All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should he addressed to THB EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YAED, LONDON, S. W. 2. Particula s concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. &. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas i the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills or other advcitisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. (>) The conditions on which it is payable, ( e) The name and address of the person by whom it will be paid. ( A) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo [ roperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr, John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33. A native of Venn, Dorset. 2.— D Division.— For obtaining £ 40 by fraud— ALFRED WILLIAM FLORANCE, age 40, height 5 ft, 6 in., very slight build, complexion fresh, hair and moustache light, eyes blue ; wearing black frock coat and vest, silk hat. Is fond of yachtiug, and until recently he possessed two yachts at Ryde, Isle of Wight. Warrant issued. 3— J Division.— For fraud— ABRAHAM PAGRAAGH, a Dutchman, age 60, height 5 ft. 2 in., complexion fair, hair grey; wearing grey overcoat, soft felt hat. Warrant issued. 4.— K Division.— For failing to surrender to his bail at Essex Assizes, 4th ult., for defilement of a girl under 16 years of age— JOSHUA EDWARD ANDREWS, age 32, height 5 ft. 1A in., complexion dark, hair brown, moustache ginger, eyes grey, scar corner of left eye, and on right shin: dress, black and white check jacket, black diagonal vest and trousers, red and white necker- chief, black hard felt hat, lace boots ( all old). A native of Norwich. l.— N Division.— For obtaining food and lodgings by false pretences. — DUNBAR, age 40. height 5 ft. 9 in., complexion fair, hair light, eye& blue, bad front teeth, large wart left side of nose, speaks German fluently; dress, old black serge skirt with 2 rows of braid, grey cloak, black straw sailor hat with veil, cloth shoes. She represented that she was of independent, means, and stated that her luggage would follow. Warrant issued. Albert, long link and cable pattern alternately; 1 gold fluted cross, about in. long; 1 small gold oval locket, blue enamel buckle thereon; 1 Queen Anne gilt shilling; 1 gold curb bracelet, padlock attached; 1 do. set 3 turquoise and 4 pearls alternately; 1 lady's dress ring, set emerald in centre, surrounded with small pearls and rubies ( 1 pearl missing); 1 do., set 2 pearls and ruby garnet in centre; 1 do., set pink corals and pearls alternately; 1 lady's half- hoop ring, set, 5 turquoise and several diamonds; 1 gold brooch, mosaic setting, with small filigree band— EMILY COLLINS, alias BESSIE KYNCH, MOLLOY, and ELIZABETH NEWMAN, age 24, height 5 ft. 7 in., complexion fair, full face, hair dark brown, eyes grey: dress, black skirt, grey bodice, black three- quarter length jacket, black hat, trimmed green velvet bow and large buckle, brown fur boa. Warrant issued. 9.— T Division.— For obtaining money by false pretences— MATILDA WOODWARD, alias FOX, FOWLER, PARKER, and MASON, age 50, height 5 ft. 4 in., slight build, complexion, hair and eyes dark, high cheek bones, of Jewish appear- ance, wearing artificial teeth; dress, dark clothing, black hat trimmed ribbons and flowers. BEDFORDSHIRE. 10.— Luton( Bnmngh).— For attempted murder on the Midland Railway between London and Luton, 4th inst.— A MAN, age about 35. height 5 ft. 8 or 9 in., stout build, complexion sallow, full face, hair black, mous'acbe brown, eyes sunken; dress, black jacket snit, blue and white spotted scarf, billycock hat. Information to the Chief Constable, Luton. BERKSHIRE. II.— Windsor ( Borough).— For forgery and fraud to a large amount— FREDERICK ERNEST LAYTON, age 37, height 5 ft. 6 or 7 in., complexion fair, hair and heavy moustache ( cut rather short) brown, eyes full, supposed brown; slovenly gait, a heavy smoker, usually wears dark clothes and hard felt hat. A solicitor; native of Windsor. Absconded 10th ult., and was seen at Eastbourne a few days later. Warrant issued. Information to Chief Constable Nicholls. Borough Police, Windsor. Had in his posses- sion a discharge from the 1st Essex Regiment. Information to the Deputy Chief Constable of Essex, Chelmsford. FLINTSHIRE. 14.— Mold ( County).— For stealing from their lodgings, 13th inst., a lady's silver watch, plain dial, chased at back; 1 do. silver Albert chain; 1 18 ct. gold keeper ring, Maltese cross thereon; 1 gold dress ring, set pearl and 2 rubies ( 1 miss- ing); 1 black cloth vest; 1 green underskirt, with flounce; and £ 1 10s.— STEPHEN HOLROYD, age 22, height about 5 ft. 2 in., stout build, hair brown, clean shaved, eyes ( large) brown, good teeth, bad feet; usually wears a fawn colour overcoat, black hard felt or fawn colour hat. A steel malter; native of Sheffield. — SARAH HOLROYD, age 21, height about 5 ft. 5 in., slight build, long features, hair ( frizzed on forehead) black, eyes ( large) dark brown, 1 front upper tooth missing, stammers; dress, black skirt, short black jacket, tight fitting, black sailor hat, shoes with patent leather toes. GL OUCES TERSHIRE. 15.— Gloucester ( County).— For stealing a pony, cart and harness ( recovered)— JOSEPH WRIGHT, alias HUGHES, age 44, height 5 ft. li in., complexion fresh, hair ( bald on top) dark brown, eyes brown, right side, pockmarked shoulder blade, several white spots on chest, scar back of head, left side, faint scar side of forehead, scar eyebrow, 2 small moles inside forearm, 3 on outside upper arm, 6car inside wrist, top of little finger deformed, burn scar back of hand ; dress, grey jacket, trousers and cap, muffler, heavy boots, wore an imitation gold ring. A native of Man- chester. Has been convicted at Liverpool, Hull, Bristol, Chester and Gloucester. Warrant issued. Information to Deputy Chief Constable Harii- son, Gloucester. 16.— Staple Hill ( County).— For stealing from Horfield Barracks, 13th inst., a brown coat and vest, " Hope & Sons, London," supposed on tab; 1 pair grey trousers; 1 tweed cap; 2 pairs brown lace boots, nearly new; a Kruger shilling, and £ 8—- SAMUEL MASSEYA, age 20, height 5 ft. 5J in., complexion sallow, hair dark brown, eyes brown, " C. H." tattooed on left forearm; dress, blue coat and cap, dark trousers. A native of Cheshire. — JAMES DOYAL, age 20, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue grey, " J. D." tattooed on left forearm. A native of St. Mary's, Cheshire. Both are deserters from the 148th Battery, R. Field Artillery. May be wearing the stolen boots. Warrant issued. Information to Supt. W.— Gosport ( County).— For stealing, 5th inst.. a silver watch, i'- plate, " Henry Murray" scratched on plate and case; a South African War medal, " Henry Murray, No. 5^ 20 I Com- pany, Rifle Brigade," on rim ; 1 brown coat and vest; 1 polo collar; 1 black and white tie— THOMAS ORTON, age 22, height 5 ft. 4* in., slightly round shoulders, complexion fresh, hair light brown, eyes grey, scar on chest and right arm, carries his head forward ; dress ( supposed), brown coat, vest, and cap, regimental trousers, shirt, socks and boots. A deserter from the Rifle Brigade. Information to Supt. Silver, Gosport. HER TFORDSHIRE. 18.— Ware ( County).— For stealing from his lodgings at High Cross, 21st ult., a nearly new cotton shirt with blue lines forming squares; ] blue serge cap; and 3s. 2d.— A MAN, age 28 to 30, height about 5 ft. 7 in., stiff build, complexion fresh, hair and moustache dark brown; dress, light tweed jacket and cap, cord trousers, lace boots. A farm labourer; is believed to have served in the Army. A Scotchman. Warrant issued. Information to Supt. Duke, Ware. KENT. W— Ashford ( County).— For housebreak- ing, 5th inst., and stealing a gold watch, old- fashioned, gold face chased, gold hands, key attached to bow with a piece of narrow black braid or small cord ; 1 black leather oblong purse with clasp and elastic band, containing a £ 5 Bank of England note, '- National BankT Killarney, Ireland," stamped thereon; and £ 3— A MAN, age about 30, height 5 ft. 5 or 6 in., slight build, complexion sallow, very thin face, hair and mousrache dark ; wearing light dust coat, black soft felt hat, light boots with fancy toe- caps, supposed white muffler. Bailey, Ashford. 20 .— Tonbridge ( County).— For cruelty to his children, and deserting same— JAMES JENNER, age 35 or 36, height 5 ft. 8 or 9 in., com- plexion ruddy, hair brown, moustache ginger, ad- dicted to drink; dress, grey plaid jacket and vest, cord trousers, brown soft felt hat, heavy lace boots. A labourer; supposed a native of Copthorne, Sussex. Warrants issued. Information to Supt. Styles, Tonbridge. 21.— Maidstone ( Borough).— For neglect- ing to maintain his wife and children— SPENCER STARR, age 41, height 5 ft. 6 in., whiskers and moustache dark ; dress, black jacket and vest, brown plaid trousers, blue Melton overcoat with velvet collar, hard hat, light lace boots. A coach painter. Warrant issued. Information to the Chief Constable, Miiidstone. LANARKSHIRE. 22. — Glasgow ( City). — For embezzling £ 85 16s.— JOHN C. MUNDELL, age 23, height 5 ft. 8 in., complexion fresh, hair ( inclined to curi on top) dark, clean shaved, eyes brown ; dress, checked tweed jacket suit, dark blue over- coat with velvet collar, wears a curb link chain with a Kruger sovereign as appendage. Native of Glasgow. He left Wigan, on 8th inst., stating he was going to Manchester or Liverpool. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 23.— Leigh ( County).— For stealing £ 34, at Tyldesley— THOMAS DOBINSON, age 54, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes brown; dress, old black suit, dark plaid cap, blue and white scarf, strong lace boots. A colliery labourer. Warrant issued. Information to Supt. Cocker, Leigh. 24.— Skerton ( County).— For stealing from his lodgings at Morecambe, an English lever watch and chain ( recovered); 1 pair brown pig- skin leggings ; 1 brown leather handbag ; 1 dark mixture overcoat with velvet collar ; 1 pair deer- skin gloves ; 1 pipe ; 1 muffler— A MAN, age 17, height 5 ft. 6 in., complexion pale, hair brown, eyes supposed brown, wearing dark clothes, white tie, light cap with large peak, tan colour boots, and the stolen overcoat and leggings. A native of Leeds. Information to Supt. Barnett, Skerton. 25.— Blackpool ( Borough).— For stealing a 9 ct. gold ring ( recovered); 1 pair lace boots, size 7, toe caps; 1 silver Afghan war medal, can be worn as a brooch, " John Ingham" engraved on edge— GEORGE EDWARDS, age 24, height 5 ft. 5£ in., complexion fresh, hair and eyes brown, butterfly right forearm, ballet girl and thistle left forearm. A native of Brechin, Forfar. Is a private of the Royal Welsh Fusiliers, wearing uniform. Information to the Chief Constable, Blackpool. 26.— Wigan ( Borough).— For failure to re- port— Licence- holder MARY ANN SQUIRES, alias MARY SPENCER and ADDISON, and MARY ANN HARRISON, Office No. 3016- 02, age 33, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes hazel, scar under left eye, bridge of nose, under chin ( right), 2 right forefinger, 1 on right wrist, back left hand, and 1 left forefinger. Sentenced at Cumberland Assizes, 1st November, 1900, to 3 years penal servitude for robbery with violence. Licenced 1st November last. a 21. Has also been convicted at Manchester, Bury and Hull. LEICESTERSHIRE. 27.— Leicester ( Borough).— For stealing, 14th inst., a safety bicycle, " Beeston Humber," aluminium, red lined, free- wheel ( spring broken), " Beeston Humber " transfer on head, monogtam G. R." underneath, rams'- horn handle bar, front rim brake, no mudguards— PERCY CARLTON, age 20, height 5 ft. 5 or 6 in., well built, com- plexion fair, square jaw, wrinkles on forehead, hair ( inclined to curl) light brown, small eyes ( supposed squint in one); dress, brown jacket suit, vest double breasted, check cap, dark brown lace boots. Information to Head Constable Lumley, Town Hall, Leicester. LINCOLNSHIRE. 28.— Stamford ( County).— For embezzling £ 16 13s., 28th ult.— JOHN JAMES CARNE, age 34, height about 6 ft., stout build, hair ( turning grey) dark, slight moustache, eyes blue, 1 front upper tooth missing; dress, light grey jacket suit, black hard hat, low shoes. A native of Mousehole. Paul, Cornwall. Has been employed as clerk and storekeeper to a firm of coachbuilders. Absconded 2nd inst. Warrant issued. Information to Insp. Swaby, Stamford. 29.— Louth ( Borough).— For obtaining £ 4 10s. by a worthless cheque, 3rd inst. — J. G. SAUNDERS, alias C. STEWARD, age about 30 ( looks younger), height 5 ft. 5 or 6 in., slight build, complexion pale, thin features, sharp nose and chin, large mouth, hair brown, clean shaved; dress, dark grey overcoat, dark trousers, black hard or brown soft felt hat, brown boots, carried a small black bag containing samples of billheads, & c. May endeavour to dispose of worthless cheques on the Capital and Counties Bank, Limited, Lincoln, probably bearing the signatures of J. G. Saunders and W. E. Tratt. Until recently he was co- partner in a business as commercial printers and paper merchants at Lincoln. Warrant issued. Information to the Chief Constable, Louth. MONMOUTHSHIRE. 30— Abergavenny ( County). — For at- tempted rape- JAMES PROBERT, age 36, height 5 ft. 5 or 6 in., complexion fair, long features, small pointed nose, hair and moustache light brown, whiskers cropped close, eyes blue, addicted to drink ; dress, navy blue serge jacket, dark vest, cord trousers, old black hard felt hat, heavy nailed boots. A native of Craswell, Hereford- shire. Warrant issued. Information to Supt. Davies, Abergavenny. 31._ Newport ( Borough).— For failure to report — Licence- holder FREDERICK GRIF- FITHS, alias HINDS, Office No. 3160- 99, age 33, height 5 ft. 8 in., complexion sallow, hair dark brown, eyes hazel, scar between eyebrows, " F " and dot left forearm, scar inside left hand, and back right thumb. Sentenced at Usk Quarter Sessions, 17th October, 1900, to 3 years penal servitude for larceny. Licenced 20th January last, a 311. Has also been convicted at Bristol, Man- chester, Gloucester, Stafford, and Hereford. Information to Chief Constable Sinclair, New- port. NORFOLK. 32.— Walsingham ( County).- For failing to surrender to his bail, at Fakenham Petty Sessions, 23rd ult., for till robbery— ROBERT FROST, alias JOE FROST, age 44, height 5 ft. 10 in., complexion fair, hair brown, moustache light brown, eyes grey ; dress, light tweed jacket and vest, supposed cord trousers, small white wrapper, dark cap, heavy lace boots. A native of Houghton St. Giles, Norfolk. May be found at casual wards, or working with threshing machines. Stated his intention of proceeding to LondoD. Warrant issued. Information to Supt. SHROPSHIRE. 33— Ludlow ( County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Cleobury Mortimer Union — FREDERICK BRAYNE, age 48, height about 6 ft., complexion, hair and moustache ( turning grey) dark, eyes brown, mole left side of nose and on back of neck. An engine driver; native of Coventry. Was employed as a labourer at waterworks at Cleobury ; has worked at Stafford, Rhayader, and Fishguard. May be found on public works. Warrant issued.
