All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. _ A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. &. TIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. He travels the country with a bay pony, long mane and tail, and an old cart, box of near wheel recently tarred, shafts have been repaired. Collects old iron, rags, & c. — LILY KELLY ( wife of above), age about 26, complexion fresh, hair brown, of gipsy appear- ance ; dress, dark dress, striped silk neckerchief, sailor hat, wears several common rings on fingers, large earrings, and beads around neck. James, Alton. 13.— Portsmouth ( Borough).— On com- mitment warrant for failing to appear to a bankruptcy examination— H. L. WILSON, age about 31, height 5 ft. 6 or 7 in., complexiou fair, small round face, slight moustache light, quiet spoken, rides a motor cycle. A grocer and pro- vision merchant; late of Coshain. He obtained large quantities of provisions without payment, which were afterwards found at West Worthing. Is well known in the South Eastern Counties. Was accompanied by his wife, very stout; also his brother- in- law, who assisted him in the business. 14— Portsmouth ( Borough).— For obtain- ing by a forged order, 4 gold watches ( 1 new 18 ct. open face English lever, Wo. 6924, hard enamelled dial, seconds hands, engine turned case, " Bolitho " engraved on movement plate; 3 ladies' 18 ct. open face English levers, gold dials, " Bolitho" engraved on movement plates, 1 No. 11390)— A MAN, age about 40, height 5 ft. 4 or 5 in., complexion ruddy, hair brown, clean shaved; dress, dark suit, bow tie, black hard felt hat. He called at a jewellers and presented a bill head purporting to be that of another jeweller in the town, requesting to supply bearer with several gold watches on approval, as a customer was waiting. S B 50175 and 50176, drawn on the London, City and Midland Bank, Ltd., Coleman Street, London— A MAN, who gave the name of J. H. SOWRAY, age 27 or 28, height 5 ft. 7 or 8 in., broad shoulders, complexion dark, full face, hair dark, clean shaved ; dress, dark lounge suit, round straw hat, strong patent leather boots, sometimes wears black bowler hat. He called on tradesmen, represented that he was the nephew of a captain residing in this City, and asked tbem to cash the above cheques. Is identical with Man described in Cases Nos. 9, 14, and 16,13th ult.; and No. 11, 27th ult. Stays at middle class hotels, and had in his possession a dark brown gladstone bag, and 2 small leather bags. Warrant issued. Information to Chief Constable Richardson, Hereford. Stated he was a Canadian. He calls on doctors, and states he is a represehtative of The Medical Accessory Co., New York, shews a medical pocket lamp, which he offers to supply for 10s. 6d. or 7s. 6d. in about 10 days, presents a card " M.
