All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10i. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen ' property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The aid of the Metropolitan Police is frequently Bought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. A native of Liverpool. Has been convicted at Liverpool and Walton, also at Liverpool Assizes and Chester County Quarter Sessions of horse stealing. Warrant issued. Informatiiyi to Supt. DENBIGHSHIRE. 6.— Wrexham { County). — For stealing, from lodgings, 12th inst., 2 gold keeper rings; 1 silver watch chain; 3 silver football medals; 1 blue silk scarf with white spots— JOHN SINGLETON ( supposed false), age 28, height 5 ft. 8 in., complexion fresh, sun freckled and blotchy, hair ( bushy in front), and moustache sandy, dancing girl left forearm; dress, navy blue square cut suit, blue cap, lace boots, and the stolen scarf. Is supposed to have served in the Army. He describes himself as a football player. Native of Manchester, or South of England. Plays a tin whistle or a piano at public- houses. Warrant issued. DURHAM- 7. — South Shields ( Borough). — For obtaining £ 1 by false pretences, 8th inst.— JOHN WILSON, alias PETERSON and OLSEN, age 36, height 5 ft. 7i in., complexion fresh, nose bent, hair light brown, moustache light, eyes grey, heart, cross, anchor, flowers, and " Mary Ann, 1889," on inside of right forearm, scar on both shins and left buttock; dress, blue serge suit, light tie, black bowler hat, yellow watch chain. He took lodgings at a seamen's boarding house, presented a left luggage ticket and asked the proprietor to send for same, stated he was being paid off the following day, and obtained an advance on a pay note which was afterwards found to be worthless. Previously convicted at Liverpool Assizes. 13th March, 1893; Northumberland Assizes, 22nd Februarv, 1898; also at North Shields and Cardiff. Warrant issued. Information to Chief Constable Scott. ( fi- om a gas meter)— GEORGE THOMAS WOODS, age 20, height about 5 ft. 6 in., complexion fair, hair light, clean shaved. Is a private, No. 8103, of the Rifle Brigade.— A MAN, known as " JACK," age about 22, height 5 ft. 5 or 6 in., complexion, heavy mous- tache, and eyebrows ( which meet) dark. Stated he belonged to Lambeth, London. Is a private, No. 7978, of the Rifle Brigade. They visited Woods's parents, committed larceny, and de- camped, leaving behind their Regimental clothing. HEREFORDSHIRE. 12.— Here ford { City).— For obtaining mnney by false pretences, 18th inst.— LAURA DAVIES, age 36 to 38, complexion dark sallow, hair dark; dress, dark blue costume, large black hat, feather boa, light bluish grey colour gloves, with purse to match. She makes purchases, generally amounting to above the value of £ 2, and tenders a cheque drawn on the London Provincial Bank, Builth, signed " Thomas Davies, in favour of Laura Davies," and endorsed " Laura Davies." May have in her possession a cheque book containing blank cheques. Warrant issued. Information to the Chief Constable, Hereford. KENT. 13 — West Mailing ( County).— For office- breaking at Wrotham, and stealing a cheque ( recovered), and about 7s.— — JOCKIE, age about 50, height 5 ft. 10 in., stout build, hair grey, moustache dark, turning grey, beard about 3 weeks growth. GOOD- HAIR, age about 35, height 5 ft. 8 in., stout build, beard about 3 weeks growth. Both wearing dark jackets, cord trousers, and supposed dark caps. Labourers; natives of Deptford. Warrant issued. 14.— West Mailing ( County).— For steal- ing £ 2— F. MORRISON, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair brown, heavy moustache light brown, red nose; dress, blue serge jacket, light check vest, dark grey trousers, hard felt hat or cap. LANCASHIRE. 15.— Manchester ( City).— For failure to report— Licence- holder GEORGE WHITE, alias ALFRED WALTON, Office No. 3475- 99, age 30, height 5 ft. in., complexion fresh, hair brown ( turning grey), eyes grey, scar over left eye, right ear deformed, mole right cheek and 2 right temple, star right forearm, crossed flags and star left fore- arm, right little finger contracted. A bookbinder; native of Manchester. Sentenced at Salford Borough Sessions, 22nd November, 1900, to 3 years penal servitude for larceny. Liberated on 2nd licence 4th June last. Information to the Chief Constable, Manchester. LINCOLNSHIRE. 16.— Scunthorpe ( Cfiunty).— For obtain- ing money by false pretences— C. SIMPSON, alias CHARLES KNOWLBS, GEORGE LEE, CHARLES LEE, and HARRY DAY, age 40, height 5 ft. 3£ in., stout build, complexion, hair, and heavy moustache dark, eyes grey, full flat face, double chin; dress, 2 jackets ( 1 dark; 1 blue), dark vest, blue trousers, check tie, light cap, tan colour boots. A fitter. He took lodgings, stayed a few days and stated that he had obtained em- ployment, then proceeded to a Post Office and sent a telegram to himself, stating that his box, con- taining tools, would arrive by next train, ob- tained money to pay the carriage, and absconded. Previously convicted at Liverpool, Worcester, Grantham, and Northampton. Warrant issued. Information to Supt. Holmes, Scunthorpe. NORTHUMBERLAND. 17.— Newcastle- on- Tyne ( City).— For failing to report— Licence- holder WILLIAM BENNETT, alias THOMAS SMITH, THOMAS HARTLEY SMITH, and WILLIAM HENDER- SON, Office No. 1327- 97, age 45, height 5 ft. 2\ in., complexion fresh, hair brown, eyes grey, scar over right eyebrow and lower lip, mole right cheek and back of neck, " T " back left forearm, lst and 2nd right fingers deformed. A native of Halifax, Yorks. Sentenced, at Northumberland Quarter Sessions, 19th October, 1899, to 5 years penal servitude, for burglary and larceny. Licenced 28th July last. Convicted at Cumberland, Penrith, Edinburgh, Dumfries, and Carlisle. To be dealt with wherever found. Information to the Chief Constable, Newcastle- on- Tyne. OXFORDSHIRE. 18.— Banbury ( BornunhX— For embezzle- ment— HENRY ELLIS SPENCER, age about 45, height 5 ft. 4 or 5 in., complexion fresh, hair, whiskers, and moustache dark brown, turning grey, blotchy face, addicted to drink. RENFRE WSHIRE. 19.— Greer*& ck ( Burgh). — For stealing £ 12 10s., 18th inst.— GEORGE THOMSON, age 17, height 5 ft. 3 or 4 in., stout build, complexion and hair dark, clean shaved, full face, eyes blue; dress, brown tweed suit, dark tweed cap, blue guernsey, with name of yacht thereon. A seaman. May assume the name of Murdoch. Warrant issued. Information to the Chief Constable, Greenock. SHROPSHIRE. 20 — Oswestry ( County).— For stealing, 5th inst., a half- bred bay mare, aged, ll hands, white patches on shoulders— THOMAS LEWIS, age 42, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache dark brown; dress, moleskin jacket and trousers, cap. Had with him an old black jacket. A boatman; supposed a native of Sandbach, Cheshire. Warrant issued. Information to Supt. Lewis, Oswestry. SUFFOLK ( East). 21. — Lowestoft ( County\ — For stealing ( bailee), 18th inst., a pair of boot stockings; 1 striped cotton shirt; 1 wrapper; 1 knife; and a pair of boots— ARTHUR HARRIS, age about 32, height 5 ft. 3 or 4 in., hair and moustache ( cut short) light; dress, check jacket and cap, blue guernsey, dark trousers, low shoes, and the stolen articles, except boots. SURREY. 22.— Oxted ( County).— For stealing, 18th inst., a Gladstone bag; 1 kit bag; a quantity of clothing; and £ 11— TOM SMITH, age 35, height 5 ft. 11 in., complexion sallow, rather prominent cheekbones, hair dark brown, heavy moustache dark, eyes hazel, of military appearance; wearing a short black jacket. An indoor servant. Sup- posed well- known in the neighbourhood of War- rington.— MAY SMITH ( wife of above), age 33, height 5 ft. 3 in., stoops, complexion fair, hair light, eyes blue. LANDER, age 22 to 24, height about 5 ft. 7 in., face freckled, hair inclined to ginger, slight mous- tache light, clasped hands, anchor, and Prince of Wales' s feathers tattooed on one arm; wearing dark grey trousers, blue cap. WORCESTERSHIRE. 27.— Worcester ( City).— For embezzling £ 14 10s., 31st ult.— HERBERT NASH, age 23, height about 5 ft. 7 in., complexion fresh, hair brown, eyes blue, twitches eyes when speaking; dress, dark grey serge suit, brown boots, red and white striped muffler. A cowman, or labourer; native of Crowle. He left Tenbury for Liverpool on lst inst. Warrant issued. Information to Chief Constable Bryne, Worcester.
