POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 10, 1905. VOL. XXII., No. 2262. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10i. A remittance of 5s. should be made in the first instance for cost of engraving sketches. fl. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. COSTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged hy counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. He took lodgings and stated that he was employed at the Electric Lighting Station, fixing a new plant, and that he came from Glasgow with other men, who were working for the same firm. He represented that he was employed as manager to a firm at Dartford, and was about to commence sewerage work in the district, gave an order for carting to be done, and obtained the above amount for the purpose of paying his fare to Dartford. A native of Bristol. May be accompanied by A MAN, age 28, height 5 ft. 9 in., slight build, hair and moustache black, eyes sunken. A native of Bristol. Stated he had been a ship's steward. SHERRINGTON ( supposed false), age about 26, height 5 ft. 6- J- in., hair and heavy moustache light brown; dress, dark grey suit with white stripes, black tie, black bowler hat, lace boots ( right boot recently repaired at right side). Stated he was a land surveyor. Had in his possession a nearly new " Premier" bicycle, red and green lines, Brooks's saddle, tool bag, celluloid panel, " V. Sherring- ton " on card in panel. ISLE OF WIGHT. 23.— Newport ( County).— For obtaining 14s. by false pretences, 6th ult.— PAT KICK SHAY, age about 58, height 5 ft. 7 or 8 in., stout build, complexion fresh, long features and nose, hair ( short) light, clean shaved, eyes blue ; dress, dark suit, black overcoat, grey alpine hat, black tie, lace boots, sometimes wears a silk hat, wore a mourning ring on 3rd right finger, carried an um- brella with white handle. He had circulars, representing that he was a physician and occulist, left at houses where he afterwards called and stated he had been directed to test persons eye- sight, and, if needed, would sell them good glasses at much below cost, which are found to be worthless. He left Southampton, 2nd inst., for Waterloo accompanied by A MAN, age about 50, height 5 ft. 6 in., hair and stubby moustache grey, wears glasses ; dre6S, light brown overcoat, buttons have been moved, grey and black check trousers, cap. English lever, No. 283107, " John Schultheiss" on case— CYRIL BUTTS, age about 22, height 5 ft. 6 in., com- plexion fresh, hair light brown, eyes blue ; dress, grey tweed suit, grey cap, light lace boots. Plays a tin whistle in the streets and at public houses. 26. — Bury ( County). — For stealing, 6th inst., a pale green tweed vest, buttons to match ; 1 green and white silk neckerchief, shamrock pattern— A MAN, age about 33, height 5 ft. 10 in., stout build, hair and moustache dark ; dress, black jacket, blue guernsey, blue serge trousers, green tie, black cap. Represented him- self as a constable ( plain clothes), and that he had been transferred from Salford. 27.— Bury ( County).— For stealing, 2nd inst., a watch and chain ( recovered) ; 1 lady's 9 ct. gold ring, set 5 corals— A YOUTH, age 15, height 4 ft. 10 in., rather stout build ; dress, black knicker suit, black and white plaid cap. Had in his possession cards with " Master Alfred Russell, Comedian," printed thereon. Frequents music halls and theatres and may represent that he is employed by a comedian or juggler. 28.— Bury ( County).-- For stealing, 1st inst., a lady's black umbrella, steel rod, brown wooden shank, light brown bone handle ; 1 pair lady's brown button boots, size 5, recently soled and heeled— A WOMAN, age 21 or 22, stout build, hair light brown ; dress, greenish costume with loose fitting jacket, trimmed cream colour braid, green straw hat. Supposed in the theatrical profession. Had with her a girl, age 2 years, wearing a white d" gskin jacket and brown shoes. Information to Supt. Noblett, Bury. 29 — Manchester ( City). — For larceny ( servant)— CARL MEYER, a German, age 40, height 5 ft. 9 in., complexion pale, hair, beard and moustache black, stilled manner of breathing, of smart appearance ; dress, dark suit, light tweed overcoat, black hard felt hat. He was employed as German corresponding clerk to a large firm, obtained a list of amounts owing abroad, had " Foreign Exchange Bank" with his name and address as banker printed on paper, forged the name of the firm to documents instructing him to collect the accounts, then forwarded same for collection to small exchange banks in Belgium and Germany, received cheques for same which he afterwards cashed with local tradesmen. MONMOU THSHIRE. 30.— Monmouth ( County).— For stealing a " Raleigh " bicycle, transfer " Supplied and guaranteed by Tom Norton, Llandrindod Wells" on top bar, 3 speed gear, speed lever on top bar, '' Raleigh tyre made by the Dunlop Pneumatic Tyre Co.," embossed on tyre, up- turned handle bar, wheels lined with red, frame with gold, cycle meter registering 201 miles, machine nearly new— JOHNSON ( supposed false), age 28 or 30, height 5 ft. 6 to 8 in., complexion sallow, hair and moustache dark ; wearing dark clothes and cap, old light lace boots. He represented that he was a member of a theatrical company which was at Monmouth, 28th ult. Warrant issued. Information to Capt. Parker, feupt. of Police, Monmouth. NORTHAMPTONSHIRE. 31.— Daventry ( County).— For stealing a pair ot brass cuff links, chased; 1 pin, heart shape, supposed gold ; an insurance policy on the Empire Key Registry Co., London, issued to T. Ealey, 1903; and £ 2 2s. Oid. — HARRY HOWARD, age about 32, height about 5 ft. 8 in., complexion pale, hair light brown, clean shaved, eyes grey, rather large nose, end of which has been injured, " H. Howard " and supposed " 10th Hussars" left arm, " Majuba " right arm: dress, dark jacket and vest with white stripes, dark brown trousers, black hard felt hat, white muffler, old high boots, may be wearing a long drab mack- intosh overcoat. Warrant issued. Information to Supt. Brown, Daventry. 32 — Northampton ( County). — For stealing, at Guilsborough, 31 th ult., a blue suit, jacket, square cut and double breasted ; 2 pairs pants ; 1 pair dosr- skin driving gloves ; 1 blue waist belt— ARTHUR LITTLE, age about 22, height 5 ft. 2 or 3 in., slight build; dress, light covert coat, grey suit and cap, may be wear- ing the stolen suit. Has been employed as a second horseman in hunting stables. Warrant issued. Information to Supt. Onan, Northampton. SHROPSHIRE. 33.— Whitchurch ( County).— For larceny ( lodgings). 25th ult. — HERBERT EDWARD QUAIN1 ON, age about 28, height 5 ft. 8 or 9 in., complexion fresh, full face, hair brown, mous- tache about a month's growth, eyes grey, tattooed left forearm; dress, blue pilot jacket, black narrow rib cord trousers, blue muffler with red flowers thereon, grey cap buttoned at back, strong lace boots. A labourer ; native of Steeple Clay- don, Buck?. He represented that he was employed on telephone work in the neighbourhood. ( See Case No. 28, 3rd inst.). Warrant issued. Information to Supt.
