All communications for insertion in the POLICI GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAIETTE, NEW SCOTLAND YAED, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. >•. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. < 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. M. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and, of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. • 4. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 8 9. 10. 11. 12. 13. Announcements concerning stolen property must be guaranteed by an cjftccr of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to th » number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturdoy morning. They must be clearly written on one tide of the paper only; they must be in the usual formj and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Poti Office. The Space being limited, announcements concerning '• Missing Per ton*" are only accepted on payment, but insertion in the next or ani/ subsequent issue cannot be guaranteed. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision • Office, New Scotland Yard, of all persons convicted . as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. 1 ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ,( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to . more than one month's imprisonment, with- out option of a fine, for any of the following . offences: — Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. ' Cattle stealing. • Coining. ' Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. ' Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Deoartment, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con victions if possible, also the No. published in the list of Habitual Criminals. DOUBTFUL TRADERS. THE FOLLOWING List of Doubtful Traders is inserted for the information of Police. Com- plaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded: — CLEMENTS, L., alias ASTORIA.— A dealer in dogs. Now residing at 73 Hamlet Gardens Mansions, Ravenscourt Park, W.; obtains dogs from the Provinces by writing from that address. — POLICE GAZETTE, 12th September, 1902. ( No. 113155.) COOPER, W., 753 Old Kent Road. — A dealer in bicycles, greenhouses, and accessories. He seems to do a genuine business; but his methods are unsatisfactory. — POLICE GAZETTE, 8th De- cember, 1899. ( No. 111967.) DAVIS & CO., alias ALLEN & CO., 9 Peckham Park Road, and ALFRED & CO., 26 Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers.— They advertise unredeemed pledges at very low prices; but the articles usually turn out to be of inferior quality.-- POLICE GAZETTE, 7th November, 1902. ( No. 156466.) DAY, ERNEST, 439 Old Kent Road.— Deals in waste paper, & c. Writes well- to- do- people, stat- ing that he has a very old but well- preserved print of one of their ancestors or near family connections, which he offers usually for about £ 2. Generally adds that the print has been in his family for some time, and that he would not part with it except that adverse circumstances compel him.— POLICE GAZETTE, 22nd November, 1901. DOREY, LESTER, & CO., Kilburn.— This firm distributes circulars describing jewellery, & c., for sale at exceptionally low prices, enclose a coupon to be returned with purchase money; the articles supplied are found to be of little or no value. In some instances the property is never received. POLICE GAZETTE, 8th July, 1892. ( No. 62292.) FOSTER & CO.- ( No. 189277.) - Same style of business as Tylor. GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold pros- pecting) that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is re- quested upon the security of a bar of gold. The " bar of gold " is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 133001.) HAMBURG LOTTERIES. — These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them. — POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND & CO., 94 St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) J. A. HARDY & CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrust- . ing debts for collection are told, when they press for settlement, that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HENRICKSEN, HENRI, alias HENDERSON. — Bogus servants' agency. Obtains fees from employers, but fails to supply the servants in many cases.— POLICE GAZETTE, 25th October, 1901. ( No. 118457.) HIPPOLYTE, alias LE BLUFF. — POLICE GAZETTE, 20th December, 1901. Now use « name of MORDAUNT. and advertises from 25a Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL SUPPLY STORES, 24 Cranipton Street, Walworth. — Many complaints are re- ceived, but the firm generally discharges its obli- gations. It appears to be unbusiness- like and dilatory in its methods. ( No. 168831.) KEW TRADING ASSOCIATION, 16 Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise- ments. Nothing has been ascertained to justify Police action. E.:— Issues a paper called " The Age " at in- definite intervals, and advertisers suspect fraud, where months elapse before the paper appears — POLICE GAZETTE, 28th December, 1900. ( No. 105697.) SMITH & CO., alias NORTH & CO., and THOMAS SMITH PA YNTER.— Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. — POLICE GAZETTE, 24th February, 1893. ( No. 77433.) SPANISH SWINDLE.— This fraud has many phases, the most common being a sum of money either buried in the ground or impounded somewhere oil account of debt, which, on being released, is to be divided between the swindler or his " orphan daughter" and the dupe. POLICE GAZETTE, 21st October, 1898.' ( No. 12657.) D. STEVENS or DAVIES, The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) STRAMONIUM CIGARETTES; CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agents for the sale of Stramonium, Bronchial and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902. SYMONDS TEA CO., Savoy House, Strand, and SYMONDS LONDON STORES, 124- 128 City Road.— Insert cleverly worded advertisements to mislead readers; also advertise bicycles, re- presenting that large numbers are obtained from America, which enables them to be disposed of at a cheap rate.— POLICE GAZETTE, 22nd June, 1900. ( No. 147333.) TANQUEREY, A., Paris.— Free portrait swindle, Writes prominent persons— and others— asking them to send their photograph, and promising to make an enlargement free. Before sending the picture he demands a sum of either ( a cost of a suitable frame, or ( b) cost of packin ™ case and for transit. In either case the sum asked is exorbitant, and more than covers the whole cost of production. Unless the money is sent, nhotograph is neither re- turned nor promise fulfilled. — POLICE GAZETTE, 21st September, 1900. ( No. 74139.) THE BRITISH WATCH CO., or THE ANGLO- AMERICAN WATCH CO, 2 St. John's Square, Clerkenwell, E. C.— Carried on by W. S. Walsh, who formerly traded as The American Novelty Agent, Birkbeck Buildings, Holborn, E. C. He does not advertise in the Press, but he has pur- chased a quantity of correspondence from Symonds' Stores and other firms. To the persons whose names he thus became possessed of he sends an artfully worded circular, inviting them to send money for a watch with chain, & c. Com- plaints arise through long delay in sending the goods after receipt of money. ( No. 185710.) J. TYLOR, 10 Alma Road, London, N., J. NOBEL, 34 Stamford Road, NATHAN & CO., The North London Skirt Co., The Skirt Stores, and The Fashion Skirt Stores, & c., & c.— Very artfully worded advertisements are inserted under these and other names inviting that money be sent for either a waist- belt, pair of slippers, or hand bag, and promising to present, under certain conditions, either a skirt or pair of boots, & c., to purchasers of the belt, & c. If the advertisements be carefully read it will be seen that the " generous offer " mentioned is only to be fulfilled after a certain number of the belts, & c., have been sold by the person applying for the " free gift." S.," 2 dots tattooed left forearm, ring on little finger, 2 rings 4th left finger; dress, dark mixture tweed suit, brown check cap. He calls at houses and represents himself as a pianoforte tuner. Was convicted at Devonport, 13th November last. Is believed to be wanted elsewhere. Warrant issued. Information to Supt. Bowles, Shaftesbury. ESSEX. 10.— Brentwood ( County).— For stealing ( bailee), 22nd Dec., a dress; 1 skirt ( recovered);. 2 fur necklets; 2 astrachan muffs ( 1 black, 1 grey) — KATE WILLIAMS, age about 45, height 5 ft. 4 or 5 in., complexion fresh, rather thin face, nose partly eaten away by disease, eyes blue, addicted to drink; dress, fawn colour costume, black straw hat. A tailoress. Absconded 22nd ult. Warrant issued. Information to Supt. Mardeu, Brentwood. n.— Southend County).— For larceny and assault on police, 14th Dec.— WILLIAM TAY- LOR, alias JAMES HUBBARD, age 68, height 5 ft. 7 in., complexion fresh, hair light brown ( turning grey), eyes ( nearly blind left) blue, carries head to one side when speaking or walking; dress, light tweed coat, old cord trousers, black necker- chief, grey cap. A native of Colchester. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. GLOUCES TERSHIRE. 12 — Gloucester < Cun'v\— For failing to report — Supervisee FREDERICK GEORGE" DOBBS, Office No. 700- 05, age 19, height 5 ft. 5J in., complexion fresh, hair light brown, eyes grey, " Rose" ( very faint) tattooed left forearm; dress, light colour suit and cap. A brass caster; native of Gloucester. Sentenced at Birmingham Sessions, 27th October, 1904, to 6 months hard labour and 1 year supervision for burglary. 10308. To be dealt with where found. HAMPSHIRE. 13. — Southampton ( Borough). — For being concerned with 4 other men in custody charged with stealing £ 80 in £ 5 and £ 10 Bank of England notes CURLEY, age 25, height 5 ft. 6 or 7 in., complexion pale, thin face, sunkeu cheeks, hair brown, slight moustache ginger; dress, double- breasted reefer coat, paint spots on back, blue serge jacket, military trousers with stripe taken out, black silk scarf. A labourer; sometimes hawks pirated music. Information to the Chief Constable, Southamp- ton. OXFORDSHIRE. 14.— Banb'jry ( Borough).— For stealing £ L 10s. by a worthies cheque, N o, ! OS4M ^^ the Yorkshire Banking Co., Ltd., York, payable to self or bearer, signed and endorsed W. E. East- man, 16th ult.— A MAN, who gave the name of WILLIAM EDMUNDS, age 30 to 35, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark, abscess scar left cheek, peculiar laugh, talka- tive; dress, dark suit, overcoat and bowler hat. A billiard marker, late of Swansea. Similar cheques ( stolen about a month ago at Birmingham) have been uttered at Birmingham, Weston- Super- Mare, Pontypool, kc. Warrant issued. T H E P O L I C E GAZETTE. 3 APPREHENSIONS SOUGHT ( continutd)- STAFFORDS HIRE, 15.— Longton [ County). — For fraud, 1st November, 1905— WILLIAM MATTHEW GILL, age 48, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache brown ( turning grey), bad teeth, stoops, walks badly.. He was employed as a ticket inspector on the Bradford City Tramways from 1st July, 1904, to 10th October, 1905, and obtained a crate of ware by representing that he was still so engaged. Warrant issued. Information to Supt. Oakden, Longlon. It). — Stoke- on- Trent ( County). — For embezzling £ 120 5s. lid., 27th December, 1905— ALBERT BASNETT, age 41, height 5 ft. 7 or 8 in., complexion and eyes dark, hair dark brown, moustache black ( may now be clean shaved), several front teeth missing, others discoloured; dress, dark grey overcoat, black morning coat, suit with dark stripes, lace boots. A brewer's cashier; native of Burton- on- Trent. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Stafford, or to Supt. Aldridge, Stoke- on- Trent. SUFFOLK ( West). 17. — Bury St. Edmunds [ County).— For embezzlement — ALFRED PAYNE, age 22, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes ( cast in left) brown-; dress, black jacket, light cord trousers, light plaid cap. A grocer's porter; native of Bury St. Edmunds. Warrant issued. Information to Deputy Chief Constable Emmer- son, Bury St. Edmunds. SUSSEX ( East) 18. — Uck field ( County). — For stealing ( bailee) a pair of dark tweed trousers; 1 pair lace boots; 1 white shirt; 1 pair braces— ARTHUR MORGAN, age 35, height 5 ft. 6 or 7 in., com- plexion fresh, square jaw, hair ( inclined to curly) dark brown, heavy moustache ( ends twisted up- wards) brown, eyes grey; dress, dark rough over- coat with velvet collar, dark tweed trousers, check cap, celluloid collar, lace boots. A coach painter; supposed a native of Loudon. Warrant issued. Information to Supt. A pony driver. Has been convicted at Leeds, Wakefield, and Gainsborough. Warrant issued.
