All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. _ A remittance of 5s. should be made- in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOWS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or_ recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual / orm, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. SPECIAL MEMORANDUM. METROPOLITAN POLICE DISTRICT 1.— Criminal Investigation fle- partment. — Description of H. C. SCOTT, alias McGEE, JULES HAMEL and GEORGE STEVENSON, age 30 to 40, height 5 ft. 6 in., moustache and eyes ( full) brown; dress, generally jacket suit and cap, who is wanted for obtaining money by false pretences. He calls on Canadians, Australasians, Anglo- Indians, and others, repre- sents that he is either the steward or engineer of a steamship lying at the Docks, that he has a case, which he will forward, and if possible, obtains money for carriage of same. This man re- cently called on Timber Merchants at Hull with a letter, in which he stated that he has been employed by the firm of Morgan, Gellibrand & Co., Newfoundland, and asked if the persons called upon were their agents, also if there are any Quebec firms, such as R. R. Dobell & Co., J. Burstall & Co., known to them. It is anticipated that he may call on Canadian Merchants and other persons connected with the Timber Trade at other Ports in the United King- dom, and it is requested that they should be warned against this man, and asked to acquaint Police, should he call. A moulder; native of Northampton. Sentenced at Nottingham City Sessions, 4th July, 1902, to 12 months hard labour and 2 years super- vision for housebreaking. Released on a subse- quent sentence of 1 month from H. M. Prison Wakefield, about' 27th September last. 981. To be dealt with where found. 4.— E Division.— For embezzlement, 3rd inst.— WILLIAM CLARIDGE, age 24, height 5 ft. 8 in., slight build, complexion fair, hair light brown, clean shaved, eyes hazel, walks erect; dress, dark jacket and vest, grey check trousers, dark cap. A milkman; native of Newington, London. Warrant issued. 5.— E Division.— For stealing ( servant) £ 4, 14th inst. — WILLIAM McKAY, age 25, height 5 ft. 4 in., complexion ruddy, hair black, moustache sandy, eyes grey, bad teeth; dress, black jacket and vest, black and grey striped trousers, light check cap, red muffler, lace boots. A native of Newcastle- on- Tyne. Warrant issued. MURDER. 6.— J Division.— For murder— WILLIAM HOFFMAN, age 38, height 5 ft. 6 in., slight build, complexion sallow, oval face, rather pointed nose, hair, beard, whiskers and moustache very dark, eyes brown, deaf, apparently depressed; dress, serge jacket, double- breasted vest, and trousers, old blue serge cap. A coal dealer; may visit a relative at Little Kineton, Warwick- shire. l.— K Division.— ISAAC BENJAMIN, Case No. 1, 23rd ult., not to be arrested. 8.-/ 7 Division.— For stealing a camera, tripod and 3 lenses— WILLIAM HOUSMAN, age 30, height 5 ft. 5 or 6 in., complexion pale, round face, hair brown, scar above left eyebrow, small straight nose, high forehead, pointed chin, front teeth decayed, swinging gait; dress, light grey suit, black bowler hat. A photographer; native of Blackpool. 9 — W Division.— For embezzling, £ 2 13s. 6d.— FRED ARNOLD, age 33, height 5 ft. 6 or 7 in., complexion fresh, round face, hair dark, moustache ( waxed at ends) dark brown, eyes ( sunken) brown, front teeth broken, blinks when speaking; dress, dark jacket suit, hard felt hat. A native of Derbyshire. Has been em- ployed as manager to a furniture dealer. May seek employment as a canvasser. Warrant issued. CITY OF LONDON, 10.— For obtaining £ 267 10s. by false pretences — ALFRED BALDERSON, age 45, height 5 ft. 8 or 9 in., slight build, complexion sallow, thin face, hair ( bald on top) and moustache light, wears gold rimmed glasses; usually wears frock coat, silk hat. Keyte, Station Cycle Works, Maidenhead," free wheel, rat trap pedals, brake front wheel, reflex clipper tyre back wheel, ram's horn pattern handle bars — A MAN, age about 25, height 5 ft. 8 in., com- plexion fresh, full face; wearing old grey over- coat, black hard felt hat. CHESHIRE. 13— Broxton ( County).— For obtaining 5s by false pretences at Malpas, 30th ult.— HENRY McKENZIE, aluis GEORGE CLIFFE, GEORGE EMERY, CHARLES HUMPHREY, GEORGE HAMMERS, GEORGE CADDIE, GEORGE BROWN, WILFRED FRED ASHTON, and S. S. LEVY, Office No. 347- 03, age 41, height 5 ft. 4J in., complexion fresh, hair ( turning grey) brown, eyes grey, 2 scars right of forehead and back of each hand, mole left of neck, irregular teeth ( 2 in upper jaw broken); dress, dark jacket suit and hard felt hat. A stoker; native of Stone, Staffs. Calls on corn dealers, & c., to whom he falsely represents himself as the advance agent of " Lord John Sanger," whose circus is about to visit the town, orders forage, on which he draws a commission. Has been convicted of similar offences at Knutsford Sessions, Chester Assizes, Linlithgow, Edinburgh, Falkirk, Swansea, Stafford, Llandysils, and Hunts Quarter Sessions. Warrant issued. Information to Supt. Hicks, Broxton. 14.— Crewe (('• ou. nty).— For stealing from his lodgings, 19th inst., a silver English lever watch, No. 58112, and £ 1— ALEX. WESTWOOD ( supposed false), age about 26, height 5 ft. 6 or 7 in., complexion pale, hair brown, eyes dark blue, good teeth, of smart appearance; dress, mixture Scotch tweed cycling suit, broad seam down back of coat, cap of similar material, dark tie, cycling stockings with red stars at top, brown button boots. A good pianist and organist. He entered a chapel and pretended to faint, afterwards ob- tained lodgings for one night by representing to one of the congregation that the minister had sent him. Warrant issued. 15. — Crewe ( County). — For attempted housebreaking at Weston, 21st inst. — A MAN, age 20 to 22, height about 5 ft. 2 in., complexion rather dark, hair dark brown; dress, dark suit, tight fitting trousers, necktrchief with red and white spots, cap. A native of Liverpool. Stated he belonged to the Liverpool Militia. Warrant issued Information to Supt. Pearson, Crewe. 1 — Macclesfield ( County). — For stealing 7 bushels of oats, 20th ult.— WILLIAM HENRY EARLS, age 30, height 5 ft. 9 in., com- plexion fresh, hair brown, eyes blue; dress, dark mixture coat with raised seams, flaps to pockets, brown cord trousers, cap, lace boots. A rag gatherer or shoemaker; native of Macclesfield. Warrant issued. 17.— Macclesfield ' mty).— For stealing £ 1 5s., 23rd ult. — FRED HOULDS- WORTH, age 14, height 5 ft., complexion fair, hair dark brown, eyes brown; dress, dark jacket and cap, blue vest and trousers, lace boots ( piece cut out of inside of each). A native of Hudders- field. He absconded from the Manchester and Salford Reformatory, obtained employment 19th ult., and on 23rd ult., during the temporary absence of his employer, committed larceny and decamped. DERBYSHIRE. 18.— Eckington ( County).— For stealing at Creswell, between 26th July and 28th ult., a horse, cart and harness ( recovered)— WILLIAM TATHAM, age 22, height 5 ft. 10 in., complexion fair, hair ( bushy) brown, slight moustache ginger, eyes grey; dress, navy blue jacket suit, single breasted vest, light check cap, light lace or button hoots, or brown jacket suit, double- breasted vest. ^ butcher; native of Mansfield, Notts. Warrant issued. Information to Supt. Andrew, Eckington, near Sheffield. DURHAM. 19. — Sunderland ( Borough). — Licence- holder JOSEPH DOBINSON, Office No. 2750- 97, Case No. 16, 14th inst., not now wanted for the larceny referred to in above case, but appre- hension is now sought on a warrant for failing to report. May be found at common lodging houses. Information to Chief Constable Carter, Sunder- land. ESSEX. 20.— Saffron Walden ( County) — On commitment warrant for non- payment of £ 1 5s., or 14 days imprisonment for taking partridge eggs— AMOS LOVERIDGE, age 38, height about 5 ft. 9 in., complexion ruddy, side whiskers and moustache; wearing a long brown overcoat, soft felt hat. He travels the country with a bundle of umbrellas, and sometimes a tinker's barrow on tricycle wheels. Is accompanied by A WOMAN and FOUR CHILDREN. Information to Supt. Harrington, Saffron Walden. 21. — Soulhend- on- Sea ( County).— For obtaining £ 2 7s. 6d. by a worthless cheque— A. MILLER, alias ALEXANDER ELDER, age 39, height 5 ft. 2 in., complexion fresh, hair ( bald on top) and moustache brown, eyes blue, hairy mole right cheek and bend of right arm, brown mole right side of chest, suffering from eczema; wearing dark frock coat, high silk hat, gloves. A German, speaks broken English. Sentenced at the Central Criminal Court, 21st October, 1895, to 15 months imprisonment for stealing a piano, etc., in name of Alphonse Armour, and at the same Court on 7th April, 1902, to 18 months imprison- ment for obtaining goods by false pretences. He had an office at Fenchurch Street, E. C., and traded as Waters, Son & Co., shipping agents. Warrant issued. Information to Inspector Brown, Southend- on- Sea. GLAMORGANSHIRE. 22.— Cardiff ( Borouqh).— For stealing £ 5 from his lodgings — FRED SHORT, alias GEORGE EVANS, ROBERT SHARPE, and FREDERICK POVEY, an Irishman, age about 30, height 5 ft. 7i in., complexion fair, long face, hair light brown, eyes grey, small brown mole right side of nose, tombstone, " G. R. E. F. C. V. E," and heart inside left forearm, hands and heart and heart pierced with dagger back of left hand, cut scar upper lip, two wounds on shoulder; wearing bandsman's uniform of the Worcestershire Regi- ment, stated he was a clarionet player, and was on sick leave, had in his possession Army papers bear- ing the name of Short. A labourer. Has been convicted at Bristol and Warwick of fraud and forgery respectively. Warrant issued. Information to Head Constable McKenzie, Cardiff. 23.— Cardiff ( Borough).— GEORGF, BAY- LYN, Cas « No. 20, 14th inst.. is identical with Expiree GEORGE VAUGHAN, Office No. 1997- 01. GLOUCESTERSHIRE. 24.— Stroud ( County)— CORNELIUS MAYO Case No. 25, 2l* t inst. Information cancelled. HAMPSHIRE. 25.— Basingstoke ( County).— For steal- ing, between lst and 10th ult., 2 cart wheels ( re- covered)— A MAN, age 35 to 40, height 5 ft. 3 or 4 in., complexion, hair, and moustache dark, full face; wearing dark clothes and cap. Had with him a large box on two old fashioned perambulator wheels. Travels the country and gathers rags, bones, etc. Is accompanied by his wife and two children. They stay at common lodging houses. Warrant issued. Information to Supt. Hale, Basingstoke. 2o.— Bournemouth ( County) — For ob- taining goods by false pretences, 18th inst.— A MAN, age about 35, height 5 ft. 8 in., square build, red face, hair and moustache brown; dress, blue reefer jacket, dark trousers, blue cap with peak. He called on a tradesman, represented that he was a traveller for a firm of confectioners, and solicited orders, then obtained a box of chocolate and a tin of bovril, bv stating that he required the articles for another tradesman, whose printed bill- head he uttered. Warrant issued. 27.— Bournemouth { County)— For non- payment of a maintenance order made under Sumniarv Jurisdiction ( Married Women) Act 1895 — FREDERICK WILHELM JOHANN GEORGE EDEN, alias COUNT VON DER GROEBEN, a German, age 36, height 5 ft. 7 in., complexion fair, hair light brown, eyes blue. Warrant issued. 28.— Bournemouth ( County)— For desert- ing his 2 children, leaving them chargeable to the Common Fund of the Christchurcli Union — ALFRED JOHN HURLEY, age 29, height 5 ft. 8 in., complexion fair, hair brown, slight mous- tache light, eyes hazel, shot, cross flags, anchors, 2 crosses left forearm, 5 crosses and star in centre back left hand, star, wheel and anchor right fore- arm, bracelet right wrist, cross back right hand, scar right side of head. Hack, Bournemouth. 29.— Winchester ( City). — For stoaling, 15th inst., a " Royal Onslow " safety bicycle, free wheel, enamelled black, plated rims, dropped handle bars, rim brakes, rat trap pedals, mud- guards, dent on down tubes and under saddle, celluloid grips, plated tips,, Brampton saddle, nearly new— FREDERICK CHARLES MADGE, alias ALFRED SMITH, age 24, height 5 ft. 10 in., slight build, complexion fresh, hair brown, eyes blue, 3rd right finger injured, flower and star outside left forearm, flower, vase and lily in- side right forearm, several dots, " L. M. R. I. " or " R. N. S. P." inside left forearm; dress, brown jacket suit, cap, lace boots. May seek employ- ment as barman or groom. Served in the Royal Horse Artillery; has in his possession a South African war medal, Gunner A. Smith, 12247 " around edge. Convicted of stealing a bicycle at Winchester in 1899. Warrant issued. Information to Head Constable Felton, Win- chester. KENT. .0.— Deal ( County).— For stealing £ 174— FREDERICK W. TENNEY, age about 35, height 5 ft. 7 in., slight build, complexion fair, hair light, moustache light brown; usually wears black square cut jacket and vest, dark grey trousers, black bow tie, black soft felt hat. Was employed as manager of a boot shop, has also been employed by boot manu- facturers at Paddington and Holloway, London. Absconded 2nd inst. Stated his intention of pro- ceeding to America. Warrant issued. Information to Inspector Heard, Deal. 31.— Maidstone ( County\— For stealing about 4 cwt. 52 lbs. of brass fittings— GEORGE THOMAS MORRIS, age about 55, height 5 ft. 7 in., rather stout build, complexion, hair, beard, rather long moustache, and eyes ( cast in one) dark, erect bearing, gruff voice; dress, blue suit, brownish overcoat, bowler hat with broad brim, American pattern. A metal dealer; native of Lon- don. Was charged at Clapliam about 12 months ago with inciting an employe to steal. Warrant issued. Information to Supt. Ford, County Police Office, Maidstone. 32. — Rochester ( City). — For embezzle- ment— HARRY R. COURT,' age 24, height 5 ft. 8 in., slight build, complexion fair, thin face, hair and slight moustache light brown, eyes brown; dress, dark grey suit. A commercial traveller. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Guildhall, Rochester. 33.— Maidstone ( Borough).— For desert- ing his wife and 2 children, leaving them chargeable to the Common Fund of the Maidstone Union— HENRY HARRISON, age 42, height about 5 ft.; dress, dark jacket suit, long black overcoat, black hard felt hat, lace boots. A shoemaker; native of Regent's Park, London. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 34.- Bury ( County .— For btehling from his lodgings, 14th inst., a Prudential Assurance Ordinary Branch 15 years' policy for £ 50 and profits, expires in 1907, No. 416453, in name of Eliza Blakemore; 1 do., one penny per week policy, No. 48455248, in name of Herbert Blakemore; 2 do., Nos. 39219595, 62126205, in name of Ernest A. Blakemore; and £ 4— A MAN, who gave the name of HARRY WILLIAMS, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair, thick moustache, and side whiskers brown; dress, dark suit, black twill overcoat. For the past 5 weeks he was employed as a tin and sheet metal worker; stated he was a native of Bolton. Is supposed to have been employed at Warrington and Blackburn. 35.— Bury { County).— F'> r stealing £ 13 at Heywood, 20th inst.— A YOUTH, age 15 ( looks older), height 5 ft., complexion sallow, hair black, eyes brown, of smart appearance; dress, dark suit with faint grey stripes, black cap. A grocer's assistant; native of Heywood. May endeavour to enlist. Absconded 20th inst. Information to Supt. Noblett, Bury. TUESDAY, OCTOBER 25, 1904. A tailor; native of London. Usually obtains lodgings by false pretences, stealing anything he can lay hands on, and decamps, or hires a horse and trap which he afterwards sells or abandons. Frequents good class hotels to small inns. Will no doubt commit offences daily; usually disposes of the property at jewellers.
