All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOH OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nut less rank than Superintendent and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIOlffS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulara concerning delinquents • stalm property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. . . , , • • , r 13. G., No. 1914, May 2nd, 1902.) SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the oifender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will he apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Convict Supervision Office.— For failure to report— Supervisee ROBERT PILSH, alias THOMAS KEATING, Office No. 2025- 02, age 26, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey, scar bridge of nose, anchor, scroll, heart, " TRUE LOVE." clasped hands across heart, " V. CARTY " in scroll at back, and female at front left forearm. Sentenced, at Central Criminal Court, 24tli June, 1901, to 15 months hard labour, and 2 years supervision, for robbery with violence. Released, on remission, 21st July last, from which date supervision takes effect. Reported at Dagenham, 5tli inst., proceed- ing to Tilbury, but has not been heard of since. 2— A Division. — For stealing £ 10, 5th inst.— JOHN BEST, age 21, height 6 ft., com- plexion fair, hair light brown, eyes hazel, of mili- tary appearance; dress, dark tweed jacket suit, blue cap, military boots. May seek employment as a potman; a native of Sheffield. Has served in the Army. Warrant issued. 3.— J Division « — For embezzlement— ARTHUR GUNNELL, age 40, height, 5 ft. 9 in., complexion swarthy, hair and moustache dark brown, eyes blue; dress, dark morning coat, grey tweed trousers, high silk hat, all much worn. A traveller in chemicals; supposed a native of Cheltenham. May visit Leominster, Malvern Wells, and Cheltenham. Warrant issued. 4.— L Division. — For embezzling £ 63, between 2nd and 19th ult.— FRANCIS ALFRED MATTHEWS, age 43, height 5 ft, 4 in., slight build, complexion, hair, beard, and moustache dark, carries head downwards when walking, fond of betting, an inveterate cigarette smoker; dress, dark jacket suit, straw hat. A clerk; native of London. Warrant issued. 5.— N Division.— For stealing a Welsh bay mare, 13 hands 2 in., thick set, hollow back, near hind fetlock white, short mane and tail, no fore shoes, in good condition— JOHN RICHES, alias JOHN LEE, age 30, height 5 ft. 3A in., com- plexion fresh, hair brown, eyes hazel, scar right eyebrow, and on back of right hand, tattoo marks on both arms, very deaf. A costermonger.— A MAN, age 30, height 5 ft. 9 in. slight build, com- plexion fresh, liair and moustache light; dress, light check suit, soft felt hat, brown lace boots. Appearance of a horse dealer. 6.— x Division.— For an indecent assault on a girl, age 8— HENRY NORRIS, alias WIL- LIAM MATTHEWS, HENRY ISRAEL, WIL- LIAM NORRIS, and HENRY WESTON, 7th Sect, 1090- 02, age 37, height 5 ft. 5J in., complexion fresh, hair brown, eyes grey; dress, blue Melton overcoat, black hard felt hat, boots with pointed toes. CITY OF LONDON. 7.— For perjury— MORRIS PLATOVSKY, a Russian Jew, late of Fashion Street, Spitalfields, age about 40, height 5 ft. 10 in., very slight build, complexion fresh, hair, moustache, and beard ( short, cut square) brown, eyes dark, speaks very little English ; dress, brown morning coat suit, hard felt hat, wearing gold wedding ring on right little finger, and gold ring with large square cut imita- tion diamond. Stated that he came from Krem- enczug, Poltorckin Guberna. Absconded 29th ult. Warrant issued. Information to Supt. McWilliam, 26 Old Jewry, E. C. BEDFORDSHIRE. 8.— Bedford { County).— For stealing from his lodgings, between 20th and 23rd inst., a gold scarf pin, set pearl; 1 gold safety pin; 1 gold stud; 1 gold mounted lizard skin card case, gold mono- gram, " T. E. S.," on front; 1 gold flat pencil case, engraved, turquoise push; and about £ 3— GILBERT GRAY ( supposed false), age 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair grey; dress, reefer jacket, and vest, dark trousers, with faint white stripes, black bowler hat. striped tie, lace boots. Stated he was an insurance agent, and that he required lodgings for 3 others, who would arrive on 22nd inst. Took with him a bicycle, " Clarence " on seat pillar, " Charles Willis, Union Road, Stratford, Essex," on head, black enamelled frame, Dunlop tyres, nearly new, old Bowden brake. Supposed wanted elsewhere. Warrant issued. Information to Supt. Quenby, Bedford. BUG KING HA MS HIRE. 9— High Wycombe ( i' » unty).— On a Bench warrant, for perjury, and failing to appear at the Bucks Assizes, 17th inst. — JAMES BEAVER, age 41, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scar left temple; dress, dark brown tweed jacket, dark vest-, cord trousers, black hard felt hat, sometimes wears a cap. A native of Great Marlow : has served in the Army. Is well known at Reading, Henley, Wal- lingford, and Maidenhead. May be found at. com- mon lodging- houses. Information to Supt. DENBIGHSHIRE. 11.— Wrexham ( County).— For failure to l'eport— Supervisee THOMAS HAYWARD, alias DABBER, and DABBER HARRIS, Office No. 19- 02, age 25, height 5 ft. 5J in., complexion fresh, hair black, eyes hazel, lost tips of 1st and 2nd right fingers, also right leg from thigh. Sentenced at Salop County Sessions, 2nd July, 1901, to 6 months hard labour and 2 years supervision for larceny. Has also been convicted at Wellington, Shifnal, and Stafford. Notified, 30th ult., pro- ceeding from Wellington to Phos, near Ruabon, but has not since been seen. To be dealt with where found. DERBYSHIRE. 12.— Eckington { County).— For ohtainine food and lodgings bv false pretences, at Totley, between 15th and 19th inst.— HARRY GRAHAM ( supposed false), age 32, height 5 ft. 9 in., com- plexion fresh, rather large nose, hair ( worn oil forehead), moustache, and side whiskers dark, of military appearance; dress, dark square- cut jacket suit, broad black tie with flowers thereon, white straw hat with red, white and blue band, tan shoes. Stated he was a goods clerk in the employ of the Midland Railway Company, and that he was on transfer from Manchester to Beauchief Station. Supposed identical with HARRY HARRIS, Case No. 13, 12th inst. Warrant issued. Information to Supt. Andrew, Eckington, hear Sheffield. DEVONSHIRE. H— Torquay ( County - Fur i- tealiiiff. 2u< l inst., a silver English lever watch, No. 397846, silver chain with blue stone pendant shape of book; 1 Waterbury watch, chain attached; 1 blue serge suit; 1 navy blue cap ; 1 flannelette shirt; 1 front; 1 tie— ALBERT HENRY NICHOLLS, age 24, height 5 ft. 4£ in., complexion fresh, hair and moustache brown, eyes blue, woman encircled by a lily left forearm, scar back of head. A native of Torquay. Is a private, No. 6660, of the Dorset- shire Regiment, wearing khaki uniform with ser- geant's chevrons. Information to Supt. Roberts, Torquay. 14.— Exeter ( City).— For obtaining money by false pretences— A MAN, who gave the name of R. STEPHENS, age about 35, height 5 ft. 7 or 8 in., hair and moustache sandy, North Country accent, of smart appearance; dress, greyish stripe suit, black bowler hat. He was employed by Messrs. Sparrow & Co., London, as an agent for lemonade syrup, at 19s. 6d. per gross, but he repre- sented that he could supply decanters, tumblers, and 1 gross of syrup for 5s 6d. carriage paid, to be paid in advance; in some cases ha gave receipts on billheads, " Petrie & Co., Anchor Works, Sheffield," thereon, and in others on trade cards of the former firm. His luggage consisted of 3 sugar packing cases. Is accompanied by A WOMAN, age about 30, medium height, complexion rather dark. Both appear well acquainted with towns in the West of England. They take private lodgings and call on small shopkeepers. Absconded 16th inst. Warrant issued. Information to the Chief Constable, Court House, Exeter. ESSEX. 1"> — Dunmow ( County).— For stealing. 18th inst., a " Mitchell's" 2^ horse- power motor bicycle, belt V shape, has been lengthened 6 in., left terminal on accumulator larger than right, accumulator case unstitched, transfer on top of lubricating tank, " The Oxford Cycle Co.," Bowden exhaust lift on right handle, Goodyear tyres. Morrow hub in back wheel, right crank slightly loose on spindle, small dent in petrol tank, tool bag containing a pair of patent alu- minum pliers— J. COOPER ( supposed false), age 20 to 22, height about 5 ft. 6 in., slightly round shoulders, complexion fair, clean shaved; dress, dark brown mixture jacket suit, narrow tio with pin, Oxford shoes with brownish top3, black hard felt hat. He called in answer to an advertisement, asked to be allowed to try the machine, and decamped with same. Warrant issued. Information to Supt. Barnard. Dunmow. III.— Romford ( County).— For non- payment of maintenance arrears— HENRY DOLTON, age 38, height 5 ft. 8J in., complexion fresh, hair light brown, moustache and side whiskers light, eyes ( near- sighted), grey, wears glasses. A canvasser. Warrant issued. Information to Supt. Creasy, Romford. HAMPSHIRE. 17. — Bournemouth ( County). — BEN- JAMIN THOMAS FRANCIS MARSHALL, Case No. 29, 8th ult., not now wanted. Is.— Portsmouth ( Borough).— For steal- ing, 17th inst., a silver hunting watch, No. 65836, a gold curb Albert, gold seal attached, set with red stone, engraved " W. P.," and £ 32— JAMES WALLIS, alias JAMES WILLIAMS, and THOMPSON, Office No. 1525- 01, age 27, height 5 ft. 5^ in., complexion fresh, hair brown, eyes hazel, small scar over both eyebrows, over right temple, and front of left thumb, prominent nose; dress, dark coat and trousers, blue tie, black hard felt hat, and supposed button boots. A tailor; native of Liverpool. He took lodgings, representing himself as an employee of Liptons, Ltd., said he would get his clothing, etc., and returned with a parcel; left shortly after, stating he was going for a walk. The parcel was found to contain waste paper. Portsmouth ' Bnrtnmh).— For stealing 8s., 13th inst.— WILLIAM GAINE, age 20, height 5 ft. 9i in., complexion fair, hair brown, eyes ( weak) grey, wears glasses, 2 dots tattooed left wrist; dress, dark grey coat, light brown mixture trousers and vest, white muffler, skull cap. He was staying at a labour home, and was entrusted with a quantity of wood to deliver, obtained pay- ment for same, and absconded. 20.— Portsmouth ( Borough).— For stealing from her lodgings, 6th inst., 2 pairs gold earrings ( 1 shape of a wheel with small knobs outside, other small ball with two flexible pieces and oblong drop piece attached); 1 black velvet hat trimmed 3 tips and 2 steel buckles; and several books— MILLY PHILLIPS, alias HOWARD, MARGULESS, & c., age about 26, height 5 ft. 2 in., complexion pale, thin face, hair dark, front upper teeth missing; dress, old black skirt, alpaca blouse, black Eton jacket, black straw hat trimmed poppies and feathers. Had with her a boy, age years; dress, white serge coat, sailor hat, and a mail cart, greyish blue body, black wheels, long handles. She took lodgings, 30th ult., stating that her husband was a commercial traveller. Previously convicted of a similar offence at Southampton. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. 21.— Ware ( County).— For obtaining 3 white linen table cloths, each about by 2 yds., 17th inst., at Hoddesdon— A MAN, age about 45, height about 6 ft., well built, complexion, hair, and mous- tache dark ; dress, dark grey suit, white straw hat, carricd a black leather handbag, about 12 in. long, 6 in. wide. He called at a shop and presented a note purporting to be from a local clergyman asking for table cloths for selection. He stated that he was a police constable on furlough, and that he was a native of Ware. Warrant issued. Information to Supt. Duke, Ware. 22 — Wniford ( Cwty)— For obtaining £ 1 Is. by false pretences, 19th ult.— GERALD, alias WALTER SPURGEON ( supposed false), age 27 to 30, height 5 ft. 10 or 11 in., slight build, complexion fair, hair light, slight moustache, eyes ( large) blue, several artificial teeth in upper jaw, wears pince- nez; wear- ing dark blue overcoat and silk hat. He repre- sented himself as an agent for the Medical Pro- tective Association, London. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. 2.1— Kewport ( County).— For stealing, l « t inst., at Sandown, a bicycle ( recovered)— A MAN, age about 30, height 5 ft. 7 or 8 in., complexion pale, round face, hair and heavy moustache dark, foreign accent; dress, f- length grey corcl double- breasted cost, maker, " Richardson, 38, Bishons- gate Street Within, London, E. C." on tab, brown trousers and boots, black hard felt hat. Appear- ance of an indoor servant. Information to Supt. Hale, Newport. KENT. U.— Tonbridge ( County)— For deserting his wife and family— JOHN NEAME, age 28, height 5 ft. 9| in., complexion fair, hair light brown, eyes grey, scar right breast; dress, brown suit and cap. A native of Chislet, near Canterbury. Has served in the Kent Police Force. Warrant issued. Information to Supt. Styles, Tonbridge. 25.— Maidstone ( Borough).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Maidstone Union, 9th April last— GEORGE GEER, age 45, height 5 ft. 8£ in., hair light brown, heavy moustache dark brown, eyes blue grey, slight scar left temple, wart back of neck, carries head forward when walking. A miller. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 26. — Liverpool ( City). — For failure to report— Licence- holder JAMES FITZGERALD, alias JAMES PEARSON, Office No. 3247- 97, age 29, height 5 ft. in., complexion fresh, hair dark brown, eyes light hazel, scar left eyebrow, bridge of nose, 3rd and 4th right fingers contracted, " A. K." left forearm. Sentenced, at Liverpool Assizes, on 14th February, 1898, to 7 years penal servitude for receiving stolen goods. Licensed 7th April last, Y 64. Has also been convicted at Birkenhead. Information to the Head Constable, Liverpool. 27.— Manchester ( City).— For failure to report— Supervisee FRANK DICKINSON, alias GEORGE SIMPSON, and HENRY DAWSON, Office No. 498- 02, age 39, height 5 ft. 5£ in., com- plexion sallow, hair dark brown, turning grey, eyes ( slightly sunken) blue, nose and forehead slightly freckled; scar ( from scald) above left ear, 3 warts on left eyelid. Sentenced at Oxford Sessions, 9th April, 1901, to 12 months hard labour and 2 years supervision for larceny. Released ( on remission) 22nd February, 1902, from which date term of supervision takes effect. Has also been convicted at Winchester, Stockport, Chester, Liverpool, in Essex, and subsequently at Northallerton. Sen- tenced, at Manchester Sessions, 15th March, 1899, to 5 years penal servitude for larceny ( person). Licensed 23rd December last, M. R. Z. 151. Has also been convicted at Warrington, Liverpool, Salford, and Hamilton. Information to Chief Constable Peacock, Manchester. 30.— Blackpool ( Borough).— For stealing £ 5, Nth inst.— THOMAS WOODS, age about 17, height about 5 ft., complexion fresh, hair dark; dress, blue jacket and trousers, light cap, patent leather boots. May seek employment as a page. Warrant issued. Information to Chief Constable Derham, Black- pool. 31. — ciitheme ( Borough).— — T ILL- BURY, Case No. 27, 6th Jun<>, 1902, not now wanted. 32.— Warrington ( Borough).— For stealing 2 watches; 1 silver guard; and 2 medals ( recovered) — JOHN BARRATT, age 26, height 5 ft. 5 in., stout build, complexion fresh, short neck, hair dark brown, clean shaved. A reservist of the Shropshire Light Infantry; native of Warrington. Warrant issued. 33.— Warrington ( Borough).— For scaling lead— JOHN EDWARDS, age 59, height 5 ft. 3 or 4 in., complexion fresh, hair ( turning grey) brown, eyes hazel, nose has been broken, gruff voice; dress, old dark clothing, cap, and boots.
