GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 10, 1903. VOL. XX., No. 2012. BOrXJI. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THH EDITOR OP THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. 2. Particula s concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. IONS 7. 8. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas i the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which . nay result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. LICENCE HOLDERS AND SUPERVISEES. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1 — C Division. — For stealing £ 2— FREDERICK HOFFAN, alias UNCLE, age 16, height 5 ft., complexion fresh, hair light; dress, dark suit and cap. A native of London. Warrant issued. 2.— F Division .— For obtaining 4s. 6d. by false pretences— AUGUST EGESTORFF, a German, age 31, height 5 ft. 7 in., complexion fair, hair light; dress, black overcoat, dark grey trousers, fancy knitted vest, brown with blue spots, hard felt hat. He advertised as the " Novelties Advertising Co., Bayswater," for persons to address envelopes, etc., and when written to asked for a deposit of 4s. 6d. for materials, which he failed to send. In some cases he forwarded a worthless watch or pipe for sale. Warrant issued. MURDER. 3. — R Division. — For murder, and attempted murder, 21st ult., at Charlton — A MAN, age 27, height 5 ft. 7 or 8 in., complexion fair, hair ( cut short, worn on forehead) and slight moustache light, eyes supposed brown, round face, jovial manner, walks erect, supposed to have served in the Army or Volunteers, of whom he is fond of speaking; dress, dark jacket suit, collar and tie, black hard felt hat. From his conversation he appears to have a grievance against the Police. Appearance of an engineer's labourer. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard. S. W. CITY OF LONDON. 4.— For stealing 24th ult., £ 15 16s. 3d., and a cash box containing £ 13— R. GRIFFITHS, alias FRANK SYMONDS, age 20, height 5 ft. 7\ in., complexion pale, hair and eyes dark, abscess mark supposed on right lower jaw; dress, dark grey striped jacket suit, hard felt hat, lace boots with rubber heels. Supposed wanted elsewhere. May be found in company of betting men. Information to Supt. McWilliam, 26 Old Jewry, E. C. ANGLESEY. 5. — Holyhead ( County). — For stealing, 23rd ult,. a bicycle ( recovered)— JOSEPH MORRIS ( supposed false), age about 25, height 5 ft. 6 or 7 in., complexion, hair and eyes dark, blue mark across top of nose, clean shaved, of Jewish appearance; dress, blue serge suit, tan colour leggings. He represented himself as a traveller for a Wolverhampton firm of gas mantle manufacturers. Warrant' issued. Information to Deputy Chief Constable Jones, Holyhead. BERKSHIRE. 6.— Maidenhead ( County).— For stealing furniture— ARTHUR DAY, age ' about 55, height 5 ft. 9 or 10 in., complexion fresh, hair ( bald on top) grey, moustache dark, eyes blue, peculiar chin, with dimple in centre, walks badly; wearing greenish grey dust coat with velvet collar ( much worn), plaid cap. He advertised for a house- keeper, and during her absence sold her furniture. Warrant issued. Information to Deputy Chief Constable Dorrell. Maidenhead. BUCKINGHA MS HI RE. 7.— Buckingham ( County).— For obtain- ing by false pretences, 18th ult., an " Ariel" bicycle, black enamelled frame, flat handle- bars with black tips ( 1 missing), odd rat- trap pedals, back mudguard stays broken and bound with copper wire, circular leather splasher on front mudguard, back outside tyre has been repaired, transfer, " Ariel " on front ball head and back mudguard— THOMAS ELLIOTT, age about 28, height 5 ft. 4 or 5 in., complexion pale, hair and moustache dark, whiskers about a week's growth, may now be clean shaved, speaks with broad Scotch accent; dress, dark grey striped suit and cap, blue scarf with red stripes, wearing imitation gold curb watch chain. He obtained the above bicycle by stating that he had been recommended by a tradesman, whose card he produced. Warrant issued. Information to Supt. Clarke, Buckingham. CHESHIRE. 8.— Crewe ( County).— For stealing ( bailee), 21st ult., a pair of large shears— WILLIAM DOWLING, a Scotchman, age about 65. height 5 ft, 2 or 3 in., complexion pale, hair, whiskers and moustache grey, walks badly: dress, old dark suit. Is accompanied by his wife. He tramps the country with a scissor- grinding machine, calls upon tailors and produces a book containing testimonials recommending his work. Stays at common lodging houses. Is well known throughout England, Wales, and the South of Scotland. Warrant issued. 9.— Crewe ( County).— For stealing from his lodgings, 2nd inst,, a silver hunter watch, double case, hinge of front case broken, steel chain and small key attached : and a square basket with handle on top— DAVID TAYLOR ( supposed false), age about 20, height 5 ft. 1 iu., complexion sallow, hair worn on forehead, dark, front lower teeth irregular; dress, dark rough serge jacket, black vest and trousers, grey muffler with black stripes, plaid cap, light lace boots. Warrant issued. 10.— Crewe ( County).— For stealing ( bailee) a bicycle ( recovered)— HARRY BRIGHTMAN, age 24 to 26, height 5 ft. 6 or 7 in., complexion 4 T H E P O L I C E GAZETTE. DERBYSHIRE. 11 .— Eckington ( County).— For stealing, between 21st and 23rd ult., at Dore, 2 double- faced hammers, weight about 5 lbs., " W. H." stamped on one, " A " on other, 2 rubber rings on shaft of one; 3 trowels, size 12 in., 10£ in., and 10 in., " W. H. S." stamped on 2, " J. T. S." on latter; 1 new 8 in. spirit level; 1 new light brick hammer; 1 pair compasses; 1 plumb rule, 4 ft. 6 in. by 4, line and pair of pins — F. HARROW, alias FRY, age 22, height 5 ft. 6 or 7 in., complexion, hair, moustache ( slight), and eyes dark; dress, dark single- breasted, square cut jacket, fancy spotted vest, round buttons, cord trousers, black cap, lace boots. A bricklayer or labourer. Warrant issued. 12.— Eckington ( County).— For larceny at Dronfield, 23rd ult.— PATRICK ENRIGHT, age about 35, height about 6 ft., complexion swarthy, hair and moustache black, ship tattooed back of left hand, of seafaring appearance; dress, blue serge suit, dark cap, red scarf, light lace boots ( cut across fronts). A dock labourer; native of Hull. Has served in the Army. Previously con- victed at Hull and Chesterfield. Warrant issued. Information to Supt. Andrews, Eckington, near Sheffield. DEVONSHIRE. 13.— Devonport ( Borough).— For stealing £ 10 entrusted to him to change at a bank, 27th ult.— W. DESMOND, age about 25, height 5 ft. 7 or 8 in., slight build, complexion pale, thin face, sharp nose, hair and small moustache brown, several scars or boil marks each side of neck under jaw, glands swollen: dress, dark coat and vest, blue trousers, red tie, black and white check cap. A native of London. Has been employed as a porter. Stated he was a furrier, and previously worked in London. Warrant issued. Information to Head Constable Matters, Devon- port. ESSEX. 14.— Grays { County).— For embezzlement— WILLIAM STEEL, age 30, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, eyes grey, wears glasses, large nose and ears, both arms tattooed; dress, grey clothes and cap. A grocer's carman; native of Wimbledon. Warrant issued. Information to Supt. Jordan, Grays. ].">. — Romford ( County).— For larceny ( trick)— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion fresh, large scar across one cheek; wearing a long grey overcoat. He offered for sale a diamond ring in case, with an invitation to have it tested by a local jeweller, entrusted it to an intending purchaser for that purpose, and during discussion as to the price substituted a worthless imitation ring in a similar case. Warrant issued. Information to Supt. Creasy, Romford. 16- Thorpe- le- Soken [ County).— For obtaining food and lodgings by false pretences at Clacton- on- Sea, between 23rd February and 5th ult.— HARRY GRAHAM ( supposed false), age about 45, height 5 ft. 8 or 9 in., complexion fresh, hair dark, beard trimmed, heavy mous- tache, fleshy lump about the size of a walnut near right eye; dress, grey mixture suit, hard felt hat, brown kid gloves, may be wearing a grey overcoat. He represented that he was an agent for the London and Norwich Furnishing Company. Warrant issued. Information to Supt. Jones, Thorpe- le- Soken. HAMPSHIRE. 17— Southampton ( Borough).— For fail- ing to appear to a summons for keeping a brothel WILLIAM STONE, age about 56, height about 6 ft., stoops slightly, complexion fresh, hair dark brown, turning grey, eyes grey, limps; dress, pro- bably, dark suit, long dark overcoat, cap, usually carries a stick. A boarding or lodging- house keeper. Warrant issued. Information to the Chief Constable, South- ampton. HEREFORDSHIRE. IS.— Hereford ( County).— For al tempted murder at Lugg Bridge, 27th ult.— ERNEST CLEALAND WEBB, age 24, height 5. ft. 6 or 7 in., complexion fresh, hair light brown, cleaa shaved, eyes ( full) grey, large head, prominent forehead; dress, dark cloth vest, brown grey trousers, patch on right hip, heavy nailed boots with tips. A labourer or gardener; native of Lingen. Suffers from religious mania and may be found at Church Army Homes or Salvation Army Shelters. Warrant issued. Information to Supt. Cope, Shire Hall, Here- ford. 19 — Ledbury ( County).— For non- payment of £ 4 14s. maintenance arrears— JOHN WEBB, age 43, height 5 ft. 7 in., stoops slightly, com- plexion fresh, hair ( parted in centre) and mous- tache light, eyes blue; dress, grey suit, black hard hat, brown leggings. A butcher; native of Michaelchurch, near Ross. Warrant issued. Photograph can be seen on application. A reward of £ 1 will be paid by Ellen Webb, Led- bury, to any person giving such information as will lead to the arrest of Webb. Information to Supt. Phillips, Ledbury. £ 2 REWARD. on face, speaks in an affected manner, is fond of talking of Canada and the West Indies. An advertisement canvasser. Warrant issued. Information to Chief Constable Ellerington, Margate. 25.— Ramsgate ( Borough).— For obtaining £ 10 by false pretences— MARY HARRIS, age 30 to 35, height 5 ft. 2 or 3 in., complexion fresh, full face, hair dark, small eyes ; wearing a black fur J- length jacket, turn down collar, bell sleeves, black sailor hat with black band, black woollen gloves. She represented that a friend of the person upon whom she called had sent her for the above amount for the purpose of paying the duty on a legacy which had been left to her, and that the money would be returned the following day. Warrant issued. Information to Chief Constable Jones, Ramsgate. LANCASHIRE. 26.— Bolton ( Borough). — For stealing a quantity of flooring boards on or about 9th January last— GEORGE BENNETT, alias HENRY MORTIMOR and HARRY HOSLEY, age 30 to 35, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown, glides one eye, quick swaggering gait, speaks with York- shire accent; dress, black square cut jacket suit, or dark grey suit, black billycock hat, lace boots. Stated he was a builders' merchant. He opened an office, advertised for a clerk, and represented that he dealt in bricks, cement, sanitary pipes, etc. Was in custody in Edinburgh in September, 1901, for fraud as " Henry Mortimor." Warrant issued. Information to the Chief Constable, Town Hall, Bolton. 27,— Bootle ( Borough).— For forging and uttering a cheque for £ 70 7s. 8d., 20th ult.- WALTER MATTHEW COOPER, age 39, height about 5 ft. 5 in., stout build, short neck, double chin, complexion florid, hair ( cut short) and mous- tache light, is subject to fits of coughing; dress, black coat and vest, grey striped trousers, rough grey overcoat, ^- length, black tie, hard felt hat, lace boots. A salesman; native of Birming- ham; was secretary to a cold storage and ice com- pany. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bootle. NO TTINGHA MS HI RE. 28.— Newark ( Borough).— For stealing, 31st ult., a silver English lever watch, No. 30138, nearly new, and £ 6 Is. 6d.— JOHN BARBER, age about 25, height 5 ft. 4 in., complexion fresh, hair and slight moustache dark brown; dress, black morning coat, light mixture trousers and cap. A watch repairer; native of Stockton- on- Tees. Has been previously convicted. Warrant issued. Information to Chief Constable Challen, Newark. OXFORDSHIRE. 29.— Banbury ( County).— For stealing a mowing machine— AMOS BARBEN, age 26 or 27, height 5 ft. 8 in., complexion fresh, hair dark brown, stammers slightly, walks rather lame; dress, black and white coat and vest, brown cord breeches, brown leggings, cap with flat top. He travels the country with a horse and cart, " H. Smith, Licenced Hawker," thereon, and hawkes fishing nets. Warrant issued. Information to Supt. Jennings, Banbury. PEMBROKESHIRE. 30.— Haverfordwest Castle ( County). — For stealing a dark red- brown tweed jacket suit, brown lining, dark brown but- tons, 4 pockets outside, " Morrison and Wilkes, Tailors, Conduit Street, London" and " R. E. Middleton " on tab in inside pocket; 1 blue flannel jacket suit with light stripe; 1 dark green knitted silk tie; 2 white shirts, " R. E. Middleton " on front of both; 1 pair brown shoes; 1 black oxidised silver cigarette case, with blue stone in clasp; 1 opal and diamond pin, heart shape; 1 blank cheque, No. 18603, and about £ 7 - JOHN JAMES KELLY, age about 20, height 5 ft. in., complexion fair, hair light, eyes brownish- grey, slight varicose veins left calf ; may be wearing the stolen clothing. A gardener; native of Douglas, Isle of Man. Is a deserter from the Shropshire Light Infantry. Warrant issued. Information to the Chief Constable of Pembroke- shire, Haverfordwest Castle. 20.— Ross ( County).— For deserting his wife and 5 children— GEORGE GILBERT, age 34, height 5 ft. 6 in., complexion pale, hair dark, eyes grey, lame right leg, suffers with rheumatism; dress, dark suit, light cap, heavy nailed boots. A farm labourer; supposed a native of Bath, Som- ersetshire. Warrant issued. The above reward will be paid by Mr. George Frederick Minett, Clerk to the Board of Guard- ians, Ross, to any person giving such information as will lead to the arrest of above. £ 2 REWARD. 21.— Ross ( County).— For deserting his wife and 2 children— JAMES COTTERELL, age 40, height 5 ft. 6 in., complexion pale, thin features, hair dark brown, eyes brown, several cut scars under chin and front of neck; dress, blue pilot jacket, moleskin trousers, black cap, heavy nailed boots. A labourer; native of Aston Ingham. May seek employment on public works. Warrant issued. The above reward will be paid by Mr. George Frederick Minett, Clerk to the Board of Guard- ians, Ross, to any person giving such information as will lead to the arrest of above. 22.— Ross ( County).— For obtaining, 22nd December last, by false pretences, a No. 1 " Ariel " spring- frame bicycle, 1902 pattern, 25 in. diamond frame, gold lined, No. 345, 7 in. cranks, rubber pedals, Dunlop tyres, plated rims, Crabbe front thumb- rim brake, raised handle bar with combi- nation grips, plated pump and clips, 2 transfers on frame, 1 on back of mud guard " Ariel," ratchet freewheel, back pedalling brake, | in. by 3- 16 in. chain, Lycett saddle, bell attached— ERNEST SPENCER, age about 28, height 5 ft. 4 or 5 in., complexion dark, hair ( parted in centre) dark brown, slight moustache dark, eyes blue, speaks with North Country accent; dress, dark reefer jacket and vest, dark trousers, black and white large check tie, black hard hat, rather heavy lace boots, wearing a steel watch chain. Stated he was a pianoforte tuner, and had come from a London firm; also that he was a native of Oldham. ( See Case No. 21, 9th January, and No. 20, 27th Febru- ary last). Warrant issued. ISLE OF WIGHT. 23.— Newport ( County). — For obtaining 10s. by false pretences at Yarmouth, 9th February last— GEORGE KING, age 29, height about 5 ft. 9 in., slight build, complexion fair, hair brown, moustache light; dress, supposed brown suit, may be wearing cord trousers, brown cap. A blacksmith; native of Shanklin. Warrant issued. Information to Supt. Ayres, Quay Street, Newport. KENT. 24.— Margate ( Borough)— For embezzle- ment G. RANDOLPH GEMMELL, age about 35, height 5 ft., complexion fresh, sharp features, hair light brown, eyes light, rather large nose, thick at end, a few faint indentation marks FRIDAY, MAHOH 13, 1903. METROPOLITAN POLICE DISTRICT. 31.— S Division.— For stealing, 14th ult., an 18 ct. gold keyless English lever watch, maker, " Rombach, Herne Hill, ' on dial, " No. 6259 " on inside of case, " C/—/— 15 » scratched inside inner case; 1 18 ct. gold oval locket, en- graved, raised gold oblique; 1 single- stone' dia- mond pin ( may be used as stud), weight of stone, 5 1- 16 grains, " Z L/ L-" scratched on mount— PERCY MOORE, alias FREDERICK HALLETT and ARTHUR FREDERICK LEIGHTON,' Office No. 2886- 01, age 30, height 5 ft. 1\ in., complexion fresh, hair and moustache ( stubby) brown, eyes hazel, scar right eyebrow and tip 4th right finger; dress, dark double- breasted reefer suit, black hard felt hat, blue striped shirt. Arrest also sought on " B," " D," and " F " Divisions ( see also Cases Nos. 33 and 105 of 14th February and 10th October, 1902 respectively). Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. t 32.— Windsor ( Borough).— For forgery and fraud to a large amount— FREDERICK ERNEST LAYTON, age 37, height 5 ft. 6 or 7 in., hair and heavy moustache ( supposed cut short) brown, eyes full, carries his head forward when walking, left hip projects, a heavy smoker, usually wears dark clothes and hard felt hat. A solicitor; native of Windsor. Absconded 10th February, and was seen at Eastbourne on 13th February. The above photograph was taken about 8 years ago. Warrant issued. Information to Chief Borough Police, Windsor. Constable Nicholls, YORKSHIRE ( West Riding). 33.— York ( City).— For forging and uttering cheques, thereby obtaining £ 200, the monies of His Majesty's Government— ARTHUR SKIN- NER, age 45, height 5 ft. 5£ in., complexion fresh, hair dark brown, eyes brown, 2 front upper teeth missing; dress, blue serge suit. A first- class Staff Sergeant of the Royal Army Medical Corps; native of Steyning, Sussex. Is fond of horse racing. Had in his possession a large sum of money, and may endeavour to leave the country. Absconded 19th ult. Warrant issued. Information to Chief Constable Burrow, York. PORTRAIT OF A PERSON IN CUSTODY. ESSEX. 34.— Saffron Walden ( County).— Re- manded, charged with forging and uttering a cheque for £ 28 15s.— SAMUEL HERBERT DOUGAL, age 55, height 5 ft. 9 in., complexion fresh, hair, whiskers and moustache ( turning grey) dark brown, eyes grey, mole over nose, scar over left eyebrow, fleshy moles between shoulder blades. He served 21 years in the Royal Engineers, mostly in Ireland. Well known at Cudhani, Kent, Hassocks, Sussex, Ware, Herts, and in Dublin. Sentenced at Central Criminal Court in January, 1896, to 12 months imprisonment for forgery.
