All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THK EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, 8. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is fought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. fl. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. . ... 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from tuch publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. . . . Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same wUl be given on application. J. Beach" left forearm. A tinsmith; native of London. Sentenced at Winchester Assizes, 24th June, 1899, to 3 years penal servitude for receiving. Liberated on 2nd licence 10th ult. R. Z. 372. Convicted at Gosport, Aldershot and Guildford. Stated his intention of proceeding to Newport, Isle of Wight, but did not report there. To be dealt with wherever found. I 2.— C Division.— For obtaining £ 3 15s. by a worthless cheque on the National Provincial Bank of England, St. James's Branch, 208 Piccadilly — JOSEPH BIRCH, age about 45, height 5 ft. 7 or 8 in., complexion fresh, hair and heavy moustache light brown ; dress, blue serge suit, black hard felt hat, lace boots. Supposed a native of London. Warrant issued. 3.— E Division.— For obtaining money by fraud— FREDERICK W. INGLETON, age 33, height 5 ft. 6 or 7 in., complexion florid, hair light, moustache red, eyes hazel, wears glasses, very thin legs, addicted to drink ; dress, dark grey jacket suit, tight fitting trousers. He pro- duced a forged order purporting to have come from Mr. Hodkin, Pulsometer Engineering Com- pany, Reading, for the insertion of advertisements in Engineering Magazines, and obtained money as commission. A native of Brixton. Warrant issued. 4.— N Division.— For obtaining £ 9 10s. by worthless cheques, on the Middlesex Banking Co., 89 and 90, Leadenhall Street, E. C.— GRACE FOLLITT, age 45, height 5 ft. 4 in., stout build, complexion ruddy, full face, hair very dark, addicted to drink ; dress, black dress and jacket, large straw hat. Warrant issued. 5.— S Division.— For assault on police— JOHN NEWTON, age 30, height 5 ft. 6 in., com- plexion dark, hair dark brown, eyes brown, 1 front upper tooth overlaps ; dress, dark mixture coat, cord trousers, dark neckerchief, mixture cap, lace boots. A labourer ; may be found sleeping in sheds in the vicinity of St. Albans. Is a fowl thief.— ELIZABETH NEWTON, age 30, height 5 ft. 4 in., stout build, complexion dark, hair' black, eyes dark brown ; dress, black dress, jacket and hat, has with her 3 children and usually a perambulator.— JACK SMITH, age 4l, height 5 ft. 6 in., stout build, complexion fair, hair light, eyes grey ; wearing dark clothes. Warrant issued. 7.— X Division.— For stealing, from his lodgings, a silver watch and a copper kettle— VICTOR STILLMAN, alias COOPER, age 35, height 5 ft. 8 in., complexion sallow, hair dark brown; dress, dark coat and vest, moleskin trousers, black hard felt hat. A ship's stoker. Warrant issued. 8.— X Division.— For embezzling 15s.— ERNEST ALLEN, age 20, height 5 ft. 8 in , com- plexion fresh, freckled, hair and slight moustache ginger, prominent teeth, walks badly; dress, dark suit and cap. A milk carrier. Warrant issued. 9.— X Division.— For embezzling 30s.— FREDERICK SEARS, alias BROOKS, age 30, height 5 ft. 9 in., complexion fresh, hair and moustache brown, scar on bridge of nose : dress, fawn colour covert coat, dark trousers, black hard felt hat. She engaged a solicitor to administer the estate of a wealthy brother alleged to have died at Bristol, and induced him to forward to Bristol the train fare for a person to bring the documents, then com- municated with the postal authorities there to send the solicitor's letter to Workington. DERBYSHIRE. 13.— Alfreton ( County).— For stealing £ 1 15s. from his lodgings, 28th ult. — JAMES O'HARA, age about 35, height about 5 ft. 10 in., complexion fresh, hair ( long and wavy) dark brown, eyes brown, leminine voice; dress, black coat and vest, grey trousers, blue striped tie, light grey motor cap, light lace boots. A pianist; native of Brigg. Sings at public houses. Warrant issued. Information to Supt. Eyre, Alfreton. DEVONSHIRE. 14.— Barnstaple ( Borough).— For stealing from his lodgings, 2nd inst., £ 1 4s. 6d., and a receipt for £ 20 payable to Charles Grant, dated June, 1902— A MAN, who gave the name of McOWEN, age about 28, height 5 ft. 4 or 5 in. complexion fair, hair ( curly in front), ginger, slight moustache light; dress, dark grey tweed suit, dark cap, carried an umbrella with large knob. He took lodgings, stating he was a musician and that he bad a friend coming by the Great Western Railway with a liarp and violin, asked to be allowed to go to his room, committed the larceny and decamped. Information to the Chief Constable, Barnstaple. ESSEX. 15.— Chelmsford ( County).— For stealing a St. Bernard bitch ( recovered) — ALBERT LOVE, C. S. O., M/ 5472 ( Case No. 20, 30th ult.), age 39, height 5 tt. 3 in., complexion fresh, hair brown, eyes blue, crown and 2 dots front right forearm, crossed flags front left forearm. Warrant issued. Information to the Deputy Chief Constable of Essex, Chelmsford. 1<\— Colchester ( County).— For obtaining food and lodgings by false pretences— RICHARD EUMNEISTLR, age 50, height 5 ft. 3 or 4 in., complexion paie, hair, whiskers and moustache ( turning grey) < md eyes dark, wears glasses ; dress, dark jacket suit, tie with red spots, hard felt hat, brown boots. Supposed a native of Austria, carries a Mnall harp in case, stated that he was a Doctor of Music. Warrant issued. 17.— Colchester ( County).— For fowl steal- ing— BKAJAMIN NEALE, age about 2u, height 5 ft. 3 or 4 in., complexion fresh, hair ginger, eyes brown ; wearing cord trousers, vest with sleeves.— ALFRED HEATH, age about 18, height 5 ft. 2 or 3 in., complexion and hair dark, eyes brown ; dress, light colour jacket, cord trousers, cap.— ALBERT PORTER, age about 20, height about 5 ft. 2 in., slight build, complexion and hair dark, eyes dark brown ; wearing jacket with velvet collar, cord trousers. GLAMORGA NSHIRE. 18 — Cardiff ( Bonmgh).— For failure to re- port— Expiree EDWARD GEORGE MOSS, alias WILLIAM CHUDLEY, Office No. 1817- 00, age 32, height 5 ft. 3j in., complexion fresh, hair brown, eyes hazel, mole right cheek, brown mark right wrist, end of 2nd left finger injured, 3 dots left forearm. A seaman; native of Torquay. Sentenced at Ipswich Quarter Sessions 18th October, 1895, to 5 years penal servitude and remanet of former sentence for larceny. Liberated on 2nd licence 6th July last, which expired 10th inst. R. V. 188. He left Torquay i 8th September last, proceeded to Cardiff, but failed to report. Convicted at Torquay, Exeter, Cardiff, Hampton, and Gt. Yarmouth. Warrant issued. Intoirnation to Head Constable McKenzie, Cardiff. Had with him a yellow tin box, brown Gladstone bag, a fishing basket and rod. A solicitor, late of Weston- Super- Mare. May be found staying or preaching at Y. M. C. A. Institutes. HAMPSHIRE. 20 — Aldershot ( County).— For forging and uttering cheques, 5th inst.— GEORGE DAWSON, alias KERSHAW, age 18, height 5 ft. 4 in., com- plexion fresh, hair light brown, eyes grey, curved scar left eyebrow ; dress, new black serge jacket suit, double- breasted vest with collar, light check cap, tie with black and red squares. A native of Manchester. Is a deserter from the 2nd Cheshire Regiment. Had in his possession about £ 10, and a new brown hand bag. Information to Supt. Hawkins, Aldershot. 21.— Southampton ( Borough).— For em- bezzlement— i? RANK SLADE, age 32, height 5 ft. 10£ in., complexion fresh, hair light, 4 or 5 spots on left side of face. A clerk. IS. — Watford ( County).— For false pre- tences at Chorley Wood, 26th ult.— PERCY NOR ION, age about 30, height 5 ft. 6 in., stout build, complexion ruddy, round face, clean shaved, of good address ; dress, blue striped tweed jacket, grey knickers, stockings, large cap, brown shoes. Supposed a native of Harrow. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. 24.— Newport ( County).— For stealing, 31st ult., at Carisbrooke, a brown cloth mackintosh ccat, brown bone buttons, tab at back— FRANK FRENCH, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, moustache light, addicted to drink ; dress, dark jacket and trousers, military shirt, dark cap with peak, carried a kit bag. A farm labourer ; supposed a native of Moorlynch. Has served about 14 years in the lst Somersetshire Regiment, usually wears two or three war medal ribbons on vest. Warrant issued. 25.— Newport ( County).— For deserting his wife. 2nd September last, at v owes— WILLIAM PARROTT, age 34, height 5 ft. 7£ in„ stout build, complexion fre6h, hair dark, eyes hazel. A mechanical engineer. Has been employed at Devonport Dockyard ( about 14 or 15 years), Portsmouth and London. Warrant issued. Information to Supt. Ayres, Quay Street, New- port. LANARKSHIRE. 28. — Glasgow ( City). — For uttering 3 forged bills of exchange, thereby obtaining £ D18 Is. 9d., between 15th September and 8th ult.— GEORGE CLOW, age 35 to 40, height 5ft. 9 in., slight build, complexion fresh, hair dark brown, moustache brown, high cheek bones ; dress, dark tweed or blue serge jacket suit, round felt hat. Absconded 22nd ult. Warrant issued. Information to the Chief Constable, Detective Department, Glasgow. MONMOUTHSHIRE. 29.— Monmouth ( Borough).— For failing to surrender to his bail at October Quarter Ses- sions at Usk, charged with wounding— DOMINICO GARDINER, age 63, height 5 ft. 8 in., complexion dark, slightly pockmarked, hair and moustache ( turning gr^ y) black, eyes dark brown, foreign appearance, bracelet left wrist, ring 3rd left finger. A seaman, has a certificate or medal for saving life at sea. May be found at sailors' homes. Warrant issued. Not to be arrested out of the United Kingdom. NOR THA MPTONSHIRE. 30.— Northampton ( Borough).— For steal- ing ( bailee), 30th ult., a violin and case ( recovered) — A MAN, who gave the name of TED ORIEL, alias EDWARD AFFORD, age about 32, height 5 ft. 9 or 10 in., hair brown, clean shavea, " AFFO" tattooed on outside of one forearm, blue marks on fingers of one hand, sore on right little finger; dress, dark jacket and vest, blue trousers, hard hat. Supposed a native of Felix- stowe. Stated that he had been in a hospital at Cambridge suffering from blood poisoning right leg, and that he had been discharged from the Garrison Artillery as unfit. Was employed since June last as a cabinet maker. Stays at beer- houses or coffee- houses. Warrant issued. Information to Chief Constable Mardlin, North- ampton. NOTTINGHAMSHIRE. 31.— Nottingham ( City).— For obtaining, by false pretences, 19th ult., a single stone dia- mond ring, private mark " X. E. N."; 1 diamond and ruby half hoop ring, " N. A.—"; 1 diamond half hoop ring, " A. W. A."; 1 diamond and ruby half hoop ring, " X. W. A.—"; 1 diamond cluster ring, " B.—.—"; 1 sapphire and diamond cluster do., " T. X.—"; 1 diamond and sapphire half hoop do., " W. H. W. A.—"; 1 diamond and opal half hoop do., " T. X.—"; 1 diamond and sapphire cluster do., " X.—.—" — RICHARD HOFMANN, alias VON ORTMANN and BREYER, age about 38, height 5 ft. 7 in., stoops slightly, com- plexion, hair, heavy moustache, and eyes dark, may now be clean shaved, 1 front upper tooth miss- ing, speaks broken English; dress, dark suit and overcoat, bowler hat. A native of Vienna. He called on a jeweller, presented a card, " Richard Hofmann, M. D., Formerly of the Royal Hospital, Vienna. Consultations at the Royal Maternity Hospital," thereon, and stated that he wanted to purchase a ring for presentation, and that he had been recommended by a friend of the jeweller, with whom he was then staying. He was allowed to take away the rings and absconded. Previously convicted of similar offences at Birmingham and Doncaster, and of larceny from lodgings at Leeds. Warrant issued. OXFORDSHIRE. 32.— Caversham ( County).— For house- breaking at Caversham, 10th inst., and stealing a lady's long gold chain, charm ( man in moon) attached; 1 small seal, gold setting; 1 charm ( ship at sea); 1 glass primrose league badge " Lord Roberts and Baden Powell" thereon; 1 gold horseshoe brooch ; 1 oval cameo brooch, woman's head thereon; 1 lady's gold dress ring, 2 pearls, 1 brilliant; 1 do. keeper, chain pattern ; 1 gold ring, set pink stone; 1 white enamel cuff link ; 1 gold double pin. 1 massive, beaded and chased, connected to smaller oblong beaded by gold chain, about 3J in. long; 1 silver Waterbury watch, with silver Albert, swivel both ends, silver charms ( whistle, com- pass, seal with goal posts and football) attached — A MAN, age 25 to 30, height 5 ft. 6 or 7 in., rather red face, hair dark, slight moustache light; dress, dark blue overcoat with velvet collar, dark trousers, black hard felt hat, lace boots. Carried a black cloth bag. Information to Inspector Porter, Caversham. THE POLICE GAZETTE. 3 SPECIAL NOTICE. 33.— Attention is directed to JAMES WALLIS, Southampton, Leicester, Chatham, Bath and Grays- alias JAMES WILLIAMS, JAMES THOMPSON, He calls at houses at which furnished rooms are THOMAS ARTHUR HALL, and JOHNSON, to let, agrees to take a room and represents that Office No. 1525- 01 ( whose portrait appears above), he is employed at Lipton's, Ltd.; Co- operative age 26, height 5 ft. 3J in., slight build, complexion Society ; Home & Colonial, or other stores, then fresh, hair and eyes brown, scar over both eye- asks permission to go to his room for the purpose brows, right temple and left thumb, prominent of washing his hands prior to proceeding to the nose, bad front teeth; dress, usually dark suit railway station for his luggage, commits larceny and a cap. His arrest is sought for larceny and decamps; in some cases he leaves behind a lodgings, in the Metropolis, at Bolton, Walsall, parcel, which is afterwards found to contain Birmingham, Chorley, Stoke- on- Trent, Longton, straw, waste paper, & c. YORKSHIRE ( North Riding). 34.— Richmond ( County).— For stealing a silver lever watch, No. 8952, white dial, Roman numerals, chased back, small plain circle in centre, with leaf therein, gold pointers ( minute one nearly broken); 2 razors ( 1 black handle, other white), " Butlers' Keen " thereon— MARK DERFIELD, a Russian Jew, age 30, height 5 ft. 6 in., com- plexion fresh, hair light brown, moustache in- clined to ginger, eyes grey, near sighted, wears glasses at night. A cabinet maker or joiner.
