All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCQ^^ ND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 104. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9. 10. LTIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number1 and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. A brickmaker ; native of London. Sentenced at Hertford Assizes, 16th November, 1899, to 3 years penal servitude for receiving. Liberated on 2nd licence, 11th ult., and stated his intention of proceeding to Northampton, but did not report there, his licence being found at Haymills, Wor- cestershire. Has been convicted at Leicester and Northampton. To be dealt with where found. 3.— C Division.— For obtaining £ 14 16s. 6d., by false pretences— CHARLES THORNTON, alms C. THOMAS, age 38 to 40, height 5 ft. 8 of 9 in., complexion sallow, sharp nose red at end, hair and moustache ( waxed at ends) brown, of smart appearance; dress, black morning coat and vest, dark grey trousers, black hard felt hat. Warrant issued. 4.— C Division.— For stealing a gold key- less Geneva chronometer watch " Quantiemes Somant les quarts et les demis," engraved inside case; 1 18 ct. gold open curb Albert; 1 gold Egyptian coin, and a 10 dollar piece attached; 1 pair diamond earrings, 9 stones in each; 1 gold chain purse, snap fastening; and £ 8 10s.— ADEL- LINE MICHAU, age 32, height 5 ft. 3 in., stout build, complexion fresh, broad face, hair light, eyes blue, artificial teeth; wearing a grey mackin- tosh, black toreador hat, trimmed grey pigeon. A native of Belgium. May be accompanied by a Frenchman, age 28, height 5 ft. 9 or 10 in., com- plexion fresh, long thin face, hair and long mous- tache light; dress, black overcoat, dark blue suit, black hard felt hat. Warrant issued. 5.— D Division.— For fraudulently appro- priating £ 64— EDMUND ROBERT BIRCH, age 47, height 5 ft. 7 or 8 in., complexion fair, hair and slight moustache brown ( turning grey), no eyelashes, very slight eyebrows, eyes blue, right knee stiff; dress, dark grey overcoat, velvet collar, jacket and vest, black trousers, white rubber collar, red and black striped tie. Warrant issued. 6.— H Division.— For obtaining £ 125 by false pretences— ABRAHAM DAVIS, alias FISHER, age 24, height 5 ft. in., complexion and hair ( curly) dark, eyes dark brown, swings his right leg outwards when walking, nasal accent, slightly tongue tied; dress, dark mixture overcoat, velvet collar, dark grey jacket and vest, red tie, black hard felt hat. A native of Wkitechapel, London, E. Warrant issued. 7.— L Division.— For embezzling £ 61s. 9d. — HENRY WILLIAM WARD, age 26, height 5 ft. 9 in., stout build, complexion fresh, hair and slight moustache dark; dress, dark jacket suit, light overcoat, hard felt hat, sometimes wears a motor cap. An insurance clerk; native of New Cross, S. E. Warrant issued. 8.— R Division.— For obtaining, by fraud, a roan gelding, 16 hands, hog mane, off hind leg swollen— ANSELL JOHN BALL, age 18, height 5 ft. 3 or 4 in., complexion fresh, hair brown, eyes hazel; dress, brown jacket suit, cap, lace boots. A gipsy. Travels Kent with his father, who is a hawker of earthenware. Warrant issued. 9.— R Division.— ALBERT HERBERT HORSMAN, Case No. 2, 26th September, 1902. Warrant withdrawn. 10.— T Division.— For bigamy— WILLIAM JOHN GOODMAN PEARSON, age 36, height 5 ft. 6 in., complexion fresh, hair and moustache light; dress, blue serge jacket suit, black hard felt hat. A native of Devonshire. Sentenced at Liverpool, 28th November, 1898, to 18 months imprisonment for obtaining money by false pretences. BEDFORDSHIRE. 11.— Bedford ( County).— Vor stealing a watch ( recovered) and a metal chain— JESSE LEE, alias TROOPER REYNOLDS, age | 27, height 5 ft. 9 in., complexion fresh, hair brown, wound on right hip, walks lame; dress, dark suit with slight light stripes, grey motor cap with black stripes, lace shoes. A native of Spalding, Lines. Stated he was a reservist of the 2nd Dragoon Guards. Warrant issued. Information to Deputy Chief Constable Quenby, Bedford. BERKSHIRE. 12.— Windsor ( Borough).— For failure to report— Supervisee EDWARD GOLDER, Office No. 3072- 01, age 31, height 5 ft. 5J in., com- plexion fresh, hair and eyes brown, " LIZZIE " back left hand, " I. L. A. C." right forearm. A mop maker; native of London. Sentenced at Surrey Sessions, Kingston, 16th October, 1900, to 15 months hard labour and 3 years supervision for larceny. A scissors- grinder; also gathers rabbit skins. Sup- posed a native of Biggleswade. May have with him a one- wheel scissor- grinder's barrow. Is ac- companied by a woman, short build, and 3 child- ren; had with her a perambulator. Warrant issued. Information to Supt. Summers, High Wycombe. CHESHIRE. li.— Oakmere { County).— For disobedience of summons for wilful damage, 6th November last, at Frodsham— ANDREW RODGERS, age 55 to 60, height 5 ft. 6 or 7 in., complexion sallow, hair dark br^ wn, clean shaved ; dress, old dark jacket and vest, brown cord trousers.— PETER RODGERS, age about 30, height 5 ft. 7 or 8 in., hair dark brown, moustache black, impediment in speech ; dress, old blue jacket and vest, brown cord trousers, scarf. Gipsies ; supposed natives of Staffordshire. They travel with an ordinary gipsy van, and an old canvas covered van, " Leeds, Yorkshire," on both, and a grey horse, 1 bay do., and a bay pony. A carpenter; native of Bristol. Sentenced at Exeter Assizes, 19th June, 1899, to 4 years penal servitude for attempted unnatural offence. Liberated on 2nd licence, 23rd August, 1903. Z 175. I7-— Eckington { County).— For stealing, 24th ult., at Clown, a lady's silver Geneva watch, Albert with 3 small chains and tassel attached; and £ 30 10s.— GEORGE KIRKLEE, may assume the name of Kirk, age 19, height 5 ft. 9 or 10 in., complexion pale, hair brown, clean shaved, eyes grey, slightly knock- kneed, of delicate appearance; dress, dark grey tweed suit with mingled white Btripe, blue front, blue and yellow tie with gold colour spots, grey cap, light lace boots. FORD, THOMAS LEWIS, and GEORGE PEARCE, Office No. 2588- 00, age 68, height 5 ft. in., spare build, complexion dark, hair and eyes grey, short grey whiskers and moustache, carries his head forward, scar right of neck, brown mark back each hand, on throat and neck, 4th right finger stiff; dress, when he left Exeter, 23rd ult., dark overcoat, dark grey coat and vest, striped trousers, bowler hat, supposed wearing silver watch and gold colour chain, gold ring on little linger. A travelling watchmaker ; native of Bath. Carries a small bag containing • watchmaker's tools. Likely to be found at public- houses, lodging- houses, or small refreshment rooms. Convicted at Cardiff, Swansea, Bristol, Usb, Cheltenham, Winchester, Bridgwater, and Exeter. Warrant issued. Information to the Chief Constable, Exeter. HAMPSHIRE. 21.— Basingstoke { County).— For rape at Basingstoke, 2yth ult.— JOHN HIGGIN- BOTTAM, age about 21, height 5 ft. 2 in., slight build, complexion fair, hair, slight moustache and eyes brown ; dress, blue serge suit, double breasted vest, red tie, black bowler hat, button boots. A native of Liverpool ; was employed by a Liverpool firm erecting their new heating apparatus in new buildings, and has been similarly employed in different parts of the country. Absconded 29th ult. BISHOP, Office No. 2687- 02, age 28, height 5 ft. 3| in., complexion fx- esh, hair dark brown, eyes brown; wearing dark overcoat, broad- brimmed hat. A dealer; native of Southampton. He called at a wine and spirit merchant's shop, and gave an order for a quantity of goods to be sent to an address where he was unknown, presented the cheque, and received balance in cash. Con- victed at Monmouth, Gloucester and Bristol. Warrant issued. Information to the Chief Constable, Oxford. PEMBROKESHIRE. 32.— Haverfordwest Castle { County). — For stealing a bicycle, dropped handles, rim brake on front wheel, three rims each side of tyres, plain middle, gear 74— T. E. WILSON, age about 30, height 5 ft. 9 in., complexion pale, hair ( rather long) light brown, eyes ( large) blue; dress, dark jacket, light grey cycling knickers, dark brown stockings, cap, lace boots. A commission agent; sells stereoscopes and views. Warrant issued. Information to the Chief Constable, Haverford- west Castle. FRIDAY, JANUARY 8, 1904. SPECIAL NOTICE. ATTENTION is directed to GEORGE SANDERS ( whose portrait appears above), age 33, height 5 ft. 5 in., complexion fresh, hair and eyes brown, moustache dark brown, lump under left ear, fleshy mole centre of back, ruptured right side; dress, black jacket and vest, grey trousers, brown over- coat, striped neckerchief, black hard felt hat. Committed for trial at North London Sessions, 5th inst., for attempted office- breaking at a railway station, and possessing housebreaking implements by night. When arrested, his boots were covered with sacking, evidently intended to deaden the sound, or avoid the leaving of foot impressions. He is supposed to be an expert travelling thief, who has been previously convicted, or may be wanted for offences elsewhere. R., No. S. 27426, age 24, height 5 ft. 7 in., complexion fresh, hair black, slight moustache, eyes grey, scar under right eyebrow, centre of forehead and on right wrist, bites his finger nails, which are very short; dress, dark jacket and vest, grey mixture trousers, with blue stripe, and cap. A greengrocer's salesman; native of Newbury. He takes lodgings, borrows a horse and cart, and drives about the country calling on greengrocers and farmers, and obtains potatoes by false pretences. Convicted of similar offences at Slough, Maidenhead, Newbury, and Bucks and Berks Assizes. Warrant issued. Information to Supt. Goddard, Wokingham. A native of Perthshire; has been employed at farm work, but latterly in coal mines. Is a good cyclist; has served in the Army. May endeavour to re- enlist. He was liberated on licence from Peterhead Convict Prison, 22nd ult. ( where he had been undergoing a sentence of 10 years penal servitude for a similar offence, com- mitted in Perthshire, in 1896).
