All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. _ ... 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings 0/ stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first• instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 3! O XST , 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment u ill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual / orm, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. COOPER, W., 753 Old Kent Road— A dealer in bicycles. He seems to do a genuine business; but his methods are unsatisfactory. — POLICE GAZETTE, 8th December, 1899. ( No. 111967.) DAVIS & CO., alias ALLEN & Co., 9 Peck- ham Park Road, and ALFRED & CO., 26 Denmark Hill, S. E., pawnbrokers and jewel- lers. — They advertise unredeemed pledges at very low prices; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. DAY, ERNEST, 439 Old Kent Road.— Deals in waste paper, etc. Writes well- to- do people, stating that he has a very old but well- preserved print of one of their ancestors or near family connections, which he offers usually for about £ 2. Generally adds that the print has been in his family for some time, and that he would not part with it except that adverse circum- stances compel him. — POLICE GAZETTE, 22nd November, 1901. HENRI CHARTON, etc.— Writes from France to hotel- keepers that he has deposited a sum of money at a London bank to cover cost of board, etc.; a letter usually follows from a supposed carrying agent, asking the hotel proprietor to remit money to cover cost of conveying luggage. — POLICE GAZETTE, 15th May, 1903. " ( No. 167306.) GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold pros- pecting) that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is re- quested upon the security of a bar of gold. The " bar of gold " is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 133001.) GOODE, ERNEST, 184 Oxford Street, London. Dishonest advertising. People are duped into believing that they are receiving as gifts the articles he sells at a good profit.— POLICE GAZETTE, 10th December, 1897. ( No. 105105.) HAMBURG LOTTERIES. — These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them. — POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND & CO., 94 St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) J. A. HARDY & CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrust- ing debts for collection are told, when they press for settlement, that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HENRICKSEN, HENRI, alias HENDERSON. — Bogus servants' agency. Obtains, fees from employers, but fails to supply the servants in many cases.— POLICE GAZETTE, 25th October, 1901. ( No. 118457.) HIPPOLYTE, alias LE BLUFF.— POLICE GAZETTE, 20th December, 1901. — Now uses name of MORDAUNT, and advertises from 25a Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL SUPPLY STORES, 24 Crampton Street, Walworth. — Many complaints are le- ceived, but the firm generally discharges its obli- gations. It appears to be unbusiness- like and dilatory in its methods. ( No. 168831.) KEW TRADING ASSOCIATION, 16 Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise- ments. Nothing has been ascertained to justify Police action. ( No. 171830.) OLD AGE PENSIONS, 16 Great James Street, Bloomsbury, W. C.— Carried on by S. S. Sec- combe and H. B. Wingfield. The scheme is not worthy of confidence; but as certain persons receive relief regularly, the proceedings afford no ground for Police action.— POLICE GAZETTE, 5th January, 1900. ( No. 128730.) F. S. SCOTT & CO., 101 Great Dover Street, S. E. Firm consists of father and two sons. They are of no standing, and obtain goods but neglect to pay for them, the County Court. Frequently summoned in ( No. 150842.) SEYMOUR, Dr. HAMILTON, Anerley Road, S. E.— Issues a paper called " The Age " at in- definite intervals, and advertisers suspect fraud, where months elapse before the paper appears. -— POLICE GAZETTE, 28th December, 1900. ( No. 105697.) SMITH & CO., alias NORTH & CO., and THOMAS SMITH PA YNTER.— Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. — POLICE GAZETTE, 24th February, 1893. ( No. 77433.) SPANISH SWINDLE.— This fraud has many phases, the most common being a sum of money either buried in the ground or impounded somewhere on account of debt, which, on being released, is to be divided between the swindler or his " orphan daughter" and the dupe. — POLICE GAZETTE, 21st October, 1898. ( No. 12657.) D. STEVENS or DA VIES, The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) STRAMONIUM CIGARETTES ; CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce ther- to become agents for the sale of Stramonium, Bronchial and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902. SYMONDS TEA CO., Savoy House, Strand, and SYMONDS' LONDON STORES, 124- 128 City Road.— Insert cleverly worded advertisements to mislead readers; also advertise bicycles, re- presenting that large numbers are obtained from America, which enables them to be disposed of at a cheap rate.— POLICE GAZETTE, 22nd June, 1900. ( No. 147333.) TANQUEREY, A., Paris.— Free portrait swindle, Writes prominent persons— and others— asking them to send their photograph, and promising to make an enlargement free. Before sending the picture he demands a sum of either ( a) cost of a suitable frame, or ( 6) cost of packing case and for transit. In either case the sum asked is exorbitant, and more than covers the whole cost of production. Unless the money is sent, photograph is neither re- turned nor promise fulfilled. — POLICE GAZETTE, 21st September, 1900. ( No. 74139.) Supposed a native of Glas- gow. He is a conjuror, also advertised himself as Dr. Macdonald, Anti- Microbe Ring Co., 95 Burn- side Street, Glasgow. Warrant issued. A bank clerk, late of Gleneldon Road, Streatham, formerly resided at Ponders End. Warrant issued. Information to Supt. Stark, 26 Old Jewry, E. C. BERKSHIRE. 10.— Newbury { County).— For obtaining 4 blouses by fraud— A WOMAN, who gave the name of D. JOHNSTONE, age about 60, short, hair bright brown ( may be dyed); wearing dark clothes, fur cloak. Had in her possession a basket portmanteau. She took lodgings at Hungerford, wrote to tradespeople at Newbury, ordered goods to be sent to an address at Hungerford, and on receipt of the articles absconded. Supposed to have committed similar offences elsewhere. Warrant issued. Information to Supt. Robotham, Newbury. CHESHIRE. 11.— Crewe { County).— For obtaining £ 10 by confidence trick, 28th ult.— TWO MEN ( 1st, age about 33, height 5 ft. 10 in., complexion dark, hair dark brown, thick moustache ( curled at ends) dark; dress, grey overcoat, dark suit, dark grey neckerchief, hard felt hat, lace boots. 2nd, age about 30, height 5 ft. 5 or 6 in., complexion fresh, Roman nose, hair and moustache ( rather short) dark; dress, brown short overcoat, dark suit, grey cap, brown boots with square toes, and leggings.) Both spoke with Lancashire accent They booked to Preston, 28th ult. Warrant issued. Information to Supt. Pearson, Crewe. IZ.— Masiiwsch ( County).— For obtaining £ 1 by false pretences, at Hankelow, 24th ult.— CHARLES RICHARDSON, age about 40, height about 5 ft. 7 in., hair dark brown, clean shaved, eyes ( supposed) brown, nose has been broken, abscess mark under left ear; dress, grey suit, ( vest double- breasted), dark muffler with red stripes, grey peak cap, light lace boots. He called on a blacksmith, to whom he gave a note purporting to have been sent by the coachman where he was em- ployed, asking for the loan of £ 1. Warrant issued. Information to Supt. GLOUCES TERSHIRE. 14.— Gloucester ( County).— For failing to report— Supervisee WILLIAM BARTLETT, Office No. 1010- 03, age 40, height 5 ft. 6£ in., com- plexion dark, hair dark brown, eyes brown, scar upper lip, small lump palm right hand, 3rd left finger has been broken; dress, dark grey suit and cap, dark tie. A carpenter; native of Deddington, Oxon. Sentenced at Gloucester County Quarter Sessions, 6th April, 1904, to 9 months hard labour and 3 years supervision for obtaining money and lodgings by false pretences. Liberated on remission, 24th ult. 1479. To be dealt with where found. 15,— Gloucester ( County).— For failing to report— Supervisee ALBERT SCOTT, alias SID- NEY ALBERT SCOTT, LEWIS SCOTT, and WILLIAMS, Office No. 2004- 04, age 34, height 5 ft. 6 in., complexion sallow, hair brown, eyes grey, scar under chin. A labourer; native of Bath. Sentenced at Gloucester County Quarter Sessions, 22nd June, 1904, to 6 months hard labour and 2 years supervision for housebreaking. To be dealt with where found. Information to Deputy Chief Constable Harri- son, Gloucester. HAMPSHIRE. 16.— AMershot ( County). — For stealing, 2nd inst., a silver English lever open face watch, No. 533389, with a silver knotted Albert, silver locket and tassel, attached; 1 do. Geneva, No. 55521, " W. C." scratched with pin inside outer case, small piece of glass chipped out, a silver Albert, long links, silver compass, and old sixpence attached— A MAN, age about 38, height 5 ft. 4 or 5 in., complexion fair, hair light, moustache sandy, eyes ( rather sunken) blue, freckles on forehead; dress, dark jacket and vest, grey striped tweed trousers, green mixture tie, grey cap, lace boots. He took lodgings, 31st ult., ana stated that he had obtained employment as a carpenter at the Cavalry Barracks, and that his tools were coming from Newbury. Had with him a bicycle. He appears identical with GEORGE MATTHEWS, Case No. 30, 30th ult, Information to Supt. Hawkins, Aldershot. 17.— Alton ( County).— For deserting their children, leaving them chargeable to the Common Fund of the Alton Poor Law Guardians— ALBERT JOHN GARDINER, age 35, height 5 ft. 9 in., complexion fair, hair and whiskers brown, eyes grey, slightly deaf; dress, black jacket and trousers, plaid vest, light tweed cap. A labourer; native of Portsmouth.— LTJCY GARDINER, age 33, height 5 ft. 6 in., com- plexion fair, thin features, hair and eyes brown, front upper teeth missing; dress, black jacket, violet skirt, sailor hat trimmed black silk, large buckle in front. A native of Headley, Hants. Supposed to be tramping the country. Warrant issued. Information to Supt. James, Alton. LANCASHIRE. 18.— LesSjh ( County).— For failing to report — Supervisee ROBERT THOMAS, Office No. 841- 00, age 37, height 5 ft. 3| in., complexion fresh, hair and eyes brown, scar across right side forehead, " 98," Staffordshire knot, girl under- neath left arm, bust of woman left wrist. A collier; native of Mowcop, Staffs. Sentenced at Hanley Sessions, 30th June, 1899, to 10 months hard labour and 5 years supervision for pigeon stealing. 1595. Information to Supt. Cocker, Leigh. 19 — Liverpool ( City).— For failing to re- port — Licence- holder JOHN THOMAS SMITH, alias JOHN WILLIAM ADAMSON, and THOMAS SMITH, Office No. 1893- 04, age 30, height 5 ft. 9 in., complexion fresh, hair light brown, eyes blue, scar right eyebrow, left jaw, and back of neck, mole left side neck, cross flags left forearm, left thumb nail disfigured. A groom; native of Ramsbottom. Sentenced at Preston County Sessions, 13th February, 1901, to 5 years penal servitude for burglary and housebreaking. Licenced 25th November, 1904. b 26. To be dealt with where found. 20. — Liverpool ( City). — For obtaining money by false pretences— ALBERT ROW- LANDS, alias BERTIE EVANS, age 35, height 5 ft. 9 in., complexion sallow, hair dark, clean shaved, eyes brown, blue scar on upper lip, bust of female wearing hat right forearm, front teeth decayed; dress, blue serge suit, check cap. A groom or stoker; native of Shrewsbury. He called at the address of a barman during the latter's absence, represented he was the barman's em ployer, and that he had just met with an accident while driving, thereby obtained £ 4, ostensibly for the repair of the trap. Convicted at Birken- head, 1st January, 1890, and at Knutsford, 2nd July, 1890, of larceny; at Salop Assizes, 3rd March, 1891, of false pretences; at Shrewsbury, 15th December, 1891, of making a false answer on attestation on enlistment. Absconded 3rd December, 1904. Warrant issued. 21. — Liverpool ( City). — For ' obtaining money by false pretences— A. BULLY or T. H. SMITH, age 47, height 5 ft. 7 or 8 in., good build, full red face, hair and moustache ( turning grey) black, stout; wearing dark clothes and soft felt hat. He replied to an advertisement in the Gardener's Chronicle for bedding geraniums, falsely represented that he was a contractor for the Liverpool parks and gardens, and could supply the cuttings. Advertiser forwarded £ 1 5s., but have not received the plants. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. ? 2.— Lincoln ( City).— For obtaining food, money and wearing apparel by false pretences, 29th ult. — HARRY WILSON, alias MAJOR DURRANT, GRAHAM, BARTLETT, & c., age 60, height 5 ft. 9 in., complexion pale, hair grey, eyes brown, blue mark back of left hand, scar root of nose. He takes lodgings, states he is a retired Major from the 9th Lancers, is in receipt of a pen- sion, also that he has a large sum of money in a bank at Annan, N. B. Calls on dealers and obtains wearing apparel on approval. Has been convicted at Leeds, Leicester, Chester, Northamp- ton, Newcastle, Worcester, and Leamington. Absconded, 29th ult. Warrant issued. Information to Chief Constable Coleman, Lin- coln. MONMOUTHSHIRE. 23.— Abergavenny ( County).— For per- jury— FRANK KEY, age 27, height 5 ft. 5 or 6 in., complexion pale, hair brown, moustache light, A native of Birmingham. Formerly carried on business at Cardiff as a medical specialist. Will probably open a similar business in an as- sumed name. Warrant issued. Information to Supt. Davies, Abergavenny. METROPOLITAN POLICE DISTRICT. 24.— K Division.— Special attention is called to Expiree THOMAS LEIGH, alias THOMAS BIRD, THOMAS JAMES, ALFRED JAMES, and LEE, Office No 2067- 97, Case No. 102, 16th ult., whose arrest is sought on a warrant for horse stealing ( property recovered), age 26, height 5 ft. 9| in., strongly built, slightly round shoulders, complexion fresh, hair ( turning grey) brown, moustache light brown, eyes grey, scar each side forehead and back of head, thick lips, smart, horsey appearance. When last seen was wearing a brown jacket suit, tight fitting trousers, cloth cap, stand up collar, bow tie. A dealer; native of London.
