POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 30, 1906. VOL. XXIII., No. 2322. 1. All communications for insertion in the POLICE GAZETTE, and aU communi- cations relating to them, should be addressed to THB EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehensisn is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. K. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10 « ._ A remittance of 5s. should be made in the first instance for cost of engraving sketches. I. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements oj all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged 6* counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment trill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. AU payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13. The Space being limite/ l, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be re- quired to complete the identification, the cost will be charged to the Police Force interested. Warrant issued. 5.— T Division.— For stealing, 13th inst., 2 bicycles ( 1st, diamond frame, pull up flat handle bars, front brake, odd pedals, front tyre worn, back tyre nearly new, Brooks's saddle, free wheel, enamelled black; 2nd, diamond frame, " J. T. Ourry, 591 Kings Road " transfer on head, B. S. A. fittings, half dropped handle bars, Crabbe front brake, 28 in. wheels, Brooks's B28 saddle, free wheel, 1£ in. block chain)— WILLIAM GOLDING, age 19, height 5 ft. 7 in., complexion fair, hair brown, limps slightly ; dress, dark jacket suit and cap. BERKSHIRE. 7.— Wokingham ( County).— For desert- ing his wife and family— DANIEL RUTT, alias DAVE and SMITHY, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair ( turning grey) dark brown, eyes blue, scar left side of forehead, usually wears earrings ; dress, dark coat and vest, fine cord trousers. A labourer, generally em- ployed on railways or public works. Has beem convicted of assault on Police at Chatham. Warrant issued. Information to Supt. Goddard, Wokingham. CHESHIRE. 8.— Liscard ( County).— For housebreaking and stealing silver plate, & c.— JAMES HAR- KISON. alias PETER DUDLEY, CONNOR, and JAMES KENNEDY, Office No. 2906- 92, age 58, height 5 ft. 2£ in., complexion fresh, hair ( thin on top) grey, moustache ( cut short) light, eyes ( blind left) blue, scar left of forehead ; wearing dark overcoat and muffler, and probably grey square cut jacket and vest with white stripe ( stolen) A tailor ; native of Dublin. Sentenced at Liverpool City Sessions, 6th January, 1905, to 12 months hard labour for receiving. Liberated on remission 21st November, 1905. Warrant issued. Information to Supt. McDonald, Liscard. CUMBERLAND. 9. — Carlisle ( City).— For failing to report — Licence- holder JOHN SMITH, alias JAMES CLARK, JOHN WILSON, FIELDING, and CLARKSON, Office No. 996- 99, age 30, height 5 ft. 4f in., complexion fresh, hair black, eyes hazel, scar above left evebrow, small black mole back of neck. An electrician; native of Argentine. Sentenced at Liverpool Assizes, 14th February, 1900, to 5 years penal servitude for shopbreaking. Liberated on 2nd licence, 8th ult., which expires 16th prox. APPREHENSIONS SOUGHT ( continued)— ESSEX. 11.— Brentwood ( County).— For stealing during a football match at Brentwood Grammar School, 21st inst., a small gold safety pin; 1 £ 2 piece, dated " 1887 "; and £ 9 10s.— A MAN, age 22 or 23, height 5 ft. 6 in., complexion fair, hair brown, slight moustache light; dress, dark suit, grey cap. He was seen in the dressing room of above school and represented that he was a player and had arrived late. 12.— Brentwood ( County).— For abscond- ing from Poplar Dunton Farm Colony, and taking clothing and boots, the property of the Poplar Board " of Guardians, 18th inst.— ALBERT CHRISTMAS, age 29, height 5 ft. 8 or 9 in., com- plexion fresh, hair dark brown, moustache light brown, eyes brown; dress, black reefer jacket, vest with sleeves, cord trousers, cap, hob nailed boots. A labourer; native of Bow. Warrant issued. Information to Supt. Marden, Brentwood. 13.— Chelmsford ( County).— For obtain- ing a mare at Southminster, 22nd inst., by a worthless cheque on the London and County Bank, Slough— CHARLES EDWARD CUTLER WHITE, age about 30, height about 5 ft. 5 in., com- plexion pale, hair light straw colour ( very notice able), speaks quickly; dress, navy blue jacket suit, dust coat, black hard felt hat. He purchased the mare 22nd inst., at a sale, gave in payment a cheque, which was returned marked " no account." Had in his possession a cheque book on the above named bank. Until about three months ago he carried on business as a coal and coke merchant, carman and contractor at Slough and produced cards and bill heads to that effect. Warrant issued. GLA MORGA NSHIRE. 14. — Cardiff ( City). — Supervisee JOHN THOMPSON, Office No. 1105- 05, Case No. 19, 15th September, 1905, not now wanted. 15. — Swansea ( Borough). — For stealing, 18th inst., a bay horse, about 15 hands, mark down face and both hind fetlocks white, in good condition ; a set of brass mounted harness ( nearly new) ; a dark coloured dog cart, old fashioned, Whitechapel make, back to front seat board, back seat a fixture, 2 front cushions, one back, open front; 1 clothes basket ; 1 sack containing corn ; 1 horse rug and roller ; 1 fawn colour rug, nearly new ; 5 hams ; and a light plaid suit— BERT WILKIE, age about 40, height 5 ft. 9 in., hair and moustache dark ; dress, light check suit and cap, had letters addressed to him in the name of Spencer. Johnson, anil Huxtable.— A MAN, age about 24, height 5 ft. 7 in., complexion fair, of smart appearance; dress, blue tweed suit. Hawkers of cheese, hams, whips, horse clothing, & c. Information to the Chief Constable, Swansea. GLOUCES TERSHIREm 16. — Chipping Sodbury ( Coutity).— For embezzle, nent — WILLIAM GRIFFITHS, alias COATES, age about 40, height 5 ft. 10 in., round shoulders, complexion ruddy, bair light, eyes ( full and staring) grey, thick protruding lower lip, carries head forward, slouching gait, slight impediment in speech ; dress, brown three- quarter overcoat, dark trousers, blue and red muffler, dark tweed cap, military boots. A drover native of Olveston. Is fond of singing (" The Shamrock of Ireland," " Tom Bowling," etc.,) at public houses. Warrant issued. Information to Snpt. Phelps, Chipping Sodbury. HAMPSHIRE. 17. — Basingstoke ( County). — HARRY MASON, Case No. 32, 23rd June, 1905. Informa- tion cancelled, he having been arrested for a similar offence in London and sentenced at North London Sessions, 20th inst., to 15 months im- prisonment. 18. — Gosport [ County).— For embezzling 5s. lid.— ERNEST STUBBINGTON, age 24, height about 5 ft. 6 in., complexion fresh, hair ( worn carelessly over forehead) black, small mous- tache dark, eyes dark brown; dress, long black overcoat, dark check suit, dark muffler, grey cap, lace boots. A grocer's assistant and clerk; native of Winchester. He spoke of proceeding to Canada. Warrant issued. Information to Supt. Cottle, Gosport. HEREFORDSHIRE. 19.— Ledbury ( County).— For stealing. 6' h ult., 6 pigs ( recovered)— HENRY HOLTHAM, alias WEBLEY, age about 28, height 5 ft. 8 in., complexion fresh, bloated face, hair and moustache brown, eyes grey, addicted to drink, of rough ap- pearance; dress, brown grey clothing, black hard hat, lace boots. A drover; native of Ledbury. Has served in the Army. May seek employment with auctioneers or dealers. ( See Case No. 22, 16th ult.) Warrant issued. Information to Supt. Phillips, Ledbury. KENT. 20.— Ashford ( County).— For stealing, 10th inst., at New Romney, a " Swift" bicycle, 25 in. frame, raised handle bars, geared to 68, rubber pedals, free wheel, rim brakes, Warwick tyres, enamelled black— THOMAS BRAVERY, age 28, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, Buffalo Bill left arm, 2 hearts, head, & c., right arm, slightly flat feet. Is a private of the 1st Battalion East Kent Regiment, wearing uniform. Supposed a native of Kingston- on- Thames. Warrant issued. 21.— Ashford ( County).— For stealing, 12th inst., at Lydd, £ 3— J. L. URELL, age about 30, height 5 ft. 10 in., complexion fair, moustache light. He was employed as canteen manager at Lydd Camp. Absconded 12th inst. Warrant issued. Information to Supt. MONMOUTHSHIRE. 22.— Rises ( County).— For stealing £ 1 — EVAN RICHARD FOTHERGIL ROWLANDS, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair brown, eyes blue, 2 upper teeth missing, addicted to drink, of smart appearance; dress, black coat and vest, dark striped trousers, black bowler hat, light lace boots. A draper's assistant; native of Aberystwyth. Lately employed as a furniture dealer's canvasser and collector. Absconded 9th inst. Warrant issued. Information to Supt. Porter, Risca. NORFOLK. 23.— Norwich ( City).— For obtaining goods by false pretences—- LILY WALKER, alias WELCH, NURSE WALKER, & c., age 30 to 35, height about 5 ft. 8 in., stout build, hair light brown, sometimes wears gold rimmed spectacles; dressed as a nurse, white gloves. Is accompanied bv her HUSBAND, asre 30 to 35, height 5 ft. 5 or 6 in., slight build, moustache dark; and A BOY, age about 3 years; dress, grey suit and overcoat with small cape. Warrant issued. Information to the Chief Constable, Norwich. OXFORDSHIRE. 24.— Banbury ( Borough).— For leaving his wife and family chargeable to the Banbury Union— ARTHUR WILLIAM LUCAS, age 38, height 5 ft. 9 in. complexion pale, hair dark brown, eyes hazel, indistinct tattooing back left wrist: dress, lavender colour jacket and vest, dark grey trousers and cap, brown boots. A painter ; native of Banbury. Has been convicted at Oxford ( City and County), and Leamington. Warrant issued. Information to Head Constable Hatcher, Ban- bury. SHROPSHIRE. 25.— Ludlow ( County).— For stealing from his lodgings, 9th inst., a silver open lever watch, No. 46578, silver chain, green and red 3d. piece, " 1887," as pendant, and stamp box, attached; 1 pair kid gloves, brown fur lining, nearly new— A MAN, age 28 to 30, height 5 ft. 8 or 9 in., complexion pale, oval face, hair light brown, slight moustache light, slight cast in left eye; dress, brown tweed suit with stripe, dark tie with red stripe, pin therein, light colour mackintosh, black hard felt hat, brown boots, wore a ring with red stone. He took lodgings, 8th inst., and repre- sented that he had obtained employment at a local grocers. He committed a similar offence at Newport, Salop, 17th inst., when he represented himself as a superintendent for the Manchester Insurance Society. Warrant issued. Information to Supt. Perry, Ludlow. 26.— Wellington ( County).— For stealing from his lodgings, 16th inst., a grey vest; and 10s.— A MAN, age 27 to 30, height 5 ft. 7 or 8 in., complexion pale, oval face, hair light brown, small moustache light, eyes ( slight cast in left) dark grey; dress, dark grey suit with stripes, dark tie with pin, black hard hat, light brown boots, carried a light colour mackintosh. Stated he was a superintendent of the Manchester Insurance Society, and was about to work the Newport District. Absconded 17th inst. Information to Chief Supt. Edwards, Welling- ton. STAFFORDSHIRE. 27.— Burslem ( County).— For deserting his wife and family, 20th inst.— WILLIAM BRIGGS, age 33, height 5 ft. 10 or 11 in., complexion light, hair light brown, moustache sandy, eyes ( mark near left) large ; dress, dark brown suit, light cap; a native of Burslem. Warrant issued. 28.— Burslem ( County).— For deserting his family, 7th inst.— PETER WINDSOR, age 38, height 5 ft. 10 in., complexion fresh, hair brown, moustache light, eyes blue ; a native of Burslem. Warrant issued. Information to Deputy Chief Constable Hill, Burslem. 29.— IVest Bromwich ( County).— For ob- taining £ 4 by false pretences, 12th inst.— GEORGE CROFT, alius BRADBURY ( supposed false), age about 33, height 5 ft. 3 or 4 in., slight build, complexion pale, sharp features, hair dark brown, clean shaved, eyes ( sunken) grey, London accent ; wearing dark J length coat, brown leather leggings, light tie, black hard hat. Stated he was an engineer. He called on a brick manufacturer, stated he represented a London firm of engineers, gave a bogus order for 30,000 bricks for use in sewerage works at Walsall, and obtained £ 4 for the purpose of paying his railway fare and that of 7 others from Birmingham to London and stated he would return the money by first post. Warrant issued. Information to Chief Supt. Whitehurst, West Bromwich. SURREY. 30. — Guildford ( County). — For larceny ( lodgings)— A MAN, who gave the name of DR. PETERS, a German, age about 33, height 5 ft. 6 in., hair brown, clean shaved; dress, dark blue suit, blue tie with red spots, high hat, patent leather boots, speaks but little English. Was accompanied by A WOMAN, a German, age about 30, height 5 ft. 7 in., complexion fair; dress, black fur jacket, white silk blouse, tight grey skirt, pale mauve hat with gauge veil. Both carried new black umbrellas. Warrant issued. Information to Deputy Chief Constable Page, Guildford. SUSSEX ( East) 31.— Brighton ( Borough).— For embezzling and stealing 18s. 6d., £ 2 5s. and £ 2 17s. 6d.— bIDNEY BARLOW, age about 34, height 5 ft. 10 or 11 in., hair ( rather thin) and moustache light. A tailor's manager. Absconded 25th ult. Warrant issued. Information to the Chief Constable, Brighton. 32. — Hastings ( Borough). — For stealing from her lodgings, 24th inst., a black leather portmanteau, 3 ft. long, London and Southamp- ton labels thereon; 1 white night dress, lace around neck and sleeves; 1 rough white bath towel; 1 } length jacket, double breasted, large pockets, plaid flannel lining ; 1 long white and grey fur, lined grey silk ; 1 old fashioned cameo brooch, set in gold; 2 hair brushes, brown wooden handles and backs ; 1 pink and white flannelette dressing gown; 1 lady's dark grey waterproof cloak ; 1 small square hand mirror, white wooden back and handle, piece broken off one corner ; 1 old black cotton umbrella, straight black handle, metal knob at top, iron frame much bent; 1 pair black slippers FORD, age about 25, height 5 ft. 5 or 6 in., complexion fresh, hair dark, eyes large and bright, of good address and smart appearance ; dress, brown costume, blue muslin blouse, brown straw hat trimmed light flowers, blue spotted veil. She left behind a lady's black silk umbrella, brown handle, metal knob, white metal band " Sangster" engraved thereon ; and a pink flannelette petticoat. Warrant issued. Information to the Chief Constable, Hastings. SUSSEX ( West). 33 — Midhurst ( County). — FREDERICK FULLER, Case No. 48, 12th January last, not now wanted. Warrant withdrawn. WORCES TERSHIRE. 34.— Bromsgrove ( County).— For obtain- ing, by false pretences, 12th inst., a silver Geneva watch, No. 121013— A MAN, age about 50, height 5 ft. 4 or 5 in., complexion fresh, hair and mous- tache light brown ( turning grey); dress, light colour overcoat, dark trousers, bowler hat, dark neckerchief. TAYLOR, alias FREDERICK PARKINSON and DOUGLAS, Office No. 3557- 99, Case No. 90, 29th September last, age 36, height 5 ft. 4i in., complexion pale, hair ( bald on top) brown, now wearing moustache only, eyes grey; wearing grey overcoat, shiny bowler hat. A watchmaker and jeweller; native of Bradford, Yorks.' « J He inserts advertisements in local newspapers for apartments or calls at houses where furnished bedrooms are to let, engages one and represents that jhe ^ has£ just arrived from a long journey, asks permission to wash his hands, being left alone, he enters adjoin- ing rooms and steals jewellery, money, & c. Sometimes represents himself to be a detective employed at the G. P. 0., and occasionally carries a pair of handcuffs and a police whistle. Sen- tenced at Chester Quarter Sessions, 15th October, 1902, to 3 years penal servitude for larceny ( lodger); has also been convicted at Salford, Nottingham, Lockerbie, North London Sessions, Stafford, Manchester, Aberdeen, Burnley, Brad- ford, Carlisle, Liverpool, and Preston of larceny, and is now wanted at Burnley, Portsmouth, Man- chester, and Bolton. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. moustache, and eyes dark; wearing dark clothes and hard felt hat.
