GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 21, 1905. VOL. XXII., No. 2224. RSOUL 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOHTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). BERKSHIRE. 4.— Newbury ( County). — For obtaining £ 46 by a forged cheque which he exchanged for 4 £ 5 Bank of England notes, dated 3- 10- 04, Nos 36744 to 7, and £ 26— ALLAN ALSTON, age 27, height 5 ft. 8 in., stoops slightly, rather bow legged, hair ( thick) dark, slight moustache light, eyes grey, thin face, large ears, long nose, small dimple left cheek ; dress, light suit, dark overcoat, black bowler hat, wearing wide gold ring, with " A " outside, " KIT" inside, on one left finger, may be wearing a large diamond ring on one right finger. A butcher. Had with him 2 leather portmanteaus; 1 flat box; and a white cardboard hat box. Absconded 13th inst. May endeavour to leave the country. Warrant issued. Information to Supt. Robotham, Newbury. 5.— Reading ( Borouffh). — For deserting his child, leaving it chargeable to the Common Fund of the Reading Union— JAMES GOLD- ING, age 65, height 5 ft. 8 in., hair ( bald on top) sandy ( turning grey), wearing side whiskers and moustache, addicted to drink. A gardener. Ab- sconded in June, 1903. Warrant issued. Information to Capt. Henderson, Chief Con- stable, Reading. CA M BRIDGES HI RE. 6 — Cambridge ( Borough).— For obtain- ing £ 15 10s. by false pretences, 1st inst.— J. H. PARROTT, age 20 to 26, height about 5 ft. 9 in., rather stout build, complexion fresh, full face, hair dark, clean shaved; dress, grey cycling suit and cap, brown boots. Has been employed as a cycle fitter and motor car driver. Had in his possession a " New Centaur " bicycle, 2 rim brakes, solid plated rims, " Atlas " beaded tyres, steel mud guards, Horoscope plated lamp, carrier on back. Absconded 9th inst. Warrant issued. A labourer; native of Glan- conwav, Denbighshire. May seek employment. on public works or at farms. Is well known in Denbighshire and Carnarvonshire. Previously convicted of poaching, assaults, drunkenness, vag- rancy, jtc. May be accompanied by his daughter, age about 14. Warrant issued. Information to Supt. Rees, Conway. Crewe ( County). — For stealing from his lodgings, a dark grey striped jacket; 1 light dust coat; and 2s. 6d.— HARRY SCOTT, age 26 to 30, height 5 ft. 6£ in., complexion fair, full flat face, nose dented at bridge, hair ( close cut) li^ ht brown, inclined to sandy, clean shaved, eyes blue, small hole in throat near larynx, swaggering <; ait, 2 bod scars back of neck; dress, brown jacket, blue trousers with patch of white paint thereon, white muffler, light motor cap with dark stripe, light boots, wearing the stolen dust coat. Appearance of a groom, was employed at a circus. Supposed native of London, and to have served in the Field Artillery. Absconded 10th inst. Warrant issued. 10.— Crewe ( County\— For non- appearai ce to a summons for cruelty to animals— HENRY WOOD, age 30 to 35, height 5 ft. 7 or 8 in., rather stout build, complexion fair, hair light brown, clean shaved, slightly bow legged. He was recently hawking fish at Oswestry and Welsh- pool. Warrant issued. 11.— Crewe ( County).— For stealing ( bailee) a bicycle on or about 18th January last — GEORGE EDWIN WOOD, age 24 ( looks " Iden. height 5 ft. 9 or 10 in., stiff build, complexion fair, rather round face, hair brown, clean shaven, rather heavy lower jaw ; dress, dark grey coat and vest, grey striped trousers, light grey overcoat, black hard felt bat. A native of Burton- on- Trent. Has been employed as a traveller ; also as an assistant in drapery establishments. Warrant issued. Information to Supt. Pearson, Crewe. CORNWALL. 12.— Penzance ( Borough).— For failing to report — Supervisee REGINALD WILLIAM NEVILLE, Office No. 1982- 02, age 52, height 5 ft. 4| in., complexion dark, hair brown, eyes grey, scar outside right and above inner angle left eye- brow. A native of Aberdeen. Sentenced at Exeter Quarter Sessions, 19th October, 1898, to 5 years penal servitude and 5 years supervision for obtaining food and money by false pretences. DERBYSHIRE. 13.— Derby ( Borough).— For failing to re- port — Licence- holder ERNEST SPICER, Office No. 3171- 01, age 28, height 5 ft. 3^ in., com- plexion fresh, hair light brown, eyes blue grey, mole crown of head, scar right eyebrow. A plum- ber and decorator; native of Peterborough. Sen- tenced at Norwich City Quarter Sessions, 3rd October, 1902, to 3 years penal servitude for cycle stealing and false pretences. DORSETSHIRE. 14.— Beaminster ( County).— For obtain- ing a suit of clothes; 1 pair boots; 2 shirts; and food and lodgings by false pretences, at Catherston — ALBERT NOWELL ( supposed false), age 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair brown, clean shaved, cut mark about 2 in. long on one cheek; probably wearing navy blue serge suit and cap. Stated he was a native of Exeter, and that he had been invalided from the Navy. Recently employed as a mason's labourer at Charmouth. Warrant issued. Information to Supt. Brooks, Beaminster. ESSEX. 15 — Epping ( County). — For stealing a wooden bowl containing 10s.— SIDNEY NEGUS, age about 30, height 5 ft. 4 or 5 in., hair light, clean shaved, full face, probably has a scar on temple; dress, brown overcoat, large pockets, " Cohen, City Tailors, Hoxton," on tab, bluish trousers, neckerchief, plaid cap. A labourer; native of Walthamstow. Had in his possession a^ ticket, No. 530, issued by the Walthamstow Urban District Council, signed by Foreman Jones. Warrant issued. Information to Supt. HAMPSHIRE. 18.— Bournemouth ( County).— For steal- ing £ 1, 16th inst.— WILLIAM ALFRED COOK, age 32, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, tattooed both arms and on chest; dress, pepper and salt colour jacket and vest, blue serge trousers, supposed red tie, light cap. A native of Yeovil. He served in the Dor- setshire Regiment, has since been employed as a navvy. Warrant issued. 19.— Bournemouth ( County).— For steal- ing ( bailee) 4 £ 5 notes, 14th inst.— SILAS MARSH, age 66, height 5 ft. 4 or 5 in., hair ( bald on top) turning grey, is subject to fits; dress, black suit, dark overcoat, light print tie, soft felt hat, heavy lace boots. Has been employed as an office caretaker. Was seen at Salisbury, 15th inst. Warrant issued. Information to Supt. Indian thick snake bracelet, chased, knot at end, set 4 turquoise; 1 heavy 9 ct. curb; 1 gold thin curb, with rough fresh water pearl hanging; 1 gold dull bracelet, snake link pattern, fastens with snap and safety chain; 1 lady's gold turquoise ring, set small diamonds all round; 1 do. antique I'ing, clasped hands and heart ( heart in turquoise); 1 do. antique marquise ring, set turquoise ( cracked) and 4 diamonds; 1 do. dress ring, set 2 opals, 4 diamonds, and 1 pearl; 1 do., set 5 whole pearls; 1 do., small, set with small carbuncle; 1 antique split ring, chased; 2 old fashioned seals; 1 cross; 1 gold plated brooch, link pattern, with small knobs; 2 pearl ear drops, set 2 small diamonds, cannot be fastened to ears, small rings attached; 1 pair of imitation pearl ear drops; 1 pair large coral do.; 1 light grey check jacket and vest, single breasted; 3 £ 5 notes, stamped " Smedley" s Hydropathic Establishment, Matlock— Licence- holder JAMES ROBERTSON, alias ANDREW STEPHENSON, JAMES BAR- TON, JAMES ALEXANDER BERTIE, JAS. Jervis, Ormskirk. 25.— Liverpool ( City).— For uttering forged foreign bank notes ( 4 100- Lira Bank of Italy, Nos. 0398- 1987- 7195- 7513, and 2 50- Lira Bank of Naples, Nos. 09118 and 09178), all dated 1896— A MAN, age 35 to 40, height 5 ft. 7 in., com- plexion sallow, full face, high forehead, hair brown, moustache ( waxed at ends) light, speaks broken English; wearing light colour overcoat, hard felt hat. Supposed a Frenchman. He called at a money changer's, and cashed the above notes, also cashed similar sets of notes at four other money changers'. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 26.— Lancaster ( Borough).— For rape, < Sth inst.— JOHN FOX, age 25, height 5 ft. 9 in., com- plexion fresh, long face, hair light brown, eyes grey; dress, grey jacket suit, long brown over- coat, grey cap, light lace boots. A farm labourer. May endeavour to enlist. Warrant issued. Information to Chief Constable Harriss, Lan- caster. MONMOUTHSHIRE. 27.— Monmouth ( County). — For leaving his wife and family chargeable to the Monmouth Union— SILVESTER JAMES, age 40, height 5 ft. 7i in., complexion fresh, hair and moustache brown, eyes ( wild expression) blue, bald patch size of a 2s. piece on back of head, addicted to drink, of smart appearance. He served 18 years in the Royal Engineers. A shoemaker; native of Monmouth. Warrant issued. Information to Capt. Parker, Supt. of Police, Monmouth. NORFOLK. 28.— Yarmouth ( Borough).— For stealing a bicycle ( recovered)— GLADYS LAUDER, alias ROSS and PHILLIPS, age 24 or 25, height 5 ft. 2 or 3 in., stout build, paints face, hair dark, wears a fringe; dress, grey jacket, dark skirt, blue silk blouse, crimson hat with large strings attached. Stated she was an actress, recently returned from New York. ( See Cases Nos. 9, 13, and 29, 31st ult.) Warrant issued. Information to Chief Constable Parker, Yar- mouth. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).—¥ OT forg- ing and uttering a receipt for the payment of £ 1, 6th ult.— WILLIAM SHARMAN, age 30, height about 5 ft. 6 in., complexion pale, hair, moustache, and eyes dark; dress, blue striped jacket suit, light dust coat, dark cap, blue and white knitted tie. WIL- SON, alias GROVE, age about 40, height 5 ft. 8 or 9 in., stout build, complexion fair, moustache light, walks badly; usually wears blue jacket and trousers, red vest, a brown check suit, or brown leggings, cap, or hard felt hat, and the stolen coat and breeches. A restaurant and public house manager. He came from Torquay about 8 months ago, where he stated he was manager of a res- taurant for several years, formerly managed a public house at Cardiff, has resided at Plymouth, speaks of Bath.
