QGUL 1. 4H communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. IONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged i> j/ counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue, nail cases the officer signing the request for the insertion of any announcement 9. 10. In i will be wholly responsible for any proceedings which may result from tuch publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, 1> y Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. . . Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers'Listsof all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The sime course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. MURDER. METROPOLITAN POLICE DISTRICT 1.— P Division.— For murder, 26th inst., A. MAN, age 26 to 30, height 5 ft. 3 in., slight build, complexion sallow, broad forehead, head tapers to narrow chin, fleshy projecting cheek bones, hair ( thick and bushy on top and front) and moustache ( thick over mouth, thin at ends) black ; dress, black short jacket suit, white collar. Appearance of an Armenian. He ran with his feet turned outwards in a shuffling manner. He left behind a black soft felt hat, " Bell Cloth- ing Co., 1132, Columbus Avenue, 31 to 38, Merr- mack Street," and indistinct words stamped on band, paper labels size 6^, The United Hatters of North America Registered, thereon, pasted inside, and a new silver- plated six- chambered revolver, siDgle action, black composition each side of handle, Hopkins and Allen, Manufacturing Co., Norwich, Conn., U. S. A." on barrel, " Calibre, Winchester, 1873," on one side, " Merwin, Hul- bert & Co., N. Y. pocket army " on other, attach- ment hole at end of handle, sereal No. 2^ 22, near same. The victim was a member of an Armenian Revolutionary Society, and his assailant, who is of respectable appearance, is strongly suspected of being a member of a similar society. W. 2 — Convict Supervision Office.— For failure to report— Licence- holder KOBERT PEARSON, Office No. 1106- 03, age 36, height 5 ft. 4 in., complexion fresh, hair ( turning grey) light brown, eyes grey, scar centre of forehead and under right eye, bridge of nose broken. A seaman; native of Goole. Sentenced at York Assizes, 5th March, 1901, to 3 years' penal servi- ucie for wounding. Licenced ^ 4th July last. b. 71. Reported 16th inst., his intention of proceeding to Liverpool, but did not report there. To b3 dealt with wherever found. 3 — E Division.— For stealing and re- ceiving jewellerv and clothing— EMiLY HOG- BEN, alias EMILY TIDY, age about 23, height 5 ft. 4 in., complexion very pale, hair and eyes dark, good teeth, of good address'; dress, green and white mixture homespun skirt and jacket, green blouse, black straw hat, may be wearing a light waterproof. bupposed a native of Brighton or Tunbridge.— GEORGE WILLIAM HERBERT HOGBEN, age i8 to 30, height 5 ft. 4 in., com- plexion, hair and eyes dark ; dress, dark jacket suit, black thard felt bat. ' Supposed a native of Brighton. Warrant issued. 4 .— H Division.— For stealing £ 175 19s. 8d.— JOHN W. CLIFFORD, age 45. height 5 ft. 7 in., stout build, complexion fresh, full face, hair and moustache ( turning grey) dark brown, eyes brown, cut scar over left eye ; dress, black diagonal coat and vest, dark striped trousers, black hard felt hat with mourning band, lace boots. A public house manager ; native of London. Warrant issued. 5.— N Division.— For stealing ( bailee) £ L — STEPHEN NICHOLAS, age 50, height 5 ft. 4 in., complexion fair, hair ( turning grey) brown.; dres?, dark clothes, brown peak cap, lace boots. A native of Surbiton, Surrey. Is believed to be gathering rags and bones, with a horHe and barrow, in the neighbourhood of Gloucester. Warrant issued. 10.— x Division.— For stealing from his lodgings a coat, skirt and a silk handkerchief— ALFRED WILSON, age 40, height 5 ft. 9 in., complexion sallow, hair and eyes dark; dress, blue serge jacket and vest, dark tweed trousers, dark tie, black hard felt hat. Mead" stomped in 3/ places on handle; 1 piper- hanger's brush, " J. Mead " on handle; 1 pair do. scissors ( new), 10 in. long:— CHARLES SEEDON, alias MERCER, age about 21, height 5 ft. 5 or 6 in., slight build, teeth deficient in upper jaw, impedi- ment in speech, stye on right eye; dress, old light brown suit, cap. A painter; supposed a deserter from the 2nd East Kent Regiment.— Is accompanied by A WOMAN, age 18 to 20, short, .- fight build, complexion pale, hair dark; dress dark skirt and blouse, black jacket, brown fur, black straw hat trimmed forget- me- nots. Warrant issued. Information to Deputy Chief Constable Pitson, Aylesbury. CAMBRIDGESHIRE. 13.— Cambridge ( Borough).— For stealing from his lodgings, 15th inst., a silver match- box, initials- " C. J. C." thereon; and £ 1 Is. 6d.— A MAN, age about 27, height 5 ft. 3 in., complexion rather pale, hair brown, slight moustache dark, eyes grey, scar right temple, bad front teeth; dress, blue serge jacket suit, black felt hat. He took lodgings, and stated that he had been recom- mended there by the manager of a tea company, where he was employed. Had with him a parcel. He asked to be allowed to go to his rooms, committed larceny, and decamped. ( Supposed identical with JAMES WALLIS, alias THOMP- SON, Case No. 27, 16th inst.) BE 029898, 029899, and 029900, on the London Joint Stock Bank, Limited ( Westminster Branch), the two lat- ter recovered)— CHARLES BOELL, a French- man, age 55, height 5 ft. 5 in., stout build, long body, short legs, complexion fresh, hair grey ( turning white), eyes hazel, tattooed on chest, scar right side of nose. Has been employed as a kitchen porter and as a ship's steward. Warrant issued. Information to the Deputy Chief Constable, Carmarthen. DERBYSHIRE. V->-— Eokington ( County). — For stealing, from his lodgings at Holbrook, between 8th and 10th inst., a small silver Waltbam lever watch and metal chain— THOMAS HEXTALL, alias FRED SMITH, age 45 to 50, height about 5 ft. i> in., slight build, complexion fresh, long features, hair and moustache dark ( turning grey), eyes grey, scar on bridge of nose; dress, navy blue jacket and trousers, green plaid vest with red spots ( double- breasted, brass buttons), pepper and salt colour overcoat with velvet collar, black hard hat, brown boots. A native of Thornton, Leicestershire. Previously convicted at Prescot, Lanes. Warrant issued. Information to Supt. Andrew, Eckington, near Sheffield. DORSETSHIRE. 16— Sturminster Newton ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Stur minsterUnion— WILLIAM LANE, alias GATTY, age 57, height 5 ft. 3 or 4 in., complexion fresh, hair and whiskers ( turning grey; ligtit sandy, eyes ( lost sight of one) blue, addicted to drink; wearing cloth cap, heavy lace boots. A chimney sweep. Native of Sturminster Newton. May be found working as a farm labourer. Warrant issued. Information to Supt. Collins, Sturminster Newton. DUMFRIESSHIRE. 17.— Dumfries ( County).— For housebreak- ing— JAMES BRO WN alias JAMES KENNEDY, age about 36, height 5 ft. 7£ in., hair and eyes dark, nose has been broken, broad at end, low forehead, prominent cheek bones, coarse features, cross flags in red and blue on front of left upper arm, Japanese woman with umbrella, woman with skipping rope and forget- me- not inside a semi- circle formed by arms and rope left forearm, woman and serpent, eagle on globe in red and blue, and anchor right upper arm, peacock sur- mounted by thistle in front on right forearm ; dress, brown tweed jacket, supposed brown trousers, brown peak cap, clogs. A native of Hawick. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, County Buildings, Dumfries. ESSEX. \%.— Braintree ( County).— For mainten- ance arrears— EDWIN OLIVER, age 29, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, moustache brown, eyes ( full) grey, addicted to drink, excitable manner. An ironmonger ; native of Chelmsford. Warrant issued. Information to Supt. Terry, Braintree. 19.— Brentwood ( County).— For deserting his children, leaving them chargeable to the Com- mon Fund of the Billericay Union— GEORGE PATIENCE, age 40, height 5 ft. 6 in., stout build, complexion dark, hair ( turning grey) dark brown, eyes brown; dress, dark coat, cord trousers, coloured neckerchief, cap. A labourer; native of Brentwood. May be accompanied by a boy, age 10. Warrant issued. Information to Supt. Marden, Brentwood. 20 — Chelmsford ( County).— For stealing, 29th ult., a large fawn colour St. Bernard bitch, age 4 years, has a knotted bag, 1 teat lower than others, answers to the name of " Christie"— ALBERT LOVE, age 38, height about 5 ft. 7 in., complexion fair, hair brown, moustache light, sup- posed slight cast in 1 eye; dress, light jacket and vest, grey trousers, white wrapper with black stripes, light cap. A groom; native of Chelmsford. Has been employed as a labourer. Warrant issued. — 21 ~ Clieimsford ( County).— For obtain- ing money by false pretences — ROBERT STANLEY HANCOCK, age 21, height 5 ft. 7 in., slight build, complexion sallow, hair dark brown, small moustache brown, may now be clean shaved ; dress, sporting suit, brown cap, boots and leggings with straps or pepper and salt colour tweed lounge suit and brown waterproof overcoat. A wine and spirit merchant's traveller; native of Bury St. Edmunds. Will probably endeavour to go to Canada. Warrant issued. Information to the Deputy Chief Constable of Essex, Chelmsford. 22.— Epping ( County).— For stealing, 10th inst., at Ongar, a " Hobart " bicycle, 25 in. frame, plated rims, free- wheel, patent double action brake, acting on both rims from one lever, back mudguard slightly bent, " Hobart, Bird & Co-, Coventry," transfer on head and back mudguards— GEORGE DAVIS, a Welshman, age about 24, height 5 ft. 4 in., complexion fresh, hair brown, moustache light, wearing old lavender trousers, cap with badge. Burrell, Ongar. 23.— Southend- on~ Sea ( County).— For stealing from his lodgings, 14th inst., an old blue Melton cloth overcoat; 1 pair striped trousers ( nearly new)— FRANK BRETT, age 17, height 5 ft. 6i in., complexion fresh, hair light brown, eyes hazel, right foot deformed, star and bracelet right forearm, long scar right middle finger, in- distinct tattooing left forearm; supposed wearing the stolen coat and trousers, and a black oilskin coat, blue cap, with shiny peak. Supposed a native of Croydon. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. 2 L— Southminster ( County).— For steal- ing £ 1 10s., from his lodgings, 9th inst.— ERNEST MARSHALL, age 24, height 5 ft. 6 in., complexion fresh, hair and moustache light brown, eyes ( rather full) hazel, short finger nails; dress, black coat and vest, grey trousers, plaid cap, lace boots; wearing brass colour ring on 2nd left finger. A cowman; native of Pattiswick. Has served in the Army. Previously convicted in the name of FRENCH. Warrant issued. Information to Supt. Gibbons, Southminster. 25.— Colchester ( Borough).— For stealing £ 4 10s., 16th inst. THOMPSON, age 26, height 5 ft. 3f in., complexion fresh, prominent nose, hair and eyes brown, scar over each eyebrow, right temple, and front left thumb, front teeth decayed; dress, dark suit with white stripe, brown cap. A sailor; native of Liverpool. Is identical with JAMES WALLIS, Case No. 33, 9th January last, and No. 27, 16th inst. Information to Chief Constable Midgley, Col- chester. GLOUCESTERSHIRE. 26— Staple Hill ( County). — WILLIAM HEWITT, Case No. 14, 7th August last, not now wanted. Warrant cancelled. HAMPSHIRE. 27.— Aldershot ( County). — For stealing £ 9, and a bicycle ( recovered) — WALLACE PERRY, age 19, height 5 ft. 3 in., complexion fair, hair and eyes brown; wearing khaki serge coat and trousers. Is a driver, No. 28472, of the Royal Field Artillery, from which he is a deserter since 13th inst. Information to Supt. Hawkins, Aldershot. S8.— Basingstoke ( County).— For obtain- ing food and lodgings by false pretences on 24th and 25th inst.— KATHLEEN DAVIS, age 60, height about 5 ft., stout build, complexion sallow, hair grey, eyes dark, speaks with Irish accent; dress, dark grey skirt with narrow black stripe running through, black alpaca blouse, J black cloth cape, small black shawl under, black straw bonnet, trimmed black featheis and a bunch of red roses, rather high lace boots, blue lining, nearly new, wearing long gold watch chain and silver horseshoe brooch, carried a black silk umbrella with silver- plated knob, and a black leather satchel. Stated she had obtained a situation as cook and housekeeper and that her boxes were at the railway station. Warrant issued. Information to Supt. Hale, Basingstoke. 29. — Bournemouth ( County). — For obtaining bankers' cheques for the payment of £ 50 each, by false pretences, 15th and 19th ult. — GEORGE WALKER WALKER, age 35 to 40, height 5 ft. 4 or 5 in., complexion pale, hair ( bald on top) brown, moustache dark; usually wears light jacket suit, black and white speckled straw alpine hat, with black band, or light cap. Is a good billiard player. He describes himself as a mortgage broker and financier. May be accompanied by his WIFE, age about 30, height 5 ft. 1 or 2 in., stout build, complexion dark, full face, eyes ( small) dark; and daughter, age 4 years. Warrant issued. Information to Supt. Foster, Bournemouth. 30— Ringwood ( County). — For stealing silver plate— SAMUEL ELLIOTT, age 26, height 5 ft. 7 or 8 in., complexion pale, hair black, eyes dark; dress, black suit and tie, dark motor cap, lace boots, nearly new. METROPOLITAN POLICE DISTRICT. 31— Criminal Investigation De- partment. — Description of FREDERICK GEORGE PRATT, alias BRATLEY, who, on 7th March last abducted HELIA HEMMINGS, a French girl, from the custody of her relatives at No. 5, Winsham Grove, Clapham Common, S. W-, age 34, height 5 ft- 6 in., complexion pale, hair and moustache light brown, eyes blue, middle joint of 3rd left finger stiff, of smart appearancc. A ladies' tailor; native of Norwich. May seek employment in the provinces. He served nearly 2 years with the XI. Imperial Yeomanry in South Africa. Has a wife and 3 children residing in London. Description of GIRL, age about 15, looks older, height 5 ft. 1 in., stout build, complexion fresh, aquiline nose, long face, hair brown, eyes blue, speaks English and French. The arrest of Pratt is also sought for embezzle- ment at Maidstone. ( See POLICE GAZETTE, Case No. 19, 11th January, 1901.) METROPOLITAN POLICE DISTRICT. 32.— B Division.— For obtaining £ 1 by false pretences, also for other offences— Expiree THOMAS GLANVILLE, alias THOMAS RYDER GLANVILLE, Office No. 3078- 02 ( Case No. 80, 27th February, 1903, and Tabular Form, 4th ult.), age 35, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, clean shaven, high forehead, scar first left and second right, fingers; dress, dark jacket ( faint stripe), greyish cycling knickers, woollen stockings, brown cycling shoes, motor cap with patent knob fastening for peak, carried a dark brown cherrywood crook handle umbrella, patched in centre ( outside); ap- pearance of an actor or butler. Had in his posses- sion stolen cheques on Parr's Bank, Earl's Court, Nos.
