THE POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 27, 1904. VOL. XXI., No. 2130. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIOS GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 104. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. > 0714 to be apprehended or of stolen property bear a practicable they are alphabetically arranged by 9lTI ON S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be number, and as far as counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. IS. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3. It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and ' sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1-— C Division.— For stealing a cheque for £ 737, 30th ult.— W. S. SHEARER, age 30, height 5 ft. 10 in. to 6 ft., slight build, complexion fair, hair brown, eyes grey ; dress, light suit, billycock hat, brown boots. A native of America. Warrant issued. 2.— C Division.— For obtaining £ 4 by a worthless cheque, 23rd ult.— ARTHUR ROY, age 35, height 5 ft. G or i in., complexion fresh, hair and eyes brown, scar on right cheek ; dress, dark jacket suit, black hard felt hat. Warrant issued. 3.— P Division. — For stealing £ 13 5s.— FREDERICK RAE, alias GARDINER and BERRY, age 30 to 35, height 5 ft. 10 in., slight build, complexion fresh, hair brown, eyes hazel; dress, blue serge suit, grey check motor cap, lace boots. A native of Kennington. • 4.— Division.— For housebreaking and stealing, 17th inst., a gold neck chain, small link pattern, 2 gold hearts attached, 1 set blue stone, 1 set 6 or 7 imitation diamonds ; 1 gold dress ring ( recovered); 1 silver neck chain, imitation diamonds round lower edge ; 1 silver brooch, star shaped, 1 metal do., each set imitation diamonds — GhORGE PALMER, alias GEORGE HAR- LEY, ARTHUR MAYES, CHARLES MAYES, and BILLY BAKER, Office No. 3175- 02, age 26, height 5 ft. 3* in., complexion fresh, hair brown, eyes grey, dot back left wrist," T " back right fore- arm ; dress, dark jacket suit, light fawn colour coat, black hard felt hat. A billiard marker ; native of London. Sentenced at North London Sessions, 20th January, 1903, to 18 months hard labour for larceny. Liberated on remission, 20th April, 1904. 3505. CITY OF LONDON. 5.— For stealing, 5th inst., 2 purses, containing a £ 5 Bank of England note and £ 11, from a hotel— JAMES KING BLAIR, age 35, height 5 ft. 6 or 7 in., complexion and hair ( long) dark, clean shaved, sometimes wears glasses ; dreBS, blue ( serge suit, black hard felt hat, large heavy shoes. Information to Supt. Stark, 26 Old Jewry, E. C. BERKSHIRE. 6. — Reading ( Borough). — For stealing 3 £ 1 postal orders, 9th inst.— A MAN, who gave the name of M. DAWSON, age 30, height 5 ft. 8 or 9 in., complexion pale, long face and neck, hair and slight moustache light; dress, dark jacket suit, dark grey rainproof overcoat, narrow tie, black bowler hat, carried a small brown bag. He had the following advertisement inserted in the People newspaper : —" Lady's Maid wishes to dispose of good dresses, blouses, and hats, cheap, suitable medium figure. List sent. M. Dawson, 46 Oxford Road, Windsor." A reply was received asking for list of goods, and an offer of £ 3 was made, which was subsequently accepted, and the amount forwarded to the address given ( a newspaper shop), where he had arranged to receive letters. He stated he was a wardrobe dealer in a neighbouring town, and that he was advertising in county papers. Warrant issued. Information to Capt. Henderson, Chief Con- stable, Reading. CHESHIRE. 1— Macclesfield ( Borough).— Vox steal- ing, 12th inst., a bicycle, 24 in. frame, micrometer free wheel clutch, Bowden brake, flat handle bars, black and white celluloid grips, Eadie pattern front tyre brake, Clincher tyres, blue mill mud- guard on back wheel, repaired with 2 copper rivets, narrow rat trap pedals— ERNEST EDWIN- SON, alias DRAYCOTT or BARTON, age 18. height about 5 ft. 2 in., complexion fair, warts back of hands; dress, brown plaid suit, red and white striped tie, tan shoes. Has been employed with roundabouts.. Information to Chief Constable Berry, Maccles- field. DERBYSHIRE. 8-- Chesterfield ( County).— For steal- ing £ 40 at Barrow Hill, 13th inst.— JOHN COOPER, age 19, height 5 ft, 6 or 7 in., blotchy face, hair light brown, eyes brown, bow legged, turns his toes inwards ; dress, green check jacket and vest ( square cut), black trousers, black and white neckerchief, dark grey motor cap, light lace boots. A pit pony driver ; native of Barrow Hill, Derbyshire. May endeavour to proceed to America. Warrant issued. Information to Supt. Faulkner, Chesterfield. V.— Langley Mill ( County).— For steal- ing, 11th inst., from his lodgings at Ilkeston, an " Express " English lever watch, No. 20249, " J. G. Graves" stamped on works, " Express lever" on dial, long silver guard attached; 1 " Cam- pion" bicycle, " Model B" " No. 14326" stamped under bottom bracket, 24 in. frame, 26 in. wheel, Bowden brake back wheel, thumb brake front wheel, flat handle bar, Clincher A Won tyres, plated rims with green around centre, black en- amelled fiame, transfer on head and bottom tube — A MAN, who gave the name of HENRY FELL, age about 30, height 5 ft. 8 or 9 in., complexion fair, hair ( thin on forehead) light, clean shaved, red nose, rash on forehead ; dress, dark tweed suit with light stripe, double breasted vest, flannel cricketing shirt, red socks, black hard felt hat, light button boots. Warrant issued. 10— Langley Mill ( County).— For steal- ing, 18th inst., at Ilkeston, 2 black dresses ( 1 black alpaca with striped water mark, lace in- sertion on neck) ; 1 black serge skirt; 1 sateen blouse ; 1 black three- quarter length sacque coat, double cape attached, sleeves wide at cuffs, striped lining ; 1 pair black cashmere stockings ; 1 pair drawers; 1 white chemise ; 1 white night- dress, bishop sleeves, trimmed embroidery; 1 muslin apron with bib; 1 linen do.; 1 blue print skirt, white lace on bottom ; 1 lady's small silver Albert ( 3 strands), Jubilee shilling, tassel, small silver well and bucket, attached; 1 silver bar brooch, 2 hearts in centre; 1 silver brooch, bird engraved thereon ; 1 Jubilee half- crown, one side enamelled various colours; 1 pair brown shoes, size 5; 1 white silk dress front; 1 blue washing silk blouse, tucked in front and crossed with insertion; 2 strings of small pearls ; and 8s. — VIOLET SMITH ( supposed false), age 18, height 5 ft. 2 or 3 in., complexion fair, hair light brown, wears a large fringe, eyes ( bold) blue ; wearing some of the stolen clothing, large green straw hat, trimmed flowers and ribbons ( shabby). Was employed as a domestic servant since 12th inst. Stated she came from Leicester. Warrant issued. Information to Supt. Daybell, Lmgley Mill. DEVONSHIRE. 11— Torquay [ County).— For obtaining, 4th inst., £ 20 by 2 worthless cheques ( 1 No. H 7468, on the Economic Bank, Limited, 18 Bishopsgate Street Without, E. C.; 2nd, No. » 03953, on Messrs. Coutts & Co., London, both signed " Frank Curzon" and dated " 3rd May, 1904)— A MAN, age about 26, height about 5 ft. 7 in., com- plexion fresh, full face, hair dark brown, clean shaved ; wearing light grey overcoat, small green knot tie, black hard felt hat, new light brown boots, gold colour watch chain, supposed diamond ring. He called on servants, stated that he was valet to a gentleman who had taken a house in the neighbourhood, and ascertained the names of the residents and tradesmen with whom they dealt. He then called on a grocer or a butcher and represented that he had been sent by a customer to obtain cash for a cheque. Is identical with Man, Case No. 20, Sth ult. Warrant issued. Information to Supt. Roberts, Torquay. DORSETSHIRE. 12 .— Wimborne ( ujunty).— For neglect- ing to maintain his family— GEORGE ANTHONY REAL, age 28, height 5 ft. 5 in. complexion fair, hair brown, eyes grey, lost part of right great toe; dre6S, usually dark brown jacket, brown cord trousers, dark cap. A native of Poole. May be found on public works.— ALFRED, alias FRED HUGHES, age 33, height 5 ft. 2 in., complexion fair, hair light brown, eyes blue, lost 2 front teeth. An iron moulder; supposed a native of London. Warrants issued. A reward of £ 1 will be paid by the Guardians of the Poole Union for the apprehension of either of the above. ESSEX. 13— Epping ( County).— For wilful damage — JOSEPH GRAY, age about 40, height about 5 ft. 5 in., thick set, complexion fair, hair light, scar over left eye; dress, light smooth jacket, cord trousers, hard hat.— SAMUEL LONEY, age 25, height 5 ft. 5 or 6 in., slight build, complexion fair, hair and slight moustache light; dress, light jacket and vest, cord trousers, cap, yellowish neckerchief.— STEPHEN LLOYD, age 25, height about 5 ft. 8 in., complexion fresh, hair dark brown, slight moustache dark; dress, dark speckled suit and cap. Gipsies. Warrants issued. Information to Supt. Amos, Epping, or to Inspector Burrell, Ongar. some of the parts may have different numbers thereon; I brown leather hand bag— GEORGE PARKER, alias PANKHURST, age 28, height 5 ft. 7' in., complexion ruddy, hair dark brown, short moustache brown ; dress, blue serge jacket, grey striped vest, dark striped trousers, grey motor cap. Is a bandsman, No. 8074, of the 2nd Battn. R. Scots Fusiliers, formerly served in the 1st Battn. East Surrey Regiment in name of Pank- hurst. 15.— Aldershot ( County).— For stealing a new black cutaway coat and vest, edge of pockets braided, silk lining and silk faced buttons to vest, " Prince of Teck " written in ink on tab inside coat collar; 1 thin grey flannel jacket suit, makers " Thresher and Glenny, 152 Strand " on tab of jacket; 1 large brown cap with blue lining ; 1 pair button boots, grey cloth tops, " James McMullen, 104 Jermyn Street, London, S. W." stamped inside; 3 gold studs with hammered heads, and about £ 1 10s.— ALFRED TAPPIN, age 22, height 5 ft. 6£ in., complexion fresh, hair and slight moustache brown, eyes blue, tattoo marks on left hand and forearm, will no doubt be wearing some of the stolen clothing, which is too large for him. Is a deserter from the 1st East Surrey Regiment. May have with him a " Le Francis " safety bicycle. Information to Supt. Hawkins, Aldershot. 16.— Basingstoke ( County).— For obtain- ing money by false pretences, 5th inst.— G. THOMAS ( supposed false), age about 45, height about 5 ft. 6 in., complexion fair, hair and slight moustache iron grey, right leg shorter than left, which causes him to walk on right toe and limp badly, states that his right hip bone has been smashed; dress, brown jacket suit, brown cap red tie, brown boots. Stated that he has served as an officer in the Army, and that he is a pen- sioner. He obtains money from tradesmen by stating that he has taken a house in the district, and, as a reference, uses names of persons residing in the locality. In other cases he takes a letter to a photographer with an order for him to take photographs the following day, and obtains money by stating that he has made certain pur- chases and that he had not sufficient money with him to pay for them. Warrant issued. Information to Supt. Hale, Basingstoke. 17.— Peters field ( County).— For wound- ing with intent to do grievous bodily harm, 9th inst.— ROSARIO DI LUNA, alias ROSE, age about 28, height about 5 ft. 6 in., complexion fair, hair and moustache dark brown ; dress, old grey Norfolk jacket, black vest and trousers, cap. GUISEPPE, alias JOE, age 18 or 19, height about 5 ft. 7 in., stout build, complexion fresh, hair black, eyes blue or grey ; dress, light jacket, greenish colour trousers, spring side boots, grey motor cap. Both Italians. They travel the country with 2 organs, accompanied by a lad. Stay at common lodging or low beer houses. Will probably be found together. Warrant issued. Information to Supt. King, Petersfield. 18.— Portsmouth ( Borough).— For obtain- ing 5s. by false pretences, 6th inst.— G. THOMAS, age about 40, height 5 ft. 9 or 10 in., hair turning grey, moustache sandy, one leg much shorter than other, limps badly; dress, snuff colour coat, light trousers, dark tie, light cap, brown boots. Stated he was a gardener. He called on a photographer and asked for a quotation for a group, returned about an hour afterwards with a letter addressed to the photographer, stated the quotation was satisfactory, & c., obtained the above amount and decamped. Warrant issued. IV— Portsmouth [ Borough).— For steal- ing, between 12th and 13th inst., an 18 ct. gold stop watch, No. 54514; 1 9 ct. gold double curb Albert, with Kruger sovereign in case as pendant, attached; 1 rolled gold watch, 1 do., double Albert, Grecian head seal attached ; 1 9 ct. gold ring, rather small, set small blue stone ; a grey suit and cap— HERBERT FRANCIS JOHNSON, age 29, height 5 ft. 9 in., well built, complexion fair, hair dark brown, moustache light brown, eyes ( full) blue grey ; wearing the stolen clothing. Is a deserter from the Royal Army Medical Corps. He has twice previously deserted, on one occasion he surrendered in London, on the other he was arrested at St. Alban's. Absconded 13th inst. Information to the Chief Constable, Town Hall, Portsmouth shaved, tattooing on arms; dress, blue serge jacket, brown vest, dark cord trousers, cap, strong lace boots. A native of Worcester. Is usually employed by proprietors of roundabouts, swing boats, & c. Warrant issued. Information to Supt. Williams, Weobley. ISLE OF WIGHT. 21.— Newport ( County).— For stealing £ 10 15s., 9th inst. — HARRY JOHNSON, age 18, height 5 ft. 6 in., complexion, hair and eyes dark, clasped hands and bracelet tattooed right arm ; dress, black double- breasted coat with velvet collar, blue guernsey, blue serge trousers, brown cap. blucher boots. A mariner. Was convicted at Brighton about 3 years ago. Warrant issued. Information to Supt. Hale, Newport. HAMPSHIRE. 14— Aldershot ( County). — For stealing, between 15th and 16th inst., from Mandora Bar- racks, Aldershot, a brass cornet, No. 49639, maker Boosey, London, cap at bottom of valve missing ; 1 B flat clarionet, No. 11789; 1 do., No. 14078, HEREFORDSHIRE- 20. — Weobley ( County). — For stealing a silver watch and chain, " George Fletcher scratched inside case ; brown silk handkerchief, white spots thereon— FREDERICK GOODMAN, age 24 or 25, height about 5 ft. 3 in., complexion fresh full round face, hair dark brown, clean KENT. 22— Sandwich ( County).— For stealing, 13th inst., at Guston, near Dover, 15s. worth of 6d. stamps; £ 3 19s. 8d. in Id. stamps; 5s. in halfpenny do., and 18s.— JOHN HARTLEY ( sup- posed false), age 25 ( looks older), height 5 ft. lit in., complexion fresh, hair brown, eyes blue, scar left side of forehead, impediment in speech, coloured star back of left hand, rose back right hand. Is a deserter from the No. 107 Seige Train Company of the Royal Garrison Artillery, stationed at Guston. Was engaged as clerk ; wearing plain clothes. Warrant issued. 23.— Sandwich ( County).— For obtaining 15s. by false pretences, llth inst., at Deal— JAMES BRYANT or BRYAN, age about 50, height 5 ft. 6 in., Blight build, complexion and hair dark ; dress, black overcoat, cord vest and trousers, blue wrap with white spots, greenish colour cap. Is accompanied by A WOMAN, age about 48, height 5 ft. 7 or 8 in., slight build, complexion and hair ( turning grey) dark ; dress, short black jacket, white pearl buttons, black skirt with braid, long brown fur tippet, black sailor hat; wore 2 rings. He stated that he had come into a fortune of £ 3000 which was in the hands of a firm of auctioneers, & c., at Maidstone, and obtained money to enable him to proceed to Maidstone to 6ign documents and obtain an ad- vance. Warrant issued. Information to Supt. Chaney, Sandwich. 21.- Sevenoaks ( County).— For embezzl- ing 17s.— ROGER BARHAM, age 36, height 5 ft. in., complexion fresh, thin cheeks, hair dark brown, heavy moustache ginger, eyes hazel, flat splay feet, 7 dots tattooed left forearm, cross left middle finger, " B " and dot right forearm ; wearing dark dust overcoat, hard felt hat. A journeyman butcher and cab driver. Sentenced at Brighton, 6th August, 1900, to 2 months imprisonment, and at Eastbourne, 25th August, 1903, to 2 months imprisonment, f ) r embezzlement. Warrant iaened. 25.— Sevenoaks ( County).— For stealing, between llth and 12th inst., at Cudham, a brown cob gelding, about 14 hands 2 in., thick set, hog mane with foretop, scar on off shoulder and inside of one hock, fast goer ; 1 collar ; 1 saddle, torn at back, stirrups rusty ; 1 bridle— A MAN, age 45, height 5 ft. 6 or 7 in., stout build, complexion very fresh, clean shaved ; dress, light grey suit, large pockets in coat, black hard felt hat. He was seen riding the gelding through Purley, 12th inst. Information to Supt. Taylor, Sevenoaks. M.— West Mailing ( County).— For leaving his wife and children chargeable to the Common Fund of the Mailing Union— ALFRED LUCK, age 40, height 5 ft. 9 in., complexion dark, hair and moustache black ; dress, brown jacket, brown cord vest, navy blue trousers, grey motor cap. A native of Goudhurst. Warrant issued. Information to Supt. Hoare, West Mailing. LANCASHIRE. 27.— Bury ( County).— For stealing ( bailee) a silver marine centre seconds stop watch, No. 1486, " Brindley, Kidsgrove," on movement; 2 silver Genevas ; 1 silver Swiss lever— WILLIAM SHAW, age about 30, height 5 ft. 7 or 8 in., hair and moustache black, stutters ; dress, black jacket and vest, light trousers, light cap and boots. A watchmaker, may be employed repair- ing watches for jewellers or pawnbrokers. Ab- sconded 9th inst. Warrant issmcd. Information to Sapt. Noblett, Bury. TUESDAY, APRIL 26, 1904. A clerk ; native of Harperley, near Manchester.
