TUB GAZETTE PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, SEPTEMBER 14, 1906. VOL. XXIII., No. 23/ 0. 1. Ail communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOE OF THE POLICE QAIBTTE, NEW SCOTLAND YARD, LONDON, S. W. 4. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to bt taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if luficient to enable the article in question to be thereby identified. 4. In all cates where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 4. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait. und of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 61. to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. 8. 9. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force uhich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be quaranteed. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Is fond of horseracing. Provisional warrant issued. i 2— C Division.— For attempted murder, 7th inst.— HENRI LEON, a Frenchman, age 35 to 40, height 5 ft. 6 or 7 in., slight build, hair ( wavy) and long moustache brown, wears pince- nez; dress, grey suit and cap or round straw hat. 3.— D Division.— For stealing ( by trick), 25th ult., a lady's " Premier" bicycle, raised handle bars, rim brakes, " Skotts" tyres, '' Iris" saddle, 62 in. gear, black leather gear case, black enamelled frame, picked out crimson— EMILY SUTTON, alias MABEL MEAD, EA RLY and STANFIELD, age 19 ( looks older), height 5 ft. 6 or 6 in., stout build, complexion fair, hair dark brown, eyes blue, long nose somewhat flat at nostrils ; dress, black skirt, brown corded blouse, trimmed velvet, black chiffon hat, trimmed red roses and black feathers ; native of London. A good pianist and singer. May be found with minstrels at seaside resorts. Warrant issued. 4. — Division.— For stealing, 3rd inst., a gelding; and a set of harness ( recovered); and an open drab coloured van, red wheels, tail board repaired with hoop iron, " John Eldridge, 28 Ashwell Road, Bethnal Green," painted on side— Licence- holder ALFRED MAYHEW, alias WAT- KINS, SHARP, SAUNDERS, and PEARCE, Office No. 561- 00 ( ILLUSTRATEO CIRCULAR 70, Figure 13), age 27, height 5 ft. 4 in., complexion fresh, hair light brown, eyes dark blue, scar right side of head and left top forehead, mole under left eye, right leg withered and foot deformed, walks lame; dress, blue serge suit, black hard felt hat. A shoemaker; native of London. This man is a travelling horse thief, and may be found in the Provinces^ Sentenced at Central Criminal Court, 16th May, 1904, to 3 years penal servitude for horse stealing. Licenced 30th ult. b e 113. Warrant issued. 5 — R Division.— For obtaining £ J by false pretences— G. W. MORGAN, age 25, height 6 ft. li in., slight build, complexion sallow, hair dark brown, eyes grey, short- sighted; dress, dark brown tweed suit, pink tie, straw hat. He repre- sented himself as a graduate of Harvard Univer- sity, U. S. A., also that he was a nephew of a millionaire. Warrant issued. 6.— 5 Division.— For stealing from his lodgings, a silver watch. 3 ties and an ovprcnat— HARRY C> OWSON. alias ARNOLD ROBERTS. Office No. S 8982, age 27, height 5 ft. 9j in., complexion pale, hair ( wavy) dark brown, eyes blue, abscess scar left cheek, bad teeth, splay feet, fond of dancing ; dress, blue serge jacket, dark vest with small light spots, dark trousers, grey cap, lace boots. A stableman ; native of Stamford. Has been convicted at Bourne and Spittlegate, Lines, and at Maidenhead, for obtaining food, & c., by fraud. Is well known at Burleigh, near Oak- ham, and at Windsor. 7.— T Division.— For stealing since 7th ult., silver plate, various, all have crest, Griffin's or boar's head, and coat of arms thereon— ROBERT CHARLES ALLEN, age 40, height 5 ft. 10 in., complexion fresh, hair brown, eyes ( very large) grey; dress, blue jacket suit, white straw hat, lace boots. Warrant issued. 8.— Y Division.— For embezzling JSs. S# d. — WILLIAM HUBBARD, alias BEAUMONT and FIRMIN, Office No. S3C872, age 27, height 5 ft. 8 in., hair and moustache dark brown, eyes brown, scar over left, mole over right eyebrow ; dress, black coat and vest, grey trouseis, white soft felt hat, lace boots. A native of London. May be found with travelling musicians at sea- side places or at public houses. Warrant issued. B U CKINGHA MS HIRE. 9 — Great Marlow ( Comity).— For ob- taining £ 1 Is. by false pretences, 3rd inst.— A MAN, age about 28, height 5 ft. 7 or 8 in., hair and moustache dark brown, eyes blue, teeth dis- coloured ; dress, dark suit, straw hat. Had with him a bicycle with triangular tool bag. He stated that he required the money for a gymnasia at the Post Office, and produced a book of subscribers' names. Warrant issued. Information to Supt. Summers, High Wycombe. 10 .— High Wycombe ( Borough).— For obtaining, by false pretences, 7th inst., 3 6uits. size 4^ ( 1 light grey check tweed, single breasted reefer coat and vest, grey bone buttons; 1 blue worsted serge, same shape, plain black bone buttons ; 1 grey worsted serge, same shape, grey bone buttons, " Griffin's Head," trade mark, and " Bedford," on all tickets)— A WOMAN. Is be- lieved identical with woman described in Cases Nos. 11. 21 and 98, 9th February, and Case No. 17, 9th March last. Warrant issued. APPREHENSIONS SOUGHT ( continued)— CHESHIRE. 11.— Crewe ( County).— For stealing £ 2 10s. from their lodgings, 12tli inst.— HERBERT —, age 18 or 19, height 5 ft. 5 in., complexion pale, rather thin features, high forehead and cheek bones, hair dark brown, eyes ( full) dark; dress, black suit, shabby, reddish tie, dark cap. Had in his possession a photograph of a youth in school uniform, with piccolo in one hand.— TOM —, age 21, height 5 ft. 7 in., hair dark brown, clean shaved, may, have a slight rash one side of mouth; dress, light . brown jacket, dark trousers, light green cap, bronze colour tie. Stated they were natives of Leicester, and transferred from the L. & N. W. Railway, Permanent Way Offices, Leicester to Crewe. Warrants issued. Information to Supt. Pearson, Crewe. DERBYSHIRE. 12. — Renishaw ( County). — For stealing ( bailee), at Eckington, 18th March last, a silver Geneva watch, steel pointers, seconds hand, " Swiss Geneva" on dial— JOHN WILSON, age about 50, height about 5 ft. 6 in., complexion and hair ( turning grey) dark, usually wears a beard, but now supposed to have a moustache and side whiskers, eyes grey, slight impediment in speech when excited, walks erect, takes short quick steps; dress, blue serge jacket suit, black hard felt hat, light tie, lace boots. A tramping watch and clock repairer; native of Nottingham. Usually stays at common lodging houses. Is well known at Nottingham, Mansfield, Chesterfield, and in various parts of West Riding, Yorks. Carries a black hand- bag, containing tools, & c. Warrant issued. Information to Supt. Andrew, Renishaw, near Chesterfield. 13— Chesterfield ( Borough).— For leav- ing his wife and children chargeable to the Chester- field Union, 26th ult.— FREDERICK SMITH, age 40, height 5 ft. 5 in., complexion fresh, hair and heavy moustache brown, eyes grey, ballet girl tattooed left forearm. A tailor; native of Maccles- field. Warrant issued. Information to the Chief Constable, Chester- field. DEVONSHIRE. l±.— Chudieigh ( County).— For stealing £ 1 from his lodgings at Buckfastleigh, 3rd inst.— A MAN, age about 30, height 5 ft. 8 or 9 in., slight build, complexion, hair, and small moustache dark, small face; dress, dark grey jacket suit and cap, lace boots, gold colour chain, plated cycle clips on trousers. Had with him a bicycle and plated pump. He stated he was employed repairing tele- phone wires in the neighbourhood. Information to Supt. Wood, Chudleigh. 15 .— Honiton ( Co". r ty).— For stealing £ 50 at Sidmouth, 30th ult— j. LAWRENCE, age about 36, height 5 ft. 8 or 9 in., slight build, complexion, hair ( curly, slightly bald), and mous- tache dark, eyes piercing, prominent nose, quick steps, of smart appearance; dress, light green mixture suit, supposed fancy knitted vest, white straw hat with red and green striped band, light boots. A draper's assistant. Warrant issued. Information to Supt. de Schmid, Honiton. 16.— Devonport ( Borough).— For stealing about £ 13, 2nd inst.— FREDERICK WEBB, age 37, height 5 ft. 6 in., slight build, thin features, is said to be slightly pockmarked about the nose, hair and moustache brown, scar right side of neck, large bullet wound on one forearm, also tattooed ; dress, blue twill suit, light cap or black hard hat, lace boots. A native of London. Is a pensioned Band Sergeant of the 3rd Worcester Regiment, and was employed as a servant at the Royal Engineer College. Warrant issued. DORSETSHIRE. 17.— Poole ( County).— For stealing a grey striped tweed overcoat, yoke back, vertical pockets, throat flap with 2 buttons; 2 purses; and £ 5 7s. 6d.— A MAN, age 36, height 5 ft. 9 or 10 in., complexion, hair, moustache ( slightly grev) and eyes dark, several moles on face; dress, navy blue serge suit, black tie with light flowers, brown cap. Stated he was a coachman; and a native of Cardiff. During the past 7 months he was em- ployed repairing boots. Information to Supt. Brown, Poole. ESSEX. 18.— Southond- on- Sea ( County).— For stealing, oth inst., a dark brown horse cob, 13 hands 2 in., 7 or 8 years old. hog mane, in good condition ; a well gig, painted dark brown, picked out yellow, rubber tyres, " Anderson " on wheel caps ; and a set of silver plated harness— A MAN, age 35 to 40, complexion, hair, and moustache dark ; wearing a fancy light vest, black hard felt hat. GLOUCESTERSHIRE. 19.— Bristol ( City).— For stealing £ 4 16s.— WILLIAM HENRY BROWN, alias BRAM- BLEY, age about 46, height 5 ft. 7 or 8 in., slight build, complexion sallow, hair ( turning grey) and slight moustache brown, may be clean shaved, nose slightly turned upwards, scar on nose and over one eye; dress, black jacket and vest ( turning green), dark grey striped trousers, dark blue tie, grey cap, old lace boots. An auctioneer's porter. Warrant issued. Not to be arrested out of the United Kingdom Information to the Chief Constable, Bristol. HAMPSHIRE. 20.— Alton ( County).— For stealing £ 16 and a cheque for £ 4— JAMES RAE, age 19, height 5 ft. 4 in., complexion fair, hair brown, eyes grey, several scars back of head; dress, grey suit and cap, white tie with pink flowers, light lace boots. A native of Cork. Has been an inmate of the Reformatory School, Warminster, recently dis- charged from the 2nd Wiltshire Regiment. Ab- sconded from Whitehill, 7th inst. Warrant issued. James, Alton. 21.— Gosport ( County).— For stealing achain ( recovered), and a silver lever watch, open face, white dial, steel hands, maker " Samuela"— A MAN, age about 26, height about 5 ft. 6 in., slight build, complexion fair, hair and small mous- tache brown, hooked no6e; dress, dark tweed suit and cap, wearing bicycle clips. Had with him a " Raleigh " bicycle, " Humber " saddle, which lie offered for sale. Stated he had recently been dis- charged from the King's Royal Rifle Corps, and had obtained employment as a railway porter. Information to Supt. Cottle, Gosport. 22.— Portsmouth ( Borough).— For steal- ing from their lodgings, 6th inst., a quantity of valuable china ( recovered) BARRETT, age about 32, height 5 ft. 10 in., hair dark, clean shaved ; dress, brown coat and vest, dark grey trousers and cap, lace boots. Appearance of a groom. Stated he was travelling for a firm of fancy goods merchants, London.— A WOMAN ( alleged wife of above), age 20, height 5 ft. 3 or 4 in., slight build, hair golden, small eyes ; dress, black skirt and bodice, Dlack military coat with green piping, white motor cap. Both spoke with Midland accent; stated they came from Burton- on- Trent and were going to Southampton. Warrant issued. Information to the Chief Constable, Ports- mouth. 23.— Southampton ( Borough).— For steal- ing a dress; 1 purse, and about £ 3— BESSIE BKECHAMP or BEAUCHAMP, age 22, height 5 ft. 3 or 4 in., stout build, hair and eyes dark, rather large head, somewhat deaf; dress, black dress, white sailor hat with black band. HEREFORDSHIRE. 24.— Hereford ( County\— For failing to report — Licence- holder GEORGE LAWSOX, Office No. 2410- 00, age 60, height 5 ft. 6 in., com- plexion fresh, hair ( turning grey) brown, eyes grey, 3 scars right of neck, 1 on left cheek, front right wrist, and scar extending front right writt to elbow; dress, dark grey suit, dark cap. A labourer ; native of Helmsley, Yorks. Supposed to be on tramp. Sentenced at Usk Quarter Sessions, 15th October, 1902, to 5 years penal servitude for burglary. M." marked inside cases; 1 amber cigar holder, gold mounted, in case; 1 do., combination cigar and cigarette holder, in case; 1 meerschaum and amber do.— CHARLES ANSCOMBE, age 33, height 5 ft. 8 in., good build, complexion fresh, hair and moustache ( cut short) dark brown, eyes ( slight cast in right) grey; dress, light check jacket suit, black tie, cap. KENT. 28.— Canterbury ( County).—¥ or embezzl- ing and stealing £ 11 15s., at Herne Bay, 30th ult.— A. HUNT, age 40 to 45, height 5 ft. 2 or 3 in., complexion fair, hair light, eyes supposed brown, of smart appearance; dress, black dress, large black hat. Supposed a native of Maidstone. For aiding and abetting the above HUNT ( Husband of above), age 45 to 50, height 5 ft. 6 or 7 in., complexion sallow, hair, beard, and moustache dark, eyes supposed grey, quiet manner; dress, dark suit, P. & O. cap or black felt hat. A gardener or groom. They were em- ployed as caretakers. Absconded 30th ult. They stated their intention of returning to Canada. Had with them A GIRL, age 12 to 14, light curly hair; dress, red skirt, short open jacket, red cap, watch on one wrist; A BABY, wearing white clothing, brown shoes; and 3 portmanteaus; a parai wrapped in a shawl; and a cardboard box. Jacobs, Canterbury. ^ 29.— Sevenoaks ( County).— For stealing, 7th inst.. at Seal, a lady's small gold geneva watch, No. 2802, gold Albert, small links with gold tassel attached, and 8th inst., at Chelsfield, ai small oval geld locket, small curb pattern gold chain attached ; 1 lady's gold keeper ring, chased top, small ruby in centre, small pearl each side of ruby, also for obtaining food and lodgines by false pretences— HAWRY KOBE-- TS, alias HARVEY and MCDONALD, age 28 to 30, height 5 ft. 9 or 10 in., complexion fair, hair light brown, eyes light grey, small smooth red blotch left side face, bad teeth, flat feet; dress, dark blue jacket and trousers, dark fancy vest with small white spots, black and white straw hat, dark grey gloves, wearing a wide gold ring. Stated he was a coach- man, also a professor of massage. Warrant issued. Information to Supt. Taylor, Sevenoaks. A tailor ; native of Preston. Sentenced at Liverpool Assizes, 27th November, 1897, to 10 years penal servitude for attempted unnatural offence. Liberated on 2nd licence 20th January. 1903, which expires 17th February, 1909. X 458. Information to Supt. Btassington, Burnley. 31.— Liverpool ( City).— For stealing £ 6,4th inst. .; £ 20, and a quantity of jewellery on 7th inst.; also for neglecting to notify his change of residence— Licence- holder JOHN GILLON, alias JOHN GREGORY, Office No. 807- 00, age 33, height 5 ft. 4 § in., complexion pale, hair and eyes brown, scar on each eyeffrow, left of forehead, and front of left ear, " L. P." front, and anchor back of left forearm, 3 blue dots between left thumb and forefinger, ring back of left middle finger. A painter; native of Liverpool. Sentenced at Liver- pool Assizes, 27th November, 1900, to 5 years penal servitude for housebreaking. Released on 2nd licence, 25th ult., which expires 13th Decem- ber next, a 436. DUMFRIESSHIRE. 33.— Dumfries ( Burgli).— For stealing £ 27, 22nd ult.— ARTHUR KELLY, age 33, height 5 ft. 6 in., complexion dark, hair and moustache dark brown, 2 small scars left inner angle of nose; dress, dark tweed suit, green tie, bowler hat, light boots. A native of Deptford. Was sergeant and orderly- room clerk of the 3rd King's Own Scottish Borderers. May endeavour to re- enlist or go abroad. Absconded 22nd ult. Warrant issued. LANCASHIRE. 34 .— Manchester ( City). — For stealing £ 1,081 in notes and gold (£ 600 recovered)— HENRY DOUGLAS ANDERSON, age 40, height 5 ft. 7 in., slight build, complexion, hair, and moustache dark, of nervous temperament; dress, blue serge suit.
