All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OK THE POLICE GAIETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to bi taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 4. Portraits of persons whose apprehension is sought for serious offences, and tngravings of stolen property, will be inserted at a cost of 7s. per portrait and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 61. to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. t. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the cate may be. L T IONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to. be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. UNDER tlie existing arrangements the finger impressions mill be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted M follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, • entenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. i) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Shopbre aking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICE. ATTENTION has been called to instances in which men at one time in the Metropolitan Police Force have set up Private Detective Agencies, and have asked for information from other Forces, upon the ground that they are Ex Metropolitan Police Officers. The Commissioner thinks it necessary to intimate for the informa- tion of other Police Forces, that he has no know- ledge of these persons, and that application for assistance made by them should be dealt with accordingly. Sen- tenced at Mold Quarter Sessions, 16th October, 1901, to 3 years penal servitude for horse stealing. — HARRY CANNON, age 30 to 40, height 6 ft., complexion fresh, hair light brown, moustache ( straggling) sandy, long features, stoops, turns toes out when walking; dress, light coat and cap, dark trousers, muffler, may now be wearing new cloth- ing. A native of Caergwrle. Both have been em- ployed at a farm at Kinnerton, near Chester. May be found in low public houses with a considerable sum of money in their possession. DERBYSHIRE. 10, — Renishaw ( Coutit. y . — For stealing ( bailee), at Eckington, 18th March last, a silver Geneva watch, steel pointers, seconds hand, " Swiss Geneva" on dial— JOHN WILSON, age about 50, height about 5 ft. 6 in., complexion and hair ( turning grey) dark, usually wears a beard, but now supposed to have a moustache and side whiskers, eyes grey, slight impediment in speech when excited, walks erect, takes short quick steps; dress, dark morning coat suit, black hard felt hat, light tie, lace boots. A tramping watch and clock repairer; native of Nottingham. Usually stays at common lodging houses. Is well known at Nottingham, Mansfield, Chesterfield, and in various parts of West Riding, Yorks. Carries a black hand- bag, containing tools, & c. Warrant issued. Information to Supt. Andrew, Renishaw, near Chesterfield. DEVONSHIRE. U.— Chudleigh ( County).— For stealing £ 1 from his lodgings at Buckfastleigh, 3rd inst. A MAN, age about 30, height 5 ft. 8 or 9 in., slight build, complexion, hair, and small moustache dark, small face; dress, dark grey jacket suit and cap, lace boots, gold colour chain, plated cycle clips on trousers. Had with him a bicycle and plated pump. He stated he was employed repairing tele- phone wires in the neighbourhood. Information to Supt. Wood, Chudleigh. 12.— rtoniton ( Count;).— For staling £ 50 at Sidmouth, 30th ult— J. LAWRENCE, age about 36, height 5 ft. 8 or 9 in., slight build, complexion, hair ( curly, slightly bald), and mous- tache dark, eyes piercing, prominent nose, quick steps, of smart appearance; dress, light green mixture suit, supposed fancy knitted vest, white straw hat with red and green striped band, light boots. DORSETSHIRE. 13.— Poolo ( County).— For non- payment of £ 8 15s. 6d., bastardy arrears — JOSEPH GARNETT, age 36, height 5 ft. 6 in., complexion fresh, hair ( bald) and moustache brown, eyes grey, anchor base of right thumb, " J. G." light fore- arm, boy, girl, and " LOVE" back of left hand, " Faith, Hope, and Charity " left forearm ; dress, dark mixture suit, bowler hat. A seaman; sup- posed native of Plaistow, Essex. Usually em- ployed on the P. & O. boats. Has served in the Royal Naval Reserve. Warrant issued. 14.— Poole ( County).— For stealing a grey striped tweed overcoat, yoke back, vertical pockets, throat flap with 2 buttons; 2 purses; and £ 5 7s. 6d.— A MAN, age 36, height 5 ft. 9 or 10 in., complexion, hair, moustache ( slightly grevl and eyes dark, several moles on face; dress, navy blue serge suit, black tie with light flowers, brown cap. Stated he was a coachman; and a native of Cardiff. During the past 7 months he was em- ployed repairing boots. 15. — Poole ( County). — For leaving- his children chargeable to the Poole Union — WIL- LIAM MEDLAND, age about 30, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown ; may be wearing heavy moustache, speaks quieklv, slightly knock- kneed ; dress, blue reefer jacket suit, grey motor cap. D UMFRIESSHIRE. 17.— Dumfries ( Burgh.).— For stealing £ 27, 22nd ult.— ARTHUR KELLY, age 33, height 5 ft. 6 in., complexion dark, hair and moustache dark brown, 2 small scars left inner angle of nose; dress, dark tweed suit, green tie, bowler liat, light boots. A native of Dcptford. Was sergeant and orderly- room clerk of the 3rd King's Own Scottish Borderers. May endeavour to re- enlist or go abroad. Absconded 22nd ult. Warrant issued. ESSEX. 18.— Rom ford ( County).— For deserting his children, leaving them chargeable to the Romford Union, 25th July last— WILLIAM GEORGE DANCE, age 28, height 5 ft. 7 A in., slight build, complexion fair, hair light brown, slight mous- tache, eyes grey, peculiar gait, shrugs his right shoulder when walking; dress, blue serge jacket, dark brown mixture vest, blue mixture trousers, light tweed cap, lace boots. A painter. Is a reservist of the 1st Suffolk Regiment. Absconded 2nd July last. Warrant issued. Information to Supt. Jones, Romford. For aiding and abetting the above— — HUNT ( Husband of above), age 45 to 50, height 5 ft. 6 or 7 in., complexion sallow, hair, beard, and moustache dark, eyes supposed grey, quiet manner; dress, dark suit, P. & O. cap or black felt hat. A gardener or groom. Tliey were em- ployed as caretakers. Absconded 30th ult. They stated their intention of returning to Canada. Had with them A GIRL, age 12 to 14, light curly hair; dress, red skirt, short open jacket, red cap. watch on one wrist; A BABY, wearing white clothing, brown shoes; and 3 portmanteaus; a parael wrapped in a shawl; and a cardboard box. A tram conductor, formerlv employed as a clerk. May be found at race meetings. Warrant issued. Information to Head Constable Lumley, Leicester. LINCOLNSHIRE. 25.— Grimsby ( Bormiqli). - For stealing £ 60 from his lodgings, 27th ult.— BENJAMIN H1PPS, altas HARDING, age 43, height 5 ft. 9 in., stout build, complexion and hair dark, heavy eyebrows, eyes dark brown, clean shaved, round face, high forehead, aquiline nose, thin lips, long thin fingers, large ears, erect bearing; dress, dark check coat and vest, speckled trousers, red and blue mixture tie. He came from Newcastle, 14th ult., and was accompanied bv a Woman ( whom he stated was his wife), and a Child. A bailiff. Warrant issued. Information to the Chief Constable, Grimsby. SHROPSHIRE. 26.— Oswestry ( C - uwy).— For leaving his wife and children chargeable to the Mordo Union — EDWARD PETERS, age 24, height 5 ft. 7 or 8 in., complexion pale, hair dark brown, eyes rather weak, cut mark back of head, mark base of one thumb, turns his toes inwards. A native of Ruyton Eleven Towns. Absconded 2nd June last. Warrant issued. Information to Supt. Lewis, Oswestry. SOMERSETSHIRE. 27.— Frome ( Oountv).— For obtaining, by false pretences, at Radstock, 24th ult., a basket; 3 tape measures; 2 spirit levels; 2 rules; and a line— WILLIAM BALM, alias WILLIAMS, HARRIS, STAMP, and HARVEY", age 50, height 5 ft. 6i in., complexion fresh, hair dark brown, eyes brown, large scar ball of left thumb and 2nd right finger, nose has been broken, double rupture; dress, fawn colour Melton coat, double- breasted, giey tweed vest and trousers, cap. A groom; native of Kirkintilloch. Bowman heard that the machine had been left at a hotel owing to the accumulator having run down, on 22nd inst. he called with an accumulator, and told the hotel keeper he was to take the bicycle to the owner. HAMPSHIRE. 32. — Southampton ( Borough). — For forging a Post Office receipt for £ 5— AUSTIN, VICTOR TURNER, alias CAPTAIN BLACK, COLLING WOOD, COLYN, and BALLINGER, age 25, height 5 ft. 10 or 11 in., complexion fresh, hair light, clean shaved, eyes blue, scar back left hand, well educated, usually well dressed. Stated he was formerly a medical student and that he held the B. A., talked a great deal of Paris and Marseilles. Will probably be found at Hotels. Warrant issued. Warrant issued. If arrested out of the United Kingdom extra- dition will be applied for. Information to the Chief Constable, Manchester. E." thereon, rather light knickers, can and shoes.
