All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases irhere a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TZOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or_ recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded JO as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual formt and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. S., 1712- 1800, pro- file to right, in short wig, in oblong gilt frame, Bize 6 by 8 in., with gilt mount. " A celebrated inoculator for the small pox. Born in Essex and studied at St. Thomas's Hospital, London. Went in 1768 to Russia and successfully inoculated the Empress Catherine, for which he was largely rewarded in titles and wealth. He became a Banker at Hertford and was elected in 1780 to represent that Borough in Parliament. In 178 L he again visited Russia. Painted by Plimer, Presented February, 1880, by Mrs. J. C. Dims- d* le, N. P. G. 600. He represented that he had taken over the manage- ment of a hotel at Southend- on- Sea, and obtained the above amount from various waiters under the pretence of finding them employment. Sentenced at Cardiff Assizes, 14th March, 1904, to 6 months hard labour for larceny from contribution box; has also been convicted of similar offences and of larceny at Usk, Brecon, Liverpool, Taunton, Gloucester, Hereford, Wells, Shrewsbury, and Tiverton. CHESHIRE. 10.— Altrincham ( County).— For obtain- ing, by false pretences, a bright bay carriage horse, very showy, 7 years old, 16 hands, hind fetlock and patch on off fore leg white, is putting up 2 spavins, may go lame— T. MOORE, alias ALBERT TANSEY, age 36, height 5 ft. 6 in., slight build, complexion fresh, sharp features, freckled face ( blue marks thereon), hair light sandy, clean shaved, twitches one side of face, large joint right forefinger, spoke with Yorkshire accent, looks downwards when talking; dress, dark suit and cap, lace boots.— For aiding and abetting the above — ARTHUR G. WAIN- WRIGHT, age 40 to 45, height 5 ft. 10 in., com- plexion, hair, and moustache dark; dress, dark suit, hard felt hat. They answered an advertise- ment inserted in an evening paper, arranged to meet at the farm or place where the horse was for sale, and after completing the transaction, tendered a cheque ( on the Manchester, Liverpool, and District Ban k) which was found to be worthless. GLAMORGANSHIRE. 20. — Cardiff ( Borough). — For obtaining £ 2 18s. by a forged advance note— GEORGE BAYLYN, alias CHARLES GEORGE BAYLYN, age 37, height 5 ft. 6 or 7 in., stout build, com- plexion and hair dark, moustache and pointed beard dark brown, eyes brown, broad nose, rather high forehead; dress, navy blue serge suit, dark tie, black hard felt hat, often wears a yellow fancy vest. A boatswain. Warrant issued. 21.— Cardiff ( Borough).— For stealing £ 11— ARTHUR TOMBS, alias LONDON ( See Portrait, Case No. 38, 25th April, 1902), age 33, height 5 ft. 7. J in., slight build, complexion sallow, hair dark brown, lost right eye, impediment in speech, mouth always open, raises one eyebrow, and looks slightly upwards when commencing to speak. A native of London. Has been convicted at Malvern and Newport, Mon. May be found at Y. M. C. A. meetings, or calling upon persons who are charitably disposed. Id., between 1st July last and 4th inst., the monies of the United Society of Boiler Makers and Iron and Steam Ship Builders— PATRICK MURRAY, age 34, height 5 ft. 7 in., stout build, full round face, hair dark brown, moustache light, left shoulder a little higher than right ; dress, rough dark grey tweed jacket suit, red spotted tie, dark tweed cap, lace boots. Associates with low horse dealers. A native of Hartshead, near Ashton- under- Lyne. Information to Supt. Hewitt, Hurst. 27.— Liverpool ( Ci y).— For stealing six £ 5 Bank of England notes ; a return pass from Liverpool to New York, issued by the White Star Line at New York, loth September ; and a draft for £ 900— W. ROBERTS, age 50, height 5 ft. 7 or 8 in., complexion fresh, low wide forehead with large vein on one side, hair and moustache brown, may now be clean shaved, rather long nose with high bridge and hooked end, high cheek bones, cheeks sunken, narrow pointed chin, wide flat finger ends, American accent, is very t ilkative and boasts of having travelled Europe ; dress, black ovorcoat, blue serge jacket, broad ribbed dark blue serge vest and trousers, light peak cap, lace boots, large gold ring set red stone, wears glasses when reading, case of which is marked " Salt L ike City, Utah." Supposed a native of Manch? ster. On 6th inst., he received in London the following Bank of England notes in exchange for the draft, 6 £ 100, Nos. 9898o to 98991, dated 17th September, 1902 ; 4 £ 50, Nos. 95017 to 95050, dated l ith January, 1903; 6 £ 10, Nos. 92834 to 92839, dated 17th July, 1903; 8 £ 5, Nos. 21562 to 21569, dated 12th May, 1904. He travelled from New York to Liverpool with the loser. Is evidently an expert travelling thief, and may endeavour to proceed to America by one of the steamers sailing from the Continent. 28. — Liverpool ( City). — For failing to report— Licence- holder WILLIAM ANDERSON, Office No. 319- 04, age 28, height 5 ft. in., com- plexion fresh, hair light brown, eyes blue, ship tattooed front, cross flags and anchor back of left forearm, scar outside back and front of left hand, left eyebrow, back of right hand and thumb. METROPOLITAN 29. — N Division. — Special Attention is again called to ARTHUR LIONEL CHILDS, Office No. 141- 00 ( POLICE GAZETTE, 2nd August, 1901, Case No. 35), whose arrest is sought on warrant for housebreaking ( 27th June, 1901), and escaping from custody, age 31, height 5 ft 6J in., complexion fresh, hair, whiskers, and moustache brown, eyes blue, thin sunken cheeks, scar left eyebrow, above right eye, and bridge of nose, 2nd left finger deformed ; dress, blue serge coat and vest, litht striped trousers, check cap, and brown boots. Supposed to be committing housebreak- POLICE DISTRICT ings in the Provinces, and at the present time is said to be suffering from a seveie cut inside left wrist ( caused by glass when climbing a wall), which has injured the sinews to such an extent that the fingers have become contracted. To distract attention, may walk with the injured I hand in his coat pocket. Is likely to be found at race meetings or other large gatherings of similar kindn. CITY OF LONDON. 30.— For stealing, 19th April last, a ruby and diamond necklet— ALBERT CARLISLE HERTS or HERTZ, age 35, height 5 ft. 6 in., complexion pale, hair and mous- tache dark, usually wears glasses, o< smart appearance; dresses well, usually in dark clothes. C CHESHIRE. £ 5G REWARD. 33.— Hyde ( Borough).— For embezzlement— WALTER BAGSHAWE HARDING, age 32, ( looks older), height 5 ft. 7 in., well built, erect bearing, complexion fresh, hair ( curly) light brown, heavy moustache, heavy jaw and short upper lip, very noticeable if clean shaved, when commencing to speak has a slight lisp, well educated; dress, dark tweed morning suit, black felt hat, occasionally wears frock coat suit and silk hat. Is a good musician and comic singer, often engaged with amateur minstrels. Was employed as assistant overseer, & c. Absconded 21st ult. Is believed to have with him rate books for 3 years. SON, age 30, height 5 ft. 4 in., stout build, stoops, complexion fair, hair and slight moustache ( inclined to auburn) light, eyes brown, long finger nails, fiat feet; dress, blue reefer jacket, grey trousers, black and yellow bow tie, black hard felt hat, brown boots. A jeweller's assistant. He obtained a situation by a forged reference and absconded with jewellery. His apprehension is also sought for calling on jewellers', presenting a bill- head purporting to be written by a jeweller in the neighbourhood, re- questing that bearer be handed jewellery on approval. Has travelled the Provinces in the name of WILLI A MS. Is identical with WIL- LIAM JOHN 1YLER, alias JAMESON, see Case No. 40, 12th February, and Case No. 95, 24th June last.
