All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. _ A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a persont must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and, the charges for the insertion of the same will be given on application. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that - whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. Travels the country repairing umbrellas, china, etc. Is accompanied by A WOMAN. Stays at common lodging- houses. May visit Maidenhead, Windsor, Chertsey, Guildford, etc. Warrant issued. Information to Supt. Holding, Abingdon. 5 — Reading ( Borough).— For stealing, 5th May last, a gun, " Thomas Turner & Sons " or " Thomas Henry Turner" stamped on back of breech.— W. F. JARVIS, age about 38, height 5 ft. 7 in., inclined to be stout, hair, moustache, and eyes dark brown ; dress, plaid Norfolk cycling suit. Had in his possession a pneumatic bicycle. Warrant issued. DENBIGHSHIRE. 7. — Wrexham ( County).— For forging and uttering a cheque for £ 9 6s. 4d., 7th inst.— LEWIS HENRY COOKE, age 30, height 5 ft. 8 or 9 in., complexion pale, hair auburn, short stubby moustache sandy, eyes ( full) blue grey, 2 moles on right cheek, 1 in corner of left eye, bridge of nose prominent, left leg shorter than right; dress, dark suit with light stripes ( vest double- breasted), dark grey peak cap, lace boots, " Owen Pritchard, Yr Esgid fawr, Henblas Street, Wrexham," on inside. DERBYSHIRE. 8.— Chesterfield ( County).— For failing to surrender to his bail at Derby Quarter Sessions, for an indecent assault at Pleasley, 16th May last— THOMAS CHAPMAN, age 28, height 5 ft. 7 in., complexion sallow, hair light brown, eyes blue, large scar back of head; dress, black suit, necker- chief, and cap, lace boots. A collier; native of Horncastle, Lines. Warrant issued. 9 — Chesterfield ( County).— For stealing from their lodgings at Shirebrook, 26th ult., a dress skirt and a silk handkerchief — JOSEPH BENTLEY, alias FOX, age 27, height 5 ft. 5 in., complexion fresh, hair and moustache light brown, eyes hazel; dress, blue and brown check suit ( much worn), blue and white striped scarf, blue cap, brown mackintosh, light lace boots. A collier.— MARY BENTLEY, alias FOX, age 23, height 5 ft. 3 in., complexion sallow, hair dark brown ( worn over ears), eyes dark; dress, black sateen blouse ( much worn), new black poplin skirt, white sailor hat with black band, fawn colour f- length jacket, low shoes with strap, usually wears a piece of black velvet around neck. Sentenced at Hereford Sessions, 26th June, 18y9, to 5 years penal servitude and 7 years supervision for larceny. Licenced 29th March last. R. Z. 35. Has been convicted at Burton and Stafford. ESSEX. 12.— Chelmsford ( County).— For stealing £ 10 at Danbnry, 1st inst.— JOHN SDLLIVAN, age 23, height 5 ft. 6 in., complexion, hair and eyes ( full) dark, abscess scar right of neck under ear, tattoo marks, 3 or 4 dots and a ring on left forearm ; dress, blue serge jacket and vest, black trousers, coloured neckerchief, dark speckled cap, lace boots with nails. A native of Westminster. — MAUD WREN, age 21, height 5 ft. 2 or 3 in., complexion fair, hair ( fringe in front) light, eyes dark brown; dress, reddish skirt, heliotrope bodice, short black jacket trimmed braid, black sailor hat, lace boots with nails. A native of Chelmsford. Warrant issued. Information to the Deputy Chief Constable of Essex, Chelmsford. ± Z.— Southminster ( County).— For ob- taining money by false pretences— — PAYNE, age 28, height about 5 ft. 10 in., complexion and moustache dark, burn scar left cheek, and left arm from shoulder to elbow; dress, blue serge suit, dark cap or black hard hat, military boots. A wire worker; native of Birmingham. May be found fruit picking in Kent. Recently convicted of larceny at Birmingham. Warrant issued. Information to Supt. Gibbons, Southminster. 14.— Colchester ( Borough).— For stealing 10 Bank Notes to the value of £ 50, Nos. 5 0 691 to 5 0 700, and about £ 37 from the cavalry barracks— JOHN HOWARD, age 24, height 5 ft. 65 in., complexion fair, hair light, eyes blue, scar right forearm and knee; a clerk, native of St. Cuthbert's, Edinburgh. Is a lance corporal of the 5th Irish Lancers, at Colchester. Warrant issued. 15.— Colchester ( Borough).— For stealing, 3rd inst., a pneumatic bicycle, " New Townend," 24 in. frame, Warwick tyres, free wheel, Bowan back Crabbe front rim brakes, straight handlebar, rubber pedals— F. MARTIN, age about 30, height 5 ft. 8 or 9 ins., complexion pale, long nose, hair, slight moustache and eyes brown, large jaw bones and ears ; dress, blue serge jacket and vest, light trousers. Is identical with EDWARD LEUDS etc., Case No. 23, 3rd inst.. E. C. CATTLE, Case No. 46, 19th ult., and EDWARD LEEDS, Case No. 5,15th May last. Warrant issued. G LODGES TERSHIRE. 16.— Stroud ( County).— For obtaining food and lodgings by false pretences— ARTHUR COLLINS, alias GEORGE SMITH, age 37, height 5 ft. 7 in., stout build, complexion fresh, hair ( cut short) black. Supposed a native of Monmouth- shire. Sentenced at Usk, in 1896, to 6 months im- prisonment for larceny and false pretences, in name of GEORGE SMITH. Is believed to be wanted elsewhere. HAMPSHIRE. 17.— Fareham ( County). — For stealing ( bailee) a bicycle ( recovered)— A MAN, who gave the name of THOMAS BROWN, age about 26, height about 5 ft. 6 in., hair light brown, clean shaved, of military appearance; dress, light tweed jacket, blue trousers, cap, blucher boots. Warrant issued. Information to Supt. Hack, Fareham. 18.— Portsmouth { Borough).— For failing to surrender to his bail, 30th ult., on a charge of larceny— JOHN STEVENS, age 28, height 5 ft. 6 in., hair and moustache dark; dress, dark brown coat, khaki trousers, dark tweed cap. May be found at common lodging- houses. Warrant issued. 19.— Portsmouth ( Borouoh).— For stealing a cash box containing £ 9 10s.— LEONARD HICKS, age about 18, height 5 ft. 4 or 5 in., thin face, hair dark, lost top of right forefinger; dress, rough serge suit, blue cap. He speaks of Wey- mouth, Plymouth, Devonport, and Southampton; was employed at a Salvation Army restaurant. Absconded 28th ult. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 20.— Leominster ( County).— For stealing ( bailee) a bicycle ( recovered)— JOSEPH WIL- SON, alias FRED WILSON ( supposed false), age 23, height 5 ft. 4 or 5 in., complexion sallow, hair dark, clean shaved, rather broad forehead, small wart on one cheek, 1 finger injured at first joint; dress, blue serge suit, dark cap, dark silk necker- chief. Frequents public- houses and boasts of his abilities as a runner. Last heard of at Blackpool, 27th ult.. Warrant issued. Information to Supt. Price, Leominster. ISLE OF ELY. 21.— Chatteris ( County).— For stealing a grey flannel military shirt, white neck band, short sleeves, " No. 9283" supposed thereon ; 1 print shirt, rather large blue and white check ; 1 pair black cord trousers, flap front— ALFRED REDGRAVE, age about 45, height 5 ft. 7 or 8 in., complexion fair, hair ( thin on top) light brown, clean shaved, inans's head, and " 1, 2, 3" tattooed on left arm ; dress, drab jacket and trousers, light cap, heavy lace boots. Has served in the Army. A native of Mildenhall, Suffolk; usually em- ployed on farms. Previously convicted at Mildenhall, Bury- St.- Edmunds, Thetford, and Sleaford. Warrant issued. KENT. 22— Sevenoaks ( County).— For stealing, 27th ult., at Westerham, a brooch, composed of 4 gold links, gold ball and several charms attached; 1 pearl necklace with clasp; 1 small gold safety pin brooch, with crescent of turquoise, 4 pearls; 3 gold rings ( 1 engraved shield design, " C. J. H." thereon; 1 puzzle, 8 fine gold rings linked; 1 plain dress, with oblong piece of gold, 2 sapphires, 1 ruby); 1 black Russia leather purse, containing small silver coins; 1 silver pencil case; 1 steel button hook; 1 plain gold ring, " A. A. H. "; 1 gold safety pin brooch, with pearl horseshoe; 1 small metal brooch, oblong inside; 1 small lens; 1 long gilt chain, turquoise and pearls at intervals; a quantity of copper coins; and a bunch of keys— A MAN, who gave the name of TOM EVELYN SWAIN, age about 32, height 5 ft. 6 in., com- plexion sallow, hair ( turning grey) and eyes dark; dress, dark suit, black bowler hat, light boots. Supposed a native of London. Warrant issued. Information to Supt. Taylor, Sevenoaks. 23. — Folkestone ( Borough). — For em- bezzlement— ALBERT COURT, alias FORE- MAN, age 26, looks younger, height 5 ft. 3 or 4 in., complexion fair, full round face, hair ( curly in front) brown, slight moustache, light; dress, old black serge jacket suit, cap, lace boots. May be found fruit picking. Absconded 25th ult. Warrant issued. Information to the Chief Constable, Folkestone. 24 .— Tunbridge Wells ( Borough).- For obtaining £ 7, 23rd ult., by a fictitious cheque, No. T/ B 46043, on the London, City, and Mid- land Bank, Charing Cross Branch, drawn in favour of " J. W. Green," by the Lyric and Dramatic Academy, and signed " Richard Warner" and " Walter De Freece "— J. W. GREEN ( sup- posed false), age 25 to 27, height 5 ft. 7 in., com- plexion and hair dark, clean shaved, of good address, appearance of an actor or valet. He called on servants at private houses, and obtained the names of tradesmen by stating that he was in the employment of a lady who was taking a house in the neighbourhood. He afterwards presented the above cheque to a tradesman, and represented himself as the nephew of a customer. ( Supposed identical with J. H. Hudson, Case No. 48, 19th ult.) Warrant issued. 25.— Tunbridge Wells, ( Borough).- For obtaining £ 5 10s. by false pretences, Nth ult.— ALFRED or ALBERT SINCLAIR or REED, age 24, height 6 ft., complexion fresh, hair brown, moustache dark, eyes grey, good teeth, line dots left arm, scars on forehead, thumb nail split; dress, blue diagonal suit, grey motor cap, brown boots. Is a deserter from the Royal Artillery. He communicated with persons adver- tising for employment, stated he was a foreman at cabinet works, that he had a vacancy, and obtained money under the pretence of purchasing tools for the applicant. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 26.— UI vers ton ( County).— For rape at Kirby- in- Furness, 2nd inst. — CHARLES THORNTON, age about 35, height 5 ft. 6 or 7in., complexion fresh, hair and moustache brown ; dress, grey tweed jacket, black vest, cord trousers, light cap, clogs with clasp fastening. A brick- setter or plasterer's labourer. At one time he was a member of the Morecambe Rugby Football team. Has served in the army. Warrant issued. Information to Supt. Whittaker, Ulverston. 27 — Blackburn ( Borough).— For stealing £ 180— EDWIN CAVE, age about 36, height 5 ft. 8 or 9 in., complexion fresh, hair ( thin on top) light brown, moustache light, eyes blue, rather deaf; dress, navy blue jacket suit, black hat, may have with him a dark grey overcoat. A cashier; native of Blackburn. Absconded 27th ult. Warrant issued. Information to Chief Constable Lewis, Black- burn. 28.— Warrington ( Borough).— For carnal knowledge of a girl, age 5| years, 27th ult.— A MAN, age about 30, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark, slight moustache, sandy; dress, old dark jacket, dark brown trousers, muffler, dark tweed cap, light lace boots, appear- ance of a tramp. Warrant issued. Information to Chief Constable Talbot, Warrington. LINCOLNSHIRE. £ 2 2s. REWARD. 29.— Grantham ( Borough).— For deserting his 5 children, leaving them chargeable to the Common Fund of the Grantham Union— PENI- STONE HEDWORTH, age 34, height 5 ft. 6* in., complexion dark ( sunburnt), hair and eyes brown ; dress, brown jacket suit, dark motor cap. An Army pensioner, recently returned from South Africa. Has been employed as a postman. May seek employment as a tram driver. Absconded lst inst. Warrant issued. The above reward will be paid by the Guard- ians of the Grantham Union to any person giving such information as will lead to the arrest of He d worth. Information to Chief Constable Casburn, Grantham. 30.— Grimsby ( Borough).— For stealing, 9th May last, a pair brown plaid trousers with red and blue stripe; 1 pair low lace shoes, size 8; and about 4s.— FRANK RAYNOR, age 18, height 5 ft., com- plexion fresh, hair light brown, white patch back of head, eyes brown, indistinct mark outside left forearm. A native of Leeds; tramps the country. Has been previously convicted. Absconded 9th May last. Warrant issued. Information to Chief Constable Stirling, Grimsby. NORTHAMPTONSHIRE. 31 .— Oundle { County). — For failure to re- port— Supervisee HARRY HALES, Office No. 797- 1903, age 30, height .'> ft. 9| in., complexion fresh, hair light brown, eyes blue ; dot left fore- arm, mole right forearm Sentenced at North- ampton Quarter Sessions, 3id July, J902, to 12 months imprisonment and 2 years supervision for larceny. Released, on remission, 19th May last from which date supervision takes effect. Has been convicted at Kettering and Bedford. Warrant issued. Information to Supt. Hooper, Oundle. OXFORDSHIRE. 32.— Witney ( County). — For larceny, 4th inst. and assault on Police— WALTER, alias JACK GOTOBED, age 23, height 5 ft. 4 in., com- plexion fresh, hair brown, eyes blue, scar back left hand and right forefinger; dress, dark jacket and vest, cord trousers, felt hat or cloth cap, heavy lace boots.
