4. GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, JANUARY 1, 1904. VOL. XXI., No. 2088. All communications for insertion in the POLICE GAZETTE, and, all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. _ A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police or his immediate deputy, of the county, city, or borough, as the case may be. 9LTIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or . recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, Whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— (<?) The amount of the reward, ( i) The conditions on which it is payable, ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo j roperty stolen, or criminally laken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( rf), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can he posted. The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of thtf thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Tard, S. W., or to any Police Statiom. [ Insert name and address of the Printer.] . It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting eec. 2 of 2 and 3 Vic., cap. 12). SPECIAL NOTICE. ATTENTION is directed to A WOMAN, age about 35, height 5 ft. 6 in., complexion medium, hair and eyes dark brown, nose and chin rather pointed, very lively and talkative; dressed respect- ably in mourning, viz., black dress and bodice, black cloth |- jacket, with one or more capes, and fine chip straw sailor liat. This woman has committed larcenies, by trick, in various parts of London and the Provinces, her method being to call at schools, boarding houses, etc., representing herself as the relative of a well- known clergyman, and arrange for tuition or apartments for her nephews, afterwards obtaining 10s. or £ 1 by stating she has left her purse in charge of her sister, and has not sufficient money to make certain purchases which she intended. She has also described herself as Matron of St. Thomas's Hospital, and gives names of Dora Mackenzie, Mrs. Wilmot, Miss McLeod, and Nora Bradley. SUMMARY OF CERTAIN SPECIAL NOTICES AND ChUTIONS WITH REGARD TO " DOUBTFUL TRADERS" Which have appeared in the POLICE GAZETTE from time to time, and respecting which complaints are frequently received. No action can be taken against the offenders uuless process is first obtained by persons defrauded. BUTLER, DENIS, " Rosel," Parson's Mead, Croydon.— Deals in cutlery, plate, etc/; adver- tises same, rind obtains high prices for goods of inferior quality.— POLICE GAZETTE, 23rd Febru- ary, 1900. CLEMENTS, L., alias ASTORIA.-— A dealer in dogs. Now residing at 73 Hamlet Gardens Mansions, Ravenscourt Park, W.; obtains dogs from the Provinces by writing from that address.— POLICE GAZETTE, 12th September, 1902. COOPER, W., 753 Old Kent Road.— A dealer in bicycles. He seems to do a genuine business; but his methods are unsatisfactory.— POLICE GAZETTE, 8th December, 1899. DAVIS & < O., alias ALLEN & CO., 9 Peck- ham Park Road, and ALFRED < 5: CO., 26 Denmark Rill, S. E., pawnbrokers and jewel- lers.— They advertise unredeemed pledges at very low prices; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. DAY, ERNEST, 439 Old Kent Road.— Deals in wa^ te paper, etc. Writes well- to- do people, stating that he has a very old but well- preserved print of one of their ancestors or near family connections, which he offers usually for about £ 2. Generally adds that the print has been in his family for some time, and that he would not part with it except that adverse circum- stances ' compel him.— POLICE GAZETTE, 22nd November, 1901. DOREY, LESTER & CO., Kilburu.— This firm distributes circulars describing jewellery, etc., for sale at exceptionally low prices, enclose a coupon to be returned with purchase money; the articles supplied are found to be of little or no value. In some instances the property is never received..— POLICE GAZETTE, 8th July, 1892. EDOUARD M. CH„ CHEVILOTTE, E. CH. HENRI CHARTON, & c.— Writes from France to hotel- keepers that he has deposited a sum of money at a London bank to cover cost of board, & c.; a letter usually follows from a supposed carrying agent, asking the hotel proprietor to remit money to cover cost of conveying luggage. -— POLICE GAZETTE, 15th May, 1903. GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold prospecting); that the business has prospered and he is desirous of handing a share of the profits to his benefactor or family. Correspon- dence ensues and finally an advance of money is requested upon the security of a bar of gold. The " bar of gold" is really brass.— POLICE GAZETTE, 7th March, 1902. GOODE, ERNEST, 184 Oxford Street, London. — Dishonest advertising. People are duped into believing that they are receiving as gifts the articles he sells at a good profit.— POLICE GAZETTE, 10th December, 189". HAMBURG LOTTERIES.— These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them.— POLICE GAZETTE, 25th November, 1898. HENRICKSEN, HENRI, alias HENDERSON. — Bogus servants' agency. Obtains fees from employers, but fails to supply the servants in many cases.— POLICE GAZETTE, 25th October, 1901. OLD AGE PENSIONS, 16, Great James Street, Bloomsbury, W. C.— Carried on by S. S. Sec- combe and H. B. Wingfield. The scheme is not worthy of confidence; but as certain persons receive relief regularly, the proceedings afford no ground for Police action.— POLICE GAZETTE, 5th January, 1900. SEYMOUR, Dr. HAMILTON, Anerley Road, S. E.— Issues a paper called " The Age" at indefinite intervals, and advertisers suspect fraud, where months elapse before the paper appears.— POLICE GAZETTE, 28th December, 1900. 2 T H E POLICE GAZETTE. TUESDAY, JANUARY 12, 1904. SUMMARY ( continued)— SMITH & CO., alias NORTH & CO., and THOMAS SMITH P A YNTER.— Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless.— POLICE GAZETTE, 24th February, 1893. SPANISH SWINDLE.— This fraud has many phases, the most common being a sum of money either buried in the ground or im- pounded somewhere on account of debt, which, on being released, is to be divided between the swindler or his " orphan daughter" and the dupe.— POLICE GAZETTE, 21st October, 1898. STRAMONIUM CIGARETTES; CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agents for the sale of Stramonium, Bronchial and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902. SYMONDS TEA CO., Savoy House, Strand, and SYMONDS' LONDON STORES, New North Street, W. C.— Insert cleverly worded advertise- ments to mislead readers; also advertise bicycles, representing that large numbers are obtained from America, which enables them to be disposed of at a cheap rate.— POLICE GAZETTE, 22nd June, 1900. TANQUEREY, A., Paris.— Free portrait swindle, Writes prominent persons— and others— asking them to send their photograph, and promising to make an enlargement free. Before sending the picture, he demands a sum for either ( a) cost of a suitable frame, or ( b) cost of packing case and for transit. In either case the sum asked is exorbitant and more than covers the whole cost of production. Unless the money is sent, photograph is neither returned nor promise fulfilled. — POLICE GAZETTE, 21st September, 1900. APPREHENSIONS SOUGHT. May be accompanied by a Frenchman, age 28, height 5 ft. 9 or 10 in., com- plexion fresh, long thin face, hair and long mous- tache light; dress, black overcoat, dark blue suit, black hard felt hat. Warrant issued. 4.— H Division.— For obtaining £ 125 by false pretences— ABRAHAM DAVIS, alias FISHER, age 24, height 5 ft. 1\ in., complexion and hair ( curly) dark, eyes dark brown, swings his right leg outwards when walking, nasal accent, slightly tongue tied; dress, dark mixture overcoat, velvet collar, dark grey jacket and vest, red tie, black hard felt hat. A native of Whitechapel, London, E. Warrant issued. 5 — L Division.— Forembezzling £(] Is. 9d. — HENRY WILLIAM WARD, age 26, height 5 ft. 9 in., stout build, complexion fresh, hair and slight moustache dark; dress, dark jacket suit, light overcoat, hard felt hat, sometimes wears a motor cap. An insurance clerk; native of New Cross, S. E. Warrant issued. 6.— R Division.— For obtaining, by fraud, a roan gelding, 16 hands, hog mane, off hind leg swollen— ANSELL JOHN BALL, age 18, height 5 ft. 3 or 4 in., complexion fresh, hair brown, eyes hazel; dress, brown jacket suit, cap, lace boots. BUCKINGHAMSHIRE. 7.— Cheshum ( County).— For being con- cerned with a man in custody charged with steal- ing bacon, 18th ult., at Chesliam— SOLOMAN LOVERIDGE, age about 20, height 5 ft. 8 or 9 in., complexion fresh, hair brown, carried head slightly forward when walking; dress, velveteen coat, drab- colour riding breeches, dark cap, all old, black leather leggings, 3 straps across front. A scissors- grinder; also gathers rabbit skins. Sup- posed a native of Biggleswade. May have with him a one- wheel scissor- grinder's barrow. HEREFORDSHIRE- 13. — Leominster ( County). — Committed for trial at Herefordshire Quarter Sessions, 4th inst., for housebreaking— Expiree HENRY CLARKE, alias HENRY WHEELER, Office No. 86- 02, and Illustrated Circular, No. 69, Figure 14, age 52, height 5 ft. 9 in., complexion fresh, hair light brown ( turning grey), eyes blue, scars left wrist, webbed fingers left hand; dress, long drab- colour overcoat, brown cord trousers, black soft hat. A native of Gloucestershire. Found in his possession, supposed stolen, 1 pair new scissors, about in. long, 3 pocket knives, 2 wooden pipss, 1 pair brown kid gloves, 1 lady's metal chain, 1 gent's do. with small Midland Railway button attached, 1 roll- up needle- case. A native of London. Sentenced at Derby County Sessions, 6th April, 1903, to 9 months hard labour and 2 years supervision for larceny. Liberated 14th ult. DERBYSHIRE. $— Eckintfion ( County}.— For stealing, 24th ult., at Clown, a lady's silver Geneva watch, Albert with 3 small chains and tassel attached; and £ 30 10s.— GEORGE KIRKLEE, may assume the name of Kirk, age 19, height 5 ft. 9 or 10 in., complexion pale, hair brown, clean shaved, eyes grey, slightly knock- kneed, of delicate appearance; dress, dark grey tweed suit with mingled white stripe, blue front, blue and yellow tie with gold colour spots, grey cap, light lace boots. Was invalided from the Army. A collier; native of Clown. May endeavour to proceed to Canada. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Andrew, Eckington. A carpenter; native of Bristol. Sentenced at Exeter Assizes, 19th June, 1899, to 4 years penal servitude for attempted unnatural offence. Liberated on 2nd licence, 23rd August, 1903. Z 175. HAMPSHIRE. 11.— Alton ( County').— For stealing a bicycle lamp ( recovered)— WILLIAM ALLEN, age 18 height 5 ft. 5£ in., complexion fair, hair brown, eyes hazel. A native of Colstock, Cornwall. Is an absentee from the 2nd Battalion Devonshire Regiment, wearing khaki uniform. Absconded 20th ult. Had in his possession a bicycle ( W. O. pattern). Warrant issued. Information to Supt. James, Alton. 12.— Peters field ( County).— For stealing, 1 9th ult., a crossed cheque, No. 146089, dated 19th December, 1903, for £ 83 9s. 4d., drawn on the London and Westminster Bank, and made payable to Miss E. Amey, and signed S. A. Carlton and Mrs. S. or Sarah Dilley; 1 do., No. 199570, on Barclay & Co., Ltd., Bank, made payable to Miss E. Amey by — Madgwick, Fernhurst; 1 crossed cheque for £ 1 14s. on the Capital and Counties Bank, made payable by Messrs. A. & F. Bovey, Hurst, to Miss E. KENT. 14.— Chatham ( County). — For deserting their children, leaving them chargeable to the Medway Union— PERCY E. RUSSELL, age 31, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes hazel, scar right cheek and hip, bridge of nose and under left eye, speck right eye. A native of Gillingham.— GEORGE C. MITCHELL KELMAN, age 50, height 5 ft. 7 in., complexion sallow, hair ( turning grey) dark brown, eyes brown, of weak intellect, has been confined in a lunatic asylum; dress, daxk coat and vest, dark cord trousers.— JAMES APPLETON, age 40, height 5 ft. 3 in., complexion fresh, sharp features, hair and eyes brown; dress, tweed suit and cap. Sargent, Chatham. 15.— Sandwich ( County).— For leaving his wife and child chargeable to the Common Fund of the Isle of Thanet Union— RICHARD MACNALLY, age 28, height 5 ft. 4 or 5 in., com- plexion pale, hair light brown, eyes blue, mark on right cheek, moles back of neck; dress, black coat and vest, dark blue trousers, black tie and cap, light lace boots, or may be wearing a light suit. A native of Wingham. Warrant issued. Information to Supt. Chaney, Sandwich. LANCASHIRE. 1 G.— Garstang ( County).— For stealing £ 6, between 27th and 28th ult.— A MAN, age about 32, height 5 ft. 6 in., complexion fresh, moustache sandy, eyes blue, near- sighted, sometimes wears glasses, addicted to drink; dress, dark jacket and vest, light trousers, dark blue tie with white stripe, blue cap, lace boots. A weaver; supposed a native of Burnley. A football player, was connected with the Calder Vale Football Club. Information to Supt. Procter, Garstang. OXFORDSHIRE. 17. — Oxford ( County). — For assault — ALFRED CLANFIELD, age 30, height 5 ft. 9£ in., square shoulders, well built, complexion fair, hair light brown, moustache inclined to sandy, eyes blue or grey; dress, brown jacket and vest, dark cord trousers, grey cap, heavy nailed boots. A market gardener; native of Garsington, Oxon. May seek employment at nurseries. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. 18.— Oxford ( City).— For obtaining £ 4 Is. by a worthless cheque on the Capital and Counties Bank, Winchester Branch ( No. A. 15958, signed W. Cannon)— THOMAS TAYLOR, alias THOMAS RICHARDS, THOMAS BROWN, and T. BISHOP, Office No. 2687- 02, age 28, height 5 ft. 3| in., complexion fresh, hair dark brown, eyes brown; wearing dark overcoat, broad- brimmed hat. A dealer; native of Southampton. He called at a wine and spirit merchant's shop, and gave an order for a quantity of goods to be sent to an address where he was unknown, presented the cheque, and received balance in cash. Con- victed at Monmouth, Gloucester and Bristol. Warrant issued. Information to the Chief Constable, Oxford. PEMBROKESHIRE. IS— Haverfordwest Castle ( County). — For stealing a bicycle, dropped handles, rim brake on front wheel, three rims each side of tyres, plain middle, gear 74— T. E. WILSON, age about 30, height 5 ft. 9 in., complexion pale, hair ( rather long) light brown, eyes ( large) blue; dress, dark jacket, light grey cycling knickers, dark brown stockings, cap, lace boots. A commission agent; sells stereoscopes and views. Warrant issued. Information to the Chief Constable, Haverford- west Castle. T H E POLICE GAZETTE 3 SPECIAL NOTICE. ATTENTION is directed to GEORGE SANDERS ( whose portrait appears above), age 33, height 5 ft. 5 in., complexion fresh, hair and eyes brown, moustache dark brown, lump under left ear, fleshy mole centre of back, ruptured right side; dress, black jacket and vest, grey trousers, brown over- coat, striped neckerchief, black hard felt hat. Committed for trial at North London Sessions, 5th inst., for attempted office- breaking at a railway station, and possessing housebreaking implements by night. When arrested, his boots were covered with sacking, evidently intended to deaden the sound, or avoid the leaving of foot impressions. He is supposed to be an expert travelling thief, who has been previously convicted, or may be wanted for offences elsewhere. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. PORTRAIT OF A PERSON | WANTED. MONTGOMER YSHIRE. 20. — Newtown \ fourity\— For deserting and leaving her child chargeable to the Newtown and Llanidloes Union— SARAH JONES, age 26, height about 5 ft., thick set, hair auburn, full cheeks, rosy in centre, abscess mark on side of face.
