All communicationt for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particular* concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. C. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 104. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. ' Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. a. m o NS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable the'y are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide - that all persons convicted of offences falling under classes II to Y, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. Is an accomplished organist, pianist, and conductor, may seek employment in the provinces. A native of Woolwich. He was employed as writer at the War Office, uttered a document purported to be signed by his superior officer, whose signature he forged. Warrant issued. 3.— fal Division.— For embezzling, £ 10— ERNEST W. RIGBY, age 36, height 5 ft. 8 in, complexion fair, hair and eyes dark; dress, blue serge or grey flannel suit, brown soft felt hat or white straw hat. A native of Uxbridge. Is a good billiard player. Warrant issued. 4.— P Division.— For stealing £ 21 4s. 4H., from his lodgings, 4th inst.— JOHN WILLIAM CRIPPS, age 38, height 5 ft. 7 in, complexion fair, hair light, heavy bushy moustache ginger, eyes ( cataract left) blue, large scar bridge of nose, knock knees, part of ship tattooed on chest, star back each hand, bracelet each wrist, sailor and fiddle one arm, female, " Lizzie " under other; dress, blue diagonal jacket and vest, black trousers, red neckerchief, dark check cap with peak. A native of London. Warrant issued. 5.— X Division.— For stealing jewellpry EGBERT WYCHE, alias GERRARD, age 20, height 5 ft. 7 in, complexion pale, hair and eyes dark brown, clean shaved; dress, blue serge lounge suit, plaid cap, button boots. A music- hall artist. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BRECONSHIRE. 6.— Crick ho well { County).— On commit- ment warrant for non- payment of ill 8s. 9d. fine and costs— WILLIAM DAVIES, age about 30, height 5 ft. 7 or 8 in, complexion and hair dark, Was accompanied by TWO WOMEN ( one age about 30, tall and dark; other elderly). Stated they were going hop- picking. Travels with a chocolate colour van, " Plannah Davies" thereon, drawn by an old strawberry roan cart horse. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 7.— Aylesbury ( County).— For obtaining money and goods by a worthless cheque, 27th ult. — P. W. CULVER" ( supposed false), age 28 to 30, height 5 ft. 6 or 7 in, slight build, complexion sallow, thin face, hair and slight moustache dark, of good address, quiet manner; dress, dark mix- ture jacket suit, red tie, black bowler hat, lace boots. CAMBRIDGESHIRE. 8.— Newmarket ( County).— For unlawful wounding at Soham, 9th inst.— A MAN, age 55 to 60, height 5 ft. 4 in, slight build, complexion fair, thin face, high cheek bones, hair light brown ( turning grey), clean shaved; wearing light brown coat and cap. An umbrella repairer. Had with him a number of old umbrellas, and a bag contain- ing tools. Warrant issued. 9.— Newmarket ( County).— For stealing a quantity of potatoes at Landwade, 22nd ult.— WILLIAM SWANN, alias SMITH, age 40, height 5 ft. 5 or 6 in, stout build, complexion fair, full red face, hair light brown, slight moustache light; dress, light jacket, cord trousers, cap. GLAMORGANSHIRE. 17.— Swansea ( Borouoh).— For stealing 2 Postal Orders, 30th March last — HARRY DIMICK, age 30, height 5 ft. 5 in., complexion pale, hair light brown, clean shaved, eyes ( rather large) grey, splay feet. Until July last he was employed as a canvasser. Warrant issued. Information to the Chief Constable, Guildhall, Swansea. GLOUCESTERSHIRE. 18— Cheltenham ( County).— *' or carnal knowledge of an imbecile, at the Union Workhouse, 2nd inst.— ALBERT HENRY CLARKE, age 44, height 5 ft. 6f in., slightly round shoulders, com- plexion sallow, hair brown, moustache light brown, eyes ( sunken) grey, sometimes wears a beard, takes short quick shuffling steps. A mat maker. Is a mem- ber of the Board of Guardians. Absconded 5th inst. May be found at common lodging houses or low public houses. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 19.— Fareham County).— For deserting their wives and families— JOHN SPARKS, age 29, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes hazel, 2 dark marks over and 2 under one eye, lost part of one right finger; dress, when he absconded, 2nd August, 1902, short blue serge jacket, green cord trousers, plaid cap.— THOMAS HENRY SMITH, age about 37, height about 5 ft. 9 in., stout build, hair black, mous- tache dark brown, large hands and feet. HEREFORDSHIRE. 20.— Ledbury ( County).— For larceny, 7th inst., at Eastnor— A MAN, age about 24, height 5 ft. 9 in., complexion fresh, hair ( long behind) dark, clean shaved; wearing brown dust coat, cap and gaiters. Stated he was a friut picker, and belonged to Evesham. Carried a brown bag. Information to Supt. Phillips, Ledbury. 21.— Weobley ( County). — For obtaining money by false pretences— ARTHUR PREECE, age about 35, height 5 ft. 1 or 2 in., complexion pale, hair dark brown, moustache ( bushy) dark, eyes hazel, mark supposed on side of neck and face; dress, dark grey alpaca jacket, blue trousers, black and white plaid cap, lace boots. He repre- sented that he was taking orders for a firm of photographers at Ledbury; gave receipts signed " A. P." WTarrant issued. Information to Supt. Williams, Weobley. HER TFORDSHIRE. 22.- Watford ( County).— For leaving their wives and children chargeable to the Common Fund of the Watford Union— JACOB BUNYAN, age 30, height 5 ft. 10 in., complexion fair, hair dark, moustache light brown, eyes grey, scar right eyebrow; dress, brown plaid jacket and vest, grey trousers, dark cap with small white stripes, heavy lace boots.— ALFRED THOMAS WELLING, age 31, height 5 ft. 4 in., complexion fair, hair and moustache light, eyes blue; dress, dark tweed jacket, cord vest and trousers, navy blue cap, heavy lace boots. Labourers. Warrants issued. Information to Supt. Wood, Watford. 23.— St. Albans ( City).— F or obtaining £ 1 13s., by fraud, 1st inst.— A MAN, who gave the name of W. GRAHAM, age 50 to 55, height 5 ft. 6 or 7 in., stout build, complexion fresh, beard and moustache brown ( turning grey), slight peculiarity in eyes, quiet manner. He called on a licenced victualler, who had recently taken a house in the neighbourhood, and stated that the firm he represented ( The Hygenic Co., Mile End, London), had accepted his predecessor as sole agent in the district for the sale of eucalyptus cigarettes, and induced the licencee to take up the agency. He then stated that he would forward an automatic supply machine, show cases, & c., also that he would have his appointment as sole agent adver- tised in the local press. He produced a receipt book, signed himself as W. Graham, and left behind a quantity of cigarettes, which are worth- less. ( See Special Notice, 2nd May, 1902.) Warrant issued. Not to be arrested out of the United Kingdom. 24.— St. Albans ( City).— Vor stealing a lady's gold watch, 7th inst.— ALFRED SIM- MEONS, a Bulgarian, age 30, height 5 ft. 4 or 5 in., well built, hair light brown ( cut short), but usually worn long and wavy, eyes grey, can speak English, high pitched voice. A painter. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Smith, St. Albans. ISLE OF WIGHT. 25.— Newport ( County).— For night poach ing and assault, 9th inst., at Ashey— CHARLES WENDES, age 48, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown, eyes blue; usually wears grey coat and vest, dark cord breeches and gaiters, black hard felt hat. A dealer. May be found at markets, fairs, & c. Warrant issued. Information to Deputy Chief Constable Hale, Newport. KENT. 26.— Ashford ( County).— For embezzling £ 4 14s. od., monies of a gas company— W7ILLIAM HUDSON, alias THOMPSON, age 35, height 5 ft. 5 or 6 in., complexion fresh, hair ( curly) black, eyes grey, right forefinger missing, 2nd and 3rd fingers deformed; dress, brown and green mixture jacket and vest, dark striped trousers, cap, light lace boots. A native of Maidstone. Had in his possession a new " Coventry " bicycle, drop handle bars, two rim brakes, enamelled black, picked out red. Warrant issued. Information to Supt. Bailey, Ashford. 27 .— Cranbrook ( CountyV— For stealing £ 15, from a house van— A YOUTH, age 15, height about 5 ft., complexion and hair dark; dress, brown vest with sleeves, cord trousers ( tight fitting), dark cap. Supposed a native of London. Is believed to have been in a Reformatory. Has been travelling with gipsies. Information to Supt. Fowle, Cranbrook. 2 b.— Tonbridge ( County).— For stealing ( bailee) £ 5 9s. 6d., at Brenchley, 9th inst.— JOSEPH WTLCOCKSON, age 30, height 6 ft., complexion fair ( sunburnt), heavy moustache light; dress, dark blue suit, brown shoes. A native of Hull. Warrant issued. Information to Supt. Styles, To'nbridge. 29.— Ramsgate ( Bori » iuh).— For embezzl- ing £ 1 8s., 29th ult.— DAVID H. FAGG, age 24, height about 5 ft. in., rather stout build, complexion fair, hair and slight moustache light; dress, black jacket and vest, grey trousers, blue cap. A journeyman butcher. May seek employ- ment at meat markets, Colonial Stores, & c. Warrant issued. 30.— Ramsgate ( Bortntgh).— For obtaining credit to the amount of 12s. by false pretences, be- tween 29th ult. and 5th inst.— EDMUND FAULKNER, age 23 ( looks younger), height about 5 ft. 2 in., hair ( long and bushy in front) brown, of theatrical appearance; dress, dark suit with white stripes, pink bow tie, white straw sailor hat, brown boots. In June last he was employed as canvasser for " Kirkley's Theatrical Apartments Directory." He engaged apartments and canvassed for advertisements in a directory, and stated he had been engaged as a ventriloquist. Absconded 5th inst. May be found in company of theatricals and street singers. Warrant issued. 31 .— Ramsgate ( Borough).— For neglect- ing his children— HARRY WATKIN SWAINE, age 34, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey, aquiline nose, may be wearing a moustache, addicted to drink, slouching gait; dress, dark jacket and vest, light cord trousers, blue or black cap. A builder's labourer. Ab- sconded 7th inst. May be found on public works. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 32.— Wigan ( County). — For obtaining a bible by false pretences at Ashton, 26th ult.— ERNEST or EDWARD C. ASPDEN, age about 38, height 5 ft. 4 or 5 in., slight build, complexion fresh, hair and whiskers brown; dress, dark navy blue serge suit ( much worn), cap, old boots. He called at a house, stated he was a traveller for a firm at Manchester, produced a bible, which he sold for £ 2 8s., obtained 3s. on account, and ar- ranged for the remainder to be paid at 2s. per month; he afterwards called and asked the loan of the bible to show a customer at Golborne. Has committed similar frauds elsewhere. Warrant issued. Information to Supt. O'Hara, County Police Office, Wigan. 33.— Manchester ( City).— For failure to report— Licence- holder DEWHANNAH JONES alias ANN CARLISLE, MARY ANN CLARKE' MARY ANN MORGAN, HANNAH CAVE' CLARA CAMBELL, DAVIS, and DAVIES^ Office No. 2233- 00, age 49, height 5 ft., complexion sallow, hair and eyes grey, mole left temple and 2 back right hand. A native of Scotland. Sen- tenced at Salford Hundred Sessions, 12th April, 1897, to 5 years penal servitude for false pre- tences. Liberated on 4th licence, 3rd September 1904. T X 28. * 34.— Manchester ( City).— For false pre- tences— M. RICHARDSON, age 28, height 5 ft. 6 in., complexion sallow, hair and moustache dark brown, speaks with Leicestershire or Notting- hamshire accent; wearing dark blue clothes, hard felt hat. A clerk. He took lodgings, had bill heads printed, representing himself as a piano and organ maker, and dealer in photographic requisites advertised in the Bazaar a 48 guinea " Quadrant " motor cycle, and obtained Post Office Orders from various persons for the cycle to be forwarded on trial. A money order obtained in this manner was sent by express letter to a firm, 24th ult., with an order for clothing to the amount sent, and a request that the goods be forwarded to Notting- ham G. E. A YRSHIRE. 36.-- Saltcoats ( County).— For stealing, 20th July last, a horse, harness and lorry ( re- covered)— WALTER HOBSON, age 28, height 5 ft. 8 in., square shoulders, long face, hair dark brown, clean shaved, well educated; dress, slate colour jacket suit, spotted muffler, grey cap, usually wears leggings. A vanman or hawker; native of Leeds. Frequents the South of Scotland and North of England. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr.
