All communicationt for insertion in the POLICI GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZBITB, N « W SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICB GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. >. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ILTXONS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request fcr the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, er by Post Office Order, payable at Parliament Street Poit Office. 18. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. BERKSHIRE. 1.— Wokingham ( County).— For obtain- ing £ 1 ( is. by false preten^ s, 16th December last, at Sandhurst — WILLIAM REEVES, alias WILLIAM S and KING, age about 40, height 5 ft, 9 in., complexion fresh, hair and slight moustache dark brown, eyes hazel ; dress, brown Norfolk jacket, cloth trousers and leggings, white necker- chief, black hard hat, heavy boots. For several years he has carried on a system of fraud upon shopkeepers by representing himself as a farmer, and obtaining orders for rabbits, poultry, potatoes, & c., receiving payment in advance. Usually gives his address as Park Farm, Cobham, Pirbright, or Fleet. Has been convicted at Reading, Win- chester, and Greenwich. Stated he was a native of Exeter. Warrant issued. Information to Supt. Goddard, Wokingham. 5.— Reading ( Borough).— For failure to report— Supervisee JOSEPH MASON, alias HY. DEW and DREW. Office No. 192- 02, age 42, height 5 ft. 5 in., complexion fresh, nose crooked, hair brown ( turning grey), eyes grey, first joint left forefinger amputated, scar left of neck, forehead, and back of hand, scar right of neck, back and front of right forefinger, which is deformed. Aii engine driver; native of America. Sentenced at North London Sessions to 5 years penal servitude and 3 years police supervision for larceny in dwell- ing house. Licenced 2nd January, 1903. BRECONSHIRE. 6— Brecon ( County).— For embezzlement — PERCIVAL SHAW, age 30 to 35, height abodt 5 ft., complexion pale, hair light brown, slight moustache light, eyes ( rather full) blue or grey; dress, dark suit and overcoat, black tie, black bowler hat with band. A brewer's traveller. He left Brecon for Worcester oil 19th ult. Warrant issued. Information to Deputy Chief Constable Joseph, Brecon. DERBYSHIRE. 7.— Chesterfield ( County).— For forging a deed for £ 75 at Bolsover, July, 1903- ALBERT ERNEST WATSON, age 39, height 5 ft. 6 or 7 in., complexion fresh, oval face, hair light brown, slight monstache light ( inclined to sandy), eyes blue; usually well dressed. An auctioneer and valuer; native of Alfreton. Is known at Rother- ham and Doncaster. Warrant issued. Information to Supt. Faulkner, County Police Oflice, Chesterfield. DORSETSHIRE. 8.— Poole ( County).— For larceny ( bailee) — A. G. LICHTERMAN- CHMARA, alias HEN- DEL, LITCHERMANN- CHAMARA, age 28 to 30, height 5 ft. 5 or 6 in., complexion sallow, hair nearly black, eyes hazel, mole right wrist, 6car centre of forehead, and left cheek; dress, dark suit, cheese- cutter cap or soft felt hat, brown gaiters, may be wearing brown boots and snuff- coloured breeches. A native of Minsk, Russia. Deals in furs, cloth and damaged goods. Has a pedlar's certificate No. 194, issued at Derby 12th November, 1903 ; may be found in company of Foreigners. Warrant issued. DURHAM. 9,— Consett ( County).— For shopbreaking at Blackhill, 27th ult., and stealing between £ 12 and £ 14 — ARTHUR LUPTON, age 36, height 5 ft. 7| in., rather round shoulders, complexion fair, oval face, cheeks slightly sunken, hair ( turn- ing grey) light brown, thin moustache, eyes blue, head inclined forward, large nose and splay feet, one knee turns inwards, bust of a female tattooed right forearm, star between right thumb and forefinger, scar bridge of nose; dress, dark jacket. 6 T I I E POLICE GAZETTE. AR- WOOD SMITH, JAMES LLANWARNE, JAMES HAMILTON, JOHN HILL SMITH, and FREDER ( K JAMES RAMSEY, Office No. 2435- 98, and ILLUSTRATED CIRCULAR, NO. 71, Figure 14 ( Case No. 28, 20th November, 1903, Tabular Form of Apprehensions Sought, 7th August, 1903, and Case No. 25, 27th November, 1903), age 45, height 5 ft. 7} in., stout build, complexion pale, large nose, sailor left forearm, scar right forearm, speaks with Scotch accent; wearing light fawn mackintosh and blue mid- shipman's cap. A clerk ; native of London. This mail is an expert swindler. He poses as a doctor, Army officer, or non- commissioned officer, takes lodgings, stating his luggage will follow, then asks, and invariably obtains, an advance by producing a bogus cheque, saying he was too late to get it cashed. In this case he represented he had come to look after the building of a new ship, obtained money to pay cartage of luggage and then decamped. Was in Lincoln on 4th inst. Convicted at Alexandria ( Egypt), Liverpool, Middlesbrough, Newcastle, Portsmouth, Peter- borough, Aberdeen, North Shields, and Devon- port. Sentenced at Canterbury Quarter Sessions, 13th May, 1901, to 3 years penal servitude for false pretences. Licenced 21st May, 1903. b 208. Warrant issued. Information to Supt. A boatman; native of Gloucester. May endeavour to enlist, or seek employment in the Merchant service. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 11— Bristol ( City).— For stealing £ 09 9s. 10d„ 9th ult.— FREDERICK HURLBATT, age 23, height 5 ft. 9 or 10 in., well built, complexion sallow," hair ( short) black, slight moustache dark, now supposed clean shaved, eyes ( small) brown ; dress, dark suit, dark grey speckled overcoat, black bowler hat. A clerk, was employed by the Remington Typewriting Company. Warrant issued. 13.— Bristol ( City).— For forging and utter- ing a bill of acceptance for the payment of £ 45— WILLIAM HENRY TOTTERDILL, age 34. height 5 ft. 9 in., slight build, complexion sallow, hair very thick, moustache brown, eyes grey ; dress, dark suit, black bowler hat. Had with him a yellow tin box and brown Gladstone bag. A school teacher; may endeavour to go abroad. Warrant issued. Information to the Chief Constable, Bristol HAMPSHIRE. 14 - Southampton ( Borough).— For steal- ing a vest and pair of trousers ( recovered) and a dark grey morning coat— FRANK SHERWOOD, age 25 to 26, height 5 l't. 6 or 7 in., complexion pale, hair light brown, clean shaved, eyes steei grey, long thin face, long nose ; wearing dark Raglan overcoat with velvet collar, black felt or check cap, lace boots. Carried a small brown Gladstone bag, about 18 in. long; supposed a waiter. 15. — Southampton ( Borough). — For stealing a suit of clothes ( trousers and vest re- covered)— FREDERICK CHARLES WIGNALL, alias CHARLES WIGNALL, age 19, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, " F. Wignall" tattooed back left forearm, left thumb has been smashed ; dress, dark jacket and trousers, black and white scarf, skull cap or pepper and salt colour motor cap, blucher boots. A cook ; native of Deptford. Has been convicted at Uxbridge, Newport ( I. of W.), and at Green- wich, Marlborough Street and Clerkenwell Police Courts. Warrant issued. HEREFORDSHIRE. 16.— Ross ( County).— For stealing 2 point- ing trowels and a slop jacket, at Welsh Newton, 27th ult.— TWO MEN ( 1st, age about 40, height 5 ft. 7 in., complexion sallow, hair dark brown, moustache dark ; dress, old dark tweed suit, blue muffler, hard bowler hat, nailed boots. 2nd, age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair light or light brown, moustache sandy ; dress, light tweed jacket and vest, light cord trousers, light grey cap, nailed boots). Appear- ance of masons or tramps; stated they were going to Newport, Mon. Information to Supt. Marston, Ross. HER TFORDSHIRE. 17.— Stm A! ban's ( City).— For obtaining money by false pretences, 3rd inst.— A MAN, who gave the name of ARTHUR PEARSON, age about 27, height about 5 ft 4 in., hair light, very talkative ; dress, grey jacket, dark grey trousers, grey motor cap. Stated he was an auctioneer's clerk. He obtains money from local secretaries of the Society of Oddfellows, by representing that he has sent to his lodge for his travelling card, and that he is in want of relief. In some cases he has assumed the name of Arthur Lloyd. Now supposed visiting the southern counties. Warrant issued. KENT. 18.— Chatham ( County).— For deserting his wife and child, leaving them chargeable to the Med way Union— DAN I EL SMITH, age about 40, height 5 ft. 4 in., complexion fair, hair ginger, eyes brown, talkative; dress, light tweed suit, hard felt hat, bow tie. He sells jewellery by auction at public houses, & c. Warrant issued. Information to Supt. Sargent, Chatham. 19.— Sandwich ( County).— For obtaining food, & c., by false pretences, between 20th and 25th ult., at St. Peter's. Than^ t— A MAN, who gave the name of CAPT. GRANT ( supposed false), age abcut 40, height 5 ft. 7 or 8 in., square build, complexion fresh, hair black, moustache brown, good teeth, of smart appearance ; wearing frock coat, black hard felt hat. black melton overcoat with velvet collar. Stated that he was employed by the Government inspecting Coast Guard Fortifications. He represents to hotel keepers that he has lost bis luggage, sends bogus telegrams to persons of title, & c., stays a few days and decamps, a telegram or telephone message is afterwards received from him stating he is ill and unable to return. He left behind a silk hat " Grant, Govan " written inside. Warrant issued. Information to Supt. Chaney, Sandwich. 20.— Sitting hour ne ( County). — For burglary and stealing property described in case No. 50, 4th inst — RUDOLF DOTZAUER, age 23 to 25, height 5 ft. 5 or 6 in., complexion florid, hair auburn, square face and build, rather bow legged, turns toes slightly inwards, awkward gait; dress, light dust coat, dark suit. Had in his possession a small demi- hunter silver watch, small centre face ; a native of Zurich, Germany.— A MAN, age 25, height 5 ft. 5 or 6 in., complexion rather sallow, hair, slight moustache and eyes dark ; dress, light grey mixture overcoat, vertical pockets, dark trousers, black hard felt hat, tan colour gloves. A foreigner, spoke but little English. Warrant issued for the arrest of Dotzauer. Information to Supt. Rhodes, Sittingbonrne. LANARKSHIRE. 21. — Glasgow ( City). — For embezzling £ 26 2s. 9d. between 23rd December, 1903, and 18th February, 1901— WILLIAM T. HEPBURN, age about 30, height 5 It. 1 in., slight build, com- plexion sallow, hair and moustache black ; dress, dark jacket suit, red worsted vest, black hat. lace boots. Was employed as a traveller and collector. Warrant issued. 22.— Glasgow ( City).- For bigamy, 20th November, 1903— RODGER WILSON, age 20, height 5 ft, 8 or 9 in., stout build, hair and moustache brown, Highlander tattooed on right forearm, 2 flags and name left forearm, soldier in full dress on one leg ; dress, navy blue suit. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 23.— Bolton ( County).— For stealing 2 basses containing joiners' tools— A MAN, age 23, height 5 ft. 2 in., complexion pale, hair brown, eyes grey, scar on 2nd and 3rd right timers; dress, dark coat and vest, light trousers, dark tie and cap. A joiner ; native of Buxton. Information to Supt. Leeming, County Poliee Office, Bolton. 24.— Chorley ( County).— For obtaining £ 5 by false pretences at Hutton — BREEDON PRATT, age about 26, height 5 ft. 6 or 7 in., complexion ruddy, hair light, clean hhaved ; dress, usually dark blue knicker suit, brown leggings, brown lace boots. Represents himself as a veterinary surgeon or manufacturer of cattle spices. Supposed well known at Preston and Blackpool. Warrant issued. Information to Acting Supt. Williams, Chorley. 25. — Rochdale ( County). — For stealing ( bailee) an " Osmond Universal Road Racer Bicycle" STEWART, age 25 to 27, height 5 ft. 7 in., complexion light, long thin face, hair light brown, clean shaved, eyes brown, of good address, appeared well educated ; dress, dark tweed suit, lace boots. ( Supposed identical with MAN, Cases 52 and 57, 12th ; 36, 19th ; and 51, 26th ult.) Warrant issued. Iniormation to Supt. Native of Birmingham. Sentenced at Birming- ham Sessions, 9th July, lV* 02, to 15 months hard labour and 1 year supervision for larceny. Liberated on supervision lst August, 1903. Reg No. 7808. LEICES TERSHIRE. 27.— Leicester ( County).— For stealing a dress; 1 cloak; 1 fan; 3 blouses; 1 piece of silk ; 2 gold rings ; 1 travelling bag ; and £ 12— FLORENCE BRUNNETT LORD, age 17, height 5 ft. 5 in., complexion fresh, hair and eyes brown; dress, black costume, brown straw hat trimmed black. A native of South Wigston. Warrant issued. Information to Supt. Ormiston, County Police Office, Leicester. LINCOLNSHIRE. 28.— Boston ( County).— For stealing several sums of money by trick, at Skirbeck, 19th nit. A MAN, age about 40, height 5 ft. 10 or 11 in., complexion and moustache dark, delicate appear- anc « ; dress, dark jacket suit, grey cap.-— A OMAN, age about AO, tall, complexion and hair dark, sharp features, prominent eyes ; dress, dark grey sac back jacket, black skirt, long brown fur with tails, animal's head fastener, dark hat trimmed with blue material. Both spoke Lancashire dialect. Had with them a brown portmanteau containing tea. They distribute small handbills which states that for every half pound of tea purchased, the purchaser will receive a gift of £ 1 from the Head Office, D^ anpgate, Manchester. Warrant issued. H Gibson" on dial, glass cracked ; 1 gold pin in case, set small diamond in centre; 1 square silver sovereign case, flowered, small link chain attached with small bar at end— FRANK MULLER, alias MILLER, a Russian Jew, age about 30, height 5 ft. 4 or 5 in., com- plexion pale, high cheek bones, large nose, hair brown, moustache ginger, eyes ( prominent) dark, walks sharply, one knee inclines slightly inwards ; dress, light overcoat, dark blue suit, grey motor cap, light silk tie with blue stripes. A domestic servant; native of Stoke Newingten. Is fond of theatres, and may seek employment with theatrical companies in the provinces. Warrant issued.
