All communications for insertion in ( he POLICB GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOE OB THE POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5 » to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements oi all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Hew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. WILL- SON, age 20 to 22, height 5 ft. 7 in., complexion pale, hair dark, clean shaved, eyes brown; dress, dark suit and overcoat, hard felt hat. He repre- sented that he was collecting subscriptions for a local cricket club. ( Is identical with Man, Case No. 9, 23rd ult.) Warrant issued. Information to Supt. Anniwell, Leighton Buzzard. BERKSHIRE. 5.— Reading ( Borough).— For an offence under the Bankruptcy Act — FRANK SMITH, age 40 to 45, height 5 ft 7 in., comj) lexion fresh, hair ( curly) dark ( turning grey), eyes grey, Lon- don accent, addicted to drink, plausible manner; usuaily wears dark clothing, grey rainproof foat, black hard felt hat. He carried on a small grocery business, opened small accounts with tradesmen, then contracted large debts, sold the business to a broker, and absconded 24th ult. Was accompanied by his WIFE, age 35 to 40, rather stout build; usually wears tailor- made blue costume, black hat trimmed red; and their 3 CHILDREN ( 1st, a youth, age 16, hair light; dress, grey check suit, sometimes wears breeches and gaiters; and 2 girls, ages 12 and 9 respectively). These children have been attending a Council School. Warrant issued. Information to the Chief Constable, Reading. DEVONSHIRE. 6.— Totnes ( County). — For perjury at Kingsbridge Petty Sessions, 5th ult. — MARK SATTERLEY, age about 34, height 5 ft. 8 in., well built, erect bearing, complexion sallow, hair, heavy moustache, and eyes dark, of smart ap- pearance; dress, black suit, sailor knot tie, light golf cap, brown boots. A baker; native of Chud- leigh. For the past 6 years he has resided at Sal- combe. Has a Post Office banking account. Ab- sconded 12th ult. Warrant issued. Information to Supt. Ryall, Totnes. DUBLIN. 7.— Dublin ( Metropolitan >.— lor bigamy, 5th December, 1905- HARRIS CARRINGTON LAKE, alias HENRY CHARLES SHELLEY, age about 45, height 5 ft. 5 in., weight about 11 stones, complexion pale, hair ( cut close, turning grey) light, moustache brown, bushy eyebrows, eyes blue, old scars behind left ear, long nose, rather short neck, suffers with a chronic short- cough; well dressed. Is an expert photographer, author, and journalist. Formerly a baptist minister, and resided at Southampton. He was a war correspondent in South Africa^ and up to January last was engaged as touring lecturer for the Kodak Company, Limited, Clerkenwell Road. London. He writes articles for several papers, is well known to editors, journalists, and publishers in London, and has lectured in nearly every large town in the United Kingdom. Hopkins, Cheltenham. 10.— Oursley ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Thornbury Union — RICHARD BARRETT, age 52, height 5 ft. 11 in., complexion fair, hair light brown ( turning grey, bald on top), eyes grey. A native of Sharpness. May seek employment at farms. Stated his inten- tion of proceeding to South Wales. Warrant issued. Information to Supt. Perkins, Dursley. 11 — Bristol ( City).— For stealing, 24th ult., 35 lbs. of brass ( recovered) — ARTHUR DERRICK, age 38, height 5 ft. 5 or 6 in., com- plexion, hair, and moustache dark, eyes blue, 2 front teeth project slightly, ring tattooed on one little finger; dress, dark grey three- quarter length waterproof overcoat, dark mixture coat and vest, dark trousers with light stripes, light cap, all much worn. Was employed as a waiter in the officers' mess. Is a deserter from the 3rd King's Royal Rifle Corps. Information to Supt. Hawkins, Aldershot. HEREFORDSHIRE. 13.— Ledbury ( Co'mty).— For stealing, 2nd inst., a navy blue jacket suit, with dark brown buttons, dark cap: and a pair of old boots— FREDERICK DAVIS, age 28, height 5 ft. 8 in., complexion and hair dark, eyes hazel, of smart appearance; wearing the stolen clothing. HER TFORDSHIRE. 14.— Watford ( County).— For leaving his children chargeable to the Watford Union— CHARLES HANLEY, age 39, height 5 ft. 9£ in., complexion sallow, hair dark brown, eyes hazel, abscess scar back of neck, scar back of head, right side; dress, black overcoat with velvet collar, black morning coat and vest, dark striped trousers, dark cap, heavy lace boots. HUNTINGDONSHIRE. 15.— Ramsey ( County).— For stealing a lead pump ( recovered)— JOHN CLEMENTS, age 30 to 35. height 6 ft., complexion fresh, bald, clean shaved, supposed blind one eye, carries head for- ward when walking; dress, dark pilot jacket, cord trousers, cap, heavy boots. KENT. 16 — Gravesend ( Borough).— For obtain- ing Is. 6d. by false pretences, 26th ult.— A WOMAN, who gave the name of E. WOOD, age 25, height 5 ft. 2 in., complexion sallow, hair dark brown, 2 artificial upper teeth; dress, short black jacket, buckle at back, black or green dress, black hat, turned up front, brown boa and boots, carried a blue cloth bag. She was accompanied by A MAN, age 30, height 5 ft. 6 in., complexion and moustache dark; dress, dark suit and overcoat, plum colour muffler, bowler hat, brown boots. Warrant issued. Information to the Chief Constable, Gravesend. 17 — Tunbridge Wells ( Borough).— For deserting her illegitimate child— ADA DIPLOCK, age 29, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes blue. A laundress. — For neglecting to maintain his family -— FRED- ERICK HAZELDEN, age 23, height 5 ft. 3 in., complexion pale, hair ( frizzy over ears and on fore- head) light brown ( inclined to ginger), eyes dark, long thin Roman nose, has a habit of biting his finger nails. A baker's journeyman. Warrants issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 18.— Bury ( County).— For obtaining £ 25 by false pretences, 12th ult.— JOHN HY. NORTON, alias JNO. HENRY NEVILLE, age 25, height 5 ft. 9 or 10 in., complexion pale, hair dark brown, eyes grey, Egyptian medal back right hand, Britannia and woman in tights right forearm, soldier holding rifle and several female heads left forearm, usually wears kid gloves. A footman or valet; native of Middlesex. He was discharged with ignominy from the 17th Lancers in 1904. Has been 4 times convicted of theft at Edinburgh and Manchester. Warrant issued. Sentenced at Liverpool Assizes, 27th November, 1897, to 10 years penal servitude for attempted unnatural offence. Liberated on 2nd licence, 20th January, 1903, which expires 17th February, 1909. BROWN, age about 35, height 5 ft. 9 or 10 in, complexion, hair, moustache ( rather thick and trimmed), aud eyes dark, of good address: wearing fawn colour overcoat, dark felt hat, dark bowler, or cap with glazed peak, carries a bag. LINCOLNSHIRE. 22.— Stamford ( County).— For obtaining £ 40 by false pretences, 30th ult.— JAMES BASSETT BROWN, alias RICHARD WILLIS, age about 40, height 5 ft. 7 or 8 in., complexion fresh, prominent features, one front upper tooth missing, of good address; wearing brown mixture overcoat, black hard hat. Had with him a brown portmanteau, brown hand bag, a travelling rug with white stripes, stick, and umbrella, a cheque book on the London and County Bank, Redhill, and one on the Stamford Bank, Nos. 331225 to 331248. He entered into negotiations for the pur- chase of a brewery, and was introduced by the owner to a solicitor, to act on his behalf, gave a cheque for £ 200 as a deposit on the property, obtained a cheque book, and cashed a cheque for the above amount. Absconded 30th ult. Sup- posed wanted elsewhere. Warrant issued. Not to be arrested out of the United Kingdom. Information to Inspector Bowles, Stamford. RUPERT STANFORD; agq 31, height 6 ft. in., complexion fresh, hair light brown, of good address, bird with letter " Ettie" with flowers underneath, in beak, eagle with stars and stripes below, Prince of Wales's feathers right arm, bust of female and a female left forearm, bullet wounds left groin and temple; dress, light check jacket suit, light overcoat, lace boots, carried a silver mounted stick. A native of Edinburgh. He represented himself to be a doctor, called upon medical men, clergymen, & c., stated he required a small sum of money to pay his hotel expenses until he could communicate with his friends. STAFFORDSHIRE. 26.— West Bromwich ( County).— For ob- taining £ 4 by false pretences, 12th inst.— GEORGK CROFT, al ai BRADhURY ( supposed false), age about 33, height 5 ft. 3 or 4 in., slight build, complexion pale, sharp features, hair dark brown, clean shaved, eyes ( sunken) grey, London accent ; wearing dark J length coat, brown leather lesgings, light tie, black hard hat. Stated he was an engineer. He called on a brick manufacturer, stated he represented a London firm of engineers, gave a bogus order for 30,000 bricks for use in sewerage works at Walsall, and obtained £ 4 for the purpose of paying his railway fare and that of 7 others from Birmingham to London and stated he would return the money by first post. Information to the Chief Constable, Brighton. 29.— Eastbourne iBoroufjh).— Fi> r obtain ing, by false pretences, 28th ult., 25 to 30 assorted Brussels, Wilton, and Axminster carpet patterns, li yards long, 27 in. wide, both ends finished— F. BARTINGTON, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, moustache brown, of good address. On 28th ult. a firm of house furnishers received a letter from Bartington bearing the address, 199 Fulham Palace Road, Fulham, S. W., in which he represented that he had taken a house at Eastbourne and required carpet patterns for- warded at once for his wife's approval. The carpets were sent, 28th ult., to the address given, since found to be a tobacconist shop, the proprietor of which had received letters for Bartington. Warrant issued. He served in the Royal Welsh Fusiliers in the South African War, afterwards in the South African Police, and since January, 1903, in the Shropshire Constabulary.
