POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 22, 1904. VOL. XXI., No. 2094. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, uidess the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TlOIff S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to fie apprehended or of stolen property bear a number1 and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. G.— X Division.— For larceny and assault — THOMAS PRICE, alias SNOWBALL and STRATFORD, age about 28, height 5 ft. 10 in., stout build, complexion florid, full face, hair light, eyes blue, left side of mouth contracted, suffers with gout in the legs, abrupt manner; wearing dark blue overcoat, black hard felt hat. Appearance of a costermonger; native of Kensal Town, frequents race meetings. Previously convicted of gambling at Mistley, Salford, and Yarmouth. CARDIGANSHIRE. £ 1 REWARD. 11— Aberystwyth { County).— For desert- ing his wife, leaving her chargeable to the Common Fund of the Aberystwyth Union— GEORGE EDWARD GRIFFITHS, age 33, height about 5 ft. 4 in., complexion and hair dark, eyes brown, thin features, one front upper tooth missing; addicted to drink. A butler; native of Frankwell, Shrewsbury. Warrant issued. The above reward will be paid by Mr. Hugh Hughes, Clerk to the Guardians of the Aberyst- wyth Union, for such information as will lead to the arrest of Griffiths. Information to Supt. IS.- Bishop's S tort ford ( County).— For fraudulently converting £ 30 to his own use— HENRY BAYLEY TAMS, alias HAROLD M. BERKLEY ST. RUTH, age 40 to 45, height 5 ft. 8 or 9 in., stout build, complexion sallow, full face, hair ( thick and curly), beard, and moustache dark brown, may now be clean shaved, right shoulder and eye drops, of good address; dress, brown knicker suit and cap, wears one gun- metal sleeve link, set 3 turquoise each side. Hd.) — WILLIAM WELLS, age 28 to 30, height about 5 ft. 8 in., slight build, hair and moustache light; dress, light covert coat, blue serge vest and trousers, brown cap. For the past 2 years he was in the employ of the Morris Beef Coy., and was at their Dover branch until December last. Formerly employed as a gardener. Absconded 13th inst. Warrant issued. Sentenced at Swansea Assizes, 30th July, 1901, to 3 years penal servitude and 25 lashes for robbery with violence. Licenced 7th ult., and proceeded to New- port, whence he absconded 24th ult., being con- cerned in stealing a barrel of beer. Convicted at Cardiff and Newport. To be dealt with where found. COLDHAM ( sup- posed false), age 27 to 30, height 5 ft. 5 or 6 in., hair light; dress, brown overcoat, dark trousers, cap and white apron. Appearance of a mechanic. Represented that he was doing repairs at an hotel, and that he required linoleum. Warrant issued. Information to Supt. Southgate, Pulham Market. A labourer; stated he had served in the Royal Engineers and that he was now in the 2nd class Reserve. Ab- sconded 13th inst. May be found in Kent, Surrey, or Sussex. Warrant issued. LANCASHIRE. 21.— Liverpool ( City).— For forging en- dorsements to cheques for several thousand pounds — FRANCIS JOSEPH McADAM, age about 70, tall, slight build, complexion fresh, hair, beard, and moustache nearly white, walk erect, with head thrown back, hesitates in speech, is addicted to snuff taking; dress, usually black or dark grey Chesterfield overcoat, black morning coat or dark serge suit, silk or black soft felt hat. An estate broker; native of Donegal; was manager and secre- tary to a Building Society; formerly an Alderman. Absconded about lst inst. Warrant issued. 22.— Liverpool ( City).— For obtaining, by false pretences, a Columbia graphaphone, in oak case, handle on top, brass horn, 36 records, packed each side of instrument— THOMAS GOODALL, age 26, height 5 ft. 7| in., complexion fair, hair and moustache light, eyes hazel, cross of pedestal right forearm, is a good billiard player; dress, blue serge jacket suit, black hat. Has a habit of constantly twisting his moustache when talking. A persistent swindler, who takes rooms at first- class hotels and boarding houses, and on ac- count of his plausible manner is allowed credit, which is invariably the prelude to the passing of a worthless cheque. Sen- tenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawn- broker's, and shooting at police at Macclesfield. Released on licence, 26th December, 1889. On 6th February, 1890, he shipped as A. B., at Birken- head, on ss. " Oratava" to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London; and on 9th October, 1897, and 9th January, 1898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool, and Birming- ham. Is a native of Shoreditch. When he absconded he left behind housebreaking imple- ments, including wood wedges. He is known as an expert and dangerous shooting burglar. Warrant issued.
