T S I E PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 30, 1904. VOL. XXI., No. 2192. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kindi to complete the inquiries asked for. Not to be arrested. 4.— 5 Division.— For stealing from her lodgings, 19ih inst.. a lady's gold horizontal watch, No. 101065, " No. 126894" scratched inside dome ; 1 gold seal, shape of a Roman knight in armour, pale pirk stone; and £ 5 12s. 6d.— HELEN MARTHA STAPLEY, age 17, height 5 ft. 3 in., complexion pale, hair and eyes dark ; dress, blue skirt, pink cotton blouse, black short jacket, brown fur boa, black sailor hat ( black band). A native of London. 5.— W Division.— For unlawful wound- ing, 23rd inst.— GEORGE HENKY GATSELL, age 24, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue, scar left knee, woman's head, man's head, and a snake in red and blue ink, left forearm, clasped hands, " In true love" in blue ink right forearm ; dress, dark jacket suit, dark blue cap, lace boots. CITY OF LONDON. 6.— For forging a bill of exchange for £ 6 6s.— CHARLES F. MAYERS or MEYERS, age 35, height 5 ft. 7 in., complexion sallow, hair, pointed beard and moustache black; dress, usually black clothes. A German clerk, late of Heygate Street, Walworth. BERKSHIRE. 7.— Windsor ( Borough). — I or obtaining goods by false pretences — ALFREDI DEMAR- INIS, age about 28, height 5 ft. 1 in., complexion pale, thin features, hair ( some supposed false) and moustache ( stubby) black, very talkative, speaks English badly; dress, black jacket suit, grey three- quarter length covert coat, long black cape with hood, grey cap, grey tie, small gold pin therein, brown spats and boots, wearing a heavy gold chain, long links. A native of Toscano, Italy. Stated he was an artist and decorator. He took lodgings for himself and brother, whom he stated was com- ing on with the luggage, and that they were en- gaged to decorate a new residence in the neigh- bourhood. Absconded 26th ult. CHESHIRE. 8.— Crewe ( County).— For non- payment of fine and costs, imposed for using profane language, contrary to the Borough Bye Laws ( Crewe), 12th ult.— JOSEPH FLINT, age 50, height 5 ft. 6 in., complexion sallow, hair dark, moustache black, eyes grey, injury to nose; wear- ing dark clothes and cap. A sweep; supposed a native of Cardiff. May be found at common lodging houses. Warrant issued. 9.— Crew** ' County).— For failing to report — Supervisee THOMAS BRADBURY, alias ARTHUR HARRISON, Office No. 1695- 01, age 24, height 5 ft. 6^ in., complexion fresh, hair brown, eyes grey, scar centre of forehead. A collier; native of Warwick. Sentenced at Bolton Borough Police Court, 13th October, 1904, to 2 months hard labour for obtaining food, & c., by false pretences; has also been convicted of similar offences and larceny at Atherstone, Carlisle, Stafford, Tamworth, Warwick, Nuneaton, and Shrewsbury. Under supervision on a former sen- tence till 29th September, 1905. Information to Supt. Pearson, Crewe. DEVONSHIRE. 10.— Torquay ( County).— For larceny— STANLEY FOX, alias B\ KER and STANLEY, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair black, eyes very dark ; dress, supposed black sait, square cut coat, high cut vest, trousers tight below knees, check cap or black bowler hat, brown boots, " American Boot Co., Regent Street," inside. Carried a brown Gladstone bag. He travels the country with Hancock's roundabouts. Warrant issued. Information to Supt. He took lodgings at a Temperance Hotel, 15th inst., the following day he took lodgings at a private lodging house, com- mitted larceny, and decamped, 17th inst. He is no doubt a travelling thief. Marden, Brentwood. 15.— Thorpe { County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Tendring Union— GEORGE BULL, age about 36, height 5 ft. 3 iD., com- plexion ( sunburnt) ruddy, hair brown, eyes blue; dress; black jacket and vest, brown speckled trousers, light cap, lace boots. A native of Great Clacton. Warrant issued. Information to Supt Jones, Thorpe- le- Soken. GLOUGES TERSHIRE. 16.— Chipping Sodbury ( County).— BERT POLLARD, Case No. 38, 7th October last. Not now wanted. Warrant withdrawn. HAMPSHIRE. 1' — Fareham ( County).— For obtaining 2s. by false pretences, 26th ult.— A MAN, who gave the name J. THOMPSON, age about 30, height about 5 ft. 9 in., complexion dark, hair and moustache dark brown, prominent forehead; dress, dark tweed suit, double breasted vest, hard felt hat. He represented himself as a traveller for a firm of tailors, solicited orders for clothing on monthly payment system, obtained deposits, and decamped. Warrant issued. Information to Supt. Warrant issued. 19 — Portsmouth ( Borough) — For forging and uttering a banker's cheque for £ 2 5s., 28th November last— FRANCIS JAMES BACON, age about 30, height 5 ft. 5 or 6 in., complexion sallow, small features, hair and slight moustache dark, stoops slightly; probably wearing blue serge suit, hard felt liat. Has been a ship's steward. May be found in company of betting men. Warrant issued. Information to the Chief Constable, Portsmouth. 20.— Southampton ( Borough*).— For forg- ing bogus orders for payment of money for a Trades' Directory — ARTHUR EDWARD FUNNELL, age 38, height 5 ft. 6 in., complexion fresh, hair brown, eves blue; well dressed. Formerly a can- vasser for a Trades' Directory; native of Exeter. He has been operating in the Provinces for the past two years with A. Funnel and E. Ayre. ( See Case No. 57). Supposed wanted elsewhere. Warrant issued. Information to the Chief Constable, Southamp- ton. HER TFORDSHIRE. 21 .— Ware ( County).— For stealing 7 fowls, 19th inst.— GEORGE GODDARD, alias WIL- LIAM BOWCOCK, age about 20, height 5 ft. 5 or 6 in., thick set, slightly round shoulders, complexion pale, round face, hair dark, clean shaved ; dress, short dark jacket, tight fitting dark trousers and cap. A bargeman, is well- known along the river Lea between Ware and London. Warrant issued. Information to Supt. Duke, Ware. ISLE OF WIGHT. 22. — Newport ( Town). — On commitment warrant for failing to appear to a bankruptcy ex- amination — FREDERIC HEARN JOYCE, late of Freshwater, age 49, height 5 ft. 8 in., in- clined to be stout, complexion fresh, head some- what pear shape, hair ( thick, may be dyed), moustache and eyes grey, prominent ears, of military appearance; dress, usually Nor- folk suit, golf cap. A notary public. Has served as an officer of Artillery Volunteers. Information to Supt. Ayres, Quay Street, New- port. KENT. 23.— Gravesend ( Borough)— For stealing, 20th inst., a " Saddington " bicycle, 26 in. frame, front and back brakes, black celluloid mud guards, flat handle bars, ordinary bell, pneumatic tyres— A MAN, who gave the name of — THOMPSON, age about 24, height 5 ft. 4 or 5 in., hair brown, scar under left cheek bone; dress, black jacket, naval trousers, dark skull cap. Stated he was an able seaman of H. M. S. Aruon, lying at Chatham ( false). Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Thornton, Gravesend. 24.- Margate ( Borough). — For stealing from their lodgings, between 8th and 21st inst., a black cloth skirt, trimmed black silk, H small frills around bottom ; a youth's blue rough tweed suit with white stripes— BENJ A MIN SMITH, alias HICKSON and McIVER, age 35, height 5 ft. 5 or 6 in., hair and moustache brown ; wear- ing biack overcoat, grey cap, may be wearing the stolen suit.— ALICE SMITH, alias HICKSON, age Si, height 5 ft. 4 to 6 in., complexion fair, hair light, impediment in speech ; wearing black skirt, grey jacket, black velvet hat trimmed large black feather.— ROSK HICKSON, alias HICKS and SMITH, age 40, rather short, complexion fresh, impediment in speech ; dress, black dress, short jacket, black chiffon hat. Had with them a boy age 2± years, wearing a cream jacket, red tam- o'- shanter. Warrant issued. Information to the Chief Constable, Margate. 25.— Ramsgate ( Borough).— For stealing, 18th inst., a " Eureka " bicycle, black enamelled, 24 in. frame, " Vox Populi " front rim brake, War- wick tyres, back tyre repaired, black mud guards, flat handle bars, black enamelled, felt grips, rubber pedals, " Eureka " on both hubs, enamelled lamp attached— A MAN, who gave the name of T. WALTERS, age about 26, height 5 ft. 5 or 6 in., scar left side of face and under chin ; dress, dark jacket and vest, blue serge ( sailors') trousers, dark cap, red tie; appearance of a sailor. Is believed to have been discharged from the Royal Marines about 2 years ago. Warrant issued. Information to the Chief Constable, Ramsgate. LANARKSHIRE. 26.— Glasgow ( City).— For failing to report — Licence- holder WILLIAM BAKER, alias WILLIAM LEE, GEORGE WILLIAMS, THOMAS FRENCH, WM. SMITH, WILLIAM NELSON, WILLIAM JONES, JAMES TAY- LOR, JOHN JAMES, WILLIAM WATTS, WILLIAM WOOD, and WILLIAM MAY, Office No. 3410- 00, age 62, height 5 ft. 3£ in., complexion fresh, hair ( nearly bald) brown, eyes grey, scar on right cheek bone. LANCASHIRE. 27.— Bolton ( County).— For stealing 4s. 0£ d. — A MAN, age about 40, height 5 ft, 7 or 8 in., complexion, hair and moustache ( cut short) dark, eyes brown ; dress, dark jacket and vest, grey trousers, light check cap. lace boots, may be wear- ing a brass watch and chain. Supposed a native of Newcastle. He took lodgings, stating he was an agent for a firm of soap manufacturers. 28.— Bolton ( Count)/).— For obtaining money by false pretences— ROGER BRENNAN, age 17 ( looks older), height 5 ft. 4 in., complexion fresh, hair and eyes brown, large scar under right jaw ; dress, mixture tweed jacket and vest, tight- fitting trousers and cap, of horsey appearance. He hawks spectacles, representing that he belongs to a local firm of opticians, and obtains money for worthless glasses. Warrant issued Information to Snpt. Leeming, County Police Office, Bolton. 29.— Bury ( County).— On commitment war- rant for non- payment of £ 155 19s. 8d., or in default 9 months imprisonment, for offences under the Food and Drugs' Act— GEORGE JACKSON, alias THOMAS REILLY ( correct name THOMAS DUHKIN), age about 40, height 5 ft. 41 in., slight build, complexion sallow, hair and moustache dark brown, cheeks sunken, large ears, rather large nose, small mole on left cheek. He is one of a gang who open shops in different parts of the country and sells margarine as butter. Has been previously convicted at Crewe. Information to Supt. Noblett, Bury. NOR THA MP TONSHIRE. 30.— Northampton ( Borough).— For steal- ing from his lodgings, 19th inst., a blue serge suit, square cut jacket, " Thompson, Tailor, North- wich," on tab, trousers of a slightly different shade; 1 light cap, " Royal" supposed inside; 1 light shirt with blue stripes, " 512" inside collar; 1 white undervest; 1 navy blue tie; 1 collar, size 144, " Cowall, Wyatt and Coy., 34 Abing- ton Street, Northampton," inside; 1 pair black merino socks; 1 silver match box, initials " A. L." thereon; 1 silver curb Albert, silver locket containing photograph of a man and woman, horse shoe on one side, attached; 1 lady's small brown leather purse, steel fastenings, and £ 2 10s. — GEORGE MATTnEWS, age 35 to 40, height 5 ft. 5 in., face slightly freckled, hair and slight moustache inclined to ginger; dress, black jacket, dark trousers, blue tie, wearing a silver watch, large Roman numerals, lady's silver chain attached.
