TH] ES POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 27, 1903. VOL. XX., No. 2008. EGUL 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YABD, LONDON, S. W. 2. Particula r concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is off eredy the name CLTid address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. SLTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to { roperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at ivhich Notices can he posted. The following specimens of bills are inserted for guidance :— £ 5 REWARD. LOST. 17th December, 1899, at Victoria Street, Westminster, A GOLD LEVER WATCH, No. 54963, " J. S." in monogram on back. Information to Mr. John Smith, 500, Victoria Street, West- minster, by whom the above reward will be paid for the recovery of the watch. [ Insert name and address of the Printer.] £ 50 REWARD. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment-— For pretending to be a solicitor — A. P. BOND, alias FREDERICK BROWN, CHARLES BOWEN, POPE, ELLIOTT, WEST- WOOD, CONNEMARA, etc., age about 35, height 6 ft., round shoulders, complexion dark sallow, hair black, eyes dark, delicate appearance; a Hindoo or half- caste. Warrant issued. 2.— A Division. — For stealing £ 50 — EDWIN PERRY, age 40, height 5 ft. 5 in., slight build, complexion fresh, hair dark brown, eyes grey, sleepy appearance, stoops slightly, eczema marks on elbows and knees, mole centre of back; dress, grey mixture jacket, blue serge trousers, 2 vests ( 1 grey, 1 blue), blue and white spotted tie, check cap. A native of Birmingham. 3.— C Division.— For obtaining jewellery to the value of £ 150, by fraud— D. FACHIRI, a Greek, age about 45, height about 5 ft. 5 in., com- plexion sallow, hair ( thin on top) dark ( turning grey), long moustache ( brushed up at ends) brown, eyes ( large) dark, speaks English well, of smart appearance; dress, probably grey jacket suit, black hard felt hat. A produce merchant, of 9 Mincing Lane, E. C. Warrant issued. 4.— D Division.— For obtaining money by false pretences, and fraudulently incurring debts — STUART G. HALLIDAY, age 32, height 5 ft. 10 in., slight build, hair and moustache brown, thin face; dress, brown jacket suit, grey overcoat, black hard felt hat. Until recently he was a captain in the Hyderabad contingent of the In- dian Army. Warrant issued. 5.— F Division. — For stealing £ 46 — CHARLES MARKS, age 37, height 5 ft. 6| in., complexion fresh, hair ginger, eyes blue, bracelet in blue ink on both wrists, left little toe recently broken; dress, pepper- and- salt colour suit, check cap. Supposed a native of London. May en- deavour to obtain employment in the provinces as a cab or omnibus driver. Warrant issued. 6.— p Division.— For Stealing £ 17— ALICE GILBERT, age 15 ( looks older), height 5 ft. 5 in., complexion dark, hair ( thick) dark, eyes grey; dress, dark serge dress, black straw sailor hat. A domestic servant; native of Hoxton. Warrant issued. 7.— p Division.— For stealing, 3rd inst., a lady's gold Geneva watch, No. 17068, gold dial, crystal glass, chased back, " John Walker, Regent Street," on works; 1 do. Albert, long link and cable pattern alternately; 1 gold fluted cross, about 1J in. long; 1 small gold oval locket, blue enamel buckle thereon; 1 Queen Anne gilt shilling; 1 gold curb bracelet, padlock attached; 1 do. set 3 turquoise and 4 pearls alternately; 1 lady's dress ring, set emerald in centre, surrounded with small pearls and rubies ( 1 pearl missing); 1 do., set 2 pearls and ruby garnet in centre; 1 do., set pink corals and pearls alternately; 1 lady's half- hoop ring, set 5 turquoise and several diamonds; 1 gold brooch, mosaic setting, with small filigree baud— EMILY COLLINS, alias BESSIE KYNCH, MOLLOY, and ELIZABETH NEWMAN, age 24, height 5 ft. 7 in., complexion fair, full face, hair dark brown, eyes grey; dress, black skirt, grey bodice, black three- quarter length jacket, black hat, trimmed green velvet bow and large buckle, brown fur boa. BEDFORDSHIRE. 8.— Luton( Borough).— Forattempted murder on the Midland Railway between London and Luton, 4th inst.— A MAN, age about 35, height 5 ft, 8 or 9 in., stout build, complexion sallow, full face, hair black, moustache brown, eyes sunken; dress, black jacket suit, blue and white spotted scarf, billycock hat. Information to the Chief Constable, Luton. BERKSHIRE. 9.— Windsor ( Borough).— For forgery and fraud to a large amount— FREDERICK ERNEST LAYTON, age 37, height 5 ft. 6 or 7 in., complexion fair, hair and heavy moustache ( cut rather short) brown, eyes full, supposed brown, slovenly gait, a heavy smoker, usually weai- 3 dark clothes and hard felt hat. A solicitor; native of Windsor. Absconded 10th ult,, and was seen at Eastbourne a few days later. Warrant issued. Information to Chief Constable Nicholls, Borough Police, Windsor. BUCKINGHA MS HI RE. 10— Great Mar low ( County).— For steal- ing bicycle fittings ( recovered)— A MAN, age 30 to 40, height 5 ft. 6 or 7 in., rather stout build, complexion pale, hair ( wavy) dark brown, slight moustache " brown, carries his head forward, thick voice, very talkative, addicted to drink; dress, black morning coat, dark vest and trousers, black Sard hat, lace boots. ^ A. cycle engineer; stays at common lodging houses. Stated he had served in the Royal Engineers, and that he had been em- ployed at Newbury, Reading, and Wolverhampton. Known by the name of " Bert." Warrant issued. Information to Supt. DERBYSHIRE. 13.— Chesterfield ( County).— For failing to report— Supervisee JOHN BARNES, alias G. ROBINSON, ARTHUR KELLY, and J. HARRIS, Office No. 2390- 02, age 30, height 5 ft. 7J in., complexion sallow, hair brown, eyes grey, scar right side of forehead, each eye- brow, left cheek, and outer corner right eye, ring 3rd right finger. A bricklayer or labourer. Warrant issued. 15.— Ecklngton ( County).— For larceny at Dronfield, 23rd inst.— PATRICK ENRIGHT, age about 35, height about 6 ft., complexion swarthy, hair and moustache black, ship tattooed back of left hand, of seafaring appearance; dress, blue serge suit, dark cap, red scarf, light lace boots ( cut across fronts). A dock labourer; native of Hull. Has served in the Army. Previously con- victed at Hull and Chesterfield. Warrant issued. Information to Supt. Andrews, Eckington, near Sheffield. DEVONSHIRE. 16.— Crediton ( County).— For stealing 4 hampers of apples at Ponghill, 25th December, 1902— CHARLES HEARLES, alias AYRES, age 27 ( looks younger), height about 5 ft. 7 in., com- plexion fair, hair ( worn on forehead) light; dress, old dark coat and vest, cord trousers, cap. A gipsy; supposed a native of Farnham, Surrey. Is believed to be accompanied by his wife, child ( about a month old), his parents, and a man, age 30, and to have with them a van painted light yel- low, " Charles Hearles, Berkshire," thereon. Warrant issued. Information to Supt. Egan, Crediton. ESSEX. 17.— Chelmsford ( County).— For stealing, 15th inst., a metal watch, metal chain fixed by a piece of hairpin, and key attached; 1 blue serge vest, size 4 ; and a South African War medal with 3 bars, " Private John Haynes, Essex Regiment" stamped thereon— A MAN, age about 40, height 5 ft. 10 or 11 in., complexion fresh, hair dark brown, whiskers about 2 in. long, eyes blue; dress, dark jacket, wide light cord vest, dark brown cord trousers, red necker- chief, light cap, heavy lace boots. Had in his posses- sion a discharge from the 1st Essex Regiment. Information to the Deputy Chief Constable of Essex, Chelmsford. 18.— Grays ( County).— For embezzlement— WILLIAM STEEL, age 30, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, eyes grey, wears glasses, large nose and ears, both arms tattooed; dress, grey clothes and cap. A grocer's carman; native of Wimbledon. Warrant issued. Information to Supt. Jordan, Grays. 19.— Southminster ( County).— For non- payment of £ 2 4s., fine and costs imposed for trespassing in search of game—- JAMES BUTCHER, alias ELIJAH JAMES OUTTEN, age 40, height 5 ft. 10£ in., rather stout build, complexion fresh, hair light brown, moustache and eyes brown; wearing fawn colour coat, drab vest, brown cap, lace boots. Supposed a native of Mitcham, Surrey. Has served in the Army. May have with him a small brown dog. Ab- sconded 7th inst. Warrant issued. Information to Supt. Gibbons, Southminster. FLINTSHIRE. 20.— Mold ( County).— For stealing from their lodgings, 13th inst., a lady's silver watch, plain dial, chased at back; 1 do. silver Albert chain; 1 18 ct. gold keeper ring, Maltese cross thereon; 1 gold dress ring, set pearl and 2 rubies ( 1 miss- ing); 1 black cloth vest; 1 green underskirt, with flounce; and £ 1 10s.— STEPHEN HOLROYD, age 22, height about 5 ft. 2 in., stout build, hair brown, clean shaved, eyes ( large) brown, good teeth, bad feet; usually wears a fawn colour overcoat, black hard felt or fawn colour hat. A steel malter; native of Sheffield. — SARAH HOLROYD, age 21, height about 5 ft. 5 in., slight build, long features, hair ( frizzed on forehead) black, eyes ( large) dark brown, 1 front upper tooth missing, stammers; dress, black skirt, short black jacket, tight fitting, black sailor hat, shoes with patent leather toes. HAMPSHIRE. 21.— Gosport ( County).— For stealing, 5th inst., a silver watch, J- plate, " Henry Murray" scratched on plate and case; a South African War medal, " Henry Murray, No. 5220 I Com- pany, Rifle Brigade," on rim ; 1 brown coat and vest ; 1 polo collar; 1 black and white tie— THOMAS ORTON, age 22, height 5 ft. 4J in., slightly round shoulders, complexion fresh, hair light brown, eyes grey, scar on chest and right arm, carries his head forward ; dress ( supposed), brown coat, vest, and cap, regimental trousers, shirt, socks and boots. ISLE OF WIGHT. 22.— Newport ( County).— For housebreak- ing, 23rd inst., at Yaverland, and stealing a coat and vest; 1 pair greenish colour trousers with blue stripes; 1 brown check cap; 1 light colour tie with black spot in centre; 1 shirt front turned down at corners; 1 pair new shooting boots, size 10— GEORGE JAMES BLOW, age 19, height about 5 ft. 8 in., complexion fresh, hair dark brown, prominent nose, walks erect, addicted to drink; wearing the stolen clothing. A labourer; native of Brading, I. W. Warrant issued. Information to Supt. Hale, County Police Office, Newport. KENT. 23.— Tonbridge ( County).— For cruelty to his children, and deserting same— JAMES JENNER, age 35 or 36, height 5 ft. 8 or 9 in., com- plexion ruddy, hair brown, moustache ginger, ad- dicted to drink; dress, grey plaid jacket and vest, cord trousers, brown soft felt hat, heavy lace boots. A labourer; supposed a native of Copthorne, Sussex. Warrants issued. Information to Supt. Styles, Tonbridge. LANCASHIRE. 24 — Leigh ( County).— For stealing £ 34, at Tyldesley— THOMAS DOBINSON, age 54, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes brown; dress, old black suit, dark plaid cap, blue and white scarf, strong lace boots. A colliery labourer. Warrant issued. Information to Supt. Cocker, Leigh, 25.— Liverpool ( City).— For obtaining rail- way tickets and hotel coupons, by a worthless cheque— G. ROBINSON, supposed false, age 25 to 30, height 5 ft. 5 or 6 in., complexion, hair, and slight moustache dark, thin face, large nose, French accent, appearance of a French Jew; wear- ing dark overcoat and black hard hat. Had in his possession a cheque book containing 25 cheques, Nos. D. 24801 to 24825, on the Ulster Banking Company, Limited, Belfast. He induces tradesmen to accept the cheques in payment for goods supplied. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 26.— Blackpool ( Borough).— For stealing a 9 ct. gold ring ( recovered); 1 pair lace boots, size 7, toe caps; 1 silver Afghan war medal, can be worn as a brooch, " John Ingham" engraved on edge— GEORGE EDWARDS, age 24, height 5 ft. 5£ in., complexion fresh, hair and eyes brown, butterfly right forearm, ballet girl and thistle left forearm. A native of Brechin, Forfar. Is a private of the Royal Welsh Fusiliers, wearing uniform. Information to the Chief Constable, Blackpool. 27. — Bolton ( Borough). — For stealing a quantity of flooring boards on or about 9th January last— GEORGE BENNETT, alias HENRY MORTIMOR and HARRY HOSLEY, age 30 to 35, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown, glides one eye, quick swaggering gait, speaks with York- shire accent; dress, black square cut jacket suit, or dark grey suit, black billycock hat, lace boots. Stated he was a builders' merchant. He opened an office, advertised for a clerk, and represented that he dealt in bricks, cement, sanitary pipes, etc. Was in custody in Edinburgh in September, 1901, for fraud as " Henry Mortimor." Warrant issued. Information to the Chief Constable, Town Hall, Bolton. 28.— Bootle ( Borough).— For forging and uttering a cheque for £ 70 7s. 8d., 20th inst.— WALTER MATTHEW COOPER, age 39, height about 5 ft. 5 in., stout build, short neck, double chin, complexion florid, hair ( cut short) and mous- tache light, is subject to fits of coughing; dress, black coat and vest, grey striped trousers, rough grey overcoat, f- length, black tie, hard felt hat, lace boots. A salesman; native of Birming- ham ; was secretary to a cold storage and ice com- pany. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bootle. LEICES TERSHIRE. £ 5 REWARD. \ 29.— Market Harborough ( County).- For forgery and embezzlement- CYRIL CRAVEN, alias GEORGE DENVER, age 33, height 5 ft. 7 in., slight build, complexion pale, hair brown, clean shaved, eyes hazel, well educated, walks erect and quickly, can speak several languages; well dressed, frequently wears frock coat and silk hat. May seek employment with 2nd or 3rd class theatrical companies, or as an insurance agent. May be accompanied by his wife. Warrant issued. The above reward will be paid by J. Tickle, Esq., Solicitor, 63 Cheapside, London, E. C., to any per- son giving such information as will lead to the arrest of Craven. Information to Deputy Chief Constable Leach, Market Harborough. NORFOLK. 30. — East Dereham ( County). — For obtaining 10s. by false pretences, 21st ult.— F. B. MONTGOMERY, alias CALVER and F. B. CHAMBERS, age about 35, height about 5 ft. 9 in., stout build, complexion sallow, prominent features, double chin, hair ( thick) black, clean shaved, eyes hazel, good teeth, slight American accent; dress, grey jacket suit and cap, carried a cane or umbrella. He stated that he represented a firm of provision merchants, Charterhouse Street, London, also the proprietor of " Quaker Oats," Eastcheap, London, and negotiated with grocers for the hire of windows for exhibiting the latter firm's goods. Warrant issued. Information to Supt. Chambers, East Dereham. OXFORDSHIRE. 31.— Banbury ( County).— For stealing a mowing machine— AMOS BARBEN, age 26 or 27, height 5 ft. 8 in., complexion fresh, hair dark brown, stammers slightly, walks rather lame; dress, black and white coat and vest, brown cord breeches, brown leggings, cap with flat top. He travels the country with a horse and cart, " H. Smith, Licenced Hawker," thereon, and hawkes fishing nets. Warrant issued. Information to Supt. Jennings, Banbury. FRIDAY, M A H O H 13, 1903. MIDLOTHIAN. 33.— Edinburgh { City).— For failure to report — Licence- holder JAMES MUIRIIEAD, alias PETER SMITH, GEORGE ROBERTS, and " SCOTCH JIMMY," Office No. 48736, age 50, height 5 ft. 4£ in., complexion fresh ( pock pitted), hair ( curly) light brown ( going bald), eyes hazel, 2 hairy moles below right eye, dot between right thumb and forefinger. Sentenced at the Glasgow High Court, 9th May, 1896, to 7 years penal servitude for theft. Licenced 17th September, 1901.
