All communicationt for insertion in the POLIOI GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZITTE, NEW SCOTLAND YAED, LONDON, S. W. 8. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient t » enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension it tought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. _ A remittance of 6s. should be made in the first instance for cost of engraving sketches. ' Every announcement, if for the apprehention of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force aqainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6. ATIOKTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from tuch publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. . . . 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. G., No. 1914, May 2nd, 1902.) SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. A carpenter; native of London. Sentenced at North London Sessions, 23rd January, 1900, to 4 years' penal servitude for larceny. Licenced 27th January, 1903. W. a. 508. Released from Lewes Prison, 15th September last, after undergoing 6 months hard labour for failure to report. To be dealt with wherever found. 2— A Division*— For embezzling 7s., 9th inst.— HERBERT CHARLES HALE, age 24, height 5 ft. 5 in., complexion sallow, hair light, eyes blue, wears glasses; dress, dark overcoat and trousers, blue tie, cap. A public house manager ; native of Kettering. 5.- If Division. — For stealing £ 165— ARTHUR GEORGE MISTER, age 40, height 5 ft. 8 in., complexion fresh, hair ( curly) and moustache light brown, eyes blue, back of head very large; dress, blue serge suit, black overcoat with silk facings, light bow tie, black hard felt hat, lace boots. A native of London. The above sum was entrusted to him to pay music hall artistes. Warrant . issued. 7.— P Division.— For stealing a lady's dress; 1 do. grey tweed jacket; 1 do. umbrella with tortoiseshell handle, silver mount— ELLEN BED- WELL, age 24, height 5 ft. 5 in., complexion pale, thin face, hair dark brown, eyes blue, front teeth decayed; dress, blue merino dress with white satia front, grey tweed jacket with leather pocket oa right side, light blue beaver hat, trimmed violets and cream lace. CITY OF LONDON. 8.— For forging and uttering 3 cheques for £ 369 5s., and stealing £ 105 2s. 4d.— THOMAS GRANT, age 17, height about 5 ft. 7 in., slight build, stoops slightly, complexion pale, hair dark; dress, light grey jacket suit and overcoat, black felt hat, button boots. A native of Love Lane, City. Is accompanied by his WIFE, age about 23, height 5 ft. 2 in., stout build; dress, blue serge costume, large flat hat. Supposed of German or French nationality. BRECONSHIRE. 10.— Ystradgyniais ( County).— For steal- ing a watch and chain— RICHARD MASON, alias THOMAS DAYIES, age 25 to 30, height 5 ft. 7 in., complexion fair, red face, hair brown, moustache sandy, large eyes; dress, dark tweed jacket, dark grey trousers, black and blue tie. black hard felt hat, may be wearing a muffler. A haulier or farm labourer; native of Pembrey, Carmarthen. Has been employed as a post- boy. Is well- known in Carmarthenshire. Absconded 28th ult. ( See Case No. 8. 6th inst.) Warrant issued. A native of Crewe; attends cattle sales, frequents common lodging- houses. Warrant issued. 14 — Crewe ( County).— For stealing. 14th inst., a pair light lace boots, size 7 or 8, toe- capped, rivetted, " vamps cut through, warranted to toe " stamped on sole, and an old melodeon—- ROBERT SPADING, or SPADIS, age 30 to 35, height 5 ft. 6 or 7 in., complexion sallow, hair brown, long scar on one side of face; dress, dark jacket, cord trousers, dark cap, heavy boots. A native of Bolton; he tramps the country, and is occasionally employed with roundabouts, etc., at fairs. Warrant issued. Information to Supt. Pearson, Crewe. DENBIGHSHIRE. 15.— Llanrwst ( County) — For embezzle- ment— DAVID JONES, age 47, height 5 ft. 6 in., square shoulders, hair ( bald on top) and whiskers dark, turning grey, scar top of head; wearing dark clothes, hard felt hat. A solicitor. Is accompanied by his WIFE, age about 35, height 5 ft. 4 in., hair light brown. May endeavour to leave the country. Warrant issued. Information to Supt. Jarvis, Llanrwst. DERBYSHIRE. 1'".— Bakewell ( County). — For obtainirg food and wine by fraud, at Grindleford, between 15th May and lst July last- F. BROOKE, age about 50, height 5 ft. 10 or 11 in., stout build, com- plexion light, hair ( supposed turning grey), side whiskers and moustache ( turning grey) sandy, eyes ( small) blue, good teeth, of good address. He represented that he was fitting electric light at collieries. Warrant issued. Information to Supt. Savory, Bakewell. 17 — Chesterfield ( Borough). — For ob- taining food and lodgings by false pretences, between 3rd and 11th inst.— HANNAH MOR- TON, alias RUBY STANWAY and MARY THOMAS, age about 23, height 5 ft. 1 or 2 in., stout build, complexion and hair dark, full face; dress, black tailor made skirt, black blouse, fawn three- quarter length coat with small cape, fawn colour felt hat trimmed quill and brown velvet band with white spots, shoes with patent leather toe- caps. Had with her a green tin trunk contain- ing servant's clothing. Stated she was a native of Hawarden. May seek employment as a domestic servant. Warrant issued. 18.— Chesterfield ( Borough).— For steal- ing from his lodgings, 3rd inst., a gold double Albert, curb pattern, thin, gold- filled oblong match- box, chased, and a gold badge appendage attached ; 1 dark grey three- quarter length overcoat, plain collar; 1 morocco leather pocket book and card case combined— GEORGE BLOOR, age 21, long thin face, clean shaved, eyes dark, one leg withered; dress, navy blue jacket ( red mark down left sleeve), and vest, dark cord trousers, blue tie with gold stripes, heavy lace boots, shirt and socks stamped " 3rd Battalion Derbyshire Militia." A slater's labourer; native of Farnworth, Lanes.; is believed to have been recently discharged from Normanton Barracks, Derby. Warrant issued. Information to Chief Constable Kilpatrick, Chesterfield. ESSEX. 19— Chelmsford ( County).— For stealing a Sr. Bernard bitch ( recovered) — ALBERT LOVE, C. S. O., M/ 5172 ( Case No. 20, 30th ult.), age 39, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, crown and 2 dots front right forearm, crossed flags front left lorearm. Warrant issued. Information to the Deputy Chief Constable of Essex, < helmsford. 20 — Colchester ( County).— For obtaining food and lodgings by false pretences— RIuHARD EUMNEISTER, age 50, height 5 ft. 3 or 4 in., complexion pale, hair, whiskers and moustache ( turning grey) and eyes dark, wears glasses ; dress, dark jacket suit, tie with red spots, hard felt hat, brown boots. Supposed a native of Austria, carries a small harp in case, stated that he was a Doctor of Music. Warrant issued. 21.— Colchester ( County).— For fowl steal- ing— BENJAMIN NFALE, age about 2<>, height 5 ft. 3 or 4 in., complexion fresh, hair ginger, eyes brown ; wearing cord trousers, vest with sleeves.— ALFRED HE ATH, age about 18, height 5 ft. 2 or 3 in., complexion and hair dark, eyes brown; drees light colour jacket, cord trousers, cap.— A I. BERT PORTER, age about 20. height about 5 ft. 2 in., slight build, complexion and hair dark, eyes dark brown ; wearing jacket with velvet collar, cord trousers. Warrant issued. Information to Supt. Ackers, County Police Station, Colchester. Z2.— Grays ( County).— For stealing from his lodging*, 6th inst. ( 2 cases), 1 gold scarf pin, shape of maltese cross in filigree work; I do., supposed 1 > ct., wish- bone shape, set small pearl; 1 do., set 1 large and about 10 small garnets, in silver ; 1 gold ring, supposed 18 ct., catseye in claw setting ; 1 9 ct. gold Albert, curb pattern, stamped 9' 375 throughout ; 1 silver pencil- case, plain, seal at end ; 1 heavy silver Albert, curb pattern, brass swivel, and £ 16 15s.— JAMES WALLACE, Office No. 1525- 01 ( See Case No. 33) ; drees, dark jacket suit, light cap. This man called at 2 houses under the pretence of obtaining lodgings, and while left alone in the bedrooms stole the above mentioned property, in each case leaving a bogus parcel behind. Information to Supt. Jordan, Grays. 23. — Thorpe - le - Soken ( bounty).— HARRY GRAHAM, Case No. 23, 3rd April last. Warrant cancelled. GL DUCES TERSHIRE. 24.— Staple Hill ( County).— Escaped from a reformatory, 27th ult.— WILLIAM DOLLING, age 15, height 5 ft. 1J in., complexion fresh, hair dark brown, eyes blue, large scar left calf; wear- ing reformatory uniform, viz., drab cord suit, blue cap with small red stripe. A native of Bath. Information to Supt. Cooke, Staple Hill. 25.— Bristol ( City).— For stealing, from his lodgings, 9th inst., a dark brown tweed suit, 1 9 ct. gold shield ring, monogram " J. P." thereon; 1 white linen collar and front, " Bate " thereon; and £ 7 8s. JACKSON, alias ROSEN, age about 26, height 5 ft. 6 in., complexion sallow, several pimples on face, hair and moustache black, appeared to be rather deaf; wearing the stolen clothes, grey and blue tie, dark grey overcoat, black bowler hat, silver watch and chain, 2 gold rings ( 1 set large pink stone). May be wearing the South African war ribbon. Had with him 4 razors and a mouth organ. Stated he was an artificial flower maker. Absconded 9th inst. Warrant issued. 26 — Bristol ( City).— For fraudulentlv con- verting £ 1,150 to his'own use— JOHN FRED- ERICK MURLEY, age about 55, height 5 ft. 7 in., sliehtly round shoulders, stout build, complexion pale, thick neck, moustache dark, short side whiskers turning grey ; wearing black morning coat and vest, black bowler hat. Had with him a yellow tin box, brown Gladstone bag, a fishing basket and rod. A solicitor, late of Weston- Super- Mare. May be found staying or preaching at Y. M. C. A. Institutes. Absconded 28th ult. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 27 — Aldershot ( County).— For forging and uttering cheques, 5th inst.— GEORGE DAWSON, alias KERSHAW, age 18, height 5 ft. 4 in., com- plexion fresh, hair light brown, eyes grey, curved scar left eyebrow ; dress, new black serge jacket suit, double- breasted vest with collar, light check cap, tie with black and red squares. A native of Manchester. Is a deserter from the 2nd Cheshire Regiment. Had in his possession about £ 10, and a new brown hand bag. Information to Supt. Hawkins, Aldershot. 28.— Winchester ( City).— For obtaining 5s. by false pretences, 2nd inst. RAMSEY, alias J. L. SMITH, JAMES McKENZIE, JAMES HAMILTON, FREDERICK RAMSEY, JAMES JOHNSTONE, JOHN H. SMITH, and LLAN- WAIRNE, age 45, looks older, height about 5 ft. 10 in., complexion fresh, hair and moustache grey, eyes blue, of military appearance; dress, dark suit, fawn colour waterproof coat, black hard felt hat, lace boots. Stated that he had served as Squadron Sergeant- Major of the 19th Hussars, also repre- sented himself as CAPTAIN SMITH, Royal En- gineers. He takes lodgings, and states that his box is at th" railway station ; then calls on Noncon- formists and represents that he belongs to the same chapel, also on Officers and Army Chaplains, from whom he obtains money by various false pre- tences. Has been convicted at Bradford, Liver- pool, Middlesbrough, Portsmouth, Peterborough, Aberdeen, North Shields, Devonport, and Can- terbury. Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. 29. — Southampton ( Borough). — For failure to report — Licence- holder OFORGE EDPOWVS, alias FR^ NK RAY. FREDERICK WALLACE. HORACE WAT, FORD FRANCIS ASHLEY, WTTLTAM HENRY NFWTNG, and FRANCTS ASHBY. Office No. 152- 99, age 50, height 5 ft. 8} in., complexion fresh, hair ( turning grey, partly bald) and eyes brown, scar each side of bead and left fore- arm. dot between left thumb and finger; a surgeon. Sentenced at Maidstone Assizes. 10th July, 1899, to 4 years' penal servitude and remanet of former sentence for burglary. Licenced 9th inst. T. Z. 451. HER TFORDSHIRE. 30 — Hamel Hempstead ( County).— For stealing ( bailee), 15th September last, a mare, trap, and harness— WILLIAM McMAHON, age 33 to 35, height 5 ft. 10 or 11 in., stout build, complexion fresh or florid, broad features, hair ( bald on top) and slight moustache brown, eyes hazel; dress, light check coat, breeches and cap, red mixture vest with small brass buttons, black leggings, lace boots, long fawn colour mackintosh. Supposed a native of Dundalk. Warrant issued. Photograph can be seen on application. Information to Supt. Frogley, Hemel Hempstead. 31 . — Watford ( County). — For obtaining money by false pretences, 20th July last, at Rick mansworth— WILLIAM BELTON, age about 44, height 5 ft. 10 in., stout build, complexion and hair dark, beard and moustache dark auburn, close cropped, of good address; wearing blue Melton overcoat with velvet collar, black hard felt hat. He represented that he was about to publish a port- folio, obtained advertisements from tradesmen for insertion therein, received payment for same, and gave a numbered and printed receipt, signed " Wm. Belton." Warrant issued. Information to Supt. Wood, Watford. KENT. 32,— Canterbury ( County).— For non- pay- ment of £ 7 4s. maintenance arrears— FRANCIS JACOB VINCENT, age about 22, height about 5 ft. 8 in., complexion fair, hair and small mous- tache light, eyes grey; dress, light grey suit and cap, light lace boots. May now be dressed as a bargeman. A native of Kingston, near Canter- bury. Warrant issued. 33 — Canterbury ( CountyV— For non- pay- ment of £ 40 16s. maintenance arrears— JACOB ASHBY, age about 25, height 5 ft. 1 or 2 in., com- plexion pale, hair ( curly) and eyes brown; dress, bluish grey suit. A hairdresser, late of Whitstable. Warrant issued. Information to Supt. Jacobs, County Polic « Office, Canterbury. 34.— Gravesend ( Boroucrh).— For obtain- ing 5s. by false pretences, 26th ult.— JAMES SMITH, alias W. ROBINSON WILSON, age 30 to 36, hair dark brown; dress, brown jacket and trousers, blue serge cap. A labourer or jobbing gardener. He calls at houses, states he has been sent by the master ( who has just left the town by train) to leave a parcel of rose trees ( which are afterwards found to be ash saplings), and obtains payment for same.
