GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 24, 1904. VOL. XXL, No. 2138. 1. All communications for insertion in the POLIOS GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some - person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. METROPOLITAN POLICE DISTRICT 1.— Criminal Investigation De- partmentm— For obtaining food and lodgings by false pretences — DICK VINCENT, alias VINCETT and PRINCE CETEWAYO, age 26, height 5 ft. 7 or 8 in., complexion and hair black ; dress, frock coat suit, silk hat. A native of the West Indies. States he is a son of the late Zulu King. Occasionally travels in the Provinces with concert parties. Warrant issued. 2. — C Division.— For obtaining £ 1 by false pretences, 15th inst. METCALFE, age 35 to 40, height 5 ft. 6 in., slight build, com plexion pale, hair light, one leg contracted, lame, walks with a stick ; dress, dark clothes, black hard felt hat. Warrant issued. 3.— C Division.— For obtaining £ 50 by a worthless cheque on Messrs. Cox & Co.' s Bank, Charing Cross, 10th inst.— ALEX ELPHINSTOX, age 25, height 5 ft. 10 in., complexion fresh, thin features, hair and slight moustache light brown, stoops slightly, twitches his eyes when speaking ; dress, grey striped lounge suit, black hard felt hat, brown boots, gold signet ring with monogram thereon on one left finger. An ex- lieutenant of the East Surrey Regiment. Warrant issued. 4.— E Division.— For obtaining money and food by false pretences— MARCUS BAR- THROPP, age 26, height 5 ft. 6 in., complexion dark, hair brown, clean shaved, eyes one blue and one grey, several chicken- pox scars on fore- head ; dress, dark clothes, hard felt hat. A native of Ipswich. Has been previously convicted. Warrant issued. 5.— M Division « — For obtaining 6s. by false pretences— JOHN KING, age 24, height 5 ft. 8 in., complexion fresh, hair light, eyes blue, cut scar on throat, horses' head back of right hand, snake and woman's head right forearm, ballet girl and heart left forearm ; dress, black jacket and vest, light trousers, P. & O. cap. A merchant seaman; native of Bermondsey. He obtained the above amount by leaving as security a seaman's bogus advance note for wages. Supposed to have gone to Cornwall. Warrant issued. 6.— P Division. — For stealing ( bailee) a donkey and harness ( recovered)— — GRIGG, age 60, height 5 ft. 7 or 8 in., complexion fresh, hair grey, clean shaved, aquiline nose, lisps; dress, dark jacket suit, black hard felt hat. Warrant issued. 7.— T Division.— For stealing £ 23 18s., 8th inst.— THOMAS MANNING, age 32, height ft. 9 in., stout build, complexion sallow, hair dark, eyes brown ; dress, brown jacket suit, black Alpine hat, lace boots. A native of Fulham. Warrant issued. 8.— X Division, — For stealing £ 10— HARRY STANHOPE, age 21, height 5 ft. 5 in., complexion dark, hair dark brown, eyes brown ; dress, grey lounge suit and cap. CITY OF LONDON. 9.- - For obtaining money by false pretences— CHARLES WILLIAMS, age 27, height 5 ft. 9 in., complexion pale, hair, moustache, and eyes dark brown, speaks with American accent ; dress, dark clothes, soft felt hat. He traded as The Colonial Realty and Emigration Co., 27 Copthall Avenue, E. C., and obtained money from persons under the pretence of booking their passages to farms in Canada. Warrant issued. BRECONSHIRE. 10.— Crick how/ ell ( County).— For stealing 2 table spoons ( recovered)- - HARRY —, age 35 to 40, height 5 ft. 7 or 8 in. complexion, hair and slight moustache dark ; dress, old brown or blue jacket, patch on one shoulder, old cord trousers, cap. A tramping farm labourer or cattle drover. Stated his intention of proceeding to Glamongan- shire for turnip hoeing and haymaking. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKING HA MS HIRE. 11.— Buckingham ( County).— For assault — WILLIAM NEWBURY, age 18, height 5 ft. 6 in., complexion fresb, hair light brown, eyes grey ; dress, black jacket and vest, white cord trousers, dark cap, black muffler, heavy boots,, wore a large silver chain. A navvy ; was accom- panied by his Brother, age 25, height 5 ft. 8J in. T hair light brown. Warrant issued. Information to Supt. Bunker, Buckingham. 12. — Chesham ( County). — For stealing. 25th ult., a pair lace boots, box calf, size 8, toe- caps, recentlv soled and heeled, \ steel plates on heels— JOHN MADDOCK, age 45 to 50, height about 5 ft. 9 in., complexion pale, hair, moustache- and beard ( pointed) grey, prominent nose ( scar on bridge) ; dress, black morning coat and vest, drab colour trousers, white muffler with blue spots, grey motor cap. A tramping tailor; supposed a native of Trowbridge. Has served in the Royal Horse Artillery. Frequents beer and common lodging houses. Warrant imed. Information to Supt. A labourer ; native of Penn. Has been employed on the Great Central Railway. May be found fruit picking. Is known at JJxbridge, and Holly Port, Maidenhead. Warrant issued. Information to Supt. Summers, High Wycombe. DURHAM. 20— South Shields ( Borough). — For failing to report— Licence- holder JOHN MERE- DITH, alias JOHN GRAY, Office No. 359- 03, age 36, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, scar left jaw ( close to ear), faint dots between each thumb and finger, mole back neck, burn mark right forearm. A sailor ; native of Liverpool. Sentenced at Liverpool Assizes, 27th November, 1900, to 3 years penal servitude for forgery and fraud. Liberated on 2nd Licence, 25th May, 1904, which expires 28th July next, a 438. Information to Chief Constable Scott, South Shields. HEREFORDSHIRE- 27.— Ledbury ( County). — For larceny — GEORGE WATKINS, age 42, height 5 ft. 8 in., slight build, complexion fair, hair brown, slight moustache light, eyes grey, large mouth ; dress, old grey clothes and cap, strong nailed boots. An auctioneer's porter or labourer ; native of Ledbury. May be found haymaking; or in the Colliery District of Monmouthshire. Warrant issued. Information to Supt. Phillips, Ledbury. ISLE OF ELY. 30— March ( County).— For stealing, 13th March last, a 1 « 03 " Swift" bicycle, Dunlop tyres, plated rims, flat handle b. ir, free wheel, front rim Crabbe brake, Swift back pedalling band brake, recently enamelled and plated, dent in back stays above wheel, Lucas bell, no mudguards— — DOWN MAN ( supposed false), age about 24, height 5 ft. 7 or 8 in., complexion fair, moustache sandy ; dress, light grey suit, straw hat, brown boots. KENT- 31.— Maidstone ( Borough).— For desert- ing his wite and family, leaving them chargeable to the Maidstone Union, 3rd inst.— WILLIAM HUNT, age 36, height 5 ft. 8 or 9 in., complexion, hair, moustache, and eyes dark, scar on forehead and side of neck ; dress, grey jacket and vest, cord trousers, grey cap, heavy lace boots. A labourer ; native of Linton. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 32. — Ormskirk ( t - runty). — For larceny ( bailee), and obtaining .£ 10' by false pretences between 21st May and 8th inst.— A MAN, who gave the names of H. GEHRAU and HANS BROWN ( supposed a German), age about 26, height about 5 ft. 6 in., slight build, complexion sallow, delicate appearance, hair and slight mous- tache ( curled at ends) dark; dress, blue serge jacket and vest, dark trousers with famt grey stripe, patent leather boots, dark cap, speaks with German accent. Appearance of a waiter or chef. Was accompanied by A WOMAN, age about 26, hair ( worn full each side of forehead) light; dress, light ^- length coat, black dress, sailor hat. trimmed cream material and red velvet, sometimes wears a tam-' o- shanter. Appearance of an actress. On 21st ult., he rented a small furnished house at Birkdale, and pledged at Southport, clocks, tea- sets, bed clothing, linen, and other articles that he could conveniently carry out of the house. On 8th inst., he sold the whole of the furniture to a broker, from whom he obtained £ 10 on account, and absconded. He also hired bicycles, which he after- wards disposed of to brokers, getting on each bicycle a loan. Warrant issued. Information to Supt. THOMAS KELLY, and PATRICK HINGIS'S, Office No. 2404- 00, age 08. height 5 ft. 7£ in., complexion fresh, hair ( turning grey, bald on top) brown, eyes bazel, scar left eyebrow, lost part 3rd right finger. A labourer ; native of Dublin. Sentenced at Pres- ton Quarter Sessions. 1st January, 1902. to 3 years penal servitude for larceny. Licenced 2nd April, 1904. K W c 271. Warrant issued. Information to Chief Constable Lewis, Black- burn. CHESHIRE. 14. — Crewe ( County). — On commitment warrant for non- payment of £ 21 6s. 6d. and £ 20 1/ 8. 6d., respectively, fines and costs im- posed for an offence under the Food and Drugs' Act— THOMAS REILLY, age 45 to 50, height 5 ft. 5 in., complexion dark, hair ( turning grey) and moustache black, 3yes dark, peculiar ex- pression.— LEOPOLD STEWART, age about 28, height 5 ft. 9 in., complexion light, hair light brown ( inclined to curly), left eye missing. Both natives of Ireland. They go from town to town and rent shops in the name of O'Brian 6 Co., Egg and Butter Merchants. Information to Supt. Pearson, Crewe. 15.— Liscard ( County). — For stealing a hand lawn mowing machine, not painted, " Green's Patent" stamped on right side, plate near knives has been repaired; and a slate colour wheel- barrow — GEORGE HUMPHRIES, age 35 to 40, height 5 ft. 10 or 11 in., complexion fresh, hair grey, eyes dark brown, head inclined to right side; dress, black morning coat suit, much worn, dark yachting cap. A jobbing gardener. Warrant issued. Information to Supt. McDonald, Liscard. lb— Macclesfield ( County). — For burglary at Bollington, and stealing 2 linen collars; 2 caps; 9 black and red scarves : a small quantity of tobacco: and £ 4 10s.— HERBERT EDWARD WALKER, alias HERBERT WAT- SON, age 20, height 5 ft. 9 in., complexion dark, hair and eyes brown, scar centre of forehead and right side of chin: dress, dark suit and cap. A clerk ; native of Pott Shriglev. Was sentenced at Strangeways Police Court, 19th January, 1898, to 5 years in a Reformatory for larceny ( trick); at Barrow- in- Furness, 20th September, 1901, to 2 months for stealing ( bailee) a bicycle ; at Man- chester, 23rd October, 1902, to 12 months for 3 cases of larceny, and obtaining food, lodgings, Ac. Warrant issued. Information to Supt. Downes, County Police Office, Macclesfield. CUMBERLAND. 17.— Workington [ County].— For desert- ing his wife and family, leaving them chargeable to the Common Fund of thp Coekermouth Union — THOMAS CR0STHWAITE, age 38, height 6 ft., complexion fresh, hair ( turning grey) black, eyes dark, flesh lump behind left ear, scar on one shin. A cab driver or labourer; native of Cumberland. Warrant issued. Information to Supt. Cheesman, Workington. DENBIGHSHIRE. 18.— Wrexham ( County).— For stealing, " 20th ult., a " Manchester Special" bicycle, Dunlcp tyres, small gear, 2 transfers, " Churchills," no mudguards; 1 pair large wire cutters; 1 pair gas pliers; 2 spanners— THADEUS SAWLER, an American, age 34, height 5 ft. in., slight build, • complexion fresh, oval face, hair and heavy mous- tache brown, eyes blue, scar left of chin, first joint • of 1st, 2nd, and 3rd left fingers deficient, two moles left upper arm, mole left shoulder blade. A fitter. Previously convicted at Sheffield and Wrexham. Warrant issued. Information to Supt. Jones, Wrexham. DERBYSHIRE. 19.— Derby < County). — Vor i- tealing. 6th inst., at Long Eaton, a horse ( recovered)— HERBERT STEVENS, age 21, height 5 ft. 2 in., • complexion fair, hair ginger, eyes ( cast in left) blue, prominent teeth, thick lips, abscess scar left side of neck; dress, brown jacket and vest, light trousers, dark muffler and cap, light lace boots. A native of Sandiacre, Derbyshire. Is well- known amongst boatmen. Warrant issued. Information to Deputy Chief Constable Avery, County Police Office, Derby. ESSEX. 21.— Chelmsford ( County).— For stealing ( bailee), 10th inst., a sa sty bicycle, transfer " Briton" on head, 24 in. frame, 28 in. wheels, ^ in. pitch roller chain, free wheel, Bowden back brake, lever on right 6ide of handle bar, new Dunlop back tyre, new Warwick front tyre, 4 in. rubber pedals, flat handle bars, cork grips, enamelled parts, black steel mudguards, Challis bell, " Briton" lamp; and for obtaining a suit by false pretences — FREDERICK ALDRIDGE, alias ELDRIDGE and EVANS, age 28, height 5 ft. 5 or 6 in., com- plexion sallow, hair brown, left fingers contracted; dress, new dark grey suit, black and white check tie, black hard felt hat, old lace boots, brown glove on right hand, sometimes wore naval uniform, stamped " P. Evans," " H. M. S. Acheron" on cap, which he left behind. He represented that he had served on H. M. S. Acheron at Portsmouth, and was discharged from Haslar Hospital on pension, and produoed a certificate purporting to have been written by a captain. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 22 — Saffron Walden ( County).— For absconding with workhouse clothing— ISAAC RICHARDSON, age 54, height 5 ft. 3 in., com- plexion, hair ( turning grey), and eyes dark ; dress, probably workhouse clothing ( light cord), and round soft felt hat. A native of Ashdow; usually carries an old bag and a stick. May be found at casual wards. Warrant issued. 23 — Saffron Walden ( County). — On commitrr. ent warrant for non- payment of £ 1 7s. fine, & c., imposed for encamping on the Highway — AMBROSE LOVERIDGE, age about 35, height 5 ft. 6 or 7 in , rather stout build, complexion fresh, hair ( inclined to ginger) light brown, moustache ginger. He travels the country with a small van, painted dark picked out red, with home made canvas cover, bright brass wheel caps and rings, and a chestnut pony. Is accompanied by a woman and 6 children. 24 — Saffron Walden ( County). — For neglecting to maintain his children— ALLEN NASH, age 58, height 5 ft. 10^ in., complexion fresh, hair, whiskers and moustache turning grey, eyes hazel. A labourer ; native of Arkesden. May be found sleeping in outbuilding?, & c. Warrant issued. Information to Supt. Harrington. Saffron Walden. FIFESHIRE. 25.— Cupar ( County).— For fraud ( 3 cases) between 30th ult. and 1st inst.— JOHN WILSON, age 22 to 24, height 5 ft. 4 or 5 in., complexion tawny, hair dark brown, may have slight mous- tache, scar on upper lip; dress, dark blue jacket suit, dark or blue seaman's cap with leather peak, glazed strap, brown side spring boots with imitation buttons, dark tie. Appearance of a seaman. Is believed identical with ALBERT DAVIS, alias JOHN JONES, Office No. 2148- 98 and S C R 349- 00. ( See Case No. 32, 8th May, 1903). Warrant issued. HAMPSHIRE. 26. — Southampton ( Borough). — For failing to report — Licence- holder THOMAS CARKOLL, alias THOMAS PATRICK CAR- ROLL, Otlice No. 1.97- 98, age 27, height 4 ft. 11| in., complexion fresh, hair brown, eyes grey, scar over left eye and centre of chin, tulip and ' W C " left fort- arm, rings on 3 of left fingers. A labourer; native of Middlesbrough. Sentenced at Liverpool Assizes, 12th February, 1902, to 3 years penal service for warehousebreaking. Licenced 17th May, 190 •. C 100. Information to the Chief Constable, South- ampton. HER TFORDSHIRE. 2%— Hitchin ( County).— For stealing, 12th inst., at Asbwell, a black oilskin mackintosh, lined blue cloth— EDWARD ROWE, age about 35, height G ft., complexion fresh, hair light brown, moustache light; dress, blue jacket, light trousers, dark cap with band, carried a military coat or the stolen mackintosh. An engine driver ; native of Floodwatermarsh, Cambs. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. 29.— St. Alban's ( County).— For house- breaking, 17th inst., and stealing a silver lever watch, No. 579816— WILLIAM COOPER, age about 28, height 5 ft. 8 or 9 in., complexion florid, hair and moustache dark ; wearing moleskin or cord trousers, with new brown leg straps. A native of Little Ilford. Warrant issued. Information to Supt. Hassell, County Police Office, St. Alban's. FRIDAY, JUNE 10, 1904. T H E POLICE GAZETTE. 5 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 34. — D Division. — For stalling from hotels and boarding houses in October and Novem- ber, 1902, jewellery ( recovered)— THEODORE HUBER, alias THOMAS HELLER and VIN- CENT FENCE, Office No. S 7346, age 22, height 5 ft. 4 in., complexion fresh, hair and eyes brown. A waiter; native of Switzerland. Sentenced at Brighton, 13th November, 1903, to 3 months hard labour for being found in a dwelling house for an unlawful purpose. Has also been convicted in London, of larceny, & c. Information to be forwarded to the MetropolitaL Police Office, New Scotland Yard, S. W. 5 TA FFORDSHIRE. 35.— Stafford ( County). — For failing to report— Licence- holder ROBERT SMITHYMAN, alias ROBT. SMITH EM AN. HENRY GREEN, and GILBERT SMITHEMAN, Office No. 159- 02. age 58, height 5 ft. 0g in., complexion ruddy, hair grey, eyes hazel, left wrist deformed, scar above left eye ; dress, dark grey suit ( as issued to con- victs), black hard felt hat, front and turned down collar combined, dark tie, lace boots. A groom ; native of Birmingham. Sentenced at Stafford Sessions, 28th February, 1902, to 3 years penal servitude for stealing 6s. Licenced 31st May, 1904. Z G c 1293 All this man's convictions have been for stealing money, & c., from children by means of a trick. To be dealt with where found. Information to the Chief Constable, Stafford. 1 WORCESTERSHIRE- 36.— Kidderminster ( Borough). — For withholding £ 16 4s. 7' d., monies of the Ancient Order of Foresters — WILLIAM YOUNG, age and moustache brown ( turning grey). Absconded about 3 weeks ago, may endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Kidder- minster.
