All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, arid of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^ TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement icill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so os to be received not later than noon on Wednesday, and for the Tuesday edition not later than• Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. . All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Letters relating to criminal business addressed by other Police Forces to Scotland Yard, are very frequently delayed, owing to the envelopes con taining them being directed incorrectly or inade- quately. SPECIAL NOTICE. DURHAM COUNTY. THE Police are requested to warn Hotel and Boarding House keepers, against a person residing in France, and signing himself at various times, M. CH. EDOUARD, E. CH. CHEVILOTTE, HENRI CHARTON, MADAME CHEVILOTTE, B. S. OLIVIER, & c. This person has adopted the plan of writing from various addresses in France to Hotel keepers and others in England, saying that he is com- pelled to reside here for a specified time, and, having decided to take up his residence at their Hotel, he has deposited a certain sum of money at a London Bank to cover the cost of his board, etc., while staying at their establishment, and that he may be expected by a certain date. A letter usually follows from a supposed carry- ing agent ( generally signed with one of the fore- going names), asking the Hotel proprietor to remit a certain sum of money to cover the cost of con- veyance of the luggage of the guest from France to the Hotel. Documents of an elaborate and official appearance accompany this request for a re- mittance. Attempts to obtain money by the above- mentioned method have recently been made at Darlington and other places: the Union Bank of London being usually mentioned as the Bank at which the deposit has been made. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— H Division.— For stealing and receiv- ing 4 cases of leather, 5th and 25th February last— ALFRED LOWE, age about 50, height about 5 ft. 4 in., complexion fresh, hair and moustache ( turn- ing grey) dark, stoops slightly, hoarse voice; dress, dark clothes and overcoat. A poulterer and general dealer; well known at Leaden- hall Market. Is now believed to be travel- ling the provinces, accompanied by TWO MEN, 1st. age 35, height 5 ft. 9 in., stout - build, com- plexion ruddy; 2nd, age 30, height 5 ft. 4 in., moustache fair, wearing brown overcoat with velvet collar. Hawks palms and evergreens; they were seen at Shrewsbury about the 27th ult., and stated their intention of going to Wales. Warrant issued. 2 — J Division. For emb^ ling £]() 8s. — ARTHUR NEWHAM, age 62. height 5 ft. 2 in., complexion sallow, hair ( turning grey) dark. eyes hazel, large lump right side of jaw; appearance of an Italian; dress, dark brown tweed jacket, blue check trousers, dark tweed cap. A native of Brighton. Warrant issued. 3.— K Division.— For obtaining 24 pigs by false pretences— CHARLES BUCKETT, age 45, height 5 ft. 6 in., rather stout build, com- plexion fresh, hair dark, eyes hazel, limps slightlv; dress, dark suit, grey overcoat, black hard felt hat, carries a stick. FOSTER, age 45, height about 6 ft., slight build, complexion ruddy, receding forehead, hair and long thin moustache brown; dress, grey shabby suit, brown heavy over- coat, high felt hat with flat top. He was employed as a' traveller by Vegox, Ltd., New Broad Street, E. C, and obtained money from customers on the pretence that the firm was sending his cheque on to another town. Warrant issued. 11— Reading ( Borough).— For deserting his family— EDWIN WALTER STEPHENS, age 26, height 5 ft. 9 in., complexion fresh, thin face, hair dark brown, eyes blue, scar under right elbow, woman, heart, dagger, St. Patrick cross, bracelet, heart, and spear right forearm, hand holding a rose, hands across the sea, butterfly, bracelet, prim- rose, and 17 dots left forearm, right little finger crooked.— Is accompanied by A WOMAN. CHESHIRE. 12— Middlewicll ( County).— For obtain- ing 7s. by false pretences- WILLI AM GREGORY, age about 40, height 5 ft. 3 or 4 in., complexion sallow, hair and moustache light; dress, buff colour dust coat, black vest with blue spots, grey trousers, light brown cap. Stated he represented a firm of tripe dressers at Stockport, and that he had a quantity of potatoes for sale at a neighbouring railway station. Warrant issued. Information to Supt. CUMBERLAND. 13.- Cockermouth ( County).— For neg- lecting to maintain his wife and family— RICHARD GLAISTER, age 42, height about 5 ft. 8 in, complexion fresh, hair and moustache brown ( turning grey), weak eyes. DENBIGHSHIRE. 15.— Wrexham ( County).— For obtaining money by dishonoured cheques, Nos. ® 36701 and J 36703, dated 7th and 8tb April, 1903, respectively, purporting to be drawn by E. Ward in favour of J. Johnson, on the London and Provincial Bank, Erith Branch— JOHN JOHNSON, alias JOHN SLINGER, age 49, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair and eyes brown, heavy moustache dark ginger, double chin, 2nd right finger bent, long scar on one left finger; dress, dark bluish check suit, fawn colour overcoat, mixture motor cap, usually wears a pin supposed made from a Jubilee half- sovereign, also ring on left little finger; has in his possession a blue serge suit, 1 grey suit, 1 pair brown cord breeches, 1 pair pig- skin leggings, fancy vests, a leather- lined trunk, brass studded, a portmanteau, and a quantity of jewellery bought at Sheffield. DORSETSHIRE. 10. — Dorchester ( County). — For non- payment of £ 3 18s. fines and costs imposed for damaging ferns, and highway offences— HENRY CHOWN, alias JOHN BURTON, age 34, height 5 ft. 7 in., complexion pale, hair brown, slight moustache sandy, eyes grey; dress, old brown coat and trousers. A fern gatherer; native of Hanley, Dorset. He travels with an old brown horse, and a dark cart, with white tilt. Is accompanied by his wife and 3 children. Warrant issued. Information to Supt. DUMFRIESSHIRE. 17.— Dumfries ( County). — For stealing, 2nd inst., a bicycle; 1 silver Albert, curb pattern, silver badge with shield thereon, attached; 1 black leather purse or tobacco pouch; and £ 1 16s. 9d.— A MAN, who gave the names of JOHN JACKSON, C. ROBERTSON, and W. CUN- NINGHAM, age about 26, height about 5 ft. 6 in., complexion fresh, hair and moustache brown, of smart appearance; dress, brown tweed jacket, fawn colour breeches, khaki putties, white neckerchief, peak cap, lace boots. ( County). — For larceny ( bailee) HALLAGHON, an Irishman, age 23, height 5 ft. 2 in., complexion fresh, hair light brown, eyes grey, scar about 3 in. long on left side of neck; dress, blue serge jacket ( grease spot centre of back), black trousers, light cap, military shirt. Warrant issued. Information to Supt. Allen, Brentwood. 19.— Romford ( County).— For obtaining 3s. 4d. by false pretences, 24th ult.— FLORENCE HULL, alias ALICE GREEN, MARY WEBB, and ALICE RIGMAN, age 25 to 28, height 5 ft. 6 in., well built, complexion sallow, full face, hair dark brown, twitches one side of nose when speak- ing; dress, long grey mixture coat, navy blue skirt, black hat. She calls upon persons who have advertised for a general servant, states she has travelled a good distance, obtains money for her return fare, gives a false reference, and decamps. Warrant issued. GLAMORGANSHIRE- 20.— Bridgend ( County). — For stealing, 3rd ult., at Bryncoch, a gold chain, small links, dollar in centre as pendant attached— JOHN LEYSHON, age 25, height 5 ft. in., complexion pale, hair, moustache and eyes dark brown, heavy eyebrows; dress, navy blue coat and vest, grey tweed trousers, dark muffler with white spots, navy blue cap, lace boots. A tramping labourer; had in his possession a bicycle ( supposed stolen). Warrant issued. Information to Supt. Davis, Bridgend. HAMPSHIRE. 21.— Gosport ( County). — For stealing a bicycle ( recovered)— FRANK OSBORNE, age 23, height 5 ft. 8 in., complexion fair, hair light brown ; dress, bluish colour cord suit, cap, lace boots. He served as a bandsman on H. M. S. " Terrible," was dismissed from the Navy about 3i years ago. Warrant issued. 22.— Gosport ( Coutity).— For stealing, 5th inst., at Brockhurst, 1 pair of gas pliers; 1 pair wire do., both supposed marked " A. Ayling "— TWO MEN, 1st, age 20 to 22, height 5 ft. 10 or 11 in., complexion and hair dark; dress, blue serge jacket and vest, dark tweed trousers, dark muffler, shoes, cap. He left behind an " Invincible" safety bicycle. 2nd, age 20 to 22, height 5 ft. 5 or 6 in., complexion fair, hair light; dress, dark suit and muffler, shoes. Information to Supt. Silver, Gosport. 23.— Portsmouth ( Borough).— For desert- ing his five children, leaving them chargeable to the Parish of Portsmouth— HENRY JAMES CUSSE, age 42, height 5 ft. 1\ in., complexion fresh, hair brown, moustache auburn, eyes grey, A painter; was a Sergeant in the Royal Engineer Militia, Fort Victoria, Isle of Wight, and was dis- charged on 17th March last. May be found on public works or in casual wards. Warrant issued. HEREFORDSHIRE. 25.— Hereford ( County).— For attempting to carnally know a girl under 16 years of age, at Sutton, 6th inst.— WILLIAM PRICE, age 55, height 5 ft. 4 in., complexion dark, hair ( turning grey) dark brown, eyes grey, slight impediment i » speech; dress, dark grey coat and vest, old grey trousers, black hat. A farm labourer; native of Hereford. Sleeps in out- buildings. Warrant issued. Information to Supt. Cope, Hereford. ISLE OF WIGHT. 26.— Newport ( C< mnty).— For stealing from his lodgings, 2nd inst., a pair of new brown lace boots, size 7; 1 pair blue angola trousers, rather large; 1 grey cloth vest; 1 silver Geneva watch, open face, maker, " Peck, London," on dial; 1 gold gilt Albert, rather long links, with slight twist; and 12s. — GEORGE BAILEY, age 20 to 22, height 5 ft. 1 or 2 in., complexion fair, hair light, clean shaved ; wearing long dark overcoat, yachting cap, heavy nailed boots. A labourer; had with him a bundle tied in a red handkerchief. Warrant issued. Information to Supt. Ayres, Quay Street, New- port. KENT. 27.— Sandwich ( County).— For obtaining £ 2 10s. by false pretences at Wingham, 17th March last— JOHN DAY, age about 55, height 5 ft. 6 or 7 in., complexion fresh, hair and beard ( cut short and pointed at chin) dark, turning grey, slightly bow - legged; dress, dark overcoat, dark jacket, greyish trousers, black hard felt hat, lace boots ( right supposed cut on one side). Is believed a native of Ash, near Dover. Warrant issued. Information to Supt. Chaney, Sandwich. 28-— Sittinghourne ( County).— For em- bezzling £ 2 9s.— JOSHUA MATTHEWS, age 28, height 5 ft. 7 or 8 in., complexion sallow, hair dark brown, heavy moustache dark, right eye brown, left; glass, nose slightly blotched, tender feet, walks lame ; dress, blue serge suit, bowler hat, light boots. A native of Ealing, Middlesex; has been employed as a dispenser and book- keeper. Absconded 2nd inst. Warrant issued. 29. — Sit ting bourne ( County). — For neglecting to maintain his wife and children— WILLIAM DORRINGTON, age 34 or 35, height 5 ft. 3 in., complexion fresh, hair dark, eyes grey, peculiar squint, wears glasses, large nostrils, long thumb nails; dress, light brown check suit, bowler hat with narrow brim. Licence" on transfer, 25 in. frame, bronze lines, flat handle- bar, cork grips, tortoiseshell tips, New Departure hub, plunger brake, odd tyres, Cuthbert saddle, rat- trap pedals, lamp, no mudguards — CHARLES TABOR, a Canadian, age 24, height 5 ft. 10£ in., complexion fresh, hair" light brown, eyes hazel, birth- mark left buttock. Is a deserter from the Royal Garrison Artillery, wearing uniform; has served in the South African Light Horse. Warrant issued. Information to Chief Constable Knott, Dover. 32.— Folkestone ( Borough).— For failure to report— Licence- holder FLORENCE ELIZA- BETH FAGG, Office No. 2881- 02, age 23, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey, 2 moles on chin and 2 left of neck, 2 slight scars base of left thumb. Sentenced at West Kent Quarter Sessions, Maidstone, 18th October, 1900, to 3 years penal servitude for larceny. Licenced 21st October last. a. 19. Suspicion is likewise attached to her in the matter of the larceny dwelling- house ( see Case No. 73). Information to Chief Constable Reeve, Folkestone. 3 PORTRAIT OF A PERSON WANTED. GLA MORGA NSHIRE. £ 2 REWARD. 33.— Bridgend ( County).— For deserting his wife and children, leaving them chargeable to the Common Fund of the Bridgend and Cowbridge Union, since 11th February, 1902— ROBERT WEARS, age 35, height 5 ft. 6 or 7 in., complexion fair, hair dark brown, moustache light, eyes blue, scars on chin and behind right ear. A labourer or collier. ( See Case No. 13, 15th August, 1902.) Warrant issued. The above reward will be paid by the Guardians of the Bridgend and Cowbridge Union to any person giving such information as will lead to the arrest of Wears. Information to Supt. Davis, Bridgend. APPREHENSIONS SOUGHT ( continued)— KENT- 34.— Margate ( Borough).— For embezzle- ment— G. RANDOLPH GEMMELL, age about 35, height 5 ft., complexion fresh, sharp features, rather large nose, thick at end, hair light brown, eyes light, few faint marks similar to pock marks on face, speaks in an affected manner in short broken sentences, self- assertive, is fond of talking of Canada and the West Indies. LANCASHIRE- 35.— Liverpool ( City). — For failure to report— Licence- holder JAMES ALLSOP, alias GRIBBEN, Office No. 551- 03, age 33, height 5 ft. 5^ in., complexion fresh, hair dark brown, eyes blue; flower pot, " M. D.," and anchor on left, and ballet girl on right forearm. Sentenced at Belfast, 7th December, 1900, to 3 years penal servitude for burglary. Licenced 3rd April, 1903. D. 276. Information to Head Constable Dunning, Liver- pool. 36.— Manchester ( City).— Fur obtaining Continental railway tourists' tickets by a worth- less cheque, 8th ult.— ALBERT MILLER, alias G. HOLMES, C. B. CUNNINGHAM, E. MORRISON, WALTER IvELSEY, and POL- LARD, age about 35, height 5 ft. 10 in., well built, complexion fresh, swollen under both eyes, hair and stubby moustache black; dress, dark grey frock coat and trousers, dark tie, round gold diamond pin, sometimes wears a dark cap. He was in Brussels on 10th ult., and has in his pos- session the return tickets, also blank cheques ( Nos. 198476 to 198500 inclusive) on the London and South- Western Bank, Brighton. Warrant issued.
