T T Y N GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 9, 1904. VOL. XXI., No. 2160. 1. All communicationt for insertion in the POLIO* GAZETTE, and all communi- cations relating to them, should be. addressed to THE EDITOR OF THE POLICE GAZITTI, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension it sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. >. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name, of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and. the charges for the insertion of the tame will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Listsof all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. CITY OF LONDON. 8.— For uttering, 29th ult., at moneychangers, p number of forged 100 lire Banco di Napoli notes — TWO MEN, ( lst, age 35 to 40, height 5 ft. 7 or 8 in., complexion sallow, thin face, hair, slight moustache, and pointed beard ( brushed forward) light, spoke Italian and broken English; dress, black morning coat, light trousers, straw hat. 2nd, age 50, height 5 ft. 8 in., moustache and sup- posed side whiskers grey, spoke French with Italian accent; well dressed. On the forged notes the word meaning " Cashier " is spelt " Cassiepe " instead of Cassiere, the " t" in the words ' Decreti Ministeriale " is not crossed on the forged notes; in the name of the printers " Bradbury, Wilkinson & Co.," at the bottom of the forged notes, the "( Sc" is upside down, and alterations in some of the cipher letters, and additions to the numbers have apparently been made on some with a pen. They may endeavour to utter more of the notes at money changers in London and the provinces. Information to Supt. Stark, 26 Old Jewry, E. C. BERKSHIRE. S. — Newbury ( County). — For obtaining goods by worthless cheques — — BROWN ( correct name supposed HOWARD RICH- MOND DODDS), an absconded bankrupt of Bristol, age 35, height 5 ft. 7 in., stout build, complexion fresh, hair black, clean shaved; dress, blue jacket suit, green tie, mixture cloth cap, lace boots. Is believed to have in his possession a cheque book on Lloyd's Bank, Fishponds. Was last seen at Norwich, and may be making for Bradford- on- Avon. Warrant issued. Information to Supt. Robotham, Newbury. 10.— Reading ( Borough). — For obtaining £ 300 bv false pretences — ALBERT EDWARD POCOCK, age 28 to 30, height 5 ft. 7 or 8 in., complexion pale,, thin oval face, hair ( turning grey) black, eyes brown, slight impediment in speech; dress, grey striped suit. An estate agent, clerkr and auctioneer; native of Reading. Is fond of billiards and horse racing. Will no doubt fre- quent and stay at good class hotels. DEVONSHIRE. 13.— Torquay ( Oouncy).— For obtaining money by false pretences at Paignton, 14th July last — JOSEPH McCOY, age 31, height 5 ft. 8| in., stout build, complexion fresh, full round face, hair light brown, moustache sandy, may now be clean shaved, large head and feet, eyes blue, short sighted; dress, black or blue- black suit, lounge coat, old red tie, white straw hat with black band, makers " Perkins Bros." inside, blucher boots. DURHAM. 14— Bishop Auckland ( County).— For stealing a cash box containing a dark brown leather purse; a rent receipt for £ 1, receipted by " W. Fleming "; and £ 9 10s.— GEORGE BAY- NARD, age about 25, height about 5 ft. 9 in., erect bearing, complexion pale, hair brown, slight moustache light brown, is fond of billiards; dress, dark suit, black hard felt hat. A native of Stratford, London. Was employed as pay clerk on public works. Has served as a sergeant in the 3rd Battalion Bedfordshire Regi- ment and in South Africa. WATSON* Office No. 174- 97, age 45, height 5 ft. 4J in., com- plexion fresh, hair and heavy moustache brown, eves blue, small scar centre of forehead and back of neck; wearing dark overcoat, black billycock hat, brown leather leggings. A canvasser; native of Withnell, near Chorley. Represented he was the son of a local photographer, obtained orders for enlarging photographs,, and received payment in advance. Has been convicted of similar offences. Sentenced at Blackburn Sessions, 17th October, 1902, to 12 months hard labour for false pretences. Liberated on remission, 2nd September, 1903. 1881. YATES, alias ERNEST WEBSTER, PERCY SMITHSON, STEVENS, BROAD, and MORRIS, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair brown, moustache light brown, reserved manner ; dress, dark suit, black hard felt hat. He took lodgings in name of Ern3St Webster, advertised several articles for sale through the Exchange < l M< irt, and obtained Post Office Money Orders in payment, but failed to forward the goods. He then wrote to various tradesmen, ordered goods to be sent to Parcels Offices at different railway stations till called for, and enclosed the above mentioned money orders. On the money orders being presented for pay- ment the tradesmen were informed that they were not payable to them, also that they had been stopped. Warrant issued. Information to the Chief Constable. OXFORDSHIRE. £ 1 REWARD. 31.— Banbury ( Borough).— For neglecting to maintain his child— DANIEL CLIFTON, age 30 to 33, height 5 ft. 8 in., complexion fresh, hair brown, eyes hazel, Roman nose. A labourer; obtains casual employment at public works. A native of Bloxbam. Warrant issued. The above reward will be paid by the Guardians of the Banbury Union for such information as will lead to the" arrest of Clifton. Information to Chief Constable Hatcher, Ban bury. METROPOLITAN POLICE DISTRICT 32.— Convict Supervision Office. — For larceny ( dwelling)— EDWARD CHRIST- ENSEN, alias ALEXANDER VON DER HAYDEN RUHLAND and VON DER HURST, Office No. S33384, age 25, height 5 ft. 9 in., complexion sallow, hair brown, eyes grey, wears pince- nez, small scar centre of forehead; usually well dressed. A German. He calls at the private residences of professional men at times other than their consulting hours, and in their absence makes an excuse to write a note, is per- mitted to use the reception room for that purpose, and on being left alone steals any easily concealed article of value, which he disposes of at local pawnbrokers. Sentenced at Central Criminal Court, 9th February, 1903, to 18 months hard labour for larceny ( dwelling). Liberated on re- mission, 10th May, 1904. 12727. A Jew; native of Odessa, Russia. May endeavour to leave the country. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W.
