All communications for insertion in the POLIOI GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will be inserted in one issi. e of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension t » sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10 » . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. VTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquent » or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to th* number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than- Saturday morning._ They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private Dersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to [ roperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. [ Insert name and address of the Printer.] £ 50 REWARD- STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting gee. 2 of 2 and 3 Vic., cap. 12). METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— For failure to report— Licence- bolder FREDER- ICK NOBLE, alias TAYLOR, Office No. 724- 00, age 46, height 5 ft. 5J in., complexion fresh, hair dark brown, eyes light hazel, scar top forehead, on throat. 2nd left and 1st right fingers and left thumb, mole on throat and right of neck, wart left of nose. Sentenced at Derby Quarter Sessions, 4th July, 1900, to 3 years penal servitude and remanet ( 1 year and 2 days) for sending threaten- ing letter. Licenced 7th July, 1903. P. T. X a 273. Has also been convicted at Belper, to which place he may have gone. Classified by prison authorities as weak- minded. To be dealt with where found. — CHARLES HART BURLEIGH, alias BUR- LEIGH HART, Office No. 854- 03, age 43, height 5 ft. 4J in., complexion fresh, hair brown ( bald on top) eyes grey, 2 scars centre forehead, 1 left cheek and back right hand. Sentenced at Central Criminal Court. London, 23rd April, 1888, to penal servitude for life for ^ buggery. Licenced 30th May last. O 193. To be dealt with where found. 2.— A Division,— For stealing a silver watch, No. 150635, " J. G. Graves, Sheffield," on works, and £ 11 5s.— CHARLES SMITH, alias ARTHUR KING, age 38, height 5 ft. 8 in., com- plexion fresh ( freckled), hair and moustache light, eyesgr^ y ; dress, black jacket suit and cap. A native of London. 3.— C Division.— For stealing £ 125, 3( Jth ult.— C. H. GARNER ELLIOTT, age 21, height 5 ft. 9 in., slight build, complexion fresh, hair ( wavy) dark auburn, eyes ( turn slightly inwards) dark blue, 2 or 3 front upper teeth missing, stoops slightly, slovenly gait, short finger nails ; dress, blue and white striped flannel suit. A book keeper. Warrant issued. 4.— N Division.— For indecently assault- ing children— FREDERICK CHARLTON, age 25, height 5 ft. 8 in., complexion ruddy, hair ginger, eyes brown, prominent nose ; dress, blue jacket and vest, light trousers, tweed cap, lace boots, may be wearing a grey jacket suit, black soft felt hat, brown boots. A native of St. Pancras, London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yarw, S. W. CITY OF LONDON. 5.— For forging and uttering a cheque for £ 50 — M. W. MORLEY, age 23, height 5 ft. 8 or 9 in., complexion fresh, hair dark, clean shaved; dress, dark tweed jacket suit, bowler hat. Absconded 28th ult. Information to Supt. McWilliam, 26 Old Jewry, E. C. BEDFORDSHIRE. 6.— Leighton Buzzard (. County).— For obtaining by false pretences, at Apsley Guise, 2 pairs boots ( recovered) and stealing, at Woburn, 10th ult., a bicycle ( recovered) — A MAN, age about 25, height 5 ft. 7 or 8 in., com- plexion fair, hair and moustache light brown ; dress, dark jacket and vest, dark striped trousers, light cap. Had in his possession several business cards, " James Camm & Co.. Ladies'and Gent's Outfitters, Bristol, London & Manchester." thereon. Warrant issued. Information to Supt. Anniwell, Leighton Buzzard. BERKSHIRE. '.— Abingdon { County).— For leaving his wife and family chargeable to the Common Fund of the Abingdon Union— THOMAS DAVEY, age 39, height 5 ft. in., complexion fresh, hair and eyes brown, " Annie," shamrock, and thistle tattooed right arm, " Love," rose, aid swallow left arm. A painter and plumber. Has served in the lst Royal Scots. May be found at military depots or camps. Warrant issued. Information to Supt. Holding, Abingdon. CA MB RIDGES HI RE. 8.— Cambridge ( County).— For stealing1 £ 4, 31st ult., at Harlton— A MAN, age 32, height 5 ft. 4 or 5 in., slight build, hair turning grey ( brushed back), may have slight moustache, of good address ; dress, blue serge suit, white straw sailor hat, brown boots with pointed toes. He took lodgings, 30th ult., and stated he wanted to purchase some land for the purpose of starting a* poultry farm. Supposed wanted elsewhere. Information to Supt. DERBYSHIRE. 9.— Chesterfield ( County).— For steal- ing £ 1 10s. from bis lodgings 25th nit.— JOHN WILSON, alias DOCTOR, age 50, height 5 ft. 5 in., complexion swarthy, hair ( turning grey} dark brown, eyes brown, of good address; dress, old grey jacket, brown vest, dark trousers and cap, yellow neckerchief, heavy nailed lace boots. Stated he had served in the Royal Horse Artillery. A labourer, supposed a native of Woolwich. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. ESSEX. 11 .— Braintree ( County).— For burglary and stealing about 10s.; 5 penny postage stamps; and 32 halfpenny do.— A MAN, age 50, height 5 ft. in., complexion dark, hair dark brown, clean shaved, eyes blue, arms and wrists tattooed; dress, dark grey jacket, cord trousers, dark cap. Appearance of a groom; native of Beccles. Sup- posed identical with Expiree STEPHEN" OX- BOROUGH. 2218- 01. Information to Supt. Terry, Braintree. 12.— Romford ( County).— For leaving his children chargeable to the Romford Union, 6th ult. — JOHN NELSON, age 40, height 5 ft. 5 or 6 in., complexion sallow, hair whiskers and moustache dark, chin shaved, lame right leg, addicted to drink ; dress, dark blue ( morning coat) suit, dark brown hard felt hat with wide brim. A tailor. Warrant issued. 13.— Colchester ( Borough).— For stealing 23rd ult., a lady's gold watch; 1 gold Albert chain, square link pattern, with locket about the size of a sovereign attached; 1 gold cross, " E. H. to C. A." on back, " J. H. S." on front; 1 lady's gold ring, chased, set pearls; 1 do., set red stone; 1 do., set turquoise and small pearls; 1 do., set 5 diamonds; 1 do. long gold chain, plain bars between links, has been repaired; 1 gold crucifix, about 1 in. long, small beaded chain with gold snap, attached; 2 gold oval brooches, old fashioned, set white stones; 1 silver cross, set paste diamonds; 1 silver brooch made of a 5s. piece, " Kate" thereon; 1 pair of silver links, chased; 1 pair do., white stones at end WALKER, alias WILSON and FRANCIS, age about 25, height 5 ft. 5 or 6 in., complexion pale, hair light; dress, black dress with deep frill around bottom, dark ^- length jacket, black sailor hat, trimmed black chiffon. Has been employed as a charwoman; supposed native of Maidstone. Is accompanied by her husband, age about 24, height 5 ft. 6 or 7 in., complexion fair, cast in one eye; dress, light tweed suit and cap; and a boy, age about 3 years, wearing white clothing and hat. Absconded 24th ult. Information to Chief Constable Midgley, Colchester. GL DUCES TERSHIRE. 14.— Staple Hill ( County).— For stealing an old bicycle, cushion tyres, tangent spokes back wheel, straight spjkes front, straight handle bars, cork grips, rubber peddles, one chain stay has been repaired— WILLIAM HEWITT, age 24, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes ? rey, mole right cheek, lame ; dress, grey suit and cap. blue muffler with white spots, light lace boots. A native of Beeston, Leeds. Is identical with MAN, Case No. 44, 24th ult. Warrant issued. Information to Supt. Cooke, Staple Hill. 15.— Bristol [ Citv\— For stealing £ 8 from his lodgings. 13th ult.— EDWARD MORGAN, alias EDWARD HOWARD MORGAN and GEORGE, age 30. height 5 ft. 5 in., stout build, complexion fresh, large nose, hair dark brown, eyes brown, 7 dots tattooed on right wrist; dress, brown and red plaid suit, brown peak cap, lace boots. A baker; native of Derby ( see Case No. 36 17th nit.) Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 16.— Bournemouth ( County).— For steal- ing, 5th inst., a blue serge jacket suit, nearly new, breast pocket of jacket sewn on outside, a return half ticket Bournemouth West to Walsall in one pocket— A MAN, age 23, height 5 ft. 9 in., com- plexion dark, hair dark brown, clean shaved, eyes brown; wearing the stolen suit, which is probably too small for him, cap with large peak, white shoes or boots, may be wearing a pair of grey striped flannel trousers; he left behind an old brown jacket and a new vest. A waiter. Has been previously convicted. Information to Supt. Foster, Bournemouth. HEREFORDSHIRE. 17.— Hereford ( County).— For stealing a frail basket, & c. ( recovered)— CHARLIE , age 37, height 5 ft. 9 or 10 in., stout build, com- plexion fresh, full red face, hair and moustache light brown ; dress, grey short jacket, moleskin or cord trousers, grey cap. A tramping farm labourer, is known in Monmouthshire. Supposed to have served in the Militia. Carries a bundle tied in a light colour handkerchief. Warrant issued. 18.— Hereford ( County).— For neglecting to maintain his children— JOSEPH SMITH, age 51, height 5 ft. 3 in., complexion fair, hair dark brown and moustache and side whiskers turning grey, eyes light blue, part of one finger missing ; wearing dark clothes, black hard hat. A native of Kidderminster. Has worked as a mason's labourer, and as a stoker on public works. Warrant issued. Information to Supt. Cope, Hereford. HUNTINGDONSHIRE. 19 — Huntingdon ( County).— For obtaining money by false pretences— CHARLES ADAMS, alias KING, age 47, height 5 ft. 5£ in., hair turn- ing grey, eyes grey, scar on both elbows and inside of left ankle, is fond of speaking of Burton- on- Trent. A tramping chimney- sweep. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. KENT. 20.— Ashford ( County).— For stealing from his lodgings, 17th and 18th ult., a long brown ulster coat; 1 black serge overcoat; 1 silver Geneva watch; 1 razor and shaving brush; 1 cherry wood walking stick; and 15s. 6d. — GEORGE WALTERS, age about 28, height 5 ft. 8 or 9 in.; complexion fair, tattooed naval coat of arms on one arm, bullet wound in abdomen; dress, navy blue suit, brown boots. Has served in the Army; supposed a native of Chatham. Warrant issued. Information to Supt. Bailey, Ashford. 21.— Tonbridfje ( County).— For obtaining money by a worthless cheque— WILLIAM HOLT ( supposed false), age 26, height 5 ft. 4 or 5 in., complexion pale, rather large head, broad fore- head, high cheek bones, hair dark; dress, light grey suit, light check cap, boots with pointed toes, wearing a leather watchguard. Warrant issued. Information to Supt. Styles, Tonbridge. 22.— West Mailing ( County).— ALBERT SHORTER, Case No. 15, 7th March, 1902. Warrant withdrawn. 23.— Grsnvesend ( Borough).— For obtain- ing, by false pretences, 6th ult., a large black travelling trunk, dome shape top, red cross on top, " M. T." in white paint thereon, containing a black coat, three- quarter length, lined white Persian lamb fur, black braided roll collar edged with black; 1 child's sealskin cap and tippet; 1 do. blue pelisse, cape edged with beaver fur; a quantity of child's clothing, frocks, pinafores, combinations, 2 sleeping suits " Wolsey" trade mark inside ; a number of ladies' white under skirts ; 6 night dresses, mostly made by Robinson and Cleaver," and have their mark inside ; 1 dress length of shepherd's plaid alpaca ; 6 large antique silver buttons, ships thereon, twisted edges; 1 silver cigarette box, Indian make; 2 silver photo frames; 1 do. hairpin box; 1 do. card case, monogram " M. T." ; 1 ebony hair brush, " MARY " in silver on back ; 1 red leather dress- ing bag, black loose cover, ivory back brushes, silver top bottles, 1 brush with silver back, monogram " M. T." on back— SIBYL SHAW, alias CLARA BUCK, STEELE, BERTRAM, & c., age 40 to 46, height about 5 ft. 2 in., hair and eyes ( small) dark, mouth contracts slightly when speaking, speaks with slight foreign accent, apparently well educated ; dress, black jacket and dress, white silk blouse, black hat trimmed violets, carries an umbrella with silver knob. She was engaged as a governess, 4th ult., to a lady who is about to go abroad, and during the latter's absence in Yorkshire, produced a letter stating she had received instructions to take the box, & c. Warrant issued. Information to Chief Constable Thornton, Gravesend. 24.— Ramsgate ( Borough). — For being concerned with Obadiah Benjamin Hobbs, in custody, charged with stealing a banjo and case. A MAN, who gave the name of HOPPER, age about 18, height 5 ft. 6 or 7 in., complexion and hair dark, clean shaved ; wearing blue jacket and vest, long fawn colour waterproof overcoat, blue wrapper, lace boots. Had with him a small military kit bag marked " 627. 3. W. K." Is believed to be accompanied by a lad, age 14 or 15 height 4 ft. 10 or 11 in., slight build, complexion and hair dark; dress, blue jacket and vest, light trousers, brown mixture cap, lace boots. Stated he had been in a school near London. ( See Cases No. 48 and 65, 24th ult.) Information to Chief Constable Jones, Rams- gate^ LANCASHIRE. 25.— Bury ( County).— For embezzling up- wards of £ 1,000— JOSEPH KIRKPATRICK, age 39, height 5 ft. 5 in., stout build, very corpulent, complexion pale, hair light brown, moustache and slight side whiskers sandy, eyes ( prominent) grey, turns his feet outwards, walks slowly; dress, black suit, black felt hat, with flat top, lace boots, may be wearing a cap. A coal agent; native of Bury. May endeavour to leave the country. Absconded 21st ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Noblett, Bury. LEICES TERSHIRE. 26.— Leicester ( County).— For stealing, 27th uit., at Groby, 2 silver watchfs ( one a patent lever, Kendal & Dent " on dial; the other a lady's Geneva, flowered back, two forget- me- nots on dial).— JOHN SIDNEY CLACKS0N, Office No. 620- 01, age 29, height 5 ft. 10$ in., com- plexion fresh, hair dark brown, eyes brown, scar under lower lip. Has been convicted at Stafford, Worcester, Wolverhampton, Kidderminster, and Walsall; dress, dark grey jacket and trousers ( very narrow light stripe), blue serge vest, white collar, blue and white front and cuffs, blue and white mixture tie, lace boots. Warrant issued. Information to Supt. Ormiston, Leicester 27.— Leicester ( Borough).— For false pre- tences— WILLIAM HARRISON, alios POSTILL and SMITH, Office No. 3004- 98, age 53, height 5 ft. 3| in., complexion fresh, hair grey, eyes brown, scar left forehead and back left ear, mole right cheek ; wearing black coat and white straw Alpine hat. Has been convicted at Nottingham, Hull, Rotherham and Darlington. He calls upon printing firms, orders several thousand labels for spirit and wine bottles, takes away a portion which he subsequently sells at a lower price and absconds. Warrant issued. Information to. Chief Constable, Lumley, Leicester. LINCOLNSHIRE. 28.— Lincoln ( City).— For failure to report — Supervisee WILLIAM ROBINSON, alias WM. BROWNLESS, JOHN SMITH, and WILLIAM JOHNSON, PENCEPT, DAY, and JONES, Office No. 2640- 96. age 47, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes blue- grey, larp. e scar right eyebrow, outer corner right eye, and back right hand; suffers from spinal curvature. Sentenced, 27th May, 1891, at Preston Sessions, to 7 years penal servitude and 7 years supervision for s: hool- housebreaking. Licenced 20th August, 1896. G. L. R. 894. Has also been convicted at Durham, Darlington, Northallerton, Leicester, Northampton, Carnarvon, Oxford, and ( in 1902) at Lincoln. Travels the country with mail cart with box containing gramophone, affixed, and per- forms at public houses, & c. Information to Chief Constable Coleman, Lin- coln. MONMOUTHSHIRE. 29.— Newport ( Borough).— For stealing from his lodgings, 20th ult., a watch ( recovered)— EDWARD MORGAN, alias EDWARD HOWARD MORGAN and EDWARD JONES, age 30, height 5 ft. 5 in., stout build, complexion fresh, large nose, hair dark brown, eyes brown, seven dots tattooed on right wrist; dress, brown and red plaid suit, motor cap. A baker, native of Derby. He took lodgings for himself and 3 others, stating he was a bridge repairer. Has been convicted at Nottingham, Derby, Newark and York. ( See Case No. 17, 31st ult.) Warrant issued. Information to Head Constable Sinclair, New* port. NORFOLK. 30.— East Harling ( County).— For stealing, 23rd ult., at New Buckenham, a Rudge Whitworth pneumatic bicycle. No. 152349 stamped on head, clincher A won tyres, front rim brake, transfer on down tube " Wallis, Ironmonger and Cycle Agent, New Buckenham, Norfolk," plating damaged near right handle and centre of handle bars, mudguards. — CAPERON, age 27 or 28, height 5 ft. 6 or 7 in., complexion pale, hair light, speaks slowly and inclined to lisp; dress, grey mixture jacket and vest, grey striped trousers, grey cap, light lace boots.
