GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 2, 1906. VOL. XXIII., No. 2314. XX GUI 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. B. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from os. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 10 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be foru- arded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons are onh/ accepted on payment, but insertion in the ne. vt or any suhseguent issue cannot be (/ uaranteed. UNDER the existing arrangements tlie finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( à) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Consniracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. He represents himself as an officer of the R. S. P. C. A. ( See Case No. 4, 23rd ult.) Warrant issued. 2.— B Division.— For obtaining a situation by a false character— WALTER PURSER, age 30, height 5 ft. 8 or 9 in., complexion pale, hair dark, large cut scar on one cheek : dress, dark tweed suit, white muffler, bowler hat. A native of Cirencester. Warrant issued. 3- C Division.— For stealing £ 84 10s 21st ult.— FRANCIS W. JAMES, age 17, height 5 ft. 10 in., slight build, complexion sallow, hair ( cut short) dark brown, eyes ( protrude) brown, short sighted, wears pince- nez; dress, dark grey mixture overcoat, grey suit, black hard felt hat, lace boots. An auctioneer's clerk; native of Thorn- ton Heath. May seek employment with farmers, as he stated his intention of proceeding to Canada. Warrant issued. 4.— E Division•— For obtaining, by false pretences, 26th January last, a double hammerlees ejector 12 bore gun, maker, E. M. Re'lly, No. 34481— GRIFFITH MORGAN, age about 26, height 5 ft. 6 in., complexion fresh, hair and slight moustache ginger, speaks with North country accent, wears large round glasses with gold rims; dress, blue serge suit, red tie, light freeze over- coat and peak cap, lace boots. Warrant issued. 5.— J Division.— For obtaining £ 150 by false pretences — WILLIAM BROWN, alias KING, age 32, height 5 ft. 10 in., complexion, hair, and eyes dark, clean shaved, high forehead; dress, light suit, check overcoat and cap. Warrant issued. 6.— J Division.— For obtaining £ 2 15s. by a worthless cheque— ALBERT COMYN, age 35, height 5 ft. 9 in., slight build, complexion fair, hair light, eyes grey, sharp nose; dress, black frock coat, grey mixture vest and trousers, silk hat. Was accompanied by A MAN, age 36, height 6 ft., slight build, delicate appearance. Had with them 2 wooden boxes. They left Reading for Shepherd's Bush, 12th ult. Warrant issued. Information to Supt. CA MBRIDGESHIRE. 12.— Cambridge ( Borough).— For obtain- ing, by false pretences, 19th ult., 2 pairs of lace boots ( 1 pair size 9; 1 pair brown, size 7), makers " Robinson and Brett, Cambridge," stamped inside tops— I. KNOX, age 35 to 37, height 5 ft. 9 or 10 in., square build, complexion fair, moustache brown; wearing grey overcoat and cap, dark tie. He obtained the boots by representing himself as a Prison official, and stated that he would send the money by a warder. Warrant issued. Information to the Chief Constable, Cambridge. OA RNA R VON SHIRE. 13.— Carnarvon ( County). — For leaving their wives and families chargeable to the Carnar- von Union— JOHN HUGH JONES, age 33, height 5 ft. 7 in., complexion dark, hair dark brown, eyes brown, scars on front of neck. A quarryman; native of Waenfowr, near Carnarvon.— PETER FLYNN, an Irishman, age 47, height 5 ft. 11 in., complexion sallow, hair brown, eyes grey; dress, brown jacket, white cord trousers. CORNWALL. 14.— Falmouth ( County).— For obtaining money by false pretences at Helston— HUGH STANLEY, age about 37, height 5 ft. 9 or 10 in., complexion fresh, hair light, clean shaved, fullness under one eye, wears glasses, walks erect; dress, tweed suit, black hard felt hat. He was formerly employed by a firm to collect amounts for insertion of advertisements in a directory, and is now repre- senting himself as a collector, receives payments, and gives receipts from a book belonging to the same firm. DERBYSHIRE. 15. — Chesterfield ( Borouoh">. — For em- bezzling £ 1, 11th ult, — FERDINAND CAPELLE, age about 22, height about 5 ft. 4 in., slight build, hair and slight moustache dark, abscess scar on neck, speaks English well. He was employed by an Italian as manager of a small ice cream shop, has also been employed as outside porter at railway stations. Absconded 11th ult. Warrant issued. Information to the Chief Constable. Chesterfield. DEVONSHIRE. 16— Torquay ( County).— EDWIN WIL- LIAM DIMMER, Case No. 12, 10th February. 1899. Information cancelled. DURHAM. 17.— South Shields ( Borough).— For steal- ing, by trick, January last, a blue corded double- breasted jacket suit, size 5, vest single- breasted, buttons of jacket detachable, may have " Isaac Black" inside — FREDERICK LAWSON BLACKBURN, age 19, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair and slight moustache dark, eyes brown; dress, dark square cut jacket suit, dark cap and muffler, may now be wearing the stolen suit. A mess room steward; native of South Shields. About 3 years ago he was employed in the North Eastern Railway " sheds at Gateshead, but lately he has been to sea as a mess room steward, his last ship being the s. s. IIoyedole. At Leeds, 13th ult., he stated his intention of proceeding to Liverpool to seek em- ployment as a ship's steward. He called at a clothiers and ordered a suit of clothes, to be sent to his address, when his sister would pay on delivery, then met the errand boy near the address given, and after informing him that his sister was not at home, and that he had to go to his ship at once, took the suit from the boy and told him to call at the house for the money later. ESSEX. 18. — Brentwood ( Countv). — LOUISA RIDGWELL, Office No. S 3370, Cases Nos. 98, 9tli, and 80, 23rd ult., is not identical with Woman wanted for obtaining boots by false pretences. Vd.— Epping ( County).— For embezzling £ 5 5s., at Roydon, 15th ult.— ALFRED SMITH, age 26, height 5 ft. 6 or 7 in., complexion fair, hair light, curly fringe, " I love true love Mercy Alsmyrh " on right arm, female left arm, anchor on one arm; dress, blue serge jacket, white mole skin vest and trousers, brown military shirt, prob- ably marked " 7362, 1st Bedford," military braces, probably marked " 1717, A. S. C.," dark guernsey, cap, military socks and boots. A hay carter; native of Roydon. Absconded 16th ult. Warrant issued. Information to Supt. Laver, Epping. FLINTSHIRE. 20.— Mold ( County).— For stealing a silver English lever watch, No. 51728, " Livingstone, Wigan," inside, silver curb guard, Is., 6d., 3d., and Kruger 6d. attached ; 1 dark silk muffler, flower design thereon; 1 pair box calf lace boots, size 8, recently soled— A MAN, supposed WILLIAM MORRIS, age about 27, height 5 ft. 3 in., com- plexion fresh, hair dark, clean shaved, eyes brown or hazel; dress, black jacket, vest, and cap, light trousers, may be wearing the stolen property. A collier. He took lodgings at Pontblyddyn, 10th ult., and stated that he had obtained employment at a local colliery. Absconded 12th ult. Warrant issued. Information to Supt. Davies, Mold. GLA MORGA NSHIRE . 21.— Swansea ( Borough).— For embezzle- ment— WILLIAM ALLEN, age about 19, height about 5 ft. 4 in., stout build, complexion fair, London accent; dress, dark overcoat, dark suit, A porter; supposed a native of London. In a pocket book, left at his lodgings, was written " 1897, Wm. Allen, 115 Harbut Road, Plough Road, Battersea, London, 1898, 1903, Wm. Allen, Orohan Home, Hatwels Road, Clifton, Bristol, 1903, 1904, Wm. Allen, Haver Hill, Trefgarn Pembrokeshire." May seek employment at farms. Warrant issued. 22.— Swansea ( Borough\— For conspiring with a mail in custody, to defeat the ends of Justice by hindering and preventing a witness from appearing to give evidence in a case of felony—- ALLEN CLARE, age about 50, height 5 ft. 6 in., moustache grey, rather peculiar visage, of good address. A wine and spirit merchants' traveller. Is well known in the Rhondda. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 23.— Bristol ( City).— For fraudulently con- verting 10s. to his own use— MORNEY GRANT, age 50, height 5 ft. 4 or 5 in., stout build, com- plexion ruddy, full face, hair dark brown ( turning grey), short stubby moustache; dress, brown suit, bowler hat. A cork dealer and Insurance agent. Warrant issued. Not to be arrested out of the United Kingdom. 21.- Bristol ( Citys.— For stealing, 13th ult., 2 large cotton sheets, " Carter" in red cotton in corner of 1; 2 white blankets with red and blue stripes, nearly new ; 1 white table cloth, 2 yards long, 1| yards wide, flowered pattern; 1 clothes brush ; 1 carving knife and fork, white buck horn handles; 1 carving knife, white handle; 1 white metal table spoon; 1 iron saucepan, medium size — — THOMAS, age about 40, height 5 ft., com- plexion and hair dark; dress, black" dress, jacket, and hat, black veil.— KATE DAVIES ( supposed sister of above), age 36 to 38. height 4 ft. 10 in., slight build, complexion and hair dark ; dress, black jacket, dress, and hat. Both spoke with We'lsh ac- cent. Stated they were ironers, took furnished 25.— Bristol ( City).— For obtaining £ 5 0s. Id. by false pretences, 6th ult.— MARY BEATRICE MANNING, alias MARY SHAW BEELEY, M. B. MAITLAND, MAYNE, MAUD ELLIOTT, BLUNT, HARRIS, HUNT, ROSSITER, MRS. BRANSON, etc., Office No. 2324- 98 ( Case No. 38, 19th January last, and ILLUSTRATED CIRCULAR 74, Figure 32), age about 37 ( looks older), height 5 ft., stout build, complexion fresh, hair ( turning grey) brown, eyes blue- grey, thick lips, prominent teeth ( 8 artificial in upper jaw), scar back right hand and right of forehead, 3 moles right of neck; dress, black hat, dark grey Inverness cape, reddish plaid blouse, and black fur, lined red. On the 22nd ult. was dressed in a navy blue coat and skirt, coat trimmed with narrow white cording down front, dark felt hat, trimmed black velvet and 2 black wings on left side, wears spectacles. Said to be a nurse; and a native of Sheffield. Called on the matron of a Maternity Home ill this City on 6th ult., and represented herself as Mrs. Branson, " Oldfield," Victoria Square, Weston- Super- Mare ( false). After making arrangements for a supposed young lady friend to be admitted to the Home, and agreeing to pay 5 guineas per week for maintenance, she obtained the money from the matron to enable her to complete her purchases at local drapers, stating that she had forgotten her purse, and that she would fetch the matron in her motor car to see the patient. Is extremely plausible, and speaks of her large estab- lishment, servants, & c. Appears to be well acquainted with the towns of Somersetshire, and stated she was President of the Somerset County Rescue Home. Sentenced at Central Criminal Court, 30th April, 1900, to 5 years penal sorvituda for false pretences. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 26.— Peterstield ( County).— For embezzl- ing £ 6 14s.— JOHN LANE, age about 50, height about 5 ft. 8 in., stout build, complexion sallow, full flabby face, hair ( bald on top) brown, and moustache dark brown ( turning grey), speaks with North Country accent, addicted to drink ; dress, tweed or cloth jacket suit, may be wearing cap turned up at back. An outfitter's manager. Is fond of horse racing. Warrant issued. Information to Supt. King, Petersfield. 27.— Southampton ( Borough).— For ob- taining, by false pretences, £ 10 : a cheque for £ 15 ; and 2 rings— EDWARD STIENER, a German, age 40, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey at sides) and moustache light, eyes blue, thick under lip, chin slightlv turned up, scar top of right eyelid, straight nose, wide nostrils, occasionally wears glasses, rather large feet, well educated, can sneak several languages; dress, grey check suit, green bocade silk tie, white spots, dark overcoat with velvet collar, black highland cloak, black soft felt hat, calf leather boots, reddish brown leather gloves, crimson stitches, carried a brown leather brief bag. HER TFORDSHIRE. 28. — Bishops Stortford ( County).— For highway robbery, 20th ult., and stealing 2 brown paper parcels, containing cloth and hand- kerchiefs ( recovered), a brown leather bag, wash leather purse, tied round top with piece of green whipcord, containing £ 1 7s.— A MAN, age about 26, height about 5 ft. 5 in., rather stout build, reddish face, hair dark, moustache ginger or sandy, North Country accent; dress, dark jacket and cap, light trousers ( supposed cord), light wrapper. Ap- pearance of a bricklayer's labourer. Information to Supt, Martin, Bishops Stortford. apartments on 8th ult. and absconded 13th ult. Had with them A GIRL, age 14 : wearing black clothing. And A BOY, age 2 years; wearing cream colour jacket and tam- o'- shanter. Warrant issued. Not to be arrested out of the United Kingdom. ISLE OF ELY. 29— Chatteris ( County).— For stealing from his lodgings, a double gold curb Albert, bar in centre, red stone on drop chain; 1 silver match box, " A. M." engraved thereon, attached; 1 small gold compass; 1 pale blue silk Oxford tie; 1 small imitation leather box, " Allen, jeweller, Market Harboro " thereon— ALFRED GREEN ( supposed false), age about 26, height 5 ft. 3 or 4 in., com- plexion fair, peculiar face, high cheek bones, large nose, hair ( cut short) light brown, worn on fore- head, slight moustache lifht, eyes ( defective) blue ; dress, 2 jackets ( 1 dark, 1 dark " rey), 2 vests, dark trousers with light stripes, dark cap, lace boots.
