GA2ETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL < 5, 1906. VOL. XXIII., No. 2324. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated.. f. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from bs. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 10. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged b » counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to thi number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Consniracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Deoartment, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. He carried on a small grocery business, opened small accounts with tradesmen, then contracted large debts, sold the business to a broker, and absconded 24th ult. Was accompanied by his WIFE, age 35 to 40, rather stout build; usually weare tailor- made blue costume, black hat trimmed red; and their 3 CHILDREN ( lst, a youth, age 16, hair light; dress, grey check suit, sometimes wears breeches and gaiters; and 2 girls, ages 12 and 9 respectively). A hall boy; native of Guildford. Pre- viously convicted of larceny at Guildford. Warrant issued. Information to Supt. Elford, Blandford. ESSEX. 15.— Chelmsford ( County).— For obtain- ing a mare at Southminster, 22nd ult., by a worthless cheque on the London and County Bank, Slough— CHARLES EDWARD CUTLER WHI1E, age about 30, height about 5 ft. 5 in., com- plexion pale, hair light straw colour ( very notice- able), speaks quickly; dress, navy blue jacket suit, dust coat, black hard felt hat. He purchased the mare 22nd ult., at a sale, gave in payment a cheque, which was returned marked " no account." Had in his possession a cheque book on the above named bank. Until about three months ago he carried on business as a coal and coke merchant, carman and contractor, at Slough, and produced cards and bill heads to that effect. Warrant issued. A seaman; native of Weston- Super- Mare. Mav be found in company of a Man, and a Woman with a child in arms. A drover native of Olveston. Is fond of singing (" The Shamrock of Ireland," " Tom Bowling," etc.,) at public houses. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. LANCASHIRE. 24.— Bury ( County).— For obta'ning £ 25 by false pretences, 12th ult.— JOHN JY. NORTON, alias JNO. HENRY NEVILLE, age 25, height 5 ft. 9 or 10 in., complexion pale, hair dark brown, eyes grey, Egyptian medal back right hand, Britannia and woman in tights right forearm, soldier holding rifle and several female heads left forearm, usually wears kid gloves. A footman or valet; native of Middlesex. He was discharged with ignominy from the 17th Lancers in 1904. Has been 4 times convicted of theft at Edinburgh and Manchester. Warrant issued. A labourer; native of Newtown, Shandrum, co. Cork. Sen- tenced at Cork County Assizes, 20th March, 1902, to 5, 5, and 3 years penal servitude ( concurrent) for sacrilege ( 2 cases), and wounding. GLAMORGANSHIRE. 16.— Cardiff ( City).— For obtaining Is 6d. by false pretences, 27th ult.— A MAN, age 20 to 25, height 5 ft. 6 in., slight build, complexion fair, moustache light; wearing light three- quarter length overcoat, light plaid cap. He called on persons and represented that a clothing; firm in the town had started a clothing club, obtained deposits, and handed them checks to take to the firm's shop, promising to meet them there. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, Cardiff. 17. — Swansea { Borough). — For stealing, 18th ult., a bay horse, about 15 hands, mark down face and both hind fetlocks white, in good condition ; a set of brass mounted harness ( nearly new) ; a dark coloured dog cart, old fashioned, Whitechapel make, back to front seat board, back HAMPSHIRE. 20. — Aldershot ( County). — For stealing, 30th ult., a blue small ribbed square- cut jacket suit, in pockets a pensioner's identity certificate in name of Colour- Sergeant William Kerns, lst York- shire Regiment; a miniature portrait of a baby; and about 5s.— WILLIAM HENRY WILLIAMS, age 20J, height 5 ft. 6 in., complexion fresh, hair and eyes dark brown, scar left side of head, butter- fly and bird left shoulder, 3 females left arm, palm tree, snake, dagger, " Mizpah " and bracelet left forearm, bird right shoulder, clasped hands, dagger, female, and Buffalo Bill right arm, serpent, sailor, Union Jack, and female right forearm, star back of left hand ; wearing the stolen suit, lace boots with plain fronts. Is a deserter from the lst York- shire Regiment. 21. — Aldershot ( bounty). — For stealing, ijpth ult., a £ 5 Bank of England note, No. 98036 98039 — WILLIAM THOMPSON, age 26, ight 5 ft. 6 in., slight build, complexion fresh, tl in features, hair light brown, clean shaved, eyes arsj'e and sunken) hazel, scar left side of head ano left forearm, several on face, heart, clasped hands, and " True Love " right forearm, of smart appearance; dress, grey rainproof overcoat, blue jacket and vest, grey trousers and cap, black tie, lace boots. Was employed as a waiter in the officers' mess. Is a deserter from the 3rd King's Royal Rifle Corps. Information to Supt. Hawkins, Aldershot. 22.— Portsmouth ( Boronoh).— F<"- steal- ing 32 billiard cues ( recovered)— CHARLES SMITH, age about 32, height 5 ft. 10 in., hair brown, clean shaved, small eyes; dress, dark grey lounge suit, long grey overcoat, black hard felt hat, brown lace boots. LEICES TERSHIRE. 26.— Hinckley ( County).— For embezzling 8s. 6d.— HARRY LAWRENCE, age 37, height 5 ft. 3 in., complexion pale, hair and moustache light, eyes grev. large mole left side of upper lip; dress, black overcoat, fawn colour Norfolk jacket, dark trousers, button boots. A photographer's collector and canvasser; native of Redditch. Warrant issued. Information to Supt. Shillcock, Hinckley. LINCOLNSHIRE. 27.— Stamford ( C> un't/).— For obtaining £ 40 by false pretences, 30th ult.— JAMES BASSETT BROWN, alias RICHARD WILLIS, age about 40, height 5 ft. 7 or 8 in., complexion fresh, prominent features, one front upper tooth missing, of good address; wearing brown mixture overcoat, black hard hat. Had with him a brown portmanteau, brown hand bag, a travelling rug with white stripes, stick, and umbrella, a cheque book on the London and County Bank, Redhill, and one on the Stamford Bank, Nos. 331225 to 331248. He entered into negotiations for the pur- chase of a brewery, and was introduced by the owner to a solicitor, to act on his behalf, gave a cheque for £ 200 as a deposit on the property, obtained a cheque book, and cashed a cheque for the above amount. Absconded 30th ult. Sup- posed wanted elsewhere. Warrant issued. Not to be arrested out of the United Kingdom. Information to Inspector Bowles, Stamford. KENT. 23.— Gravesend ( Borough).— For obtain- ing Is. 6d. by false pretences, 26th ult.— A WOMAN, who gave the name of E. WOOD, age 25, height 5 ft. 2 in., complexion sallow, hair dark brown, 2 artificial upper teeth; dress, short black jacket, buckle at back, black or green dress, black hat, turned up front, brown boa and boots, carried a blue clotli bag. She was accompanied by A MAN, age 30, height 5 ft. 6 in., complexion and moustache dark; dress, dark suit and overcoat, plum colour muffler, bowler hat, brown boots. Warrant issued. ' 8.— King ' s Lynn ( Borough). — For bigamy — ARTHUR GELL, age 31, height 5 ft, 6 or 7 in., complexion fair, hair brown, slight mous- tache, eyes brown, stoops slightly when walking; dress, black morning coat and vest, dark trousers, black bowler hat, tan colour boots. A native of Bedford. Is an expert cyclist, has raced on behalf of cycle makers.
