All communications for insertion in the POLICE GAZETTE, and all communi- cations relating tu them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted ill one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputi/, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officcr of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen proptrty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which mty result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints" or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— C Division.— For stealing £ 57, 20th ult. — HORACE MANNING, alias HORACE E. MOLYNEUX. age 32 to 35, height 5 ft. 10 in., complexion sallow, thin face, hair dark brown, clean shaved, eyes brown, of military appearance; dress, blue coat and vest, light striped trousers, black hard felt hat, fawn colour overcoat. ( See Case No. 4, 4th April, 1902). Warrant issued. 2.— E Division.— For obtaining £ 1 ( is. 9d. by false pretences — C. J. PARRY, alias WILLIS, age 32, height 5 ft. 4 in., slight build, complexion dark, hair dark brown ( slightly wavy), moustache ( curled at ends) black, eyes brown ; dress, black overcoat, silk facings, dark jacket suit, black bowler hat. A canvasser. Has recently been canvassing for advertisements for the Great Central Railway. Warrant issued. 3 — N Division.— SAM WELLEli, Case No. 4, 26th February last, not to be arrested. Warrant withdrawn. 4— S Division.— For stealing, 23rd ult., a diamond ring ( recovered)— E. BLEACH, age 35, height 5 ft. 9 in., complexion fresh, hair dark brown ; dress, dark grey Kaglan overcoat ( vertical pockets), dark trousers, black hard felt hat. A working jeweller ; native of West Hampstead, London. Warrant issued. •>.— T Division.— For stealing £ 7 10s.— FREDERICK WENGER ( supposed an American), age 22, height 5 ft. 9 in., complexion sallow, hair ( inclined to curl) and eyes dark, effiminate, speaks with American accent. May seek employment as a restaurant assistant at seaside resorts. Warrant issued. 6.— Y Division.— For stealing, 19th ult., a lady's gold keyless watch, " Dent, Maker" on works, No. 42c00; 1 long gol 1 chain, secret link pattern ; 4 ladie's gold rings ( 1 half- hoop, set is diamonds ; 1 do., set 5 diamonds ; I dress, set 5 diamonds ; 1 set large opal) ; 1 pair strap shoes ; 1 pair lady's boots ; J brown silk umbrella, yellow mounts; and £ 6— EDITH MULLIS, age 21, height 5 ft. 6 in., complexion and hair dark, eyes brown ; dress, blue costume trimmed white braid, blue and white sailor hat. A domestic servant; supposed a native of Tring, Herts. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For an indecent assault— JAMES EDWIN GEE, age 34, height 5 ft. G in., complexion fresh, hair, beard, and moustache dark, eyes hazel; dress, dark grey jacket suit, dark tie, black hard felt hat, lace boots. A company director; native of Hornchurch, Essex. Sentenced to 6 months imprisonment at the Central Criminal Court, 14th March, 1900, for indecent assault. Warrant issued. Information to Supt. Stark, 26 Old Jewry, E. C. BERKSHIRE. 8.— Newbury { County).— For stealing, 7th inst., a pair of opera glasses ( recovered)— SIDNEY POWELL, age 35, height 5 ft. 3 in., complexion fresh, large nose ( disfigured), hair brown, heavy moustache ginger, addicted to drink; dress, old black jacket and vest, brown trousers, grey cap, light lace boots. A tramping shoemaker ; sleeps in sheds, & c. Is now supposed tramping to South Wales. Warrant issued. Information to Supt. Robotham, Newbury. 9.— Reading { Borough).— For obtaining, 26th ult., £ l0 by a worthless cheque on the London, City and Midland Bank, Ltd., Coleman Street, London, signed " A. E. Slade"— A. E. SLADE, alias A. E. LITTLEDALE, NORTON, TONGE, COLLINS, and . J. H. HUDSON, age 25 to 26, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, clean shaved, of • good address. He calls at houses and obtains from servants the names of their employers, also of tradesmen with whom they deal; he then calls on a tradesman, usually a butcher, represents himself as a relative of a customer, presents a cheque and obtains cash for same. Is identical with Man, Case No. 16, 15th ult.; also wanted at Torquay and Exeter. Warrant issued. Information to Capt. Henderson, Chief Con- stable, Reading. CHESHIRE. 10.— Crewe { County). — For stealing, 3rd inst., a bicycle ( recovered)— A MAN, age 25 to 30, height 5 ft. 8 in., hair and small moustache dark brown; dress, black coat and vest, light trousers, black hard felt hat, brown boots. Appearance of an insurance collector. Warrant issued. Information to Supt. A labourer ; native of Farringdon, Berks. Sentenced at Oxford Assizes, 18th June, 1900, to 5 years penal servitude for stealing a waterproof jacket, walking stick, umbrella, & c. APPREHENSIONS SOUGHT ( continued)- DERB YSHIRE. 12.— Derby { County).— For stealing £ 31 3s. at Breaston, 30th ult.— REGINALD HENRY CARLINE, age 32 ( looks younger), height 5 ft. in., complexion fair, slightly pockmarked, hair ( short) light brown, eyes blue, cut scar on forehead, receding chin ; dress, new dark tweed suit. A native of Chesterfield. Has talked of going to Klondyke. Supposed to have left Derby for Liverpool 30th ult. Warrant issued. Information to the Deputy Chief Constable, Derby. 13.— Eckington { County).— For attempted rape at Whitwell, 24th ult.— JOHN DEVON- PORT, alias JACK DEVON, age 32 to 35, height about 5 ft. 4 in., complexion fresh, hair, slight moustache, and eyes dark, supposed burn scar on left cheek; dress, navy blue jacket suit, blue front, check cap, new light lace boots. A bricklayer's labourer; has served in the Royal Artillery. Warrant issued. Information to Supt. Andrew, Eckington, near Sheffield. DEVONSHIRE. 14 — Exeter { City).— For obtaining, 3rd inst., £ 15 by 2 worthless cheques, Nos. S/ B 50167 and 8, on the London, City and Midland Bank, Limited, Coleman Street, London, signed " George E. Edwards "— A MAN, who gave the names of GEORGE E. EDWARDS and JAMES ACLAND, age 25 to 28, height 5 ft. 7 or 8 in., complexion dark, rather full face, hair dark brown, clean shaved, speaks in a iow tone ; dress, three- quarter length greenish overcoat, fancy green plaid vest, tight fitting trousers, flat tie with red spots, brown boots with pointed toes, gold colour chain, may be wearing black bowler hat or light cap. He calls at houses, states that his mistress has taken an house in the neighbour- hood, and obtains from servants the names of their employers, also of tradesmen with whom they deal. He then calls on tradesmen, usually a butcher, represents himself as a nephew of a customer, presents a cheque and asks that it be cashed. He is identical with Man, Case No. 16, 15th ult. DORSETSHIRE. 15. — Poole { County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Poole Union— WILLIE LARCOMBE, age 27 to 30, height 5 ft. 2 to 5 in., slight build, round shoulders, complexion dark, hair black ( wavy), eyes dark, looks downwards when walking; dress, dark blue suit, cap. An iron moulder ; native of Nottingham. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Poole Union for the arrest of Larcombe. Information to Supt. Brown, Poole. I'd.— Weymouth { Borough).— For obtain- ing, 5th inst., £ 4 by a worthless cheque, No. S/ B 50169, London, City & Midland Bank, pay- able to Mr. James Uein or Mein, and signed " Frank Curzon"— JAM MS UEIN, alias FRANK CURZON, age 25 to 30, height about 5 ft. 7 in., complexion fresh, hair dark brown, supposed clean shaved, of smart appearance ; dress, brown or grey lounge coat, check or plaid vest, brown trousers, black bowler hat, brown boots. He calls on tradesmen, usually a butcher or a grocer, presents a cheque which he asks them to cash for a customer, whose nephew he represents himself to be. Is identical with Man, Case 16, 15th ult., also wanted for similar offences at Exeter, Tor- quay, and Winchester. Warrant issued. 17 — Weymouth { Borough).— For leaving his wife and 6 children chargeable to the Com- mon Fund of the Weymouth Union— GEORGE HOWELL, age 45, height 6 ft., complexion fresh, hair and moustache light brown, eyes hazel. A stonemason; may seek employment on public works or at quarries. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 18.— Thorpe { County).— For deserting his 2 children, leaving them chargeable to the Common Fund of the Tendring Union — FREDERICK ARTHUR JAMES, alias ROGERS, age about 36, height 5 ft. 9 in., thin features, moustache dark, eyes blue, nose has been broken. A bricklayer's labourer. Has served in the Army. Warrant issued. 19.— Thorpe ( County).— For deserting his wife, leaving her chargeable to the Common Fund of the Tendring Union — FREDERICK COLLINS, age about 56, height 5 ft. 7 or 8 in., slight build, complexion fresh, hair ( inclined to curl) dark, turning grey, supposed blind one eye. Warrant issued. Information to Supt. Jones, Thorpe. G LAM ORG A NSHIRE. 20.— Bridgend ( County). — For stealing, from his lodgings, a Post Office Savings Bank book; also for forgery— WILLIAM LEWIS JONES, age about 32, height about 5 ft. 7 in., stout build, complexion fresh, hair and heavy moustache black, eyes brown, nail of right middle finger blackened ; dress, blue serge suit ( vest double- breasted), dark tie, bowler hat, lace boots, carried a black overcoat. A native of Beaumaris. During the past 4 years he h?. s been employed as a timberman at a colliery. Warrant issued. Information to Supt. Davis, Bridgend. 21.— Swansea ( Borough). — FREDERICK WEBSTER, Case No. 12, 6th inst,, not now wanted. Warrant withdrawn. GL OUCES TERSHIRE. 22.— Bristol ( City).— For failing to report— Licence- holder CHARLES LONG, Office No. 1933- 00, age 47, height 5 ft. 6i in., complexion dark, hair dark brown, eyes hazel, half bracelet back right wrist, snake front left forearm, eight pointed star back left hand. A fitter ; native of Bristol. Sentenced at Bristol City Assizes, 30th November, 1901, to 3 years penal servitude for stealing wearing apparel. Licenced 2nd March, 1904. b 575. HAMPSHIRE. 23.— Basingstoke ( County).— For larceny ( bailee)— JAMES MORGAN, age 40, height 5 ft. 9 in., slight build, complexion dark, hair black, eyes brown, scar under right eye ; usually wears blue jacket, black peak cap. Has served in the 2nd Dragoon Guards. A blacksmith. May be found driving a locomotive for proprietors of roundabouts, shows, & c. Warrant issued. Information to Supt. Hale, Basingstoke. 24.— Portsmouth ( Borough)— For obtain- ing £ 28 8s. 7d. by false pretences— GUISEPPE MARIOS, an Italian, age 34, height 5 ft. 8 or 9 in., complexion and moustache dark, of good address, speaks English fairly well ; wearing black frock coat. He called on a fruit merchant, represented that he had a ship, the s. s. Minetto, due in London ( mentioned a date 4 days in advance) with a cargo of fruit, produced an Italian bill of lading, and othei papers, and stated that as the merchant had been recommended to him by 2 Covent Garden dealers, he had called with a view of making an arrangement as to the disposal of the cargo on commission. There is no vessel named Minetto registered at the Port of London. Warrant issued. 25.— Portsmouth ( Borough).— For desert- ing his 3 children, leaving them chargeable to the parish of Portsmouth, 22nd March last— WILLI A M BENHAM, age about 30, height about 5 ft. 7 in., complexion and moustache dark, addicted to drink. A dairyman. May be found at common lodging houses or workhouses. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 26. — Southampton ( Borough). — For stealing £ 6.")— EDMUND LUNDELL, a Swede, age 54, height 5 ft. 10 or 11 in., weight about 18 stones, complexion fresh, hair ( turning grey) and heavy moustache dark brown, large burn scar right side of face, wears glasses, well edu- cated, speaks English well, also speaks several foreign languages. A commission agent for a ship's chandler. Warrant issued. Information to the Chief Constable, Southamp- ton. HER TFORDSHIRE. 27. — Hertford ( County). — For stealing, 15th ult., a pair grey trousers, " Honble M. Stonor and Tom Brown" on inside; 1 brown leather collar box ; 1 pair brown leather gloves; 1 dark suit with white stripe; 1 dark grey cap ; 1 motor do.; 1 check flannel vest; 1 fancy green vest; 1 pair old brown leather boots; 1 silver half hunter watch, " J. S. H." and lion on shield at back, silver chain, silver matchbox, and silver cigarette holder, attached— GEORGE CLARK, age 35, height 5 ft. 8 in., complexion fresh, hair brown, eyes blue, scar back right thumb and on left leg ; dress, light brown velveteen jacket, old moleskin trousers, black bowler hat, lace boots. Is a deserter from the Bedfordshire Militia. He left his uniform by the roadside near Hertford, 15th ult. Warrant issued. Information to Supt. Foster, Hertford. ISLE OF WIGHT. 28.— Ryde ( Borough).— For non- payment of £ 46 17s. maintenance arrears.— WILLIAM RICKARD, age about 35, height 5 ft. 8 or 9 in., complexion fair, hair and moustache inclined to ginger, large abscess scar on one side of neck at point of jaw, of smart appearance. A watch- maker, jeweller and electrician. Has served in the Army. Absconded in October, 1902. Warrant issued. Photograph can be seen on application. Information to the Chief Constable, Ryde. KENT. 29.— Canter bury ( City).— For stealing several sums of money— FRED READ, age about 32, height about 5 ft. 9 in., complexion and slight moustache dark, hair dark brown, eyes brown ; dress, blue jacket and vest, striped trousers, black overcoat, black hard felt hat. He was employed as local manager for a London firm of meat im- porters and salesmen, and has occupied similar positions at Margate, Southsea, Eastbourne, and Brighton, where he is well- known. Absconded 25th ult. Warrant issued. 30.— Canterbury ( City).— For obtaining money by worthless cheques — AUGUSTUS MIRAMS, age 53, height a ft. 8£ in., com- plexion fresh, hair ( turning grey) dark brown, short side whiskers turning grey, eyes hazel, burn scar back right calf, mole left side of neck, springy gait, of good address ; dress, dark suit, dark covert coat, hard felt hat. Sentenced at North London Sessions. 6th April, 1893, to 6 months ; and at Cambridge County Sessions, lttth October, 1895, to 9 months imprisonment for similar offences. Warrant issued. Information to Chief Constable Farmery, Canterbury. LANCASHIRE. 31. — Liverpool ( City). — For obtaining goods by a worthless cheque— CAPTAIN W. E. EDWARDS, age 25 or 26, height 5 ft. 3 or 4 in., hair light, nearly sandy, clean shaved ; well dressed. Supposed identical with M. E. Edwards, Case No. 40, 29th ult. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 32.- Manchester ( City).— For failing to report— Licence- holder JAMES WATSON, alias JAMES HARTLEY and JAMES WILSON, Office No. 2111- 01, age 65, height 5 ft. 3J in., complexion fresh, hair and eyes grey, scar right eyebrow, back neck, and under left jaw, 1st joint 4th left finger deformed. A joiner ; native of Whalley. Sentenced at Preston Sessions, 16th October, 1901, to 3 years penal servitude, for burglary. Licenced 16th January, 1904. F P W b 410. 33.— Manchester ( Ci/ y).— For failing to report— Licence- holder JOHN McGUIRE, Office No. 482- 01, age 44, height 5 ft. 1 in., complexion fresh, hair brown ( turning grey, thin on top), eyes blue, large scar and dot centre of forehead, scar right top of forehead, right eyebrow, bridge of nose and left side neck, cross flags back left, heart back right forearm, third joint first right finger dislocated. A labourer ; native of Man- chester. Sentenced at Manchester City Sessions, 2nd October, 1901, to 3 years penal servitude for shopbreaking. Licenced 23rd January, 190 L HNVb 803. Information to the Chief Constable, Manchester. MONMOUTHSHIRE. ' Si.— Abergavenny ( County).— On com- mitment warrant for an offence against the Indecent Advertisement Act— FRANK DAW- SON, alias KEYS and HYDE, age z5 to 30, height 5 ft. 4 to 6 in., complexion pale, hair brown. He carried on a business as medical specialist at Cardiff, and absconded from there about 23rd ult. Supposed a native of Birming- ham. Not to be arrested out of the United Kingdom. METROPOLITAN POLICE DISTRICT 35.— E Division*— For larceny ( lodger)— FREDERICK BRAMHAM, alias STEVENS. F. T. DUDHAM, WHETHAM, and HENDERSON, C. S O., No. M. 8025, ILLUSTRATED CIRCULAR 49, Figure 5, see GAZETTE, Case No. 2, 4th September, 1896, and Case No. 33, 14th July, 1899, age 50 ( looks younger), height 5 ft. 6 in., complexion pale, hair and moustache dark brown ( turning grey), eyes grey, 2 moles left side of face, which is thin, high cheek bones ; dress ( on 28th ult.), dark cutaway jacket suit, dark grey mixture overcoat, high silk hat. This man takes apaitments at first- class boarding houses and then leaves to fetch his luggage, returning with a box or bag generally at lunch or dinner time, and - while the inmates are thus engaged, steals jewellery, & c., and decamps, leaving behind his box or bag, which, on being opened, is found to contain rubbish. Sentenced at North London Sessions, 11th February. 1* 95, to 16 months hard labour for larceny ( lodger). Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W.
