POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 23, 1906. VOL. XXIII., No. 2312. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted m one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10i._ A remittance of 5s. should be made in the first instance for cost of engraving sketches. S. Evi 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. iosrs. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13. The Space being limited, announcements concerning " Missing Persons" are onlv accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. SPECIAL NOTICE. He represented himself to be an officer of the R. S. P. C. A. Warrant issued. 5.— P Division.— For stealing, 20. h u't.. a dark brown gelding, aged, 16 hands, white face, lump under both forelegs, short thin mane and tail; a set of silver- plated harness; and a heavy cart, painted green, picked out light green, back spring, Collinge's axle— J. WHEELER, age 42 to 46, height 5 ft. 10 in., weight about 18 stones, broad features, hair brown, clean shaved, can grow heavy dark moustache, exceptionally large hands; wear- ing long heavy slate colour Irish frieze overcoat, broad strap at back, black hard felt hat, some- times wears gold frame glasses which fastens over ears. APPREHENSIONS SOUGHT ( oontinuet)- crimson lining, " Clifton" marked on lining—- A MAN, who gave the names of ROBINSON HEADON, or EATON ROBINSON, age about 31, height about 5 ft. 9 in., complexion and hair dark, supposed clean shaved, thin face, large soar supposed on left jaw, head and bust of female tattooed left forearm, supposed a north country- man; dress, dark grey overcoat, grey trousers, brown lace boots, red tie. May have in his possession a pair of football boots, stockings, and shirt. About 3 weeks ago he made the acquain- tance of Rugby football players ( claimed to be a player himself), and through their influence obtained employment at an engineering establish- ment, then borrowed the above outfit from one of the players. Information to the Chief Constable, Bedford. BERKSHIRE. 11.— Newbury ( County).— For stealing £ 1 at Hungerford, 8th inst.— LEVERETTE ANNIE WHITAKER, age 40, height 5 ft. 2 in., com- plexion fresh, round face, hair dark brown, eyes ( near sighted) brown, wears glasses with gold rims; dress, black dress, jacket, and sailor hat. Was accompanied by A MAN, age 36, height 6 ft., slight build, delicate appearance. Had with them 2 wooden boxes. They left Reading for Shepherd's Bush, 12th inst. Warrant issued. Information to Supt. Gamble, Newbury. BUCKINGHA MS HIRE. 12.— Great Marlow ( County).— For ob- taining a horse by a worthless cheque— GEORGE BOLT, age about 40, height 5 ft. 10 to 6 ft., complexion and hair dark, clean shaved; dress, brown square cut jacket suit, tight fitting trousers, black or brown bowler hat. A low horse dealer, frequents the company of horse dealers and butchers. Is known at Bristol, Devizes, Bath, and the Horse Repository, Edgware Road, London. Warrant issued. Information to Supt. Summers, High Wycombe. CAMBRIDGESHIRE. 13.— Cambridge ( Borough).— For stealing a brown mackintosh, 7th inst.— A MAN, who gave the name of ARTHUR ERNEST DAVIS, age 19 to 20, height 5 ft. 6 or 7 in., complexion and hair dark, clean shaved, bad teeth; dress, dark jacket suit, brown leggings and boots, small tie, black hard felt hat, sometimes wears a cap. A stock- broker's clerk. He calls on dentists and makes an appointment for the next day, after he has left it is found that articles are missing. He pledged a light overcoat with velvet collar, 8th inst., in name of Davies. Warrant issued. 14.— Cambridge ( Borough).— For obtain- ing, by false pretences, 16th inst., 2 pairs of women's button boots; 2 pairs do. glace button boots, patent toe caps— LOUISA RIDGEWELI, ( supoosed false), age about 20, rather short, com- plexion pale, hair dark; wearing dark clothes, sup- posed sailor hat. She stated she had been sent for the boots on approbation. Warrant issued. Information to the Chief Constable, Cambridge. CA RNA R VONSHIRE. 15.— Conway ( County).— For stealing, 15th inst., at Llandudno, a oair of lace boots with toe caps— ROWLAND DAVIES, age 29, height 5 ft. 6^ in., complexion pale, hair brown, eyes greenish grey, top of one middle finger deformed, 3 small burn scars inside left forearm, 1 on back of left hand, 1 on right side of forehead; dress, dark grey suit, black hard felt hat, sometimes wears black cloth leggings, usually carries a direc- tory in brown paper cover. He visits villages and solicits advertisements for a directory. A native of Leytonstone, Essex. Warrant issued. Information to Supt. Rees, Conway. DERBYSHIRE. 16. — Chesterfield ( Borough). — For em- bezzling £ 1, llth inst. — FERDINAND CAPELLE, age about 22, height about 5 ft. 4 in., slight build, hair and slight moustache dark, abscess scar on neck, speaks English well. He was employed by an Italian as manager of a small ice cream shop, has also been employed as outside porter at railway stations. Absconded llth inst. Warrant issued. Information to the Chief Constable. Chesterfield. DURHAM. 17.— South Shields ( Borough).— For steal- ing, by trick, 27th ult., a blue corded double- breasted jacket suit, size 5, vest single- breasted, buttons of jacket detachable, may have " Isaac Black" inside — FREDERICK LAWSON BLACKBURN, age 19, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair and slight moustache dark, eyes brown; dress, dark square cut jacket suit, dark cap and muffler, may now be wearing the stolen suit. A mess room steward; native of South Shields. About 3 years ago he was employed in the North Eastern Railway sheds at Gateshead, but lately he has been to sea as a mess room steward, his last ship being the s. s. Ilopeclale. At Leeds, 13th inst., he stated his intention of proceeding to Liverpool to seek em- ployment as a ship's steward. He called at a clothiers and ordered a suit of clothes, to be sent to his address, when his sister would pay on delivery, then met the errand boy near the address given, and after informing him that his sister was not at home, and that he had to go to his ship at once, took the suit from the boy and told him to call at the house for the money later. 18. — South Shields ( Borough).- Fpr housebreaking, between 24th and 25th ult., and stealing a suit ( recovered); 1 white cotton shirt; 1 white metal Geneva watch, No. 373, a white metal Albert with silver medal appendage, at- tached— JOHN JOSEPH HEMMINGS, age 22, height 5 ft. 5 in., complexion fresh, hair light brown, eyes hazel, small cut scar left wrist; dress, grey mixture jacket and vest, navy blue regi- mental trousers, with part of red stripe above pocket, blue tie with small white spots. A moulder; native of Coventry. Is a reservist of the Northumberland Fusiliers, Identity paper, No. NF, II 121 ( which he left at his lodgings). Has been employed as under boots and billiard marker at a hotel, also as a car conductor. Now supposed tramping the country. Warrant issued. Information to the Chief Constable, South Shields. FLINTSHIRE. 19.— Mold ( County).— For stealing a silver English lever watch, No. 51728, " Livingstone, Wigan," inside, silver curb guard, Is., 6d., 3d., and Kruger 6d. attached ; 1 dark silk muffler, flower design thereon; 1 pair box calf lace boots, size 8, recently soled— A MAN, supposed WILLIAM MORRIS, age about 27, height 5 ft. 3 in., com- plexion fresh, hair dark, clean shaved, eyes brown or hazel; dress, black jacket, vest, and cap, light trousers, may be wearing the stolen property. A collier. He took lodgings at Pontblyddyn, 10th inst., and stated that he had obtained employment at a local colliery. Absconded 12th inst. Warrant issued. Information to Supt. Davies, Mold. GLAMORGANSHIRE. 20.— Swansea ( Borough).— For embezzle- ment— WILLIAM ALLEN, ' age about 19, height about 5 ft. 4 in., stout build, complexion fair, London accent; dress, dark overcoat, dark suit, A porter; supposed a native of London. In a pocket book, left at his lodgings, was written " 1897, Wm. Allen, 115 Harbut Road, Plough Road, Battersea, London, 1898, 1903, Wm. Allen, Orphan Home, Hatwels Road, Clifton, Bristol, 1903, 1904, Wm. Allen, Haver Hill, Trefgarn Pembrokeshire." May seek employment at farms. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 21.— Cheltenham ( County).— For stealing, 29th ult., a brown bay mare, 14 hands 3 in., small star on forehead and small patch on off hind fetlock white, black points, rough condition — GEORGE IIAYWARD, alias CHARLES MILLER, age 40 to 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( turning grey) brown, heavy moustache, inclined to ginger; dress, grey suit and cap, light tie. A low horse dealer. About 3 weeks ago he hired stables, and had cards printed, " Hayward & Sons, Horse Dealers, & c.," thereon. He agrees to purchase a horse, has it sent to his stables for trial, where he again meets the owner, offers payment at night, and absconds. He also obtains saddlery without payment.— Was accompanied by A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair, slight moustache, and eyes dark; dress, pepper and salt colour coat and vest, light breeches, brown gaiters; and A YOUTH, age about 18; dress, grey suit and cap. HEREFORDSHIRE. 22— Ledbury ( County).- For stealing, 6th inst., 6 pigs ( recovered)— HENRY HOLTHAM, alias WEBLEY, age about 28, height 5 ft. 8 in., complexion fresh ( bloated face), hair and mous- tache brown, eyes grey, addicted to drink, rough appearance; dress, brown grey clothing, black hard hat, lace boots. A drover; native of Ledbury. Has served in the Army. May seek employment with auctioneers or dealers. Warrant issued. Information to Supt. Phillips, Ledbury. LANCASHIRE. 23,— Chorley ( County).— For stealing, 16th inst., a lady's silver Geneva watch, white dial with flower in " centre, steel hands, rose engraved on outer case, the first 3 figures of No. supposed 208 ; and £ 3 8s.— WILLIAM HENRY POWIS, age 30, height 5 ft. 8 in., complexion fresh, round features, high clieek bones, hair ( frizzy in front) and mous- tache ( clipped at ends) dark brown, eyes brown, scar on bridge of nose, and left temple, 2 front teeth missing ( 1 upper, 1 lower), lisps, walks erect; dress, black overcoat, vertical pockets, grey jacket and vest, brown narrow ribbed cord trousers, white silk muffler, dark cap, button boots. A plumber; native of Birmingham. Warrant issued. Information to Supt. Whittaker, Chorley. 21.— Hurst ( County).— For failing to report — Licence- holder WILLIAM MOSS, Office No. 1569- 05, age 27, height 5 ft. in., complexion fresh, hair light brown, eyes blue, scar back neck, sailor and tombstone right, man's head, clasped hands and " LIZZIE" left forearm. A tailor; native of Denton. Sentenced at Liverpool Assizes, 27th November, 1901, to 5 years penal servitude for horsestealing. Licenced 21st Sep- tember, 1905. b 594. Also wanted by Liverpool Police for larceny. Information to Supt. Hewitt, Hurst. 25.— Liverpool ( City).— For stealing from his lodgings, 6th inst., a lady's gold Geneva watch, gold dial, No. 79043; and a quantity of jewellery — A MAN, who gave the name of EPWORTH, age 25, height 5 ft. 9 in., slight build, hair light, clean shaved, American accent; dress, blue serge uniform suit, brass buttons, 2 gold bands around sleeves, peak cap with gold band. Stated he was 1st officer of a ship in dock. Is believed identical with a man wanted at Hull, Northampton, and Wakefield. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 26.— St. Helens ( Borough).— For stealing 14s. 8d., 7th inst.— MINNIE MULLAY ( supposed false), age 18 to 21, height 5 ft. 5 or 6 in., well built, complexion pale, hair dark brown, of good address; dress, black skirt, white blouse with insertion in front, light grey three- quarter length jacket, flaps to pockets, black imitation fur neck- let, brown felt hat, trimmed pom poms. She took lodgings and stated she had obtained an appoint- ment as typist and shorthand clerk at the Co- operative Stores. Had in her possession an envelope addressed " Miss May Wilson, Warring- ton," containing a Christmas card, " From Albert to May " thereon. Information to the Chief Constable, St. Helens. NORTHAMPTONSHIRE. 27.— Peterborough ( City).— For obtain ing £ 3 15s. by false pretences— C. E. COLEMAN, alias T. SMITH, age 45, height 5 ft. 8 in., heavy build, complexion dark, hair and heavy mous- tache dark brown, beard ( trimmed short) turning grey; dress, greyish suit, dark overcoat, hard felt hat. He represents himself as a gardener, and that he has geranium and other cuttings for sale, which he will forward on receipt of cash. Has been trading from Leeds and Hull. Warrant issued. METROPOLITAN POLICE DISTRICT 29.— y [ Division.— For obtaining £ 2 15s. by a worthless cheque, No. 0 £ 00270, on the National Bank, Ltd., 2 Elgin Avenue, Harrow Road Branch, W., on 26th December, 1905— WILFRED SPENCER GRANT, alias WIL- FRED GRANT, Office No. M 8877, Case No. 6, 19th ult., age 31, height 5 ft. 7 in., complexion fresh, thin face, long nose, hair ( inclined to curl) dark brown, eyes ( cataract left) dark, chalk stones in each finger; wearing fawn colour overcoat, bow tie, hard felt hat, carried brown kid gloves and silver- mounted walking stick. FORFARSHIRE. 30.— Forfar ( Bu^ gh).— For embezzling £ 300 — ALEXANDER CRICHTON, age 34, height 5 ft. 8 or 9 in., stout build, complexion ruddy, flabby face, large nose, scar on bridge, hair dark brown, clean shaved, stoops slightly; dress, dark waterproof overcoat, dark grey jacket, green vest with yellow spots, fancy buttons, dark trousers, dark peak cap, heavy boots. GLAMORGANSHIRE. 3l.— Merthyr Tydfil ( County).— For forg- ing a deed, 25th January, 1904— WILLIAM SHIPTON, age 30 to 33, height about 6 ft., stout build, complexion fresh, full round features, hair ( curly) dark, short thick neck, small feet; wears a fiock coat and silk hat. A solicitor. Warrant issued. Information to Supt. Townsend, Merthyr Tydfil. YORKSHIRE ( North Riding). 32.— Northallerton ( C > un y).— For ob- taining £ 5 at Thirsk, 20th ult., by a worthless cheque, dated " 15th January, 1906, No. 206/ 5699, on Lloyd's Bank, Ltd., payable to Thomas Andrew Joliffe, signed Kenneth Brown, Solicitor to Lady Joliffe, and endorsed Thomas A. D." in red cotton thereon ( all new), and a black woollen shawl, a feeding bottle was found near the child, attached to the shawl was a note, with the follow- ing, written thereon : " Anglesea House, Dungar- von, a lady who got into difficulty wishes this child to be brought up in the Protestant Faith, and she hopes it will meet with kind and Godly people, who will care for it, God will bless and reward you.
