eye, large scar right side jaw; dress, blue serge suit, dark muffler and cap. A labourer; native of Tadley, has served in the Army Service Corps. Sentenced at Aldershot, 4th December, 1902, to 2 months imprisonment for larceny. A carpenter; sup- posed a native of South Ealing. Has been em- ployed as a watchman. Warrant issued. Information to the Deputy Chief Constable, Hitchin. ISLE OF WIGHT. 17.— Newport (' Umnty \— For obtaining £ 1 5s., by false pretences, at Wroxall, 23rd ult.— BENJAMIN OWENS, age 48, height 5 ft. 10J in., complexion and eyes dark, hair dark brown, suffers from rheumatism. A china mender. Had in his possession a pedlar's certificate granted at Newport, 22nd August last. Warrant issued. Information to the Deputy Chief Constable, Newport. KENT. IS.— Hartford ( County\— For obtaining £ 2, by false pretences — Expiree HENRY PHILLIPS, alias PETER LAUDER and LARNER, Office No. 1772- 01, age 33, height 5 ft. 10 in., complexion fresh, hair ( thin on top, turn- ing grey) brown, eyes blue, 2 brown moles left side of forehead, scar right eyebrow, nose has been broken. A solicitor and Provost of the Burgh of Castle Douglas. Absconded 19th or 20th inst. May endeavour to go abroad, probably to Singapore. May be accompanied by his Wife. Warrant issued. LANCASHIRE. 21. — Bury ( County). — For sacrilege, at Whitefield, 10th inst., and at Ramsbottom, 12th inst.— A MAN, age about 30, height 5 ft. 3 in., rather stout build, knock- kneed, complexion sallow, hair sandy, slight moustache, very deaf, blinks when speaking, of rough appearance; dress, dark jacket, cord trousers, dark cap, scarf. TAYLOR, age 40 to 45, height 5 ft. 6 in., prominent features, hair and moustache iron grey; dress, dark clothes and cap. He writes to people whom he claims to have known some years pre- viously, stating he has been abroad and has had an attack of pleurisy, that it is essential for him to go abroad again, and has been offered a berth on a steamer sailing from Glasgow, but is unable to pay his railway fare, asks for a few shillings, and usually encloses a telegraph money order for reply. Warrant issued. 25.— Liverpool ( City).— For failing to sur- render to his bail at Liverpool City Sessions, 12th inst., on a charge of unlawful wounding— WIL- LIAM RYAN, age about 30, height 5 ft. 11 in., complexion fresh, hair dark, clean shaved, of smart appearance. NORFOLK. 28.— Harling ( County).— For stealing £ 1 10s., 15th inst.— CHARLES WILLIAMS, age 64, height 5 ft. 6 in., complexion fresh, hair ( turn- ing grey, bald on top) light, long beard turning grey; dress, light grey coat, large pockets, dark grey trousers and vest, peak can, lace boots, wore a silver ring, had with him a dark brown tin box, containing brown suit; short black jacket; black cardigan; black overcoat; grey overcoat; 2 pairs slippers; 2 pairs leggings ( 1 black, 1 brown). A gardener; native of Ban- bury, Oxfordshire. Is believed to have between £ 40 and £ 50 in his possession. Is known at Pam- berheath, Hants, Goodwood, Southamstead, and Reading, Berks, and at Henley- on- Thames. Warrant issued. Information to Supt. Lowe, Hading. ' ' X— Norwich C" V? A native of Norwich. Warrant issued. Information to the Chief Constable, Norwich. NOR THA MPTONSHIRE. 30.— Towcester ( County). — Bor house- breaking, and stealing a silver watch, " J. G. Graves, Registered Lever," on dial, No. 659001; 1 white metal chain watch key, and a 5 cent, piece attached ; 1 lady's gold ring, blue stone, surrounded with small pearls; 1 small tin kettle— TWO MEN ( 1st, age about 50, height 5 ft. 5 or 6 in., com- plexion, hair, and whiskers ( turning grey) dark; dress, dark suit and cap, brown boots. 2nd, age 30 to 40, height 5 ft. 9 or 10 in., slight build, thin features, sharp nose, hair and moustache light, flower back of one hand : dress, dark brown suit and cap). Both were begging and stated they were mechanics out of employment owing to a silk factory having been destroyed by fire. Information to Deputy Chief Constable Norman, Towcester. 31.— Northampton ( Borough).— For steal- ing from his lodgings, 28th ult., a pair of grey mixture trousers, lined leather around bottom of legs; 1 pink, green and white Oxford shirt; 1 pair gold- plated cuff links; and a Post Office Savings Bank book, No. 46466, showing deposit of £ 3 10s. — HARRY NOBELL, age 26, height 5 ft. 9 in., stout build, complexion fresh, full face, hair brown, clean shaved, prominent teeth, of smart ap- pearance; dress, black jacket and vest, grey trousers, brown boots. Was carrying a brown leather bag, about 18 in. long, double handles, initials " H. M." thereon. Stated he was a travel- ler for a firm of sauce manufacturers. Had with him a brown leather Gladstone bag and a brown leather dress case. A bank cashier, late of Holland Road, Shepherd's Bush. Absconded 4th inst., on which dab; he changed the whole of the notes for gold. The portrait in which he is shewn wearing a hat was taken 3 years ago. Warrant issued. Information to Supt.
