I POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 12, 1904. VOL. XXL, No. 2152. l. 6. 8. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable, action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the'apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issui, should be forwarded su as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 18. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. APPREHENSIONS SOUGHT. SPECIAL NOTICE. FUGITIVE OFFENDERS A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to b « arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. METROPOLITAN POLICE DISTRICT 1.— Criminal Investigation De- partment.— For obtaining £ 2 by false pre- tences, 27th ult.— GEORGE . JOHNSON, alias GEORGE JOlCEY, PERRY and STEWART, Office No. S. 7759, age 38, height 5 ft. 7* in., com- plexion fresh, hair and moustache brown, eyes grey, wearing dark clothes, white straw hat, Using a newspaper shop as an address, he writes begging letters to ladies and gentlemen, repre- senting himself as a former maid servant, who is in great distress and in pressing need of assistance. Warrant issued. 2.— K Division.— For stealing ( servant) £ 51— JOHN DkAKE, age 26, hei. ht 5 ft. 6 or 7 in., complexion fair, hair dark brown ; dress, black jacket ( vertical pockets), greenish colour vest, brown trousers, and boots. A barman; native of Bow, London. Warrant issued. 3.— K Division.— For embezzling £ 36 3s. 6d., the money of the Amalgamated Society of House Decorators and Painters, while employed as secretary to a branch in the Canning Town District — CHARLES REYNOLDS, age about 33, height 5 ft. 7 in., complexion fresh, hair and moustache dark; usually wears dark jacket suit. A native of Herefordshire, where he is well- known to painters and decorators. Warrant issued. 4.— p Division.— For stealing £ 42 lis. lid.— SIDNEY GEORGE KEEFE, age 27, height 5 ft. 5 in., complexion pale, hair dark brown, eyes grey; dress, black jacket and vest, grey trousers and cap, lace boots. A native of Belvedere, Kent. Warrant issued. 5.— R Division.— For stealing, 27th ult., £ 80, property of the trustees of the General Union of Operative Carpenters and Joiners— CHARLES HENRY QUILTER, age about 40, height 5 ft. 8 in., complexion fair, hair and eyes brown, long hook nose; dress, black jacket and vest, dark trousers, black hard felt hat, brown boots. Native of Woolwich. Warrant issued. 6.— X Division.— For stealing ( bailee), a motor car and an overcoat — JOHN MANN, age 40, height 5 ft. 7 or 8 in., complexion and hair ( turning grey) dark, eyes ( small and pierc- ing) dark brown, slight growth back of neck, sailor and fish one forearm, flower in pot and anchor on other, little fingers slightly contracted ; dress, blue jacket suit, black hard felt hat, fawn colour mackintosh, brown boots and motor legg- ings. CITY OF LONDON. 7.— For stealing securities value £ 7,000— HENRY SCUTT, alias SCOTT, age 45, height 5 ft. 9 in., rather stout build, complexion fair, full face, hair reddish, clean shaved, limps slightly; dress, usually black morning coat and vest, grey striped trousers, black hard felt hat. Is fond of fishing and associating with anglers. A clerk, absconded 21st ult. Warrant issued. Information to Acting Supt. Holmes, 26, Old Jewry, E. C. BEDFORDSHIRE. S.— Sharnbrook ( County).— For stealing £ 6 lis. 4d., 4th inst., at Tettenhall— PERCY CRAIG, age 22, height 5 ft. 4 or 5 in., complexion fresh, hair and slight moustache black, cataract in left eye ( blind), right eye dark brown; dress, brown suit, canvas shoes, cap. A native of Aus- tralia; has served as a seaman. Warrant issued. Information to Inspector Nottingham, Sharn- brook. 9.— Bedford ( Borough).— For embezzle- ment— ERNEST L. MANN, age about 40, height about 5 ft. 8 in., complexion fair, hair ( bald on top) and slight moustache ( curled at ends) light, of military appearance; wearing dark clothes, panama hat. Has been employed as a club steward. Warrant issued. 10.— Bedford ( Borough).— For stealing on or about 22nd June last, a 12 by 10 new camera, 1 darlot lens, 1 rose lens with shutter, and brown canvas bag and tripod— FRANK DUDLEY, alias FRED CHAPMAN, age about 45, height about 5 ft. 9 in., complexion fresh, hair and moustache dark ( turning grey), birth mark right side of neck; dress, blue double- breasted serge suit, white straw hat, wears pince- nez. CA MBRIDGESHIRE. 11.— Ely ( County).— For stealing £ 8 3s. from his lodgings, 2nd inst.— Licence- holder BERTIE GREEN, alias GEORGE HENRY HORNEY and GEORGE GREEN, Office No. 42- 02, age 25, height 5 ft. 5| in., complexion dark, hair dark brown, slight moustache brown, beard about a week's growth, eyes blue, heart and arrow right forearm, ring third and fourth left fingers, stroke, dot and V left, stroke right wrist, 2 stars back right hand ; dress, black jacket and vest, blue striped trousers, white ® traw hat, black band, light lace boots. DUBLIN. li.— Dublin ( County).— For failing to re- port — Licence- holder WILLIAM HANNON, D 234. alias MICHAEL ROCHE, PATRICK JUDGE, and GEORGE EMMETT, age 69, height 5 ft. 2i in., slight build, complexion fair, sharp features, long nose, hair ( bald on top and front) light, eyebrows sandy, eyes hazel, freckled, mole left side of neck, several front teeth missing, scar 3rd joint left little finger, old mark right jaw and side of neck, scar right wrist. A seaman ; native of Athlone. Was convicted at Castlebar, Co. Mayo Assizes, 16th March, 1900, of larceny and former conviction and sentenced to 5 years penal servitude and 27 i days of former sentence. Was released from Maryborough on the 6th ult., on licence, which expires 12th December, 1905. He resided at Waterford until 10th ult., when he stated his intention of pro- ceeding to Gravesend, but failed to report. If arrested to be dealt with under 34 and 35 Vic., Cap. 112, Sec. 5, as amended by the Penal Servitude Act, 1891. Information to the Chairman, General Prisons Board, Dublin Castle. DURHAM. 14. — Sunderland ( Borough). — For em- bezzling £ 119 18s. fid.— HERBERT WITTY, age 19, height about 5 ft. 9 in., slight build, com- plexion fresh, long face, large mouth, hair ( inclined to curly) light, eyes blue; dress, dark serge jacket suit with thin light stripe, vest double- breasted, light oow tie, black bowler hat, lace boots, wore a lady's silver watch, silver curb Albert with 2 football medals attached. A clerk and cashier ; native of Sunderland. Is a good billiard player. Absconded 23rd ult. May endeavour to leave the country. Warrant issued. 15.— Sunderland ( Borouah).— For feloni- ously wounding with intent to do grievous bodily harm, 4th inst. ERNEST CASSINELLI, an Italian, age about 30, height about 6 ft., well built, complexion swarthy, hair and moustache black, may now be growing a beard, of smart appearance; dress, black suit, cap, lace boots. An engine fitter, for the past 5 years has travelled the country with ice cream or with a street organ. Warrant issued. Information to the Chief Constable, Sunderland. ESSEX. 16.— Chelmsford ( County).— For obtain- ing £ 10 10s. by false pretences, 27th ult.— A MAN, who gave the name of CHARLES FRANKLIN, age about 40, height 5 ft. 3 or 4 in- stout build, hair ( bald from front to back of head) and moustache dark brown; dress, black frock coat, black trousers, black tie, high hat, wore a silver watch with gold chain. He represented himself as a French Canadian and the London representative of an American Shipping Trust, and stated that he wanted to purchase property in this country. He stayed 4 days at a hotel and obtained from the proprietor change for a cheque for £ 10 10s. drawn by C. L. Meiers, in favour of Ch. Franklin, on the International Bank of London, East End Branch, where it has since been ascertained he has no account. Warrant issued. Information to Deputy Chief Constable Somer- set, Chelmsford. HAMPSHIRE. 18.— Aldershot { County).— For Htealing, Sth inst., a " James" bicycle, supposed No. 39041, B. S. A. fittings, wide dropped handle bars, fixed wheel, Bowden brake, Dunlop tyres, Seabrook bell, tool bag tied with a piece of boot lace, enamelled black, with supposed red lines, usual parts plated— GEORGE BARBER, age 21|, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, dots tattoed left forearm. A native of Battersea. Is a deserter, No. 7479, of the lst Battalion East Surrey Regiment. Information to Supt. Hawkins, Aldershot. 19.— Bournemouth (' -' runty) — For steal- ing a 9 ct. gold shield signet ring; 1 black cheviot cloth overcoat, fly front, raised cuffs, black cloth covered buttons— HARRY WAREHAM, age 20, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, slight moustache dark, eyes hazel, swallow with letter in beak left forearm, dagger right fore- arm ; dress, grey and green Norfolk jacket, blue and white check trousers, red tie, grey speckled cap, lace boots. White, Bourne- mouth. 20.— Gosport ( County).— For stealing, 27th ult., a lady's 18 ct. gold plated curb bracelet, set blue Ftones between links ; 1 plain gold chain brooch, about 8 or 9 links ; 1 gold brooch, set 3 stones ( 2 white and 1 blue) in centre, pointed at ends— A MAN, age about 28, height 5 ft. 5 or 6 in., eyes blue, supposed tattooed on one wrist; dress, light jacket, dark vest, supposed light trousers, black muffler, light cap, brown boots. Appearance of having served in the Army. Information to Supt. Silver, Gosport. 21 — Southampton ( Borough).— For ob- taining food to the value of 12s. by false pretences — H. MURPHY, age about 35 years, height 5 ft. 6 in., complexion fresh, hair and moustache light; dress, blue serge suit, black bowler hat, lace boots. Stated he was a traveller. Warrant issued. Information to the Chief Constable, Southamp- ton. GLOUCESTERSHIRE. 17.— Dursley ( County)— For false pretences — F. SURMAN ( supposed false), age about 28, height 5 ft. 5 in., round shoulders, complexion fair, thin face, hair light brown, curl in front, eyes ( very small) supposed grey; dress, blue coat and vest, tweed trousers, greenish cap, green mixture tie, brown boots. Was at Faringdon, Berks, 27th ult. • Warrant issued. Information to Supt. Perkins, Dursley. HER TFORDSHIREm 22.— Hitch in ( County).— For stealing, 24th ult., at Datchworth, a pair of dark trousers with white stripes; 1 pair merino pants ; 1 pair brown socks ; 1 white twill neckerchief with silk flowers; and 10s. — GEORGE FARAWAY, age about 28, height » ft. 4 or 5 in., complexion fresh, pock marked, hair and moustache light, stoops, splay feet; dress, dark jacket and vest, button boots, and the stolen trousers. KENT. 23.— Sandwich ( Coitnty).— For stealing from his lodgings, 3rd inst., at Deal, a silver Geneva watch, " Chandler, Margate," thereon; 1 silver curb pattern chain; 1 black handle razor, " Graves, Sheffield," thereon; 1 black and white striped cotton shirt; 1 double- breasted blue serge jacket aud vest; 1 pair box calf boots, size 8— A MAN, age about 23, height 5 ft. 3 in., hair slightly curly in front, large tattoo marks back left hand, of military appearance. Has letters addressed to post offices in name of Arthur Watson. 24— Sandwich {< ounty).— For deserting his 3 children, leaving them chargeable to the Isle of Thanet Union— WILLIAM J. AUSTIN, alias READER, age 27, height 5 ft. 6i in., com- plexion sallow, hair dark brown, eyes blue. Warrant issued. Information to Supt. Chaney, Sandwich. 25.— Dover ( Borough).— For stealing ( bailee) 16th uit., a " Sparkbrook" bicycle, flat handle bars, rubber pedals, new departure free wheel and back pedal hub, round cranks — W. C. BARRETT, age 22, height 5 ft. 4 in., complexion dark, blotchy face, eyes ( squint in one) grey ; dress ; navy blue suit, light vest, blue cap, brown lace boots. Stated he was a native of Croydon. Warrant issued. Information to the Chief Constable, Dover. 26.— Ramsgate ( Borough).— For stealing a " Swift" bicycle, free wheel, 25 in. frame, plated rimg, Bowden brake back wheel, Crabbe brake with push- down thumb lever to front wheel, Brampton No. 1 saddle, " No. 176649" on seat lug, tool bag fixed in frame, transfer on sloping tube, " Philpot, Canterbury and Ramgate," with rampant horse in centre— A MAN, who gave the name of W. A. CLEMENTS, age 28 to 30, height 5 ft. 8 in., clean shaved; dress, grey flannel suit, panama hat, brown button boots, wore ring on right little finger. Warrant issued. Information to the Chief Constable, Ramsgate. LANARKSHIRE„ 27.— Glasgow ( City).— For stealing rubber tyres and rubber tyred wheels to the value of £ 230— THOMAS H. WILKINSON, age 39, height 5 ft. 6 or 7 in., stout build, long face, hook nose, hair brown, moustache dark, rash mark on forehead, slightly lame, speaks with English accent, addicted to drink; dress, blue cord jacket and vest, light check trouesrs, felt hat. Was em- ployed as manager by the Glasgow Rubber Com- pany. Absconded 30th ult., is supposed to have a considerable amount of money in his possession. May endeavour to leave the country. LANCASHIRE. 28.— Ulverston ( County). — For rioting, 25th ult., at Seathwaite— JAMES BURNS, age 30, height 5 ft. 9 in., complexion fresh, hair and moustache dark brown, eyes grey, prominent mouth; dress, black jacket and vest, cord trousers, cap, sharp pointed clogs — THOMAS BURNS,' age 22, height 5 ft. 6 in., complexion dark, hair dark brown, eyes hazel. Natives of Millom. May seek employment on public works. Warrants issued. Information to Supt. Whittaker, Ulverston. NORTHUMBERLAND. 2$.— Berwick- upon- Tweed( Borough) — For larceny, and obtaining goods by false pre- tences, 18th ult.— ALEXANDER HUNTLY, age 20 or 21, height about 5 ft. 8 in., hair brown, slight moustache dark, freckled face, scar near right eye, supposed figure of woman tattooed on one forearm ; dress, green suit, tweed cap, often wears a blue guernsey, of smart appearance. HaB been on a fishing boat at Eyemouth, formerly in a racing stable at Dunbar, where he belongs. Has been convicted at Dunbar, Haddington, Hawick, and Penrith. Warrant issued. OXFORDSHIRE. 32. — Caversham ( County). — Expiree JACK SCOTT, Office No. 489- 03, Case No. 88, 2nd October, 1903, not now wanted. SOMERSETSHIRE. 33.— Dunster ( County).— For deserting his wife and 5 children, leaving them chargeable to the Common Fund of the Williton Union, in October last— DANIEL EMERY, age 29, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, scar on calf of one leg, speaks with Devonshire accent, addicted to drink ; usually wears navy blue suit. A charwoman; native of fki anchester. Addic ted to drink and may be found charged with drunkenness. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. DEVONSHIRE. 36. — Exeter ( Comity). — For obtaining cheques to the value of £ 48 by false jjretences, at Bovey Tracey, about 29th September, 1903— ARTHUR ESMONDE LORAINE, age about 40, height 5 ft. 6 in., stout build, complexion fresk, hair brown, usually wears a moustache, eyes grey, flat feet, slightly lame, turns feet outwards. lie wrote to a lady, and represented that he was applying for money for the relief of the poor at Bury during the " cotton corner," and other pur- poses. At time of offencc, lie resided at Bury, where ho traded as the Royal Rational Remedy Co., B ury and Huddersfielcl, and sold a patent medicine styled " Royal Rational Remedies." Warrant issued. APPREHENSIONS SOUGHT ( continued)- SOMERSETSHIRE. 37 — Bath ( City).— For stealing ( bailee) a pair of hund trucks, body painted lead colour, red wheelp, sloping sides, all woodwork ( except wheels) new.— JAMES WILLIAMS, age about 55, height 5 ft. 1 or 2 in., slight build, complexion sallow, hair and moustache grey, has a habit of showing his tongue at right side of mouth when speaking ; dress, dark clothes, dark silk necker chief, white cap. A rag and bone gatherer.
